　本願発明は、雇用主である企業が、消費促進、地域活性化、取引先支援を目的としたインセンティブを従業者に対して付与することで、従業者の実質賃金の向上を図ると同時に、このインセンティブに基づく消費を通じて国や地域、取引先等の売上を向上させ、経済の活性化を支援することを目的とした技術に関する。
　企業は大小に関係なく地域社会と密接不可分の関係にあり、地域が良くなれば企業の経営環境の向上にも繋がることから、地域社会に貢献する取り組みが重要になってきている。また、企業は地域社会に根付くと共に、取引先と共存共栄の関係を構築することで相互発展を続けることも重要になってきている。ゆえに、企業が存在する地元地域や取引先企業に対し、積極的に経済支援をしようとしている企業も少なくない。
　そこで、企業は従業者に対して地元地域や取引先で消費（買い物）をするよう促すが、従業者も自分たちにメリットが感じられなければ地元地域や取引先で消費する気には至らない。また企業は、どれだけの金額を地元地域や取引先に支払っているか把握する手段を持っていない。この支払い金額が把握できれば、企業は地元地域や取引先に具体的な金額を示して貢献度をアピールできるのであるが、その手段がないために企業は評価されにくいという悩みを抱えているのが現状である。
　また、従業者においては、自分が勤めている企業は勿論のこと、取引先や地元地域に貢献したいという気持ちを持っている人も少なくない。しかし、従業者が自分の勤めている企業、又は取引先や地元地域の商品やサービスを購入し消費しても、その貢献した情報を証明する手段がないために、従業者も評価されにくいという悩みを抱えているのが現状である。
　その一方で、先進国の多くでは都市部へ人口が集中し、郊外や農村部は人口流出で過疎化が進み、財政基盤強化が求められている。現在、国や地方行政機関等は、地域活性化のために企業誘致を行ったり、企業への補助金や融資を積極的に行ったりしている。
　また、発展途上国では、雇用を創出するために先進国の資金で企業誘致や起業投資、融資が積極的に行われている。
　しかし、このような補助金や融資が正しく使われているかわからないのが現状である。たとえば、悪意のある経営者や起業家が、補助金や融資のお金を横領したり、賄賂に使ったり、事業とは関係ないところに使うケースも多々発生し、慈善家や国家財政の一部を使って支援している団体は頭を抱えている状況にある。
　ところで、近年ではインターネットを介して従業者の出退勤等の情報を取得する勤怠管理システムを利用して従業者の給与をリアルタイムに計算する給与計算システムが知られている（たとえば、特許文献１を参照）。
　このような勤怠管理・給与計算システムでは、勤怠管理システムにて取得した従業者の出退勤情報に基づいて従業者が提供した労働の対価を算出し、税金や保険年金等の公的な徴収額を控除すると共に、さらに、残業手当や通勤手当、扶養手当といった諸手当を加えた付与額を算出し、従業者に支払っている。
　また、電子バリューの用途が予め定められた所定の条件を満たしている場合に決済処理の実行を可能とする、電子バリューの用途を制限できるようにした決済装置が提供されている（特許文献２を参照）。
　このような決済装置においては、たとえば、昼食代補助や交通費補助といった目的に対応した用途情報に電子バリューを対応付けることで、従業員に提供した電子バリューが目的外で使用されることを抑制することができる。
　しかしながら、上記特許文献２では、電子バリューの用途は制限されているものの、従業員に対して提供した電子バリューの使用状況を把握することができないため、その使用状況に応じて適切に電子バリューを提供することが出来ない。

　本発明は、上記事情に鑑みて成されたものであり、特許文献１において開示されたような従来から知られている勤怠管理・給与計算システムを用いて、企業が従業者に対してインセンティブ（たとえば、手当）を付与可能とすると共に、企業が付与する予定のインセンティブの使用状況を把握し、その使用状況に応じて従業者に対して適切にインセンティブを付与し、さらに、付与するインセンティブ値の調整を可能とした技術を提供することを目的とする。
　そこで、発明者は、インセンティブとして手当の付与ができる勤怠管理・給与計算システムを用い、従業者が特定の地域や取引先で消費を行ったことの見返りとして、企業が従業者に対してインセンティブ（手当）を付与する仕組みを考えた。この仕組みでは、従業者ごとに利用できる地域の店舗や取引先、利用できる期間、利用できる商品やサービスが決められる。また、インセンティブを付与する勤怠管理・給与計算システムでは、本発明のインセンティブ付与支援装置が送信した従業者ごとのインセンティブの残高情報を受信することで、従業者が特定の地域にある店舗や特定の取引先で実際に消費を行った場合に、その消費金額の全部もしくは一部を、福利厚生の一つとして企業が消費手当と称するインセンティブとして従業者に対して付与することができる。ゆえに、本発明では、特定の地域にある店舗や特定の取引先の経済活動に継続して貢献して企業価値を高めることができる。
　すなわち、本発明に係るインセンティブ付与支援装置は、企業が定める消費を行った従業者に対して付与するインセンティブ値を求めるための装置であって、従業者が消費の決済を行う際に用いる決済端末と、前記従業者の出退勤時刻と前記従業者の人事労務情報とに基づいて給与を計算する人事勤怠給与計算装置と、にネットワークを介して通信可能に構成されている。

　また、本インセンティブ付与支援装置は、人事勤怠給与計算装置から、従業者識別情報と、従業者ごとに付与する予定の見込インセンティブ情報と、を少なくとも含むインセンティブ付与情報を取得し、従業者識別情報に関連付けてインセンティブ情報を前記インセンティブ情報記憶手段に登録するインセンティブ情報登録手段を有する。
　また、本インセンティブ付与支援装置は、決済端末から、消費を行った従業者を特定する従業者識別情報と、従業者が消費を行った金額を特定する消費金額情報と、消費を行った消費先を特定する消費先識別情報と、を含む消費情報を取得し、前記企業特定情報記憶手段を参照して、取得した消費情報に含まれる従業者識別情報に基づいて当該従業者に対して給与を付与する企業を特定する企業識別情報を抽出すると共に、前記消費条件情報記憶手段を参照して、抽出した企業識別情報に基づいて企業がインセンティブを付与するために定める消費条件を抽出し、さらに、前記消費先情報記憶手段を参照して、取得した消費情報に含まれる消費先識別情報に基づいて消費が行われた消費先を特定した後、当該消費先が前記消費条件を満たすか否かを判断するインセンティブ付与可否判断手段をも有する。
　また、本インセンティブ付与支援装置は、前記インセンティブ付与可否判断手段が消費条件を満たすと判断した場合に、従業者識別情報と消費先識別情報とに関連付けて消費金額情報を前記消費金額情報記憶手段に加算して登録すると共に、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報から消費情報に含まれる消費金額情報を減算して残高を求め、当該残高を前記インセンティブ情報記憶手段に登録する消費金額処理手段をも有する。
　そして、本インセンティブ付与支援装置は、前記インセンティブ情報登録手段が、前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該消費金額情報の合計値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、当該見込インセンティブ情報の値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録することを特徴とする。
　すなわち、本発明に係るインセンティブ付与支援装置は、見込インセンティブ情報と消費金額情報の合計とを比較した結果、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい場合は、当該消費金額情報の合計値に相当する値のインセンティブを付与し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい場合は、見込インセンティブ情報に示す値を上限としてインセンティブを付与するものとしている。
　以上のように、本発明に係るインセンティブ付与支援装置は、企業特定情報記憶手段と、消費条件情報記憶手段と、消費先情報記憶手段と、インセンティブ情報記憶手段と、消費金額情報記憶手段と、インセンティブ情報登録手段と、インセンティブ付与可否判断手段と、消費金額処理手段と、を少なくとも有することを基本的な構成とする。
　この際、本インセンティブ付与支援装置は、前記見込インセンティブ情報と前記消費金額情報の合計とを比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該見込インセンティブ情報の値から当該消費金額情報の合計値を減算した値を、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値に加算して前記インセンティブ情報記憶手段に登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値をそのまま前記インセンティブ情報記憶手段に登録するものとしても良い。
