　ＤｅｃｉｄｉｍやｖＴａｉｗａｎ等に代表される、政策決定を支援する、住民参加型のデジタルプラットフォームの利用が広まりつつある。このような政策決定支援プラットフォームでは、自治体が、当該自治体の規模や属性に適した政策を発案することを支援する。また、当該政策決定支援プラットフォームに参加する住民は、自身で政策を発案したり、当該政策決定支援プラットフォームを用いて、他の住民と政策について議論を行ったりしている。
　特許文献１には、複数のユーザで構成された地域やコミュニティにおいて、何らかの施策を検討する際のユーザ間の合意形成を支援する合意形成支援装置が記載されている。具体的には、特許文献１に記載の合意形成支援装置は、サーバとして機能し、複数のユーザ端末と、インターネットを介して通信可能となっている。そして、合意形成支援装置は、複数のユーザから、検討対象の施策案に対する複数の評価指標の合意範囲や妥協範囲を取得することにより、複数のユーザの意見を考慮した施策案を提示する。

　政策決定支援プラットフォームに参加する自治体や住民は増加する傾向にあるが、自治体発案の政策案が住民の関心を集められない、住民が議論に参加してくれない、議論が活性化しない、等の問題が生じていた。特許文献１には、複数のユーザからの施策案に対する意見の合意範囲や妥協範囲を取得することが開示されているが、そもそも、ユーザからの関心が集まらない場合には、議論の活性化を図ることが難しい。
　本開示の目的は、住民の関心をより多く集めることができる政策案を提案することができる政策決定支援プラットフォーム、方法、及びプログラムが格納された非一時的なコンピュータ可読媒体を提供することにある。

　類似自治体計算部１０６は、政策決定支援プラットフォーム１００が対象自治体の自治体端末２００又は住民端末３００から類似自治体の過去の政策の参照リクエストを受信した場合に、対象自治体と他の自治体との類似度を算出する。具体的には、類似自治体計算部１０６は、自治体データ記憶部１０３に記憶されている自治体情報に基づいて、対象自治体と、政策決定支援プラットフォーム１００に参加している他の自治体との類似度を算出する。以下、類似自治体計算部１０６によって算出された、対象自治体との類似度が第１の閾値以上である他の自治体を類似自治体と称する。
　過去政策抽出部１０８は、類似自治体の過去政策情報及び関心度指標を過去政策記憶部１０４から抽出する。そして、過去政策抽出部１０８は、少なくとも類似自治体の自治体名と過去政策情報と関心度指標とを対応付けてリストアップした類似自治体の過去政策リストを作成し、当該過去政策リストを自治体端末２００又は住民端末３００に提供する。
　以上に説明した本発明に係る政策決定支援プラットフォーム１００によれば、類似自治体の自治体名と過去政策情報と関心度指標とが対応付けられてリストアップされた類似自治体の過去政策リストが自治体端末２００又は住民端末３００に提供される。そのため、自治体は、政策決定支援プラットフォーム１００において、当該過去政策リストから関心度指標が高い過去の政策を選択し、選択した過去の政策を参考にして政策案を住民に提案することができる。換言すれば、自治体は、政策決定支援プラットフォーム１００において、住民の関心が集まりやすい政策案を住民に提案することができる。これにより、住民の関心をより多く集めることができる政策案を提案することができ、住民の議論への参加を促し、議論の活性化を図ることができる。
　実施の形態１
　本発明の実施の形態１に係る政策決定支援プラットフォーム１００Ａについて説明する。図２は、実施の形態１に係る政策決定支援プラットフォーム１００Ａの一例を示す図である。図１に示す政策決定支援プラットフォーム１００と同様に、実施の形態１に係る政策決定支援プラットフォーム１００Ａは、複数の自治体端末２００,・・・、及び複数の住民端末３００,・・・の双方と通信可能となっている。また、図２に示すように、政策決定支援プラットフォーム１００Ａは、Ｗｅｂインターフェース１０１Ａ、自治体データ入力部１０２、自治体データ記憶部１０３Ａ、過去政策記憶部１０４Ａ、リクエスト受付部１０５、類似自治体計算部１０６Ａ、計算結果記憶部１０７、過去政策抽出部１０８Ａを備える。政策決定支援プラットフォーム１００Ａにおいて、Ｗｅｂインターフェース１０１Ａ、自治体データ記憶部１０３Ａ、過去政策記憶部１０４Ａ、類似自治体計算部１０６Ａ、過去政策抽出部１０８Ａは、図１に示す政策決定支援プラットフォーム１００のＷｅｂインターフェース１０１、自治体データ記憶部１０３、過去政策記憶部１０４、類似自治体計算部１０６、過去政策抽出部１０８と同様の構成である。そのため、Ｗｅｂインターフェース１０１Ａ、自治体データ記憶部１０３Ａ、過去政策記憶部１０４Ａ、類似自治体計算部１０６Ａ、過去政策抽出部１０８Ａについては、必要な場合を除いて、その説明を省略する。
