Description
Technical field
The invention relates to the field of economic and management systems. Even more specifically, the invention is adapted to provide a traders management system capable of automatically managing the verification and issuance of documents.
Prior art
One of the main challenges faced by the tender commissioning bodies in the traders (traders) management process lies in the need to manage and update the amount of documents and information required for the verifications required by the regulations in force.
There are various examples of patents that addressed this matter.
An example is the subject of patent application JP2015102996A by S. MASANORI, O. TAKA YUKI, and S. AKIKO. The invention relates to a device for supporting the vetting of a trader and the relative method. The invention has the object of providing a technology that supports the improvement of the efficiency for vetting a trader of a manufacturer. The device for supporting the vetting of the trader includes: a section for acquiring information on the trader which acquires information indicating the score of a trader from a terminal of a trader intending to place a bid for a construction project; and a section for processing the bid which calculates a predetermined assessment point based on the information showing the score obtained by the trader, and draws the trader whose score is equal to or greater than a predetermined threshold given that it is the subject with respect to whom an estimation is required.
Another example is the subject of patent application CN107169650A by R. HAO. The invention relates to a method for awarding an integrity score applied to the assessment of tender bids. The moral integrator of a leader is assessed so that the company can be assessed in an intuitive and fair manner. The business is evaluated based on the assessment of the leader, so as to ensure the reliability of the assessment score. The moral integrity of a bidder is evaluated and - as a result - a score is rewarded that is related to the professional integrity thereof. The invention is based on historical engineering data to award a moral and personal score of the traders involved in a tender. The historical engineering information are obtained from the Internet and the object of the tender is used as an assessment criterion, so that the construction ability of the trader can also be assessed.
Another example is the subject of patent application JP2019109831A by K. HIDEMI. The invention relates to a system for assessing the credibility of a trader based on digital devices, and relative transaction method.
A system for assessing reliability includes a linking unit configured to link information to identify - among them - the trader and an assessment value generation unit configured to generate a credibility assessment value which shows the credibility of a trader based on the information for identifying another trader linked through linking means, and it further comprises an acquisition unit configured to acquire information on the relationship showing the family relationship of the professional. The linking unit mutually links the identification information of the traders belonging to the same family nucleus based on the relationship information acquired by the acquiring unit. The assessment value generation unit generates the credibility assessment value of the trader based on the information for identifying another family member.
The inventions reported up to now purely by way of non-limiting example show the invention- technological context available to date.
An obj ect of the present invention to provide a system for verifying documents and monitoring traders that can help private and public administrations in verifying compliance with the law requirements for bidding in tenders.
The invention overcomes the technical problem relating to the continuous updating with regard to verifying documents for traders interested in bidding in a tender, the problem related to the absence of orderly repositories for the documents. Even more advantageously, the invention overcomes the technical problem relating to managing a high number of bids, for a tender, in a quick manner. As a matter of fact, the invention provides a device capable of reporting any cases traders deemed inappropriate, and taking quick actions and by pressing specific buttons, such as the exclusion, opening of a file for a more thorough verification, and much more.
Description of the invention
According to the present invention, a system is provided for verifying documents and monitoring traders for managing bidding in a tender.
The invention comprises a quick response device, which allows to report any document non- compliance and take measures through specially configured quick actions, and a web platform and/or application which provides a digital space for managing documents and verifying traders (OE).
The invention aims at acquiring data relating to traders and it allows to assess the quality and reputational state of the supplier, ensuring compliance with the law requirements with regard to tenders. The web platform and/or application allows to verify, catalogue, and monitor the documents of each trader ensuring the constant updating of the documents and of the information required for the assessment thereof.
The web platform and/or application allows to verify and monitor the entire company organisation up to a level agreed upon, of the ownership chain, the Actual Owners, subsidiary companies, controlled companies, and trust companies. This allows to verify the presence of subjects identified on each level of the company organisation in the anti-money laundering, Antiterrorism, Politically Exposed People (PEP), Local Politicians reference lists. The operations are carried out by a special investigation algorithm which - to conclude the verification of the congruency of the information submitted by said trader when uploading the documents to bid in a tender.
The documents are uploaded in a special bidding section in which a verification algorithm analysis, with text search logics and OCR (Optical Character Recognition), the documents uploaded by the traders to detect, right from the upload step, the presence of missing documents and/or inadmissible documents and report to said trader. The text search logics and OCR allow the algorithm to search keywords and/or key phrases in the documents whether provided in text format or provided in a digitally printed format and/or image format. In this latter case, the potential failure of the optical character recognition is also a sign of a poor quality of the documents which is therefore reported to the trader requesting a better version thereof. This verification algorithm highlights and/or automatically deletes documents deemed invalid preventing the finalisation of the upload to said trader.
The bidding section also comprises a support database which stores the deadlines linked with each uploaded document so as to notify them to a report algorithm.
Another fundamental section of the web platform and/or application is the report section which draws up an information report with various levels of detail regarding the rating, the analysis of the industry, the statement of assets and liabilities, the profit and loss account of said trader and relating to the entire business and/or referring to one or more members of the company organisation. The automatic draw up of the report can be customised by the service manager using pre-established or newly made templates.
The quick response device comprises sets of buttons, led warning lights, a battery, a display, a wireless connection module and various signalling systems such as acoustic and vibration signals.
The quick response device operates so that upon pressing one or more buttons of the set of buttons, while a notification is displayed on said displayed sends a signal directly to said web platform and/or application through the connection module. This signal activates the quick action, configured in a specific management section of the web platform and/or application. The quick action is therefore carried out for the bid request, information report and/or the document which made the alert algorithm to produce the notification which reached the quick response device. The carrying out of quick actions can be configured upon pressing a particular button, but also the carrying out of an input pattern such as prolonged pressing of a button, double pressing or triple pressing of the button and the like.
Given the importance that the pressing of a button may have on the device, the device comprises a recognition unit which identifies the staff members of the service provider, through a biometric analysis, such as for example a fingerprint, facial recognition, recognition of voice timbre and/or other recognition, to allow the use and validate the pressing thereof of one or more buttons.
The advantages offered by the present invention are apparent in the light of the description set forth herein and will be further clarified by the accompanying figures and the detailed description thereof.