　また、本インセンティブ付与支援装置は、前記インセンティブ情報記憶手段が、従業者識別情報と、消費条件ごとに設定された前記見込インセンティブ情報と、消費条件ごとに付与された前記残高インセンティブ情報とを関連付けて記憶し、前記インセンティブ情報登録手段が、消費条件ごとに設定された見込インセンティブ情報を含むインセンティブ付与情報を取得し、従業者ごとに、消費条件情報と見込インセンティブ情報とを関連付けて前記インセンティブ情報記憶手段に記憶するものとしても良い。
　さらに、本インセンティブ付与支援装置は、前記インセンティブ情報登録手段がインセンティブ付与情報を取得したとき、人事勤怠給与計算装置に対して、前記消費金額情報記憶手段に登録された従業者ごとの消費先別による消費金額情報を送信する消費金額通知し、前記消費金額処理手段が、前記消費金額情報記憶手段に登録されている消費金額情報の値を「０」にリセットする消費金額報告機能を備えるものとしても良い。
　そして、本発明では、コンピュータを、インセンティブ付与支援装置として機能させるインセンティブ付与支援プログラムを実行することで、本発明に係るインセンティブ付与支援装置でのインセンティブ付与支援方法を共に実現することができる。
　本発明のインセンティブ付与支援装置によれば、従業者ごとに付与する予定の見込インセンティブ情報を少なくとも含むインセンティブ付与情報を取得したとき、インセンティブ情報記憶手段に登録されている見込インセンティブ情報と消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較する。その結果、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該消費金額情報の合計値を、インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録するものとなっている。一方、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、当該見込インセンティブ情報の値を、インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録するものとなっている。
　ゆえに、企業は、見込インセンティブ情報に示す値を上限として、従業者が実際に消費を行った消費金額に相当する値のインセンティブを、従業者に対して付与することができる。また、企業は、残高インセンティブ情報の値に加算した見込インセンティブ情報の値を確認することで、付与するインセンティブ値の調整を可能とし、適切にインセンティブを付与することが出来るものとなる。
　したがって、従業者の消費を通じて企業が地域や取引先等の経済活動に貢献するようにした技術を提供することができる。しかも、企業が従業者に対して付与するインセンティブによって、従業者の実質所得の向上と生活向上に繋がり、福利厚生に手厚い企業として従業者から感謝されると共に、消費してもらった地域や取引先からも感謝されることが期待される。

　以下、本発明に係るインセンティブ付与支援装置の一例について、図面に基づき説明する。
　本発明に係るインセンティブ付与支援装置は、企業が定める特定の地域や取引先で従業者が消費を行った場合に、企業が福利厚生の一つとして、従業者に対し手当と称して付与する予定のインセンティブ値から使用状況（すなわち、特定の地域や取引先での経済活動に対する貢献度）を把握し、その使用状況に応じて従業者に対して適切にインセンティブを付与し、さらに、付与するインセンティブ値の調整を可能とする装置である。
　本発明に係るインセンティブ付与支援装置１は、図１に示すように、決済端末２と、人事勤怠給与計算装置３と、にそれぞれネットワークＮＷを介して通信可能に構成されている。
　インセンティブ付与支援装置１は、いわゆるサーバコンピュータ等によって実現され、ＣＰＵ（Central Processing Unit）、ＲＡＭ（Random Access Memory）、ＲＯＭ（Read Only Memory）、ハードディスクドライブといったハードウェア資源、ＣＰＵが実行するコンピュータプログラム等のソフトウェア資源により構成されている。
　また、インセンティブ付与支援装置１は、インセンティブの処理に必要なデータベース等を記憶する記憶部を備える。
　さらに、インセンティブ付与支援装置１は、ＣＰＵでの処理に使用する情報や記憶部に記憶する情報をインターネットやＬＡＮなどのネットワークを介して送受信する通信装置を備える。
　決済端末２は、従業者が消費の決済を行う際に用いる装置であって、たとえば、店舗に設置されたネットワーク機能を有するキャッシュレジスタ（以下、単に「店舗レジ」という。）２Ａや、従業者が所有するネットワーク機能を有する携帯端末（以下、単に「従業者端末」という。）２Ｂをいう。この決済端末２Ａ，２Ｂは、それぞれ専用のプログラムを組み込むことにより実現される。
　この専用プログラムは、本インセンティブ付与支援装置１にアクセスするためのネットワーク上のアドレス（ＵＲＬ）等が含まれ、ネットワーク上の所定のサーバに登録されている。ゆえに、決済端末２Ａ，２Ｂは、ネットワーク上の所定のサーバにアクセスし、ダウンロードすることにより、専用プログラムを入手することができる。
　また、店舗レジ２Ａは、ＰＯＳ（Point of Sale）端末、あるいはＰＯＳ端末としての機能を備えたコンピュータであって、従業者の商品購入に伴う支払いに必要な処理を実行するほか、本インセンティブ付与支援装置１に対し、商品を購入する従業者を識別する従業者識別情報（以下、「従業者ＩＤ」という。）と消費金額情報と消費先を識別する消費先識別情報（以下、「消費先ＩＤ」という。）を提供したりする。
　すなわち、店舗レジ２Ａは、商品価格に応じた置数キーの入力（打鍵）や、商品に付された一次元コード（ＪＡＮコードやＥＡＮコードなど）もしくは二次元コード（スタックコードやマトリックスコードなど）をコードスキャナによって読み取ることで価格情報を取得し、レジにおける計算機能によって決済代金を算出して消費金額情報を生成することができる。
　また、店舗レジ２Ａにおいては、従業者の商品の購入に応じて当該商品の価格情報を取得し、消費金額（決済代金）を算出する機能のほか、カードリーダライタのようなクレジットカード・電子マネー処理機能を有する。ゆえに、店舗レジ２Ａは、クレジットカード・電子マネー処理機能を備えることにより、現金は勿論のこと、クレジットカード、デビットカード、プリペイドカード、電子マネー、等での支払いに対応できるものとなっている。
　また、店舗レジ２Ａは、従業者ＩＤを取得する機能を有する。
　この従業者ＩＤは、上述したように、クレジットカード等の決済用カード情報や、ＮＦＣ（Near Field Communication）対応（ＮＦＣチップ搭載）の携帯電話情報、及び会員カード情報であり、店舗レジ２Ａにおけるクレジットカード・電子マネー処理機能を用いることで取得することができる。すなわち、従業者ＩＤは、レジに内蔵（又は接続）されたカードリーダライタ（ＮＦＣ対応機能）によって取得することができる。
　さらに、店舗レジ２Ａは、従業者の携帯型端末に表示された光学シンボルを読み取る機能を有するものとしても良い。すなわち、従業者が企業より付与されたインセンティブを使用して消費金額を決済する場合、従業者ＩＤと本インセンティブ付与支援装置１にアクセスするためのネットワーク上のアドレス（ＵＲＬ）とを含む光学シンボルを読み取り、抽出したＵＲＬ宛てに、消費先ＩＤと消費金額情報と従業者ＩＤを送信する。
　なお、本発明において店舗レジ２Ａには、インターネットを通じて商品を販売するウェブサイト上の仮想店舗、いわゆるオンラインショップを管理するコンピュータ等、ネットワークを介してデータの送受信やデータの入出力が可能な端末も含むものとする。また、商品を販売する店舗に従事する者が利用する携帯可能な端末（いわゆる、ハンディレジスタ）も含むものとする。
　一方、従業者端末２Ｂは、カメラなどの光学シンボル読み取り機能や、キーボードなどの数字入力機能を有するスマートフォン等の携帯型装置であって、本インセンティブ付与支援装置１に対し、従業者ＩＤと消費金額情報と消費先ＩＤを提供したりする。
　すなわち、従業者端末２Ｂは、店舗に表示された光学シンボルをカメラ部で撮影し、この光学シンボルに記録されている消費先ＩＤなどの消費先情報を取得することができると共に、キーボード部より消費金額数値の入力を受けることができる。また、従業者端末２Ｂは、キーボードから消費先店舗の電話番号を入力することで消費先情報を取得することができると共に、キーボード部より消費金額数値の入力を受けることができる。