　自治体データ入力部１０２は、政策決定支援プラットフォーム１００Ａに参加する自治体及び住民が入力したデータを受け取り、受け取ったデータを自治体データ記憶部１０３に送信する。
　自治体データ記憶部１０３Ａは、自治体データ入力部１０２から受信したデータを自治体情報として自治体ごとに記憶する。自治体データ記憶部１０３Ａが記憶する自治体情報は、自治体データ記憶部１０３と同様であるため、その説明を省略する。
　過去政策記憶部１０４Ａは、過去政策記憶部１０４と同様に、複数の自治体について、少なくとも、自治体名と、過去政策情報と、関心度指標と、を対応付けて記憶する。また、過去政策記憶部１０４Ａは、複数の自治体について、自治体名と、過去政策情報と、関心度指標とに対応付けて、過去の政策が実際に実施されたか否かの実施情報をさらに記憶してもよい。
　リクエスト受付部１０５は、政策決定支援プラットフォーム１００Ａに参加する自治体の自治体端末２００から類似自治体の過去の政策の参照を希望する参照リクエストを受付ける。また、リクエスト受付部１０５は、当該参照リクエストを発した自治体（以下、「対象自治体」と称する。）の自治体名を類似自治体計算部１０６Ａに送信する。具体的には、対象自治体の自治体端末２００は、自身の自治体名を参照リクエストとともに政策決定支援プラットフォーム１００Ａに対して送信する。そして、リクエスト受付部１０５は、当該対象自治体の自治体名を類似自治体計算部１０６Ａに送信する。
　なお、リクエスト受付部１０５は、政策決定支援プラットフォーム１００Ａに参加する自治体の住民の住民端末３００から、当該参照リクエストを受け付けてもよい。具体的には、当該住民の住民端末３００は、当該住民が属する自治体の自治体名を参照リクエストとともに政策決定支援プラットフォーム１００Ａに対して送信する。
　類似自治体計算部１０６Ａは、類似自治体計算部１０６と同様にして、対象自治体と他の自治体との類似度を算出する。具体的には、類似自治体計算部１０６Ａは、リクエスト受付部１０５から受信した対象自治体の自治体名に基づいて、自治体データ記憶部１０３Ａに記憶されている対象自治体の自治体情報を抽出する。また、類似自治体計算部１０６Ａは、抽出した対象自治体の自治体情報と自治体データ記憶部１０３Ａに記憶されている他の自治体の自治体情報とに基づいて、対象自治体と、他の自治体との類似度を算出する。そして、類似自治体計算部１０６Ａは、他の自治体の自治体名と算出した類似度とを対応付けてリストアップした類似度の一覧を作成し、作成した類似度の一覧を計算結果記憶部１０７に送信する。ここで、類似度は、例えば、スコアで表される。また、同一の自治体同士の類似度を表すスコアの値は１であり、全く類似していない自治体同士の類似度を表すスコアの値は０である。
　以下、類似自治体計算部１０６Ａによって算出された、対象自治体との類似度が第１の閾値以上である他の自治体を類似自治体と称する。ここで、第１の閾値は、適宜設定される値であり、例えば、０．６である。
　計算結果記憶部１０７は、類似自治体計算部１０６Ａから受信した類似度の一覧を記憶する。換言すれば、計算結果記憶部１０７は、対象自治体の他の自治体の自治体名と算出した類似度とを対応付けて記憶する。また、計算結果記憶部１０７は、当該類似度の一覧を過去政策抽出部１０８Ａに送信する。
　過去政策抽出部１０８Ａは、過去政策抽出部１０８と同様にして、類似自治体の過去政策リストを作成し、当該過去政策リストを自治体端末２００又は住民端末３００に提供する。具体的には、過去政策抽出部１０８Ａは、計算結果記憶部１０７から受信した類似度の一覧に基づいて、過去政策記憶部１０４Ａから、類似自治体の過去政策情報を抽出する。換言すれば、過去政策抽出部１０８Ａは、当該類似度の一覧において、類似度が第１の閾値以上である類似自治体の自治体名に基づいて、過去政策記憶部１０４Ａを検索して、当該類似自治体の自治体名に対応付けられた過去政策情報を抽出する。
