     前記カメラによって撮影された画像に基づいて、作業員によって行われる特定の動作を検出する検出手段と、
     前記特定の動作が行われた時を基準とする期間に取得された信号に基づいて、作業員の作業内容を特定する特定手段と、
     前記特定の動作が行われた時に前記カメラによって撮影された画像を、前記特定手段によって特定された作業内容を含む報告項目の参考画像として用いることにより、作業報告書を作成する作成手段と、