　スマートフォン等の携帯型端末を従業者端末２Ｂとして機能させるためには、従業者は事前の準備として、上述のように専用プログラムを所定の手順により入手することが必要である。この専用プログラムが組み込まれた従業者端末２Ｂは、光学シンボルを撮影して読み込むと、光学シンボルに記録されている店舗ＩＤなどを復号すると共に、消費金額の入力を受け、その後、所定の記憶領域に記憶されている従業者情報と、本インセンティブ付与支援装置１にアクセスするためのネットワーク上のアドレス（ＵＲＬ）を抽出し、抽出したＵＲＬ宛てに、店舗ＩＤと消費金額情報と利用者識別情報とを送信する。
　なお、光学シンボルとは、情報を光学的に識別可能に記録したものであり、バーコードなどの一次元コードや、スタックコード・マトリックスコードなどの二次元コードをいう。
　人事勤怠給与計算装置３は、従業者の出退勤時刻と従業者の人事労務情報とに基づいて給与を計算する装置である。この人事勤怠給与計算装置３は、従業者の出勤時刻と退勤時刻の取得等の勤怠管理を行うようにした、いわゆるインターネットタイムレコ－ダと称される装置とネットワークＮＷを介して通信可能に構成されている。ゆえに、インターネットタイムレコ－ダより取得した従業者の出退勤時刻情報に基づいて、従業者が提供した労働の対価を算出する処理を行う。
　また、人事勤怠給与計算装置３は、算出した労働の対価に、従業者の人事労務情報に基づいて特定した、残業手当や通勤手当、扶養手当等の各種手当を加えると共に、税金や保険年金等の控除額を差し引いて従業者の給与を計算する処理を行う。
　さらに、本発明において人事勤怠給与計算装置３は、従業者の出退勤時刻と従業者の人事労務情報とに基づいて算出した給与額を電子マネー情報に置き換えて従業者ごとに仮想口座において管理する機能を備えるものとしても良い。
　なお、本発明に係るインセンティブ付与支援装置１は、単一の構成として描かれているが、これに限らず複数のコンピュータ等によって構成されていても良い。また、本インセンティブ付与支援装置１は、クラウドやブロックチェーンとして構成されたものであってもよい。
　さらに、従業者の出退勤時刻と人事労務情報とに基づいて給与を計算する者が、本インセンティブの処理サービスを運営する場合、上述した人事勤怠給与計算装置３の機能と本インセンティブ付与支援装置１の機能とを兼ね備えたものとすることもできる。
　次に、本発明に係るインセンティブ付与支援装置が備える基本的な構成について説明する。
　以下に述べる実施の形態は、本発明の好適な具体例であるため技術的に種々の限定が付されているが、本発明の範囲は、以下の説明において特に限定する旨の記載がない限り、これらの形態に限られるものではない。
　また、本発明において、消費といった場合、商品の購入に限らず、サービスの提供を受けることも含み、少なくとも対価の発生する取引一般が含まれる。
　本インセンティブ付与支援装置１は、インセンティブ情報登録部１１と、インセンティブ付与可否判断部１２と、消費金額処理部１３と、消費金額通知部１４と、記憶部２０とを備えて構成されている。
　また、記憶部２０は、企業特定情報データベース（以下、「企業特定情報ＤＢ」と略記する。）２１と、消費条件情報データベース（以下、「消費条件情報ＤＢ」と略記する。）２２と、消費先情報データベース（以下、「消費先情報ＤＢ」と略記する。）２３と、インセンティブ情報データベース（以下、「インセンティブ情報ＤＢ」と略記する。）２４と、消費金額情報記憶手段（以下、「消費金額情報ＤＢ」と略記する。）２５と、を少なくとも備えて構成されている。
　すなわち、本インセンティブ付与支援装置１は、補助記憶装置（たとえば、ＲＯＭ）に記憶された各種のプログラム（ＯＳ、アプリケーションソフト等）が主記憶装置（ＲＡＭ）にロードされ、ＣＰＵにより実行されることによって、インセンティブ情報登録部１１、インセンティブ付与可否判断部１２、消費金額処理部１３、消費金額通知部１４、等を含む装置として機能する。
　企業特定情報ＤＢ２１は、従業者ごとに、当該従業者に対してインセンティブを付与する企業が特定できるように企業情報を記憶する手段である。すなわち、企業特定情報ＤＢ２１は、たとえば、従業者社員番号、従業者名、従業者住所、従業者電話番号、及び従業者メールアドレスといった従業者を識別する個人情報が記憶されている従業者情報テーブルと、企業の名称や住所といった企業関連情報が記憶されている企業情報テーブルとを関連付けることにより構成されたものとすることができる。したがって、従業者ＩＤとしては上述した従業者における個人情報の何れかを採用し、従業者情報テーブルを用いることで何れの個人情報であっても従業者を特定することが出来る。
　なお、従業者情報テーブルは、記憶された個人情報をそれぞれ単独で又は複数の組み合わせることで従業者を識別するために用いられるものである。
　この企業特定情報ＤＢ２１は、たとえば図２に示すように、消費を行う従業者を識別する従業者ＩＤに関連付けて企業を識別する企業識別情報（以下、「企業ＩＤ」という。）を記憶する。
　消費条件情報ＤＢ２２は、企業ごとに、インセンティブを付与するために企業が定める消費条件を記憶する手段である。すなわち、消費条件情報ＤＢ２２は、消費先の名称や住所、店舗名、ブランド（商品名）、有効期限といった任意の消費条件を記憶するものであって、この消費条件は、企業がネットワークを介して送受信可能な、たとえば、人事勤怠給与計算装置３のような通信端末を用いて本インセンティブ付与支援装置１へ接続することで、自由に設定登録することができる。
　なお、消費条件は一つであっても複数であっても良く、複数の消費条件が設定される場合、これら複数の消費条件を全て満たすことを意図するａｎｄ設定や、これら複数の消費条件のうち何れか一つでも満たしていれば良いことを意図するｏｒ設定ができるものとなっている。
　この消費条件情報ＤＢ２２は、たとえば図３に示すように、企業ＩＤに関連付けて消費条件を記憶する。
　消費先情報ＤＢ２３は、消費先ごとに、消費先の名称や住所、電話番号、ブランド（商品名）といった消費先関連情報を記憶する手段である。すなわち、消費先情報ＤＢ２３は、消費先情報だけを記憶するものである。
　この消費先情報ＤＢ２３は、たとえば図４に示すように、消費先ＩＤに関連付けて消費先関連情報を記憶する。
　インセンティブ情報ＤＢ２４は、従業者ごとに、企業が従業者に対して付与する予定のインセンティブ値を示す見込インセンティブ情報と、企業が従業者に対して付与したインセンティブ値を示す残高インセンティブ情報とを関連付けて記憶する手段である。すなわち、インセンティブ情報ＤＢ２４は、貨幣価値に対応した貨幣情報を記憶するものであって、見込インセンティブ情報は、これから付与される可能性のあるインセンティブ値を示すものであり、残高インセンティブ情報は、消費の際の決済に使用可能なインセンティブ値を示すものである。
　したがって、インセンティブ情報ＤＢ２４に記憶されている見込インセンティブ情報や残高インセンティブ情報は、企業からの新たなインセンティブの付与や、従業者によるインセンティブを使用しての決済によって、適宜書き換えられることとなる。
　このインセンティブ情報ＤＢ２４は、たとえば図５（Ａ）に示すように、従業者ＩＤに関連付けて見込インセンティブ情報と残高インセンティブ情報を記憶する。
　消費金額情報ＤＢ２５は、従業者ＩＤと、消費先ＩＤと、インセンティブ残高処理手段１３においてインセンティブで決済を行った消費金額情報と、を関連付けて記憶する手段である。また、消費金額情報ＤＢ２５は、たとえば、従業者情報テーブルと、消費が行われた日時や消費が行われた店舗、消費金額、消費を行った者といった取引情報が記憶されている取引情報テーブルとを関連付けることにより構成されたものとすることができる。
　この消費金額情報ＤＢ２５は、たとえば図６に示すように、従業者ＩＤに関連付けて消費先ＩＤと消費金額情報を記憶する。
　ここで、企業特定情報ＤＢ２１やインセンティブ情報ＤＢ２４に登録されている従業者ＩＤは、インセンティブ付与支援サービスの運営者が本サービスを利用する従業者を識別するために付与した固有の識別標識のことをいう。また、本発明において述べる従業者ＩＤには、従業者がインセンティブによる電子決済に使用する携帯電話情報（たとえば、電話番号や契約名義人）や、インセンティブ付与支援サービスの提供を受けるために登録をした従業者に対して発行した会員カードのカード情報（たとえば、カード番号や会員名）といった従業者の個人情報を含めるものとする。
　すなわち本発明では、インセンティブ付与支援サービスの提供を受ける際に従業者が個人情報として事前に登録した、従業者が電子決済に使用する携帯電話情報や、従業者に対して発行した会員カードのカード情報と、従業者ＩＤとを関連付けておくものとする。
　これにより、従業者ＩＤは、従業者が消費金額の決済において使用した携帯電話情報やカード情報等に基づいて特定でき、インセンティブ残高情報をインセンティブ情報ＤＢ２４へ登録することができるものとなる。
　インセンティブ情報登録部１１は、人事勤怠給与計算装置３から、従業者ＩＤと、従業者ごとに付与する予定のインセンティブ値を示すインセンティブ情報と、を少なくとも含むインセンティブ付与情報を取得し、従業者ＩＤに関連付けてインセンティブ情報をインセンティブ情報ＤＢ２４に登録する手段である。