Detailed description of the invention
The present invention will now be illustrated purely by way of non-limiting or binding example, using the figures which illustrate some of the embodiments in relation to the present inventive concept.
With reference to FIG. 1, a general view is shown of said system for verifying documents and monitoring traders 100 according to the present invention. As in the following description, FIG 1 shows the embodiment of the present invention considered to be the best.
Said system for verifying documents and monitoring traders 100, adapted to be used by an organisation 1 for managing a tender 10 with at least a trader 2 bidding in the tender, comprising at least a quick response device 110 with at least a connection module 111, at least a battery 112, a set of led warning lights 113, an alert apparatus 114, a set of buttons 115, a display 116, a recognition unit 117, at least a web platform and/or application 200, of the reference lists 201.
Said quick response device 110 allows to report detected document non-compliance to said organisation 1 and allow to take quick actions. Said connection module 111 is adapted to exploit wireless, Bluetooth and/or GSM, 4G, 5G connection technology and others of similar type for connection to said web platform and/or application 200, said battery 112 is adapted to allow the use of said quick response device 110 in portable mode as well as in connection to the power mains mode. Said set of led warning lights 113 is adapted to indicate various alarm levels sent by said web platform and/or application 200 through a different colour and the level of said battery 112; Said alert apparatus 114 is adapted to emit sound and/or vibration pulses upon receipt of alerts by said web platform and/or application. Said set of push-buttons 115 is adapted to allow to take quick actions on said web platform and/or application 200 and it can be entirely configured by associating the pressing a specific push button with a specific function. Said display 116 is adapted to allow to display one or more notifications arriving from said web platform and/or application 200. Said recognition unit 117 is adapted to recognise the staff members of said organisation 1 through a biometric analysis, such as for example a fingerprint, facial recognition, recognition of the voice timbre and/or other recognition, so as to allow the use and pressing of said set of buttons 115.
Said web platform and/or application 200 is adapted to provide a digital document management service and monitoring for said trader 2 comparing with said reference lists 201 for anti-money laundering, anti-terrorism, and the like.
With reference to FIG. 2 a view is shown of said web platform and/or application 200 of said system for verifying documents and monitoring traders 100. Said web platform and/or application 200 will be described with reference to FIGS. 1 and 2.
Said web platform and/or application 200 comprises at least a bidding section 210, at least a verification algorithm 211, at least a support database 212, at least a management section 220, at least an investigation algorithm 230 with a pre-defined level 231, at least a report section 240 with at least an information report 241, at least an alert algorithm 250.
Said bidding section 210 adapted to allow said trader 2 to bid in said tender 10. Said verification algorithm 211 is adapted to analyse, with text search logics and OCR (Optical Character Recognition), the documents uploaded by said trader 2 for detecting, right from the upload step, missing documents and/or inadmissible documents and report to said trader 2. Said support database 212 is adapted to store the deadlines associated with each document uploaded by said trader 2 so as to notify them to said alert algorithm 250 when about to expire. Said management section 220 adapted to allow said organisation 1 to view the registration carried out by said trader 2 to said tender 10, download, read and check the uploaded tender documents, to collect the identification and corporate data thereof; said management section 220 being adapted to allow the connection and configuration of said quick response device 110;
Said investigation algorithm 230 is adapted to verify and monitor the entire company organisation of said trader 2 up to said level 231 pre-defined and which can be customized by said organisation 1. Said investigation algorithm 230 adapted to verify the presence of subjects on each level 231, who appear in said reference lists 201 relating to Anti-money laundering, Anti -terrorism, Politically Exposed People, Local Politicians. Said report section 240 is adapted to automatically draw up and provide at least an information report 241 on said trader 2. Said alert algorithm 250 is adapted to report possible discrepancy detected by said investigation algorithm 230 and/or situations that require a manual and more painstaking verification.
Lastly, it is clear that modifications, additions or variations which are obvious to a person skilled in the art may be applied to the invention described heretofore without departing from the scope of protection provided by the attached claims.