　また、過去政策抽出部１０８Ａは、過去政策記憶部１０４Ａから、類似自治体の過去政策情報のうち、関心度指標が第２の閾値以上である過去政策情報を抽出し、少なくとも自治体名と抽出した過去政策情報と関心度指標とを対応付けて過去政策リストを作成してもよい。ここで、第２の閾値は、適宜設定される値であり、例えば、関心度指標が住民から当該政策案に寄せられたコメントの数である場合、１０００である。
　また、過去政策抽出部１０８Ａは、過去政策記憶部１０４Ａから、類似自治体の過去政策情報、関心度指標に加えて、実施情報を抽出してもよい。そして、過去政策抽出部１０８Ａは、自治体名と過去政策情報と関心度指標とに実施情報をさらに対応付けてリストアップした過去政策リストを作成してもよい。
　さらに、過去政策抽出部１０８Ａは、過去政策記憶部１０４Ａから、類似自治体の過去政策情報のうち、上記実施情報に基づいて実際に実施された過去政策情報を過去政策記憶部１０４Ａから抽出し、少なくとも自治体名と抽出した過去政策情報と関心度指標とを対応付けて過去政策リストを作成してもよい。
　次に、図３及び図４を参照しながら、本実施の形態１に係る政策決定支援プラットフォーム１００Ａにおける政策決定支援方法について説明する。
　まず、図３を参照して、自治体データ記憶部１０３Ａへの自治体情報の登録方法について、説明する。
　政策決定支援プラットフォーム１００に参加する自治体の自治体端末２００及び当該自治体に属する住民の住民端末３００の少なくとも一方が、任意のタイミングで、自治体情報を政策決定支援プラットフォーム１００Ａに入力する（ステップＳ１０１）。具体的には、自治体の担当者（以下、単に「自治体」とも称する。）は、自治体端末２００に表示されたＷｅｂインターフェース１０１のＧＵＩ等を操作して、当該自治体の自治体名と自治体情報を政策決定支援プラットフォーム１００Ａに入力する。また、住民は、住民端末３００に表示されたＷｅｂインターフェース１０１のＧＵＩ等を操作して、当該住民の氏名と当該住民が属する自治体の自治体名と自治体情報を政策決定支援プラットフォーム１００Ａに入力する。自治体が入力する自治体情報としては、当該自治体の面積、人口、住宅の数、商業施設の数、産業、税収額等の経済、文化に関する情報、及びこれらに関する統計情報等が挙げられる。また、住民が入力する自治体情報としては、当該住民の年齢、職業、家族構成等のパラメータに加えて利用する交通機関等、自治体の統計には含まれていない情報等が挙げられる。
　次に、自治体データ入力部１０２は、ステップＳ１０１において入力された自治体情報と自治体名とを対応付けて、自治体データ記憶部１０３Ａに送信し、自治体データ記憶部１０３Ａは、当該自治体情報を記憶する（ステップＳ１０２）。換言すれば、自治体データ記憶部１０３Ａは、ステップＳ１０１において入力された自治体情報と自治体名とを対応付けて記憶する。
　次に、図４を参照して、過去政策リストの提供方法について説明する。
　まず、対象自治体が、自治体端末２００に表示されたＷｅｂインターフェース１０１のＧＵＩ等を操作して、類似自治体の過去の政策の参照を希望する参照リクエストを政策決定支援プラットフォーム１００に入力する（ステップＳ２０１）。なお、参照リクエストは、対象自治体の住民が、住民端末３００に表示されたＷｅｂインターフェース１０１のＧＵＩ等を操作して、政策決定支援プラットフォーム１００に入力してもよい。以下、対象自治体が、参照リクエストを政策決定支援プラットフォーム１００に入力した場合を例に挙げて、説明する。
　次に、リクエスト受付部１０５は、参照リクエストを受け取り、対象自治体の自治体名を類似自治体計算部に送信する（ステップＳ２０２）。
　次に、類似自治体計算部１０６Ａは、対象自治体と他の自治体との類似度を算出する（ステップＳ２０３）。具体的には、類似自治体計算部１０６Ａは、自治体データ記憶部１０３Ａに記憶されている自治体情報に基づいて、対象自治体と他の自治体との類似度を算出する。そして、類似自治体計算部１０６Ａは、他の自治体の自治体名と算出した類似度とを対応付けてリストアップした類似度の一覧を作成し、作成した類似度の一覧を計算結果記憶部１０７に送信する。