　このインセンティブ情報登録部１１は、新たにインセンティブ付与情報を取得したとき、インセンティブ情報ＤＢ２４に既に登録されている見込インセンティブ情報（以下、「旧見込インセンティブ情報」という。）と消費金額情報ＤＢ２５に登録された消費金額情報の合計とを従業者ごと比較する。そして、消費金額情報の合計値が旧見込インセンティブ情報の値より小さい判断した場合、消費金額情報の合計値に相当するインセンティブの値を、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値に加算して登録情報を更新する。一方、消費金額情報の合計値が旧見込インセンティブ情報の値より大きい判断した場合、旧見込インセンティブ情報の値を、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値に加算して登録情報を更新する。
　このように、本インセンティブ付与支援装置１は、消費金額情報の合計値が旧見込インセンティブ情報の値より小さい場合は、企業が従業者に対して付与する予定のインセンティブ値を示す旧見込インセンティブ情報の値をそのままではなく、消費金額情報の合計値に相当するインセンティブの値を残高インセンティブ情報の値に加算する。ゆえに、本インセンティブ付与支援装置１では、実際に消費した金額に相当する分のインセンティブを付与するものとしている。
　一方、本インセンティブ付与支援装置１は、消費金額情報の合計値が旧見込インセンティブ情報の値より大きい場合は、旧見込インセンティブ情報の値をそのまま残高インセンティブ情報の値に加算する。ゆえに、本インセンティブ付与支援装置１では、見込インセンティブ情報の値を上限としてインセンティブを付与するものとしている。
　また、インセンティブ情報登録部１１は、新たにインセンティブ付与情報を取得することで旧見込インセンティブ情報と消費金額情報の合計とを従業者ごと比較した際、消費金額情報の合計値が旧見込インセンティブ情報の値より小さい判断した場合、旧見込インセンティブ情報の値から消費金額情報の合計値を減算する。そして、減算した値を、取得したインセンティブ付与情報に含まれる見込インセンティブ情報（以下、「新見込インセンティブ情報」という。）の値に加算してインセンティブ情報ＤＢ２４に登録する。一方、消費金額情報の合計値が旧見込インセンティブ情報の値より大きい判断した場合、新見込インセンティブ情報の値をそのままインセンティブ情報ＤＢ２４に登録する。
　このように、本インセンティブ付与支援装置１は、消費金額情報の合計値が旧見込インセンティブ情報の値より小さい場合は、従業者へ付与する予定の上限である旧見込インセンティブ情報の値がそのまま付与されないため、その差（いわば未使用残額）を新見込インセンティブ情報に加算することで、次回に付与される可能性を残すように持越すものとしている。
　一方、本インセンティブ付与支援装置１は、消費金額情報の合計値が旧見込インセンティブ情報の値より大きい場合は、従業者へ付与する予定の上限である旧見込インセンティブ情報の値は全て使用尽くされたとして、新見込インセンティブ情報の値に置き換えるものとしている。
　なお、本インセンティブ付与支援装置１では、インセンティブ付与情報を取得したとき、旧見込インセンティブ情報と消費金額情報の合計とを比較せずに、旧見込インセンティブ情報の値を新見込インセンティブ情報の値に置き換えることで、見込インセンティブの付与に有効期限を設定するものとしても良い。
　このように、本インセンティブ付与支援装置１は、人事勤怠給与計算装置３（企業）とネットワークを介して通信可能に構成され、インセンティブ付与情報を取得して、従業者ごとにインセンティブ情報を登録する構成とすることで、企業による新たなインセンティブの付与予定ごとに企業や従業者の存在を確認し、第三者に対して証明することが出来るものとなっている。
　また、インセンティブ情報登録部１１は、インセンティブ付与情報として従業者ごとに、消費先地域や消費先店舗を特定する消費条件ごとに設定された複数の見込インセンティブ情報を取得し、従業者ごとに、消費条件情報と見込インセンティブ情報とを関連付けてインセンティブ情報ＤＢ２４に登録するものとしても良い。
　この際のインセンティブ情報ＤＢ２４は、たとえば図５（Ｂ）に示すように、従業者ＩＤに関連付けて、消費条件ａと、この消費条件に対して付与する予定のインセンティブ値を示す見込インセンティブ情報、及びこの消費条件で決済することのできるインセンティブ値の残高を示す残高インセンティブ情報、消費条件ｂとその見込インセンティブ情報及び残高インセンティブ情報、・・・を記憶する。
　インセンティブ付与可否判断部１２は、決済端末２Ａ（２Ｂ）から、消費を行った従業者を特定する従業者ＩＤと、従業者が消費を行った金額を特定する消費金額情報と、消費を行った消費先を特定する消費先ＩＤと、と含む消費情報を取得し、従業者の消費がインセンティブを使用する決済に適合する消費条件を満たすか否かを判断する手段である。
　すなわち、インセンティブ付与可否判断部１２は、消費情報の取得後、企業特定情報ＤＢ２１を参照して、取得した従業者ＩＤに基づいて当該従業者に対して給与を付与する企業を特定する企業ＩＤを抽出する。
　また、インセンティブ付与可否判断部１２は、企業ＩＤを抽出した後引き続き、消費条件情報ＤＢ２２を参照し、抽出した企業ＩＤに基づいて企業がインセンティブを付与するために定める消費条件を抽出する。
　さらに、インセンティブ付与可否判断部１２は、消費先情報ＤＢ２３を参照し、取得した消費先ＩＤに基づいて消費が行われた消費先を特定した後、特定した当該消費先が、抽出した消費条件を満たすか否かを判断する。
　つまり、インセンティブ付与可否判断部１２は、まず、取得した従業者ＩＤに基づいて企業ＩＤを抽出する。次いで、インセンティブ付与可否判断部１２は、抽出した企業ＩＤに基づいて消費条件を抽出する。そして、インセンティブ付与可否判断部１２は、取得した消費先ＩＤに基づいて消費先を特定し、抽出した消費条件が、たとえば、「〇〇〇市（に存在する店舗）」という設定であった場合、特定した消費先が「〇〇〇市」に存在するか否かを判断するものとなっている。
　消費金額処理部１３は、インセンティブ付与可否判断部１２が消費条件を満たすと判断した場合に、従業者ＩＤと消費先ＩＤとに関連付けて消費金額情報を消費金額情報ＤＢ２５に加算して登録する。
　また、消費金額処理部１３は同時に、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報（以下、「旧残額インセンティブ情報」という。）から消費情報に含まれる消費金額情報を減算して残高を求め、当該残高を新残高インセンティブ情報として旧残高インセンティブ情報に置き換えてインセンティブ情報ＤＢ２４に更新登録する手段である。
　消費金額通知部１４は、インセンティブ情報登録部１１がインセンティブ付与情報を取得したとき、人事勤怠給与計算装置３に対して、消費金額情報ＤＢ２５に登録された従業者ごとの消費先別による消費金額情報を送信する手段である。
　この際、消費金額処理部１３は、消費金額通知部１４が人事勤怠給与計算装置３に対して消費金額情報を送信した後、消費金額情報ＤＢ２５に登録されている消費金額情報の値を「０」にリセットするものとして機能する。
　次に、本発明における本実施の形態に係るインセンティブ付与支援方法を実施するためのインセンティブ付与支援システムでの処理の流れについて、図７を参照して説明する。
　なお、本インセンティブ付与支援装置１では、コンピュータプログラムを実行することで、以下に説明する方法を実現する。
　まず、図７に示すように、人事勤怠給与計算装置３では、従業者ＩＤと見込インセンティブ情報を含むインセンティブ付与情報を本インセンティブ付与支援装置１に対して送信する（１０）。
　そうすると、本インセンティブ付与支援装置１は、人事勤怠給与計算装置３から送信されたインセンティブ付与情報を受信する（２０）。
　次いで、本インセンティブ付与支援装置１は、インセンティブ情報ＤＢ２４に既に登録されている見込インセンティブ情報（旧見込インセンティブ情報）の値と消費金額情報ＤＢ２５に登録された消費金額情報の合計値とを従業者ごと比較する（３０）。
　そして、本インセンティブ付与支援装置１は、消費金額情報の合計値が旧見込インセンティブ情報の値より小さい判断した場合、旧見込インセンティブ情報の値から消費金額情報の合計値を減算した値を、取得したインセンティブ付与情報に含まれる見込インセンティブ情報（新見込インセンティブ情報）の値に加算し、見込インセンティブ情報としてインセンティブ情報ＤＢ２４に登録する（４０）。
　一方、本インセンティブ付与支援装置１は、消費金額情報の合計値が旧見込インセンティブ情報の値より大きい判断した場合、新見込インセンティブ情報の値をそのまま見込インセンティブ情報としてインセンティブ情報ＤＢ２４に登録する（４０）。
