进一步的技术方案是,所述森林资源一张图进度管理应用系统包括为省级服务端应用系统运行提供计算、存储和网络能力的服务器、工作站或虚拟机,为用户提供森林资源一张图省级进度日志数据库建立模块,省级进度汇总模块、省级进度查询统计模块和省级进度导出模块,其中服务器、工作站或虚拟机部署有支撑省级服务端应用系统运行所必须的包括操作系统、数据库平台、GIS平台、网络中间件在内的应用平台,所述虚拟机的平台能力由基础云平台提供。
进一步的技术方案是,所述基础云平台包含并不限于包括构建计算资源池 的X86计算服务器、构建存储资源池的存储服务器、构建网络资源池的网络服务器和网关、进行资源虚拟化管理的虚拟化平台软件,以及在虚拟化平台上部署操作系统、数据库平台、GIS平台、网络中间件在内的应用平台。
为达到上述目的,本发明还提供一种森林资源一张图进度更新方法,通过所述的森林资源一张图进度更新系统执行,具体包括如下步骤:
(1)按县级客户端应用系统的各模块功能划分森林资源一张图工作进度,每个模块功能执行结果代表一项工作流程的完成情况;
(2)建立省级进度日志数据库;
(3)县级用户执行县级客户端应用系统的各模块功能,访问本地进度日志数据库,判断访问是否成功,如果否,县级用户在本地建立进度日志数据库,库结构同省级进度日志数据库一致;
(4)记录当前模块执行情况和执行结果到本地进度日志数据库,其中当执行功能为工程建立和数据导入、成果导出时,质检结果为“合格”,错误数为0,其他功能执行质检结果和错误数按实际情况填写,
(5)县级用户访问省级进度日志数据库,判断更新是否成功,如果否,提示无法访问省级进度日志数据,进度信息无法上报,建议检查网络或联系省级管理员,结束流程,如果是,将本地进度日志数据库汇总记录更新到省级进度日志数据库中;
(6)省级用户查询、汇总统计和导出省市县进度情况:省级用户对县级单位进度查询时,按日志项目名称分项显示质检日志结果,直观展示县级单位各项工作进度情况。统计全省内工作进度时,判定各县所有的质检日志项是否合格,全部合格,认定县级成果为完成,有一项不合格,认定为成果未完成。
进一步的技术方案是,所述步骤(1)中森林资源一张图工作的进度共划分为工程建立和数据导入、档案数据库检查、行政区划数据库检查、森林督查数据库检查、现状数据库检查、变化数据库检查和成果导出共7个进度,分别对应工程建立和数据导入模块、档案数据库逻辑检查模块、行政区划数据库检查模块、森林督查数据库检查模块、森林资源现状数据库检查模块、森林资源变化数据库检查模块和成果导出模块7个模块的执行结果,7个进度分别代表工作开始、档案资料收集、行政区划建立、森林督查工作完成、一张图建立、一张图更新完成和成果数据库形成工作流程。
进一步的技术方案是,省级进度日志数据库结构为(ID、县代码、日志项名称、质检结果、检查数、错误数、日志时间、报送时间);其中,ID为每次质检日志提交生成的自增项;县代码为6位数字编码,按全国统一行政编码执行;日志项名称为按森林资源一张图更新的进度名称;质检结果为合格或不合格;检查数为统计检查图斑的数量;错误数为统计错误的图斑数量;日志时间为本日志项的执行时间。
相比于现有技术,本发明存在如下优势:一是准确量化了更新进度,以模块功能的执行情况来划定工作的进度,各个工作间的边界清晰,进度填报标准统一,可以准确量化更新进度。二是进度真实,进度填写由模块功能的执行的日志记录来确定,非区县用户填写,不具有主观性,真实反应了实际工作情况,报送进度同实际进度一致。三是自动实时报送,报送工作在用户开展工作的同时就在后台自动记录和实时报送,各级均无需人员维护进度管理工作,大大提升了工作效率。

本发明实施例如下,参照图1,一种森林资源一张图进度更新系统,包括县级客户端应用系统和省级服务器端应用系统,所述县级客户端应用系统包括:
工程创建和数据导入模块,用于县级用户按要求导入本地数据,包含并不限于森林资源前期数据库、行政区划数据库、森林资源现状数据库、森林督查数据库、森林资源档案数据库,建立县级森林资源年度更新工程文件。
档案数据库逻辑检查模块,用于用户对建设项目使用林地、林木采伐、造林更新等森林经营活动、灾害和林业案件等5类森林资源档案数据库进行空间和逻辑检查。
行政区划数据库检查模块,用于用户对编辑和导入的行政区划数据库进行空间拓扑检查和属性逻辑检查,其中空间拓扑检查包括重叠、空隙等,属性逻辑检查包括字典检查、必填和不填项检查、因子逻辑关系等。