　次に、計算結果記憶部１０７は、類似自治体計算部１０６Ａから受信した類似度の一覧を記憶するとともに、当該類似度の一覧を過去政策抽出部１０８Ａに送信する（ステップＳ２０４）。
　次に、過去政策抽出部１０８Ａは、計算結果記憶部１０７から受信した類似度の一覧に基づいて、過去政策記憶部１０４Ａから、類似自治体の過去政策情報を抽出する（ステップＳ２０５）。なお、過去政策抽出部１０８Ａは、さらに、過去政策記憶部１０４Ａから、当該過去の政策の実施情報を抽出してもよい。さらに、過去政策抽出部１０８Ａは、過去政策記憶部１０４Ａから、当該過去の政策の関心度指標としてコメント数を抽出する（ステップＳ２０６）。
　次に、過去政策抽出部１０８Ａは、類似自治体の自治体名と過去政策情報とコメント数とを対応付けてリストアップした過去政策リストを作成し、当該過去政策リストを自治体端末２００又は住民端末３００に提供する（ステップＳ２０７）。また、過去政策抽出部１０８Ａは、類似自治体の自治体名と過去政策情報と関心度指標とに実施情報をさらに対応付けてリストアップした過去政策リストを作成してもよい。
　なお、過去政策抽出部１０８Ａは、過去政策記憶部１０４Ａから、類似自治体の過去政策情報のうち、関心度指標が第２の閾値以上である過去政策情報を抽出し、自治体名と抽出した過去政策情報と関心度指標とを対応付けて過去政策リストを作成してもよい。これにより、住民の関心が集まりやすい過去の政策のみを自治体に提示することができ、自治体側で関心度指標に基づいて住民の関心が集まりやすい過去の政策を選択する手間を省くことができる。
　さらに、過去政策抽出部１０８Ａは、過去政策記憶部１０４Ａから、類似自治体の過去政策情報のうち、上記実施情報に基づいて実際に実施された過去政策情報を過去政策記憶部１０４Ａから抽出し、自治体名と抽出した過去政策情報と関心度指標とを対応付けて過去政策リストを作成してもよい。これにより、実際に実施された過去の政策のみを自治体に提示することができ、自治体側で実施情報に基づいて実際に実施された過去の政策を選択する手間を省くことができる。
　図５に、本実施の形態１の過去政策抽出部１０８Ａによって作成された類似自治体の過去政策リスト４００の一例を示す。図５に示す過去政策リスト４００は、自治体名４００Ａ、類似度４００Ｂ、政策案の提案日時４００Ｃ、政策案の内容を示すテーマ４００Ｄ、関心度指標を示すコメント数４００Ｅ、実施情報４００Ｆ、及び、その他の当該政策案の付加的な情報を示す備考４００Ｇが対応付けられたテーブルである。なお、政策案の提案日時４００Ｃ、政策案の内容を示すテーマ４００Ｄ、その他の当該政策案の付加的な情報を示す備考４００Ｇは、過去政策情報に相当する。また、実施情報４００Ｆにおいて、「〇」は政策が実施されたことを示し、「×」は政策が実施されなかったことを示す。
　以上に説明した本実施の形態１に係る政策決定支援プラットフォーム１００Ａによれば、類似自治体の自治体名４００Ａと、過去政策情報としての提案日時４００Ｃ、テーマ４００Ｄ、及び備考４００Ｇと、関心度指標としてのコメント数４００Ｅとが対応付けられてリストアップされた類似自治体の過去政策リスト４００が自治体端末２００又は住民端末３００に提供される。そのため、自治体は、政策決定支援プラットフォーム１００において、当該過去政策リスト４００から関心度指標としてのコメント数４００Ｅが高い過去の政策を選択し、選択した過去の政策を参考にして政策案を住民に提案することができる。換言すれば、自治体は、政策決定支援プラットフォーム１００において、住民の関心が集まりやすい政策案を住民に提案することができる。これにより、住民の関心をより多く集めることができる政策案を提案することができ、住民の議論への参加を促し、議論の活性化を図ることができる。
　また、過去政策抽出部１０８Ａは、類似自治体の過去政策情報のうち、関心度指標が第２の閾値以上である過去政策情報を過去政策記憶部１０４Ａから抽出してもよい。そして、過去政策抽出部１０８Ａは、自治体名４００Ａと、過去政策情報としての提案日時４００Ｃ、テーマ４００Ｄ、及び備考４００Ｇと、関心度指標としてのコメント数４００Ｅとを対応付けて過去政策リスト４００を作成してもよい。これにより、住民の関心が集まりやすい過去の政策のみを自治体に提示することができ、自治体側で関心度指標に基づいて住民の関心が集まりやすい過去の政策を選択する手間を省くことができる。