　したがって、インセンティブ情報ＤＢ２４に登録された見込インセンティブ情報の値が、次回インセンティブ付与情報を受信した際に、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値に加算される（すなわち、付与される）可能性のある上限値となる。
　また、本インセンティブ付与支援装置１は、旧見込インセンティブ情報の値と消費金額情報の合計値とを従業者ごと比較した結果、消費金額情報の合計値が旧見込インセンティブ情報の値より小さい判断した場合、消費金額情報の合計値に相当するインセンティブの値を、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値に加算し、残高インセンティブ情報を更新登録する（５０）。
　一方、消費金額情報の合計値が旧見込インセンティブ情報の値より大きい判断した場合、旧見込インセンティブ情報の値を、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値に加算し、残高インセンティブ情報を更新登録する（５０）。
　したがって、インセンティブ情報ＤＢ２４に登録された残高インセンティブ情報の値が、たとえば、特定の地域や取引先での消費といった企業が定める消費条件に基づいて従業者が行う決済時に使用可能となる上限値となる。
　引き続き、本インセンティブ付与支援装置１は、消費金額情報ＤＢ２５に登録されている従業者ごとの消費先別による消費金額情報を、人事勤怠給与計算装置３に対して送信する（６０）。
　そして、本インセンティブ付与支援装置１は、消費金額情報ＤＢ２５に登録されている消費金額情報の値を「０」にリセットする（７０）。
　その後、決済端末２は、従業者の消費に応じて、消費を行った従業者を特定する従業者ＩＤと、従業者が消費を行った金額を特定する消費金額情報と、消費を行った消費先を特定する消費先ＩＤと、を含む消費情報を本インセンティブ付与支援装置１に対して送信する（１００）。
　そうすると、本インセンティブ付与支援装置１は、決済端末２から送信された、消費情報を受信する（１１０）。
　ここで、従業者ＩＤと消費金額情報と消費先ＩＤの本インセンティブ付与支援装置１への送信は、たとえば、次のようにして行うことができる。
　まず、店舗レジ２Ａを決済端末２として決済を行う場合、店舗レジ２Ａが消費金額（決済代金）を算出した後、カードリーダライタ等によって従業者ＩＤを取得し、店舗レジ２Ａが、算出した消費金額情報と、取得した従業者ＩＤと共に、店舗レジ２Ａに記憶された消費先ＩＤを本インセンティブ付与支援装置１Ａへ送信することにより行う。
　また、店舗レジ２Ａを決済端末２として決済を行う場合、店舗レジ２Ａが消費金額（決済代金）を算出した後、従業者が有する携帯端末が店舗に表示された光学シンボルを読み込んで生成した消費先ＩＤと従業者ＩＤを含む光学シンボルを店舗レジ２Ａにて読み込み、店舗レジ２Ａが、算出した消費金額情報と共に、読み込んだ従業者ＩＤや消費先ＩＤを、本インセンティブ付与支援装置１へ送信することにより行うものとしても良い。
　一方、従業者端末２Ｂを決済端末２として決済を行う場合、店舗に表示された光学シンボルを従業者端末２Ｂで読み込んで消費先ＩＤを取得した後、従業者端末２Ｂにおいて消費金額を入力し、従業者端末２Ｂが、取得した消費先ＩＤと、入力した消費金額情報と共に、従業者端末２Ｂに記憶された従業者ＩＤを、本インセンティブ付与支援装置１へ送信することにより行う。
　本インセンティブ付与支援装置１では、受信した従業者ＩＤに基づき、企業特定情報ＤＢ２１を参照して、関連付けて登録されている当該従業者に対して給与を付与する企業を特定する企業ＩＤを抽出する（１２０）。
　また、本インセンティブ付与支援装置１は、抽出した企業ＩＤに基づき、消費条件ＤＢ２２を参照し、関連付けて登録されている当該企業がインセンティブから決済するために定める消費条件を抽出する（１２０）。
　さらに、本インセンティブ付与支援装置１は、消費先情報ＤＢ２３を参照し、受信した消費先ＩＤに基づき関連付けて登録されている消費先情報を特定し、特定した消費先情報に基づいて従業者の消費が抽出した消費条件を満たすか否かを判断する（１２０）。
　そして、本インセンティブ付与支援装置１では、消費条件を満たすと判断した場合に、従業者ＩＤと消費先ＩＤとに関連付けて消費金額情報の値を消費金額情報ＤＢ２５に加算して登録する（１３０）。
　また、本インセンティブ付与支援装置１は、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値から消費金額情報の値を減算して残高を求め、当該残高を残高インセンティブ情報としてインセンティブ情報ＤＢ２４に登録する（１３０）。
　以上が本インセンティブ付与支援装置１を用いた方法を実施するためのインセンティブ付与支援システムでの基本的な処理の流れとなる。
　続いて、上述した方法を実施する本インセンティブ付与支援装置１の動作の一例を、図８及び図９を参照して説明する。　
　まず、図８に示すように、インセンティブ情報登録部１１が、従業者を識別する従業者ＩＤと、従業者ごとに付与する予定のインセンティブの値を示す見込インセンティブ情報と、を少なくとも含むインセンティブ付与情報を受信したか否か判断する処理を行う（Ｓ１０）。
　その結果、イセンティブ情報登録部１１が、インセンティブ付与情報を受信したと判断した場合（Ｙ）、引き続きイセンティブ情報登録部１１は、従業者ＩＤに基づいて従業者ごとに、インセンティブ情報ＤＢ２４に既に登録されている見込インセンティブ情報と消費金額情報ＤＢ２５に登録されている消費金額情報の合計値を抽出する（Ｓ２０）。
　一方、イセンティブ情報登録部１１が、インセンティブ付与情報を受信していないと判断した場合（Ｎ）、図９に示すように、インセンティブ付与可否判断部１２が、消費を行った従業者を特定する従業者情報と、従業者が消費を行った金額を特定する消費金額情報と、消費を行った消費先を特定する消費先ＩＤと、を含む消費情報を受信したか否か判断する処理を行う（Ｓ１００）。
　次いで、イセンティブ情報登録部１１は、見込インセンティブ情報と消費金額情報の合計とを比較し、見込インセンティブ情報の値が消費金額情報の合計値より大きいか否か判断をする（Ｓ３０）。
　その結果、イセンティブ情報登録部１１が、見込インセンティブ情報の値は消費金額情報の合計値より大きいと判断した場合（Ｙ）、イセンティブ情報登録部１１は、見込インセンティブ情報（旧見込インセンティブ情報）の値から消費金額情報の合計値を減算した値を、取得したインセンティブ付与情報に含まれる見込インセンティブ情報（新見込インセンティブ情報）の値に加算し、見込インセンティブ情報としてインセンティブ情報ＤＢ２４に登録する（Ｓ４０）。
　引き続きイセンティブ情報登録部１１は、消費金額情報の合計値に相当するインセンティブの値を、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値に加算し、残高インセンティブ情報を更新登録する（Ｓ５０）。
　一方、イセンティブ情報登録部１１が、見込インセンティブ情報の値は消費金額情報の合計値より小さいと判断した場合（Ｎ）、イセンティブ情報登録部１１は、取得したインセンティブ付与情報に含まれる見込インセンティブ情報（新見込インセンティブ情報）の値をそのまま見込インセンティブ情報としてインセンティブ情報ＤＢ２４に登録する（Ｓ４１）。
　引き続きイセンティブ情報登録部１１は、見込インセンティブ情報（旧見込インセンティブ情報）の値、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値に加算し、残高インセンティブ情報を更新登録する（Ｓ５１）。
　そして、Ｓ５０及びＳ５１において残高インセンティブ情報が更新登録された後、引き続き消費金額通知部１４は、人事勤怠給与計算装置３に対して、消費金額情報ＤＢ２５に登録された従業者ごとの消費先別による消費金額情報を送信する（Ｓ６０）。
　このように人事勤怠給与計算装置３に対して、消費金額情報を所定期間ごとに（インセンティブ付与情報の受信の都度）送信する構成とすることで、企業は従業者の消費を通じて地域貢献又は取引先支援した額を客観的に証明することが出来るものとなる。
　その後、消費金額処理部１３は、消費金額情報ＤＢ２５に登録されている消費金額情報の値を「０」にリセットする（Ｓ７０）。
　その後、インセンティブ付与支援装置１での一連の動作は終了（エンド）する。
　また、Ｓ１００においてインセンティブ付与可否判断部１２が、消費情報を受信したと判断した場合（Ｙ）、引き続きインセンティブ付与可否判断部１２は、消費情報に含まれる従業者情報に基づいて企業特定情報ＤＢ２１を参照し、関連付けて登録されている当該従業者に対して給与を付与する企業を特定する企業ＩＤを抽出する処理を行う（Ｓ１１０）。
　一方、インセンティブ付与可否判断部１２が、消費情報を受信していないと判断した場合（Ｎ）、図８に示すように、インセンティブ情報登録部１１が、インセンティブ付与情報を受信したか否か判断する処理（Ｓ１０）を繰り返し行う。