森林督查数据库检查模块,用于用户对编辑和导入的森林督查数据库进行空间拓扑检查和属性逻辑检查,其中空间拓扑检查包括重叠、多部件等,属性逻辑检查包括字典检查、必填和不填项检查、因子逻辑关系等。
森林资源现状数据库检查模块,用于用户对完成的森林资源现状数据库进行空间拓扑检查和属性逻辑检查,其中空间拓扑检查包括重叠、空隙、露天、多部件、细碎、超边界、跨林班界等。属性逻辑检查包括字典域检查、区划因子检查、基本因子检查、管理因子检查、森林生态检查、地形土壤因子检查、林分因子检查等。
森林资源变化数据库检查模块,用于用户对森林资源变化数据库进行属性逻辑检查,主要包括森林督查因子检查、变化原因检查、异常变化检查。
成果导出模块,用于用户将本地县级森林资源年度更新工程中的行政区划数据库、森林督查数据库、森林资源现状数据库,森林资源资源变化数据库和森林资源档案数据库,导出后打包成压缩文件。
进度日志后台生成及上报模块,用于在运行在执行工程建立和数据导入模块、档案数据库逻辑检查模块、行政区划数据库检查模块、森林督查数据库检查模块、森林资源现状数据库检查模块、森林资源变化数据库检查模块或成果导出模块后,记录当前模块功能执行情况和执行结果到本地进度日志数据库,并访问省级进度日志数据库,将本地进度日志数据库汇总记录更新到省级进度 日志数据库中。
如图2,所述省级服务器端应用系统包括:
省级进度日志数据库创建模块,用于为省级用户创建省级进度日志数据库,存储县级森林资源一张图更新中的所有日志信息。
省级进度汇总模块,用于为省级用户接收县级用户的数据汇总请求并自动相应进行更新和汇总。
省级进度查询统计模块,用于为省级用户对县级单位进度查询时,按日志项目名称分项显示质检日志结果,直观展示县级单位各项工作进度情况。统计全省及各市(州)工作进度时,判定各县所有的质检日志项是否合格,全部合格,认定县级成果为完成,有一项不合格,认定为成果未完成。
省级进度导出模块,用于为省级用户根据需求导出进度情况为.xls、.doc等文档成果。
森林资源一张图进度更新系统执行流程如下,如图3所示:
1、执行省级进度日志数据库创建模块。在省级云服务器端应用系统通过省级管理员建立省级进度日志数据库。
2、执行工程建立和数据导入模块等7个模块,完成森林资源一张图更新工作内容。
3、触发执行进度日志后台生成及上报功能。记录当前模块功能执行情况和执行结果到本地进度日志数据库,并访问省级进度日志数据库,将本地进度日志数据库汇总记录更新到省级进度日志数据库中。
3、执行省级进度汇总模块。省级应用系统接收来此县级用户的数据汇总请求并自动相应进行更新和汇总。
4、执行省级进度查询统计模块。省级用户按需求进行分市州、分区域、分类学的进度统计分析。
5、执行省级进度导出模块。省级用户按选取类型导出省级日志和进度表。
本发明还提供一种森林资源一张图进度更新云平台,实施例如下,部署有所述的森林资源一张图进度更新系统,如图4所示,包括:
森林资源一张图进度管理装置,搭载有县级客户端应用系统,包括搭载有县级客户端应用系统的各类PC机、笔记本、移动工作站、平板电脑等设备, 为县级客户端应用系统的模块功能提供进度记录和提交功能,在装置模块功能执行后均生成工作日志,记录用户质检和进度情况,并自动汇总进入省级进度日志数据库中。
森林资源一张图进度管理应用系统,搭载有省级服务端应用系统,包括为省级服务端应用系统运行提供计算、存储和网络能力的服务器、工作站或虚拟机等设备,为用户提供森林资源一张图省级进度日志数据库建立模块,省级进度汇总模块、省级进度查询统计模块、省级进度导出模块。其中服务器和工作站等设备部署有支撑省级服务端应用系统运行所必须的操作系统、数据库平台、GIS平台、网络中间件等应用平台,虚拟机的平台能力由基础云平台提供。
基础云平台,包含并不限于构建计算资源池的X86计算服务器、构建存储资源池的存储服务器、构建网络资源池的网络服务器和网关等、进行资源虚拟化管理的虚拟化平台软件,以及在虚拟化平台上部署操作系统、数据库平台、GIS平台、网络中间件等应用平台。
本发明通过所述的森林资源一张图进度更新系统和云平台执行森林资源一张图进度更新方法,实施例如下,如图5所示:
1、按县级客户端应用系统的模块功能划分森林资源一张图工作进度。每个模块功能执行结果代表一项工作流程的完成情况。例如,工程建立和数据导入模块完成代表县级单位落实技术单位,工作进入实施阶段。档案数据库检查完成代表县级单位开始档案资料收集和建库工作,如果所有记录的逻辑检查没有错误则表明此项工作完成。以此方式森林资源一张图工作的进度共划分为工程建立和数据导入、档案数据库检查、行政区划数据库检查、森林督查数据库检查、现状数据库检查、变化数据库检查和成果导出共7个进度,分别对应工程建立和数据导入模块、档案数据库逻辑检查模块、行政区划数据库检查模块、森林督查数据库检查模块、森林资源现状数据库检查模块、森林资源变化数据库检查模块和成果导出模块7个模块的执行结果,分别代表工作开始、档案资料收集、行政区划建立、森林督查工作完成、一张图建立、一张图更新完成和成果数据库形成工作流程。
2、建立省级进度日志数据库。由省级管理员建立省级进度日志数据库,并设置省级进度日志数据库的用户访问用户和组,并设置各用户和组的权限。省 级进度日志数据库结构为(ID、县代码、日志项名称、质检结果、检查数、错误数、日志时间、报送时间)。
其中ID,为每次质检日志提交生成的自增项;
县代码,为6位数字编码,按全国统一行政编码执行;
日志项名称,日志项代表按森林资源一张图更新的进度名称,此处日志项名称共分为工程建立和数据导入、档案数据库检查、行政区划数据库检查、森林督查数据库检查、现状数据库检查、变化数据库检查和成果导出共7个进度;
质检结果,合格或不合格;
检查数,统计检查图斑数量;
错误数,统计错误图斑数量;
日志时间,本日志项的执行时间;
3、县级用户执行县级客户端应用系统的模块功能,访问本地进度日志数据库。判断访问是否成功,如果否,县级用户在本地建立进度日志数据库,库结构同省级进度日志数据库一致。
4、记录当前模块或功能执行情况和执行结果到本地进度日志数据库。其中当执行功能为工程建立和数据导入、成果导出,质检结果为“合格”,错误数为0,其他功能执行质检结果和错误数按实际情况填写,例如四川省炉霍县的数据执行森林督查数据库检查功能,产生第12条日志记录,炉霍县县代码为513327,执行结果为不合格,检查数量245条,错误数量13条,功能执行时间2021-05-21 16:42:32,则在本地进度日志数据库中记录日志项为(12,513327,森林督查空间和属性检查功能,不合格,245,13,2021-05-21 16:42:32)。
5、县级用户访问省级进度日志数据库。判断更新是否成功,如果否,提示无法访问省级进度日志数据,进度信息无法上报,建议检查网络或联系省级管理员,结束流程,如果是,将本地进度日志数据库汇总记录更新到省级进度日志数据库中。
6、省级用户查询、汇总统计和导出省市县进度情况。省级用户对县级单位进度查询时,按日志项目名称分项显示质检日志结果,直观展示县级单位各项工作进度情况。统计全省及各市(州)工作进度时,判定各县所有的质检日志项是否合格,全部合格,认定县级成果为完成,有一项不合格,认定为成果未完成。根据需求导出进度情况为.xls、.doc等文档成果。
以上所述仅是本发明的优选实施方式,应当指出,对于本技术领域的普通技术人员来说,在不脱离本发明原理的前提下,还可以做出若干改进和润饰,这些改进和润饰也应视为本发明的保护范围。

Claims (9)

  1. 一种森林资源一张图进度更新系统,其特征在于,包括县级客户端应用系统和省级服务器端应用系统,所述县级客户端应用系统包括:
    工程创建和数据导入模块,用于县级用户导入本地数据,本地数据至少包括森林资源前期数据库、行政区划数据库、森林资源现状数据库、森林督查数据库、森林资源档案数据库,并建立县级森林资源年度更新工程文件;
    档案数据库逻辑检查模块,用于用户对包括建设项目使用林地、林木采伐、森林经营活动、灾害和林业案件在内的森林资源档案数据库进行空间和逻辑检查;
    行政区划数据库检查模块,用于用户对编辑和导入的行政区划数据库进行空间拓扑检查和属性逻辑检查,其中空间拓扑检查包括重叠检查和空隙检查,属性逻辑检查包括字典检查、必填和不填项检查和因子逻辑关系检查;
    森林督查数据库检查模块,用于用户对编辑和导入的森林督查数据库进行空间拓扑检查和属性逻辑检查,其中空间拓扑检查包括重叠检查和多部件检查,属性逻辑检查包括字典检查、必填和不填项检查、因子逻辑关系检查;
    森林资源现状数据库检查模块,用于用户对完成的森林资源现状数据库进行空间拓扑检查和属性逻辑检查,其中空间拓扑检查包括重叠、空隙、露天、多部件、细碎、超边界、跨林班界检查,属性逻辑检查包括字典域检查、区划因子检查、基本因子检查、管理因子检查、森林生态检查、地形土壤因子检查和林分因子检查;