　また、過去政策抽出部１０８Ａは、類似自治体の自治体名４００Ａと、過去政策情報としての提案日時４００Ｃ、テーマ４００Ｄ、及び備考４００Ｇと、関心度指標としてのコメント数４００Ｅとに実施情報４００Ｆをさらに対応付けてリストアップした過去政策リスト４００を作成してもよい。これにより、自治体は、類似自治体の過去の政策が実際に実施されたか否かを確認して、住民に提案する政策案を考えることができる。
　また、過去政策抽出部１０８Ａは、類似自治体の過去政策情報のうち、実施情報に基づいて実際に実施された過去政策情報を過去政策記憶部１０４Ａから抽出してもよい。そして、過去政策抽出部１０８Ａは、自治体名４００Ａと、過去政策情報としての提案日時４００Ｃ、テーマ４００Ｄ、及び備考４００Ｇと、関心度指標としてのコメント数４００Ｅとを対応付けて過去政策リスト４００を作成してもよい。これにより、実際に実施された過去の政策のみを自治体に提示することができ、自治体側で実施情報に基づいて実際に実施された過去の政策を選択する手間を省くことができる。
　実施の形態２
　図６は、実施の形態２に係る政策決定支援プラットフォーム１００Ｂの一例を示す図である。図６に示すように、政策決定支援プラットフォーム１００Ｂにおいて、自治体データ記憶部１０３Ｂ、類似自治体計算部１０６Ｂ、計算結果記憶部１０７Ｂ、過去政策抽出部１０８Ｂの構成が、実施の形態１に係る政策決定支援プラットフォーム１００Ａと異なる。そのため、政策決定支援プラットフォーム１００Ｂの構成のうち、政策決定支援プラットフォーム１００Ａと同様の構成については、その説明を省略する。
　自治体データ記憶部１０３Ｂは、複数の自治体について、自治体名と自治体情報とに対応付けて、当該自治体において仕掛中の政策に関する仕掛中政策情報をさらに記憶する。換言すれば、自治体データ記憶部１０３Ｂは、複数の自治体について、自治体ごとに、自治体情報と仕掛中政策情報を記憶する。
　類似自治体計算部１０６Ｂは、類似自治体計算部１０６Ａと同様にして、対象自治体と他の自治体との類似度を算出し、類似度の一覧を作成する。そして、類似自治体計算部１０６Ｂは、リクエスト受付部１０５から受信した対象自治体の自治体名と、作成した類似度の一覧とを計算結果記憶部１０７Ｂに送信する。
　計算結果記憶部１０７Ｂは、類似自治体計算部１０６Ｂから受信した類似度の一覧を記憶する。また、計算結果記憶部１０７Ｂは、当該類似度の一覧と、類似自治体計算部１０６Ｂから受信した対象自治体の自治体名とを過去政策抽出部１０８Ｂに送信する。
　なお、対象自治体の自治体名は、リクエスト受付部１０５から直接過去政策抽出部１０８Ｂに送信されてもよい。
　過去政策抽出部１０８Ｂは、計算結果記憶部１０７Ｂから受信した対象自治体の自治体名に基づいて自治体データ記憶部１０３Ｂを検索し、対象自治体の仕掛中政策情報を抽出する。また、過去政策抽出部１０８Ｂは、過去政策抽出部１０８Ａと同様にして、計算結果記憶部１０７Ｂから受信した類似度の一覧に基づいて、過去政策記憶部１０４Ａから、類似自治体の過去政策情報を抽出する。そして、過去政策抽出部１０８Ｂは、仕掛中政策情報と類似自治体の過去政策情報との第１の関連度を算出する。ここで、第１の関連度とは、対象自治体の仕掛中政策と類似自治体の過去の政策との関連の程度を示す。過去政策抽出部１０８Ｂは、仕掛中政策情報に含まれる仕掛中の政策の政策情報と、類似自治体の過去の政策の過去政策情報との間に類似する内容があるか否かに基づいて、第１の関連度を算出する。具体的には、過去政策抽出部１０８Ｂは、仕掛中の政策の政策情報に含まれる当該政策のテーマ、その他の付加的な情報と、過去政策情報に含まれる当該過去の政策のテーマ、その他の付加的な情報と、に共通するキーワードの数等に基づいて、第１の関連度を算出する。
