Claims (19)

  1. A method for identifying and tracking an event such as an incident or an accident, occurring on the site of a stationary or moving object, especially a vehicle, fitted with electronic management equipment, wherein at least one item of information associated with this event is obtained from a physical parameter, said physical parameter is measured, the result of said measurement of said physical parameter is stored and communicated to a monitoring unit and/or an alarm, and in which
    - said physical parameter is evaluated on the site of the object and a degree of qualification of said event based on a range of measured values of said physical parameter is determined,
    - at least a predetermined threshold qualification of an event is defined in said range of values of said physical parameter,
    - at least a first qualification of an event is identified on the site of the object, this qualification corresponding to a first measured value of said physical parameter at the time of the event, which is less than said predetermined threshold qualification, and a second qualification of an event is identified, this qualification corresponding to a second measured value of said physical parameter at the time of the event, which is greater than said predetermined threshold qualification,
    - only said results of said measurements of said physical parameter associated with the event are recorded on the site of the object, and a report is established relating to said event when this event corresponds to said first qualification,
    - said measurements of said physical parameter and a report relating to said event are communicated from the site of the object to said monitoring unit and/or alarm forming a platform for management of events relocated to the site of the object, for at least one operation at the site of the object, when the event corresponds to said second qualification, said method being characterised in that
    - a modification of the value of said predetermined threshold qualification of an event is made by defining a new threshold value at the said platform for management of events relocated to the site of the object, by transmitting this new threshold to the site of the object where it is recorded and by confirming a change of threshold value to said management platform.
  2. Method according to claim 1, characterised in that a geographical location of the site of the object is performed, and in that this location is included in said results of measurement and said report relating to the event irrespective of the degree of qualification held for said event.
  3. Method according to claim 2, characterised in that the said geographical location of the moving object is monitored.
  4. Method according to claim 2, characterised in that the geographical location of said object is monitored for a given period of time after said event.
  5. Method according to claim 1, characterised in that said physical parameter is monitored for a given period of time after said event.
  6. Method according to claim 1, characterised in that stored data from the electronic management equipment of the object is accessed, and at least one item of said information is communicated from said object to the monitoring unit and/or alarm for the interpretation of said at least one item of information, for a possible subsequent action on said object.
  7. Device for identifying and locating an event such as an incident or an accident occurring on the site of a stationary object or a moving object, especially a vehicle, fitted with electronic management equipment for the carrying out the method according to the preceding claims, comprising means arranged to obtain at least one item of information associated with this event from at least one measurement of a physical parameter, means arranged to obtain at least one measurement of said physical parameter associated with this event, means arranged for storing data of said at least one measurement of the physical parameter, and means arranged to communicate it to a monitoring unit and/or an alarm, comprising in addition:
    - at least one sensor arranged to evaluate at the site of the object said physical parameter and to determine a degree of qualification of said event based on a range of measured values of said physical parameter,
    - means arranged to define in said range of measured values of said physical parameter at least one predetermined threshold qualification of an event,
    - means arranged to identify at the site of the object at least a first qualification of an event, this qualification corresponding to a measured value of said physical parameter at the time of the event, which is less than said predetermined threshold qualification, and a second qualification of an event, this qualification corresponding to a measured value of said physical parameter at the time of the event, which is greater than said predetermined threshold qualification,
    - means limited to recording at the site of the object the measured values of said physical parameter associated with the event and to prepare a report relating to said event when this event corresponds to said first qualification,
    - means arranged to communicate from the site of the object, measured values of said physical parameter and a report relating to the said event to the monitoring unit and/or alarm forming a platform for the management of events relocated to the site of the object, for the purposes of an operation at the site of the object, when the event corresponds to said second qualification, and characterised in that it further comprises
    - means arranged to define a new value of at least one of said predetermined thresholds of qualification of an event, means arranged to transmit this new threshold to the site of the object where it is recorded and control means to confirm the change of value of one of said thresholds transmitted from the site of the object to the monitoring unit and/or alarm, said monitoring unit and/or alarm forming a platform for the management of events relocated to the site of the object.
  8. Device according to claim 7, characterised in that it comprises a geographical location system of the site of the object and means arranged to include this location in said measured values of said physical parameter associated with the event and said report relating to event irrespective of the degree of qualification selected for said event.
  9. Device according to claim 7, characterised in that it comprises:
    - a set of sensors arranged to evaluate at the site of the object several physical parameters and determine a degree of qualification of said event based on a range of values of said physical parameters,
    - means arranged to define in each set of values of said physical parameters at least one predetermined threshold qualification of an event,
    - means arranged to identify at the site of the object at least a first qualification of an event, this qualification corresponding to a measured value of one of said physical parameters, at time of the event, which is less than said corresponding predetermined threshold qualification, and a second qualifying event, this qualification corresponding to a measured value of one of said physical parameters at the time of the event which is greater than said predetermined threshold qualification,
    - means limited to recording at the site of the object measured values of said physical parameters associated with the event and to establish a report relating to said event when this event corresponds to said first qualification,
    - means arranged to communicate from the site of the object, the measured values and a report to relating said event to a monitoring unit and/or an alarm forming a platform for the management of events relocated to the site of the object, for the purposes of at least one operation on the site of the object, when the event corresponds to said second qualification,
    and
    - means arranged to define a new value of atleast one said predetermined threshold qualification of an event, means arranged to transmit this new threshold to the site of the object where it is recorded and control means to confirm a change in value of one of said thresholds transmitted from the site of the object to the monitoring unit and/or alarm, said monitoring unit and/or alarm forming a platform for the management of events relocated to the site of the object.
  10. Device (10) according to claim 7, characterised in that it comprises a first device (11) located on the site of the object and a second device (12) forming said monitoring unit and/or alarm, said second device comprising a station (12a) for storing and receiving measured values from measurements taken of said physical parameters and/or report issued by said first device (11), a work station (12b) arranged to organise operations on the site of the object, and a confirmation station (12c) arranged to communicate with said first device (11) and to confirm the operations.
  11. Device according to claim 10, characterised in that said first device (11) comprises a unit (11 a) arranged to collect measured values received from the sensors and respectively connected to a memory unit (11aa) and to a unit creating a report (11ab) in order to record the data and issue a report linked to any event occurring on the site of the object.
  12. Device according to claim 10, characterised in that said storage and receiver station (12a) of said second device (12) is an Extranet station.
  13. Device according to claim 10, characterised in that it comprises integrated means arranged to perform an automatic transmission of location data to an intermediate retransmission centre.
  14. Device according to claim 13, characterised in that said integrated means comprise the system called "e-call".
  15. Device according to claim 9, characterised in that it further comprises remote means of communication (100) of at least one item of information concerting a moving object, particularly a motor vehicle or the like, comprising the means (105) arranged to identify said at least one item of information, means arranged to store said information and means arranged to communicate this information to a monitoring unit and /or alarm (104).
  16. Device according to claim 15, characterised in that it comprises means (101) arranged to access information stored in the vehicle electronic management device (102), and means (LH, 103) arranged to communicate from a vehicle, at least one of said items of information to said monitoring unit and /or alarm (104) for an interpretation of said at least one item of information, with a view to possible subsequent work on said vehicle.
  17. Device according to claim 9, characterised in that it comprises the means (106, 107) arranged to ensure a monitoring of said at least one item of identified information on the moving object.
  18. Device according to claim 9, characterised in that it comprises means arranged to perform a geographical location of the moving object, and the means arranged to include this geographical location in said at least one item of information communicated to said monitoring unit and/or alarm.
  19. Device according to claim 18, characterised in that it comprises means arranged to ensure a monitoring of said geographical location of moving object.
