a user detection unit which is arranged in each elevator waiting hall and is used for detecting the user condition of each elevator waiting hall; and
an elevator control device which controls the operation of the cars of the plurality of elevators according to the control command and outputs state information indicating the operation states of the plurality of elevators; wherein the content of the first and second substances,