　また、過去政策抽出部１０８Ｂは、計算結果記憶部１０７Ｂから受信した対象自治体の自治体名に基づいて過去政策記憶部１０４Ａを検索し、対象自治体の過去政策情報を抽出する。そして、過去政策抽出部１０８Ｂは、対象自治体の過去政策情報と類似自治体の過去政策情報との第２の関連度を算出する。ここで、第２の関連度とは、対象自治体の過去の政策と類似自治体の過去の政策との関連の程度を示す。過去政策抽出部１０８Ｂは、対象自治体の過去政策情報と、類似自治体の過去政策情報との間に類似する内容があるか否かに基づいて、第２の関連度を算出する。具体的には、過去政策抽出部１０８Ｂは、対象自治体の過去政策情報に含まれる当該過去の政策のテーマ、その他の付加的な情報と、類似自治体の過去政策情報に含まれる当該過去の政策のテーマ、その他の付加的な情報と、に共通するキーワードの数等に基づいて、第２の関連度を算出する。
　そして、過去政策抽出部１０８Ｂは、類似自治体の自治体名と過去政策情報と関心度指標とに、第１の関連度及び第２の関連度をさらに対応付けてリストアップした過去政策リストを作成する。なお、過去政策抽出部１０８Ｂは、自治体名と過去政策情報と関心度指標と第１の関連度と第２の関連度とに、実施情報をさらに対応付けてリストアップした過去政策リストを作成してもよい。
　図７に、本実施の形態２の過去政策抽出部１０８Ｂによって作成された類似自治体の過去政策リスト４０１の一例を示す。図７に示す過去政策リスト４０１は、自治体名４００Ａ、類似度４００Ｂ、政策案の提案日時４００Ｃ、政策案の内容を示すテーマ４００Ｄ、関心度指標を示すコメント数４００Ｅ、実施情報４００Ｆ、第１の関連度４０１Ａ、第２の関連度４０１Ｂ、及び、その他の当該政策案の付加的な情報を示す備考４００Ｇが対応付けられたテーブルである。
　以上に説明した本実施の形態２に係る政策決定支援プラットフォーム１００Ｂによれば、類似自治体の自治体名４００Ａと、過去政策情報としての提案日時４００Ｃ、テーマ４００Ｄ、及び備考４００Ｇと、関心度指標としてのコメント数４００Ｅとに、第１の関連度４０１Ａがさらに対応付けられた過去政策リスト４０１が自治体に提示される。そのため、第１の関連度４０１Ａに基づいて、対象自治体は、仕掛中の政策に関連度の高い過去の政策を選択し、選択した過去の政策を参考にして政策案を住民に提案することができる。換言すれば、自治体は、政策決定支援プラットフォーム１００Ｂにおいて、仕掛中の政策と関連する政策案を住民に提案することができる。
　また、類似自治体の自治体名４００Ａと、過去政策情報としての提案日時４００Ｃ、テーマ４００Ｄ、及び備考４００Ｇと、関心度指標としてのコメント数４００Ｅとに、第２の関連度４０１Ｂがさらに対応付けられた過去政策リスト４０１が自治体に提示される。そのため、自治体は、第２の関連度４０１Ｂに基づいて、対象自治体は、当該対象自治体の過去の政策に関連度の高い、類似自治体の過去の政策を選択し、選択した過去の政策を参考にして政策案を住民に提案することができる。換言すれば、自治体は、政策決定支援プラットフォーム１００Ｂにおいて、過去の政策と関連する政策案を住民に提案することができる。
　実施の形態３
　図８は、実施の形態３に係る政策決定支援プラットフォーム１００Ｃの一例を示す図である。図８に示すように、政策決定支援プラットフォーム１００Ｃは、自治体データ記憶部１０３Ｃ、データ収集部１０９の構成が、政策決定支援プラットフォーム１００Ａ，１００Ｂと異なる。そのため、政策決定支援プラットフォーム１００Ｃの構成のうち、政策決定支援プラットフォーム１００Ａ，１００Ｂと同様の構成については、その説明を省略する。
　データ収集部１０９は、Ｗｅｂ上に公開されている、政策決定支援プラットフォーム１００Ｃに参加している自治体に関する統計情報を定期的に収集する。また、データ収集部１０９は、収集した当該統計情報を自治体データ記憶部１０３Ｃに送信する。
　自治体データ記憶部１０３Ｃは、自治体データ入力部１０２から受信したデータを自治体情報として自治体ごとに記憶する。さらに、自治体データ記憶部１０３Ｃは、データ収集部１０９によって収集された統計情報を自治体情報として自治体ごとに記憶する。
　以上に説明した本実施の形態３に係る政策決定支援プラットフォーム１００Ｃによれば、自治体や住民によって入力される情報の他に、Ｗｅｂ上に公開されている、政策決定支援プラットフォーム１００Ｃに参加している自治体に関する統計情報が自治体データ記憶部１０３に記憶される。そのため、自治体データ記憶部１０３は、政策決定支援プラットフォーム１００Ｃに参加している自治体について、より多くの自治体情報、更新された自治体情報、新たな自治体情報を記憶することができる。また、自治体や住民によって、自治体情報を政策決定支援プラットフォーム１００Ｃに入力する手間を省くことができる。
