the mobile terminal client generates a two-dimensional code containing public key certificate information by using the received public key certificate and the private key;
when the mobile terminal client side carries out off-line payment, the charging side reads and analyzes the two-dimensional code containing the public key certificate information provided by the mobile terminal client side through a public key from the two-dimensional code payment application system, and verifies the two-dimensional code containing the public key certificate information;
after the two-dimensional code containing the public key certificate information is successfully verified, the charging terminal completes the payment of the two-dimensional code by generating and storing consumption data; and
and the charging end transmits the saved consumption data to the payment service network end through networking so that the payment service network end executes deduction operation.
2. The offline two-dimensional code payment method according to claim 1, further comprising sending the public key to a charging end after the two-dimensional code payment application system of the payment service network end generates the public key certificate.
3. The off-line two-dimensional code payment method according to claim 1 or 2, wherein if the credit record searched by the payment service mechanism background with payment function at the payment service network end can ensure that the user of the mobile terminal can make effective payment, the payment service mechanism background judges that the mobile terminal is trusted; otherwise, judging that the mobile terminal does not reach the credible standard currently.
4. The offline two-dimensional code payment method according to claim 3, wherein the generating, by the mobile terminal client, the two-dimensional code containing the public key certificate information by using the received public key certificate and the private key comprises: the mobile terminal client encrypts the public key certificate by using a private key from a payment service mechanism background with a payment function to obtain an encryption result;
and the mobile terminal client inputs the encryption result into the two-dimensional code generator to generate the two-dimensional code.

The off-line two-dimensional code payment method of claim 4, wherein the charging terminal identifies and analyzes the two-dimensional code provided by the mobile terminal client by using a public key from the two-dimensional code payment application system, and the verification of the two-dimensional code comprises the following steps:
the acceptance terminal of the charging terminal scans, reads and processes the two-dimensional code generated by the mobile terminal client off-line to obtain two-dimensional code information;
then the charging terminal decrypts the obtained two-dimension code information by using a public key from the two-dimension code payment application system, and judges whether the decrypted two-dimension code has a public key certificate or not;
and if the two-dimension code is judged to have the public key certificate, the two-dimension code is successfully verified, and the successfully verified two-dimension code is stored in a background of the acceptance terminal.
6. An offline two-dimensional code payment device, comprising:
a mobile terminal client acting as a payer;
the payment service network terminal comprises a payment service mechanism background with a payment function and a two-dimensional code payment application system, and is used for providing payment credit for the mobile terminal client; and
connecting a charging end of the payment service network end after payment is completed;
the mobile terminal client, the payment service network terminal and the charging terminal are used for executing the following operations:
the mobile terminal client serving as a payer sends a two-dimensional code payment opening request to a payment service mechanism background with a payment function of a payment service network side;
the background of the payment service mechanism with the payment function searches the current credit record of the mobile terminal according to a two-dimensional code payment opening request sent by a client of the mobile terminal, and judges whether the mobile terminal is credible according to the searched credit record;
after judging that the mobile terminal is trusted, the payment service mechanism background with the payment function generates a public and private key pair of the mobile terminal and sends a public key certificate signing and issuing request containing a public key of the public and private key pair to a two-dimensional code payment application system of a payment service network end;
the two-dimensional code payment application system generates a public key certificate of the public key after receiving a public key certificate issuing request, and sends the generated public key certificate to a payment service mechanism background;
after receiving a public key certificate signed by the two-dimensional code payment application system responding to the public key certificate signing request, the payment service mechanism background with the payment function sends the public key certificate and a private key of the public and private key pair to the mobile terminal client;
the mobile terminal client generates a two-dimensional code containing public key certificate information by using the received public key certificate and the private key;
when the mobile terminal client side carries out off-line payment, the charging side reads and analyzes the two-dimensional code containing the public key certificate information provided by the mobile terminal client side through a public key from the two-dimensional code payment application system, and verifies the two-dimensional code containing the public key certificate information;
after the two-dimensional code containing the public key certificate information is successfully verified, the charging terminal completes the payment of the two-dimensional code by generating and storing consumption data; and
and the charging end transmits the stored consumption data to the payment service network end through networking, so that the payment service network end executes a deduction operation public key certificate.
7. The off-line two-dimensional code payment device of claim 6, wherein the two-dimensional code payment application system of the payment service network side generates the public key certificate and then sends the public key to the charging side.
8. The offline two-dimensional code payment device according to claim 6, wherein if a credit record searched by a payment service mechanism background with a payment function at a payment service network end can ensure that a user of the mobile terminal can make effective payment, the payment service mechanism background judges that the mobile terminal is trusted; otherwise, judging that the mobile terminal does not reach the credible standard currently.
9. The offline two-dimensional code payment device according to claim 6, 7 or 8, wherein the generating, by the mobile terminal client, the two-dimensional code containing public key certificate information by using the received public key certificate and private key comprises:
the mobile terminal client encrypts the public key certificate by using a private key from a payment service mechanism background with a payment function to obtain an encryption result;
and the mobile terminal client inputs the encryption result into the two-dimensional code generator to generate the two-dimensional code.

The off-line two-dimensional code payment device of claim 9, wherein the charging terminal recognizes and parses the two-dimensional code provided by the mobile terminal client by using a public key from the two-dimensional code payment application system, and the verifying the two-dimensional code comprises:
the acceptance terminal of the charging terminal scans, reads and processes the two-dimensional code generated by the mobile terminal client off-line to obtain two-dimensional code information;
then the charging terminal decrypts the obtained two-dimension code information by using a public key from the two-dimension code payment application system, and judges whether the decrypted two-dimension code has a public key certificate or not;
and if the two-dimension code is judged to have the public key certificate, the two-dimension code is successfully verified, and the successfully verified two-dimension code is stored in a background of the acceptance terminal.
