Then, after short-circuit tool (2) is passed downwardly through through hole (3.1), finally be inserted into the inside of plug-in module (1), make the live wire incoming line plug (2.2) of short-circuit tool (2), live wire outgoing line plug (2.3), zero line incoming line plug (2.4) and zero line outgoing line plug (2.5) are inserted into the 1st live wire short circuit hole (1.10) of base respectively, 2nd live wire short circuit hole (1.11), in 1st zero line short circuit hole (1.12) and the 2nd zero line short circuit hole (1.13), due to live wire incoming line plug (2.2) and live wire outgoing line plug (2.3) short circuit, zero line incoming line plug (2.4) and zero line outgoing line plug (2.5) short circuit, therefore, finally cause live wire input terminal (1.6) and live wire outlet terminal (1.7) short circuit, zero line input terminal (1.8) and zero line outlet terminal (1.9) short circuit, now, electrical network electric energy does not flow through electric energy meter, directly to customer power supply, so, now unload electric energy meter, after then installing new electric energy meter, extract short-circuit tool (2), make electrical network electric energy after electric energy meter metering, then to customer power supply.