　実施の形態４
　図９に、実施の形態４に係る政策決定支援プラットフォーム１００Ｄ，１００Ｅの一例を示す図である。実施の形態４では、第１の政策決定支援プラットフォーム１００Ｄと第２の政策決定支援プラットフォーム１００Ｅとが、過去政策抽出機能を共有している。なお、過去政策抽出機能は、図１、図２、図６、図７に示す過去政策抽出機能と同様の構成を有する。すなわち、第１の政策決定支援プラットフォーム１００Ｄと第２の政策決定支援プラットフォーム１００Ｅとは、少なくとも、自治体データ記憶部１０３，１０３Ａ，１０３Ｂ，１０３Ｃと、過去政策記憶部１０４，１０４Ａと、類似自治体計算部１０６，１０６Ａ，１０６Ｂと、過去政策抽出部１０８，１０８Ａ，１０８Ｂと、を共有している。
　以上に説明した本実施の形態４に係る政策決定支援プラットフォーム１００Ｄ、１００Ｅによれば、今後、本発明に係る政策決定支援プラットフォームと同様のデジタルプラットフォームが増加してきた場合に、複数のデジタルプラットフォームをまたいで、政策案を提案することができる。
　上述の実施の形態では、本発明をハードウェアの構成として説明したが、本発明は、これに限定されるものではない。本発明は、図３及び図４のフローチャートに記載の処理手順を、ＣＰＵ（Ｃｅｎｔｒａｌ　Ｐｒｏｃｅｓｓｉｎｇ　Ｕｎｉｔ）にコンピュータプログラムを実行させることにより実現することも可能である。
　また、上述したプログラムは、様々なタイプの非一時的なコンピュータ可読媒体（ｎｏｎ－ｔｒａｎｓｉｔｏｒｙ　ｃｏｍｐｕｔｅｒ　ｒｅａｄａｂｌｅ　ｍｅｄｉｕｍ）を用いて格納され、コンピュータに供給することができる。非一時的なコンピュータ可読媒体は、様々なタイプの実体のある記録媒体（ｔａｎｇｉｂｌｅ　ｓｔｏｒａｇｅ　ｍｅｄｉｕｍ）を含む。非一時的なコンピュータ可読媒体の例は、磁気記録媒体（例えばフレキシブルディスク、磁気テープ、ハードディスクドライブ）、光磁気記録媒体（例えば光磁気ディスク）、ＣＤ－ＲＯＭ（Ｒｅａｄ　Ｏｎｌｙ　Ｍｅｍｏｒｙ）ＣＤ－Ｒ、ＣＤ－Ｒ／Ｗ、半導体メモリ（例えば、マスクＲＯＭ、ＰＲＯＭ（Ｐｒｏｇｒａｍｍａｂｌｅ　ＲＯＭ）、ＥＰＲＯＭ（Ｅｒａｓａｂｌｅ　ＰＲＯＭ）、フラッシュＲＯＭ、ＲＡＭ（Ｒａｎｄｏｍ　Ａｃｃｅｓｓ　Ｍｅｍｏｒｙ））を含む。また、プログラムは、様々なタイプの一時的なコンピュータ可読媒体（ｔｒａｎｓｉｔｏｒｙ　ｃｏｍｐｕｔｅｒ　ｒｅａｄａｂｌｅ　ｍｅｄｉｕｍ）によってコンピュータに供給されてもよい。一時的なコンピュータ可読媒体の例は、電気信号、光信号、及び電磁波を含む。一時的なコンピュータ可読媒体は、電線及び光ファイバ等の有線通信路、又は無線通信路を介して、プログラムをコンピュータに供給できる。

    　複数の自治体について、少なくとも、前記自治体名と、過去の政策に関する過去政策情報と、当該過去の政策に対する住民の関心の程度を示す関心度指標と、を対応付けて記憶する過去政策記憶手段と、
    　対象自治体の前記自治体端末又は前記対象自治体に属する前記住民端末から、当該対象自治体に類似する他の自治体の過去の政策の参照リクエストを受信した場合に、

  14. 　前記対象自治体の前記自治体端末又は前記対象自治体に属する前記住民端末から、当該対象自治体に類似する他の自治体の過去の政策の参照リクエストを受信した場合に、
    　前記コンピュータが、
    　前記対象自治体の前記過去政策情報と前記類似自治体の前記過去政策情報との第２の関連度を算出し、
    　前記自治体名と前記過去政策情報と前記関心度指標とに前記第２の関連度をさらに対応付けてリストアップした前記過去政策リストを作成する、
    　請求項９～１３の何れか一項に記載の政策決定支援方法。
  15. 　前記コンピュータが、
    　複数の自治体について、Ｗｅｂ上に公開されている統計情報を定期的に収集し、
    　収集した前記統計情報を前記自治体情報として記憶する、
    　請求項９～１４の何れか一項に記載の政策決定支援方法。