　インセンティブ付与可否判断部１２は、企業ＩＤを抽出した後、引き続き企抽出した企業ＩＤに基づいて消費条件情報ＤＢ２２を参照し、関連付けて登録されている企業がインセンティブを付与するために定める消費条件を抽出する処理を行う（Ｓ１２０）。
　さらに、インセンティブ付与可否判断部１２は、受信した消費情報に含まれる消費先ＩＤに基づいて消費先情報ＤＢ２３を参照して消費が行われた消費先を特定した後、特定した当該消費先が抽出した消費条件を満たすか否かを判断する処理を行う（Ｓ１３０）。
　その結果、インセンティブ付与可否判断部１２が、消費条件を満たしていると判断した場合（Ｙ）、消費金額処理部１３は、従業者ＩＤと消費先ＩＤとに関連付けて消費金額情報の値を消費金額情報ＤＢ２５に加算して登録する（Ｓ１４０）。
　一方、インセンティブ付与可否判断部１２が、消費条件を満たしていないと判断した場合（Ｎ）、インセンティブ付与支援装置１での一連の動作は終了する。
　また、消費金額処理部１３は、インセンティブ情報ＤＢ２４に登録されている残高インセンティブ情報の値から、消費情報に含まれる消費金額情報の値を減算して残高を算出する（Ｓ１５０）。
　そして、消費金額処理部１３は、算出した残高インセンティブ情報の値をインセンティブ情報ＤＢ２４に登録する処理を行う（Ｓ１６０）。
　これにより、インセンティブ付与支援装置１での基本的な一連の動作は終了（エンド）する。
　以上のように本発明では、まず、企業が従業者に対して付与する予定の見込インセンティブ（手当）を人事勤怠給与計算装置３における手当項目に予め追加設定し、人事勤怠給与計算装置３から本インセンティブ付与支援装置１へ送信しておく。
　次いで、従業者は特定された消費条件の店舗や取引先で買物をし、従業者を特定するものを提示する。この際、従業者を特定するものとしては、生体認証、ＩＤカード類、モバイルＩＤ等、個人を特定できる従業者ＩＤが読み取れるものなら何でも良い。
　その後、店舗にある店舗レジ（決済システム）２Ａを用いて、店舗を特定する消費先ＩＤと共に、読み取った従業者ＩＤ、及び消費金額を本インセンティブ付与支援装置１へ送信するか、もしくは従業者端末２Ｂを用いて、店舗を特定する消費先ＩＤを読み取り、消費金額を入力して、従業者を特定する従業者ＩＤと共に本インセンティブ付与支援装置１Ａへ送信する。
　そして、本インセンティブ付与支援装置１では、企業が定める消費条件を満たす場合に、企業が付与するインセンティブを使用して決済を行った分に相当するインセンティブを、一定の上限のもと従業者に対して付与することを可能とする。
　また、企業は、消費金額情報ＤＢ２５に登録された消費金額情報の合計値によって、特定の地域や取引先で従業者が買い物した消費金額から貢献度を把握することができるものとなる。
　ゆえに、本インセンティブ付与支援サービスを運用する第三者がこの消費金額を証明することが可能になり、この証明によって企業は地元地域や取引先に具体的な金額を示して貢献度をアピールすることができる。そして、これにより企業は地元地域や取引先から感謝され、企業価値が上がることが期待されるものとなる。
　なお、本出願では、発明を理解してもらう便宜上、上述のように「企業」と「従業者」の文言を用いてその詳細を説明したが、この企業は、従業者に対してインセンティブを付与する者であり、一方、従業者は、企業よりインセンティブの付与を受ける者である。
　したがって、インセンティブを付与する者とインセンティブの付与を受ける者の観点で言えば、本発明は、企業や個人に対して補助金や融資、給付金といったインセンティブを付与する国や地方行政機関（以下、「付与者」という。）と、国や地方行政機関よりインセンティブの付与を受ける企業や個人（以下、「受給者」という。）と読み換えることができる。
　そうすると、本発明に係るインセンティブ付与支援装置は、付与者が定める消費を受給者が行った場合に、前記付与者が前記受給者に対して付与するインセンティブ値を求める装置であって、前記受給者が消費の決済を行う際に用いる決済端末と、前記受給者の申請情報に基づいて当該受給者に対して付与するインセンティブの設定を行う付与者端末と、にネットワークを介して通信可能に構成されたものとなる。
　この際、本インセンティブ付与支援装置は、受給者を識別する受給者識別情報と、受給者に対してインセンティブを付与する付与者を識別する付与者識別情報とを関連付けて記憶する付与者特定情報記憶手段を有する。また、付与者識別情報と、インセンティブを付与するために付与者が定める消費条件とを関連付けて記憶する消費条件情報記憶手段をも有する。また、消費先を識別する消費先識別情報と、消費先の名称や住所といった消費先関連情報とを関連付けて記憶する消費先情報記憶手段をも有する。また、受給者識別情報と、付与者が受給者に対して付与する予定のインセンティブ値を示す見込インセンティブ情報と、付与者が受給者に対して付与したインセンティブ値を示す残高インセンティブ情報と、を関連付けて記憶するインセンティブ情報記憶手段をも有する。さらに、受給者識別情報と、消費先識別情報と、消費金額情報と、を関連付けて記憶する消費金額情報記憶手段をも有する。
　また、本インセンティブ付与支援装置は、付与者端末から、受給者識別情報と、受給者ごとに付与する予定の見込インセンティブ情報と、を少なくとも含むインセンティブ付与情報を取得し、受給者識別情報に関連付けてインセンティブ情報を前記インセンティブ情報記憶手段に登録するインセンティブ情報登録手段を有する。
　また、本インセンティブ付与支援装置は、決済端末から、消費を行った受給者を特定する受給者識別情報と、受給者が消費を行った金額を特定する消費金額情報と、消費を行った消費先を特定する消費先識別情報と、を含む消費情報を取得し、前記付与者特定情報記憶手段を参照して、取得した消費情報に含まれる受給者識別情報に基づいて当該受給者に対してインセンティブを付与する付与者を特定する付与者識別情報を抽出すると共に、前記消費条件情報記憶手段を参照して、抽出した付与者識別情報に基づいて付与者がインセンティブを付与するために定める消費条件を抽出し、さらに、前記消費先情報記憶手段を参照して、取得した消費情報に含まれる消費先識別情報に基づいて消費が行われた消費先を特定した後、当該消費先が前記消費条件を満たすか否かを判断するインセンティブ付与可否判断手段をも有する。
　また、本インセンティブ付与支援装置は、前記インセンティブ付与可否判断手段が消費条件を満たすと判断した場合に、受給者識別情報と消費先識別情報とに関連付けて消費金額情報を前記消費金額情報記憶手段に加算して登録すると共に、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報から消費情報に含まれる消費金額情報を減算して残高を求め、当該残高を前記インセンティブ情報記憶手段に登録する消費金額処理手段をも有する。
　そして、本インセンティブ付与支援装置は、前記インセンティブ情報登録手段が、前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを受給者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該消費金額情報の合計値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、当該見込インセンティブ情報の値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録することを特徴とする。
　すなわち、本発明に係るインセンティブ付与支援装置は、見込インセンティブ情報と消費金額情報の合計とを比較した結果、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい場合は、当該消費金額情報の合計値に相当する値のインセンティブを付与し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい場合は、見込インセンティブ情報に示す値を上限としてインセンティブを付与するものとしている。
　以上のように、本発明に係るインセンティブ付与支援装置は、付与者特定情報記憶手段と、消費条件情報記憶手段と、消費先情報記憶手段と、インセンティブ情報記憶手段と、消費金額情報記憶手段と、インセンティブ情報登録手段と、インセンティブ付与可否判断手段と、消費金額処理手段と、を少なくとも有することを基本的な構成とする。
　したがって、本発明によれば、付与者は、見込インセンティブ情報に示す値を上限として、受給者が実際に消費を行った消費金額に相当する値のインセンティブを、受給者に対して付与することができるので、悪意のある経営者や起業家などの受給者が、補助金や融資のお金を横領したり、賄賂に使ったり、事業とは関係ないところに使うケースを未然に防ぐことが出来る。
　さらに、ブロックチェーン技術をベースにしたデジタルマネーでのインセンティブの付与と決済サービスとを組み合わせることで、地域活性化等を目的とした補助金や助成金、給付金などのインセンティブの不正使用を防止することが可能なものとなる。

Claims (10)