    森林资源变化数据库检查模块,用于用户对森林资源变化数据库进行属性逻辑检查,包括森林督查因子检查、变化原因检查和异常变化检查;
    成果导出模块,用于用户将本地县级森林资源年度更新工程中的行政区划数据库、森林督查数据库、森林资源现状数据库、森林资源资源变化数据库和森林资源档案数据库导出;
    进度日志后台生成及上报模块,用于在运行执行工程建立和数据导入模块、档案数据库逻辑检查模块、行政区划数据库检查模块、森林督查数据库检查模块、森林资源现状数据库检查模块、森林资源变化数据库检查模块或成果导出模块后,记录当前模块功能执行情况和执行结果到本地进度日志数据库,并访问省级进度日志数据库,将本地进度日志数据库汇总记录更新到省级进度日志 数据库中;
    所述省级服务器端应用系统包括:
    省级进度日志数据库创建模块,用于为省级用户创建省级进度日志数据库,存储县级森林资源一张图更新中的所有日志信息;
    省级进度汇总模块,用于为省级用户接收县级用户的数据汇总请求并自动进行更新和汇总;
    省级进度查询统计模块,用于为省级用户对于县级单位进度展示并统计工作进度情况;
    省级进度导出模块,用于为省级用户根据需求导出森林资源一张图进度更新情况。
  2. 根据权利要求1森林资源一张图进度更新系统,其特征在于,所述省级进度查询统计模块对县级单位进度查询时,按日志项目名称分项显示质检日志结果,直观展示县级单位各项工作进度情况,统计全省内工作进度时,判定各县所有的质检日志项是否合格,全部合格,认定县级成果为完成,有一项不合格,认定为成果未完成。
  3. 一种森林资源一张图进度更新云平台,其特征在于,部署有权利要求1或2所述的森林资源一张图进度更新系统,包括:
    森林资源一张图进度管理装置:搭载有县级客户端应用系统;
    森林资源一张图进度管理应用系统:搭载有省级服务端应用系统;
    基础云平台:用于为县级客户端应用系统和省级服务端应用系统提供计算、存储、网络通信及系统运行能力支持。
  4. 根据权利要求3所述的森林资源一张图进度更新云平台,其特征在于,所述森林资源一张图进度管理装置包括搭载有县级客户端应用系统的各类PC机、笔记本、移动工作站、平板电脑,为县级客户端应用系统模块功能提供进度记录和提交功能,在每个模块功能执行后均生成工作日志,记录用户质检和进度情况,并自动汇总进入省级进度日志数据库中。
  5. 根据权利要求4所述的森林资源一张图进度更新云平台,其特征在于,所述森林资源一张图进度管理应用系统包括为省级服务端应用系统运行提供计算、存储和网络能力的服务器、工作站或虚拟机,为用户提供森林资源一张图省级进度日志数据库建立模块,省级进度汇总模块、省级进度查询统计模块和省级进度导出模块,其中服务器、工作站或虚拟机部署有支撑省级服务端应用系统运行所必须的包括操作系统、数据库平台、GIS平台、网络中间件在内的应用平台,所述虚拟机的平台能力由基础云平台提供。
  6. 根据权利要求5所述的森林资源一张图进度更新云平台,其特征在于,所述基础云平台包含并不限于包括构建计算资源池的X86计算服务器、构建存储资源池的存储服务器、构建网络资源池的网络服务器和网关、进行资源虚拟化管理的虚拟化平台软件,以及在虚拟化平台上部署操作系统、数据库平台、GIS平台、网络中间件在内的应用平台。
  7. 一种森林资源一张图进度更新方法,其特征在于,通过权利要求1或2所述的森林资源一张图进度更新系统执行,具体包括如下步骤:
    (1)按县级客户端应用系统的各模块功能划分森林资源一张图工作进度,每个模块功能执行结果代表一项工作流程的完成情况;
    (2)建立省级进度日志数据库;
    (3)县级用户执行县级客户端应用系统的各模块功能,访问本地进度日志数据库,判断访问是否成功,如果否,县级用户在本地建立进度日志数据库,库结构同省级进度日志数据库一致;
    (4)记录当前模块执行情况和执行结果到本地进度日志数据库,其中当执行功能为工程建立和数据导入、成果导出时,质检结果为“合格”,错误数为0,其他功能执行质检结果和错误数按实际情况填写,
    (5)县级用户访问省级进度日志数据库,判断更新是否成功,如果否,提示无法访问省级进度日志数据,进度信息无法上报,建议检查网络或联系省级管理员,结束流程,如果是,将本地进度日志数据库汇总记录更新到省级进度日志数据库中;