1. System for verifying documents and monitoring traders (100), adapted to be used by an organisation (1) for managing a tender (10) with at least a trader (2) bidding in the tender, characterized in that it comprises:
- at least a quick response device (110) adapted to allow to report - to said organisation (1) - detected document incongruence and to allow to carry out quick actions;
- at least a web platform and/or application (200) adapted to provide a digital document management service and monitoring for said trader (2); said web platform and/or application (200) comprising:
- at least a bidding section (210) adapted to allow said trader (2) to bid in said tender (io);
- at least a management section (220) adapted to allow said organisation (1) to view the registration carried out by said trader (2) to said tender (10), download, read and check the uploaded tender documents, to collect the identification and corporate data thereof; said management section (220) being adapted to allow the connection and configuration of said quick response device (110);
- at least an investigation algorithm (230) adapted to verify and monitor the entire corporate organisation of said trader (2) up to a level (231) that is predefined and customisable by said organisation (1); said investigation algorithm (230) being adapted to verify the presence of people on each level (231), who appear in reference lists (201) Anti-money laundering, Anti terrorism, for Politically Exposed People, for Local Politicians; said investigation algorithm (230) being adapted to verify the congruence of the declarations submitted by said trader (2) in said bidding section (210) according to the reference legislation for said tender (10);
- at least a report section (240) adapted to automatically draw up and provide at least an information report (241) on said trader (2);
- at least an alert algorithm (250) adapted to report possible discrepancy detected by said investigation algorithm (230) and/or situations that require a manual and more painstaking verification; said quick response device (110) comprising:
- at least a connection module (111) adapted to use wireless, Bluetooth and/or GSM, 4G, 5G connection technology and other similar technology for connecting to said web platform and/or application (200);
- at least a battery (112) adapted to allow the use of said quick response device (110) in portable mode as well as in a mode for connection to power mains;
- a set of led warning lights (113) adapted to indicate various alarm levels sent by said alert algorithm (250) through a different colour and the level of said battery (112);
- at least an alert apparatus (114) adapted to emit sound and/or vibration pulses upon receipt of alerts from said alert algorithm (250);
- a set of push-buttons (115) adapted to allow to carry out quick actions on said web platform and/or application (200); said set of push-buttons (115) being adapted to be entirely configurable through said management section (220) by associating the pressing a specific push button with a specific function;
- a display (116) adapted to allow the display of one or more notifications coming from said alert algorithm (250) and to trigger with a quick action by pressing one of said set of push-buttons (115).
2. System for verifying documents and monitoring traders (100), according to the preceding claim 1, characterized in that said bidding section (210) is adapted to allow the entry of personal identification data, business identification data and identification data of people in the ownership chain, actual owners of subsidiary, associated and trust companies of said trader (2) and provide a guide for entering documents essential to bidding in said tender (10).