  1. 　企業が定める消費を行った従業者に対して付与するインセンティブ値を求めるための装置であって、
    　従業者が消費の決済を行う際に用いる決済端末と、前記従業者の出退勤時刻と前記従業者の人事労務情報とに基づいて給与を計算する人事勤怠給与計算装置と、にネットワークを介して通信可能に構成され、
    　従業者を識別する従業者識別情報と、従業者に対してインセンティブを付与する企業を識別する企業識別情報とを関連付けて記憶する企業特定情報記憶手段と、
    　企業識別情報と、インセンティブを付与するために企業が定める消費条件とを関連付けて記憶する消費条件情報記憶手段と、
    　消費先を識別する消費先識別情報と、消費先の名称や住所といった消費先関連情報とを関連付けて記憶する消費先情報記憶手段と、
    　従業者識別情報と、企業が従業者に対して付与する予定のインセンティブ値を示す見込インセンティブ情報と、企業が従業者に対して付与したインセンティブ値を示す残高インセンティブ情報とを関連付けて記憶するインセンティブ情報記憶手段と、
    　従業者識別情報と、消費先識別情報と、消費金額情報と、を関連付けて記憶する消費金額情報記憶手段と、
    　前記人事勤怠給与計算装置から、従業者識別情報と、前記従業者ごとに付与する予定の見込インセンティブ情報と、を少なくとも含むインセンティブ付与情報を取得し、従業者識別情報に関連付けてインセンティブ情報を前記インセンティブ情報記憶手段に登録するインセンティブ情報登録手段と、
    　前記決済端末から、消費を行った従業者を特定する従業者識別情報と、従業者が消費を行った金額を特定する消費金額情報と、消費を行った消費先を特定する消費先識別情報と、を含む消費情報を取得し、前記企業特定情報記憶手段を参照して、取得した消費情報に含まれる従業者識別情報に基づいて当該従業者に対して給与を付与する企業を特定する企業識別情報を抽出すると共に、前記消費条件情報記憶手段を参照して、抽出した企業識別情報に基づいて企業がインセンティブを付与するために定める消費条件を抽出し、さらに、前記消費先情報記憶手段を参照して、取得した消費情報に含まれる消費先識別情報に基づいて消費が行われた消費先を特定した後、当該消費先が前記消費条件を満たすか否かを判断するインセンティブ付与可否判断手段と、
    　前記インセンティブ付与可否判断手段が消費条件を満たすと判断した場合に、従業者識別情報と消費先識別情報とに関連付けて消費金額情報を前記消費金額情報記憶手段に加算して登録すると共に、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報から消費情報に含まれる消費金額情報を減算して残高を求め、当該残高を前記インセンティブ情報記憶手段に登録する消費金額処理手段と、
    を少なくとも有し、
    　前記インセンティブ情報登録手段は、前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計を従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該消費金額情報の合計値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、当該見込インセンティブ情報の値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録する、
    ことを特徴とするインセンティブ付与支援装置。
  2. 　前記インセンティブ情報登録手段は、前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該見込インセンティブ情報の値から当該消費金額情報の合計値を減算した値を、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値に加算して前記インセンティブ情報記憶手段に登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値をそのまま前記インセンティブ情報記憶手段に登録する、
    ことを特徴とする請求項１に記載のインセンティブ付与支援装置。
  3. 　前記インセンティブ情報記憶手段は、従業者識別情報と、消費条件ごとに設定された前記見込インセンティブ情報と、消費条件ごとに付与された前記残高インセンティブ情報とを関連付けて記憶し、
    　前記インセンティブ情報登録手段は、消費条件ごとに設定された見込インセンティブ情報を含むインセンティブ付与情報を取得し、従業者ごとに、消費条件情報と見込インセンティブ情報とを関連付けて前記インセンティブ情報記憶手段に記憶する、
    ことを特徴とする請求項１又は２に記載のインセンティブ付与支援装置。
  4. 　前記インセンティブ情報登録手段が前記インセンティブ付与情報を取得したとき、前記人事勤怠給与計算装置に対して、前記消費金額情報記憶手段に登録された従業者ごとの消費先別による消費金額情報を送信する消費金額通知手段をさらに有し、
    　前記消費金額処理手段は、前記消費金額通知手段が消費金額情報を送信した後、前記消費金額情報記憶手段に登録されている消費金額情報の値を「０」にリセットする、
    ことを特徴とする請求項１から３の何れか１項に記載のインセンティブ付与支援装置。
  5. 　企業が定める消費を行った従業者に対して付与するインセンティブ値を求めるためのシステムであって、企業が従業者に対して付与する予定のインセンティブ値と企業が定める消費を行った従業者の消費金額に基づいて企業が従業者に対して付与するインセンティブ値を求める処理を実行するインセンティブ付与支援装置と、前記従業者が消費の決済を行う際に用いる決済端末と、前記従業者の出退勤時刻と従業者の人事労務情報とに基づいて給与を計算する人事勤怠給与計算装置と、がネットワークを介して通信可能に構成され、
    　前記人事勤怠給与計算装置は、
    　前記インセンティブ付与支援装置に対して、従業者を識別する従業者識別情報と、前記従業者ごとに付与する予定のインセンティブ値を示す見込インセンティブ情報と、を少なくとも含むインセンティブ付与情報を送信する手段を有し、
    　前記決済端末は、
    　前記インセンティブ付与支援装置に対して、消費を行った従業者を特定する従業者識別情報と、従業者が消費を行った金額を特定する消費金額情報と、消費を行った消費先を特定する消費先識別情報と、を含む消費情報を送信する手段を有し、
    　前記インセンティブ付与支援装置は、
    　従業者識別情報と、従業者に対してインセンティブを付与する企業を識別する企業識別情報とを関連付けて記憶する企業特定情報記憶手段と、
    　企業識別情報と、インセンティブを付与するために企業が定める消費条件とを関連付けて記憶する消費条件情報記憶手段と、
    　消費先識別情報と、消費先の名称や住所といった消費先関連情報とを関連付けて記憶する消費先情報記憶手段と、
    　従業者識別情報と、企業が従業者に対して付与する予定のインセンティブ値を示す見込インセンティブ情報と、企業が従業者に対して付与したインセンティブ値を示す残高インセンティブ情報とを関連付けて記憶するインセンティブ情報記憶手段と、
    　従業者識別情報と、消費先識別情報と、消費金額情報と、を関連付けて記憶する消費金額情報記憶手段と、
    　前記人事勤怠給与計算装置から、前記インセンティブ付与情報を取得し、従業者識別情報に関連付けてインセンティブ情報を前記インセンティブ情報記憶手段に登録するインセンティブ情報登録手段と、
    　前記決済端末から、前記消費情報を取得し、前記企業特定情報記憶手段を参照して、取得した消費情報に含まれる従業者識別情報に基づいて当該従業者に対して給与を付与する企業を特定する企業識別情報を抽出すると共に、前記消費条件情報記憶手段を参照して、抽出した企業識別情報に基づいて当該企業がインセンティブを付与するために定める消費条件を抽出し、さらに、前記消費先情報記憶手段を参照して、取得した消費情報に含まれる消費先識別情報に基づいて消費が行われた消費先を特定した後、当該消費先が前記消費条件を満たすか否かを判断するインセンティブ付与可否判断手段と、
    　前記インセンティブ付与可否判断手段が消費条件を満たすと判断した場合に、従業者識別情報と消費先識別情報とに関連付けて消費金額情報を前記消費金額情報記憶手段に加算して登録すると共に、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報から消費情報に含まれる消費金額情報を減算して残高を求め、当該残高を前記インセンティブ情報記憶手段に登録する消費金額処理手段と、
    を少なくとも有し、
    　前記インセンティブ情報登録手段が、前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該消費金額情報の合計値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、当該見込インセンティブ情報の値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録する、
