codificador, decodificador e métodos correspondentes. a presente invenção refere-se a um método de decodificar um fluxo de bits de vídeo codificado, o método compreendendo: obter um elemento de sintaxe de nível de conjunto de parâmetros de sequência (sps) do fluxo de bits, em que, que o elemento de sintaxe de nível de sps igual a um valor pré-ajustado especifica que nenhum conjunto de parâmetros de vídeo (vps) é referido por um sps, e o elemento de sintaxe de nível de sps maior do que o valor pré-ajustado especifica que o sps refere a um vps; obter, como o elemento de sintaxe de nível de sps é maior do que o valor pré-ajustado, um elemento de sintaxe habilitado em intercamadas que especifica se uma ou mais imagens de referência intercamadas (ilrps) são habilitadas para serem utilizadas para a interpredição de uma ou mais imagens codificadas; e predizer uma ou mais imagens codificadas com base no valor do elemento de sintaxe habilitado em intercamadas.
