Un material de acero de acuerdo con la presente divulgación tiene una composición química que consiste de, en % en masa: C: 0.20 a 0.45%, Si: 0.05 a 1.00%, Mn: 0.01 a 1.00%, P: 0.030% o menos, S: 0.0050% o menos, Al: 0.005 a 0.100%, Cr: 0.60 a 1.50%, Mo: más de 1.00 a 2.00%, Ti: 0.002 a 0.020%, V: 0.05 a 0.30%, Nb: 0.005 a 0.100%, B: 0.0005 a 0.0040%, N: 0.0100% o menos, O: menos de 0.0020%, y siendo el balance Fe e impurezas, y satisfaciendo la fórmula (1) descrita en la memoria descriptiva. Un diámetro de grano de un grano de austenita primaria es de 11.0 mm o menos, y un área promedio de precipitado que precipita en un límite de grano de austenita primaria es de 10.0 ´ 10⁻³ mm² o menos. Un límite elástico es de 758 a 862 MPa.