    ことを特徴とするインセンティブ付与支援システム。
  6. 　前記インセンティブ付与支援装置は、
    　前記インセンティブ情報登録手段が、前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該見込インセンティブ情報の値から当該消費金額情報の合計値を減算した値を、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値に加算して前記インセンティブ情報記憶手段に登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値をそのまま前記インセンティブ情報記憶手段に登録する、
    ことを特徴とする請求項５に記載のインセンティブ付与支援システム。
  7. 　企業が定める消費を行った従業者に対して付与するインセンティブ値を求めるための方法であって、
    　従業者が消費の決済を行う際に用いる決済端末と、前記従業者の出退勤時刻と従業者の人事労務情報とに基づいて給与を計算する人事勤怠給与計算装置と、にネットワークを介して通信可能に構成され、
    　従業者を識別する従業者識別情報と、従業者に対してインセンティブを付与する企業を識別する企業識別情報とを関連付けて記憶する企業特定情報記憶手段、企業識別情報と、インセンティブを付与するために企業が定める消費条件とを関連付けて記憶する消費条件情報記憶手段、消費先を識別する消費先識別情報と、消費先の名称や住所といった消費先関連情報とを関連付けて記憶する消費先情報記憶手段、従業者識別情報と、企業が従業者に対して付与する予定のインセンティブ値を示す見込インセンティブ情報と、企業が従業者に対して付与したインセンティブ値を示す残高インセンティブ情報とを関連付けて記憶するインセンティブ情報記憶手段、従業者識別情報と、消費先識別情報と、消費金額情報と、を関連付けて記憶する消費金額情報記憶手段、を有するインセンティブ付与支援装置が、
    　前記人事勤怠給与計算装置から、従業者識別情報と、前記従業者ごとに付与する予定のインセンティブ値を示すインセンティブ情報と、を少なくとも含むインセンティブ付与情報を取得し、前記従業者識別情報に関連付けて前記インセンティブ情報を前記インセンティブ残高情報記憶手段に登録する処理と、
    　前記決済端末から、消費を行った従業者を特定する従業者識別情報と、従業者が消費を行った金額を特定する消費金額情報と、消費を行った消費先を特定する消費先識別情報と、を含む消費情報を取得し、前記企業特定情報記憶手段を参照して、取得した消費情報に含まれる従業者識別情報に基づいて当該従業者に対して給与を付与する企業を特定する企業識別情報を抽出すると共に、前記消費条件情報記憶手段を参照して、抽出した企業識別情報に基づいて企業がインセンティブを付与するために定める消費条件を抽出し、さらに、前記消費先情報記憶手段を参照して、取得した消費情報に含まれる消費先識別情報に基づいて消費が行われた消費先を特定した後、当該消費先が前記消費条件を満たすか否かを判断する処理と、
    　前記消費条件を満たすと判断した場合に、従業者識別情報と消費先識別情報とに関連付けて消費金額情報を前記消費金額情報記憶手段に加算して登録すると共に、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報から消費情報に含まれる消費金額情報を減算して残高を求め、当該残高を前記インセンティブ情報記憶手段に登録する処理と、
    　前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該消費金額情報の合計値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、当該見込インセンティブ情報の値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録する処理と、
    を実行することを特徴とするインセンティブ付与支援方法。
  8. 　前記インセンティブ付与支援装置が、
    　前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該見込インセンティブ情報の値から当該消費金額情報の合計値を減算した値を、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値に加算して前記インセンティブ情報記憶手段に登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値をそのまま前記インセンティブ情報記憶手段に登録する処理を、
    さらに実行することを特徴とする請求項７に記載のインセンティブ付与支援方法。
  9. 　従業者が消費の決済を行う際に用いる決済端末と、前記従業者の出退勤時刻と前記従業者の人事労務情報とに基づいて給与を計算する人事勤怠給与計算装置と、にネットワークを介して通信可能に構成されたコンピュータを、企業が定める消費を行った従業者に対して付与するインセンティブ値を求めるための装置として機能させるプログラムであって、
    　前記コンピュータに、
    　前記人事勤怠給与計算装置から、従業者識別情報と従業者ごとに付与する予定のインセンティブ値を示す見込インセンティブ情報とを少なくとも含むインセンティブ付与情報を取得し、従業者識別情報と企業が従業者に対して付与する予定のインセンティブ値を示す見込インセンティブ情報と企業が従業者に対して付与したインセンティブ値を示す残高インセンティブ情報とを関連付けて記憶するインセンティブ情報記憶手段に、従業者識別情報と関連付けて見込インセンティブ情報を登録するインセンティブ情報登録手順と、
    　前記決済端末から、消費を行った従業者を特定する従業者識別情報と従業者が消費を行った金額を特定する消費金額情報と消費を行った消費先を特定する消費先識別情報とを含む消費情報を取得し、従業者識別情報と従業者に対してインセンティブを付与する企業を識別する企業識別情報とを関連付けて記憶する企業特定情報記憶手段を参照して、取得した消費情報に含まれる従業者識別情報に基づいて当該従業者に対して給与を付与する企業を特定する企業識別情報を抽出すると共に、企業識別情報とインセンティブを付与するために企業が定める消費条件とを関連付けて記憶する消費条件情報記憶手段を参照して、抽出した企業識別情報に基づいて企業がインセンティブを付与するために定める消費条件を抽出し、さらに、消費先識別情報と消費先の名称や住所といった消費先関連情報とを関連付けて記憶する消費先情報記憶手段を参照して、取得した消費情報に含まれる消費先識別情報に基づいて消費が行われた消費先を特定した後、当該消費先が前記消費条件を満たすか否かを判断するインセンティブ付与可否判断手順と、
    　前記消費条件を満たすと判断した場合に、従業者識別情報と消費先識別情報とに関連付けて消費金額情報を、従業者識別情報と消費先識別情報と消費金額情報とを関連付けて記憶する消費金額情報記憶手段に加算して登録すると共に、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報から消費情報に含まれる消費金額情報を減算して残高を求め、当該残高を前記インセンティブ情報記憶手段に登録する消費金額処理手順と、
    　前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該消費金額情報の合計値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、当該見込インセンティブ情報の値を、前記インセンティブ情報記憶手段に登録されている残高インセンティブ情報の値に加算して登録する手順と、
    を実行させることを特徴とするインセンティブ付与支援プログラム。
  10. 　前記コンピュータに、
    　前記インセンティブ付与情報を取得したとき、前記インセンティブ情報記憶手段に登録されている見込インセンティブ情報と前記消費金額情報記憶手段に登録された消費金額情報の合計とを従業者ごと比較し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より小さい判断した場合、当該見込インセンティブ情報の値から当該消費金額情報の合計値を減算した値を、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値に加算して前記インセンティブ情報記憶手段に登録し、当該消費金額情報の合計値が当該見込インセンティブ情報の値より大きい判断した場合、取得したインセンティブ付与情報に含まれる新たな見込インセンティブ情報の値をそのまま前記インセンティブ情報記憶手段に登録する手順を、
    さらに実行させることを特徴とする請求項９に記載のインセンティブ付与支援プログラム。