  16. 　自治体端末及び住民端末と通信可能な、住民参加型の政策決定支援プラットフォームを提供するコンピュータに、
    　複数の自治体について、少なくとも、自治体名と自治体情報とを対応付けて記憶する処理と、
    　複数の自治体について、少なくとも、前記自治体名と、過去の政策に関する過去政策情報と、当該過去の政策に対する住民の関心の程度を示す関心度指標と、を対応付けて記憶する処理と、
    　対象自治体の前記自治体端末又は前記対象自治体に属する前記住民端末から、当該対象自治体に類似する他の自治体の過去の政策の参照リクエストを受信した場合に、
    　前記自治体情報に基づいて、前記対象自治体と他の自治体との類似度を算出する処理と、
    　前記類似度が第１の閾値以上である類似自治体の前記自治体名と前記過去政策情報と前記関心度指標を少なくとも対応付けてリストアップした前記類似自治体の過去政策リストを作成し、前記過去政策リストを前記自治体端末又は前記住民端末に提供する処理と、
    　を実行させる、プログラムが格納された非一時的なコンピュータ可読媒体。
  17. 　前記コンピュータに、少なくとも前記類似自治体の前記自治体名と、前記関心度指標が第２の閾値以上である前記過去政策情報と、前記関心度指標とを対応付けて前記過去政策リストを作成する処理を実行させる、
    　請求項１６に記載のプログラムが格納された非一時的なコンピュータ可読媒体。
  18. 　前記コンピュータに、
    　複数の自治体について、前記自治体名と、前記過去政策情報と、前記関心度指標とに対応付けて、前記過去の政策が実際に実施されたか否かの実施情報をさらに記憶する処理と、
    　前記対象自治体の前記自治体端末又は前記対象自治体に属する前記住民端末から、当該対象自治体に類似する他の自治体の過去の政策の参照リクエストを受信した場合に、
    　前記類似自治体の前記自治体名と前記過去政策情報と前記関心度指標とに前記実施情報をさらに対応付けてリストアップした前記過去政策リストを作成する処理と、
    　を実行させる、請求項１６又は１７に記載のプログラムが格納された非一時的なコンピュータ可読媒体。
  19. 　前記コンピュータに、少なくとも前記類似自治体の前記自治体名と、実際に実施された前記過去政策情報と、前記関心度指標とを対応付けて前記過去政策リストを作成する処理を実行させる、
    　請求項１８に記載のプログラムが格納された非一時的なコンピュータ可読媒体。
  20. 　前記コンピュータに、
    　複数の自治体について、前記自治体名と前記自治体情報とに対応付けて、仕掛中の政策に関する仕掛中政策情報をさらに記憶する処理と、
    　前記対象自治体の前記自治体端末又は前記対象自治体に属する前記住民端末から、当該対象自治体に類似する他の自治体の過去の政策の参照リクエストを受信した場合に、
    　前記対象自治体の前記仕掛中政策情報と前記類似自治体の前記過去政策情報との第１の関連度を算出する処理と、
    　前記自治体名と前記過去政策情報と前記関心度指標とに前記第１の関連度をさらに対応付けてリストアップした前記過去政策リストを作成する処理と、
    　を実行させる、請求項１６～１９のいずれか一項に記載のプログラムが格納された非一時的なコンピュータ可読媒体。
  21. 　前記対象自治体の前記自治体端末又は前記対象自治体に属する前記住民端末から、当該対象自治体に類似する他の自治体の過去の政策の参照リクエストを受信した場合に、
    　前記コンピュータに、
    　前記対象自治体の前記過去政策情報と前記類似自治体の前記過去政策情報との第２の関連度を算出する処理と、
    　前記自治体名と前記過去政策情報と前記関心度指標とに前記第２の関連度をさらに対応付けてリストアップした前記過去政策リストを作成する処理と、
    　を実行させる、請求項１６～２０の何れか一項に記載のプログラムが格納された非一時的なコンピュータ可読媒体。
  22. 　前記コンピュータに、
    　複数の自治体について、Ｗｅｂ上に公開されている統計情報を定期的に収集する処理と、
    　収集した前記統計情報を前記自治体情報として記憶する処理と、
    　を実行させる、請求項１６～２１の何れか一項に記載のプログラムが格納された非一時的なコンピュータ可読媒体。