System for verifying documents and monitoring traders (100), according to the preceding claim 1 or 2, characterized in that said bidding section (210) is adapted to provide a verification algorithm (211) adapted to analyse, with text search and OCR (Optical Character Recognition) logics, the documents entered by said trader (2) to detect, right from the upload step, the presence of missing documents and/or unacceptable documents and report to said trader (2); said verification algorithm (211) being adapted to use text search and OCR logics adapted to search key words or phrases in the documents, provided in text format or in digitally printed format and/or in image format; in case of possible OCR scan failure, indicating low quality of the documents, said verification algorithm (211) reports it to the trader (2) requesting a better version thereof; said verification algorithm (211) being adapted to highlight and/or automatically delete documents deemed invalid and/or poorly readable preventing said trader (2) from completing the upload.

System for verifying documents and monitoring traders (100), according to any one of the preceding claims, characterized in that said bidding section (210) comprises a support database (212) adapted to store the deadlines associated with each document uploaded by said trader (2) so as to communicate them to said alert algorithm (250) when imminent.

System for verifying documents and monitoring traders (100), according to any one of the preceding claims, characterized in that said report section (240) is adapted to draw up said information report (241) with different detailed levels relating to rating, sector analysis, balance Sheet, income statement of said trader (2); the automated draw up of said information report (241) can be customised by said organisation (1) through said report section (240) using predefined or newly prepared templates.

System for verifying documents and monitoring traders (100), according to any one of the preceding claims, characterized in that said report section (240) is adapted to provide said information report (241) relating to the entire business of said trader (2) and/or with reference to one or more members of the corporate organisation thereof.

System for verifying documents and monitoring traders (100), according to any one of the preceding claims, characterized in that said set of push-buttons (115) is adapted to allow to carry out a quick action by pressing a push button, and carrying out multiple actions through an input pattern such as the prolonged pressing of a push button, pressing twice, pressing three times and the like. System for verifying documents and monitoring traders (100), according to any one of the preceding claims, characterized in that pressing one or more than one of said set of push-buttons (115) while a notification is displayed on said display (116) directly sends an alert to said web platform and/or application (200) through said connection module (111), adapted to activate the quick action - configured in said management section (220) - for requesting to bid, the information report (241) and/or the generated document from said alert algorithm (250), the notification. System for verifying documents and monitoring traders (100), according to any one of the preceding claims, characterized in that said quick response device (110) comprises a recognition unit (117) adapted to recognise the staff of said organisation (1) through a biometric analysis, such as for example fingerprint, facial recognition, vocal timbre and/or any other analysis, so as to allow the use and pressing of said set of push-buttons (H5).
