본 발명의 실시예는 상품의 안전성 인증 관리 시스템에 관한 것으로서, 상품 제조 수입 판매 업자 등 관련 업자들이 상품 안전 관리를 할 수 있고, 제품이 판매된 후에도 상품 안전 이력 관리가 가능한 상품 안전성 인증 방법에 관한 것이다. 일례로, 업자/기관, 협회/단체 회원들의 정보를 등록하여 회원으로 가입처리하는 회원 가입부, 상품 정보, 상품 데이터를 입력받아 데이터베이스에 등록하는 상품 등록부, 상기 등록부로 등록된 상품의 상품 안전성 시험/인증을 신청하는 상품 안전성 시험/인증 신청부, 상기 상품 안전성 시험/인증 신청부에서 안전성 시험/인증이 신청된 상품 정보에 따라 검증 판정되면 상품에 대한 안전성을 시험/인증하여 데이터베이스에 등록하는 상품 안전성 시험/인증 승인부 및 상기 상품 안전성 시험/인증 승인부를 통해 데이터베이스에 구축된 안정성 시험/인증 상품을 조회하고, 디지털 인증/보증서를 가리키는 표시라벨을 디지털 QR코드와 함께 발급 출력할 수 있는 상품 안전성 시험/인증 관리부를 포함하는 상품 안전성 이력 관리 시스템을 개시한다.

