The emulsifier comprises, by mass, 20-50 parts of cocoyl ethoxylate-9, 20-40 parts of cocoyl ethoxylate-3, 10-15 parts of cocamide DEA and 15-30 parts of ethanol. The components of the formula can easily, safely and efficiently remove oil stains on petroleum by strongly permeating, instantly dissolving and dispersing the surface of the adhered petroleum, changing the wettability, reducing the interfacial tension and the like.