Description

상품 안전성 이력관리 시스템 및 방법
본 발명의 실시예는 상품 안전성 이력관리 시스템 및 방법에 관한 것으로, 좀 더 상세하게는 상품 제조 또는 유통을 둘러싼 업자, 기관이 상품의 안전성을 인증하고 관리하며, 일반 수요자들도 이러한 안전성 이력 관리에 참여할 수 있도록 한 시스템 및 방법에 관한 것이다.
최근 가습기 살균제 사건 등 생활용품의 안전을 둘러싼 사고가 급증하면서, 전기용품과 생활용품 등에 대한 상품 안전성 인증 문제가 크게 대두되고 있다. 이에 정부는 생활용품 등으로부터 국민의 생명·신체 및 재산을 보호하기 위한 방안으로 '전기용품안전관리법' 과 '품질경영 및 공산품안전관리법' 을 '전기용품 및 생활안전법' 으로 통합하고 안전인증 및 제품에의 안전기준표시의무사항을 강화하였다.
전기생활용품안전표시제도 등에 따르면, 안정성 등급은 크게 4단계로 구분되는데, 1단계의 안전인증, 2단계의 안전확인, 3단계의 공급자적합확인, 4단계의 안전기준준수 등급으로 나뉘어진다. 1단계의 안전인증은 구조, 재질, 사용방법 등으로 인하여 소비자의 생명, 신체에 대한 위해, 재산상 피해나 자연환경의 훼손에 대한 우려가 크다고 인정되는 생활용품으로서, 안전인증대상제품의 제조업자 또는 수입업자가 출고 전 또는 통관 전에 모델별로 안전인증기관으로부터 안전인증(제품시험 및 공장심사를 거쳐 제품의 안정성을 증명하는 것)을 받아야 하는 것이다.
2단계의 안전확인은 구조, 재질, 사용방법 등으로 인하여 소비자의 생명, 신체에 대한 위해, 재산상 피해나 자연환경의 훼손에 대한 우려가 있는 생활용품으로서, 안전확인대상제품의 제조업자 또는 수입업자가 출고 또는 통관 전에 모델별로 안전확인시험기관으로부터 안전확인시험을 받아 안전기준에 적합한 것임을 확인한 후 이를 안전인증기관에 신고하는 것이다.
3단계의 공급자적합성확인은 소비자가 취급, 사용, 운반 등을 하는 과정에서 사고가 발생하거나 위해를 입을 가능성이 있거나 소비자가 성분, 성능, 규격 등을 구별하기 곤란한 생활용품으로서, 공급자적합성확인대상제품의 수입업자가 출고 또는 통관 전에 모델별로 직접 제품시험을 실시하거나 제3자에게 제품시험을 의뢰하여 해당 제품이 안전기준에 적합한 것임을 스스로 확인하는 제도이다.
4단계의 안전기준준수는 위해도가 상대적으로 낮은 일부 생활용품으로서 이들 품목에 대해서는 안전기준은 준수하도록 하되, 안전성검증을 위한 시험검사, 국가통합인증(KC)마크 표시 등의 의무는 면제하도록 한다.
한편, 구매대행, 병행수입상품의 경우에는 제품을 구매하는 소비자에게 해당제품에 대한 정보를 고지하도록 하였고, 구매대행제품 등에 결함이 발생하여 위해 우려가 있는 경우에는 구매대행의 금지를 명령하도록 하여, 수입되는 구매대행, 병행수입상품의 경우에도 상품 안전성 관리가 이루어질 수 있도록 하였다.
위와 같은 법제도 및 정책 변화에 따라, 모든 공산품의 제조업자 및 유통업자들은 각 안전 등급에 따른 보증서를 발급하여야 하기 때문에, 이러한 보증서, 인증서를 관리할 인프라와 시스템이 구비되어 있지 않은 영세상인이나 중소상공인은 자신의 상품을 시험하고 인증/보증하는 것에 어려움을 겪을 것으로 예상된다. 이에 따라, 본 발명은 매우 효율적이고 체계적인 시스템을 구축하게 하여, 상품 안전 인증 기관, 인증 관리 역량을 갖춘 기업 뿐 아니라 소상공인, 수입업자들도 쉽게 사용할 수 있는 안전 시험/인증 시스템을 제공함으로써, 상품 인증을 둘러싼 사회적 비용을 최소화하면서도 상품을 둘러싼 기관과 업자 전체가 참여할 수 있는 보편적 시스템을 제공한다.
한편, 기존과 같이 단순히 제품 판매 전까지만 안전 관리가 되는 방식에서 벗어나, 제품이 판매되었다고 하더라도 사후 문제가 발생되었을 경우, 제품 정보 및 안전 시험/인증 이력이 지속적으로 관리되도록 함으로써, 본 발명은 상품의 안전성 관리가 제품 판매 이후에도 이루어질 수 있는 시스템을 제공한다.
뿐만 아니라, 본 발명은 상품 안전 시험/인증 기관이나 제품 제조 유통업자들의 측면 뿐 아니라 직접 제품을 사용하면서 상품의 안전 문제를 실제로 느끼고 파악하게 되는 수요자들도 안전 관리 시스템 구축에 참여할 수 있도록 함으로써 완벽하고 총체적인 안전 시험/인증 시스템을 구축할 수 있도록 한다.
대한민국 공개특허 제10-2015-0133548호는, 특히 위험물의 유통이력정보 등 이력관리서버를 구비하는 기술을 제공하고 있다. 그러나, 상기 방식은 위험물에 대한 이력 정보 등을 등록, 관리 및 전송하는 업무를 수행하는 서버를 구비함에 그쳐, 제품을 제조·수입·판매하는 사업자들이 직접 안전 시험/인증을 표시하거나 관리할 수는 없으며, 소비자들에 대한 고려가 없어 사용상 대두되는 사후 안전 관리와 같은 총체적인 제품 안전성 관리의 문제는 전혀 해결하지 못하고 있다.
본 발명의 실시예는, 상품 안전성을 검사하는 식약청·환경부·기술표준원 등의 검사기관, 상품을 제조·수입·판매하는 관련 사업자, 상품을 사용하는 소비자 모두가 제품의 생산·판매·사용의 매단계마다 상품의 안전성에 대해 각각의 필요한 절차들을 수행할 수 있는 총체적인 상품 안전성에 대한 시험/인증 및 관리 시스템 및 방법과, 하나의 사업자가 복합적인 상품을 취급하더라도 하나의 시스템에서 관리 가능한 시스템 및 방법을 제공한다.
본 발명의 일 실시예에 따른 상품 안전성 이력 관리 시스템은 업자/기관, 협회/단체 회원들의 정보를 등록하여 회원으로 가입처리하는 회원 가입부, 상품 정보, 상품 데이터를 입력받아 데이터베이스에 등록하는 상품 등록부, 상기 등록부로 등록된 상품의 상품 안전성 시험/인증을 신청하는 상품 안전성 시험/인증 신청부, 상기 상품 안전성 시험/인증 신청부에서 안전성 시험/인증이 신청된 상품 정보에 따라 검증 판정되면 상품에 대한 안전성을 시험/인증하여 데이터베이스에 등록하는 상품 안전성 시험/인증 승인부 및 상기 상품 안전성 시험/인증 승인부를 통해 데이터베이스에 구축된 안정성 시험/인증 상품을 조회하고, 디지털 인증/보증서를 가리키는 표시라벨을 디지털 QR코드와 함께 발급 출력할 수 있는 상품 안전성 시험/인증 관리부를 포함하는 것을 특징으로한다.

본 발명의 실시예에 따르면, 상품 안전성을 검사하는 식약청·환경부·기술표준원 등의 검사기관, 상품을 제조·수입·판매하는 관련 사업자, 상품을 사용하는 소비자 모두가 제품의 생산·판매·사용의 매단계마다 상품의 안전성에 대해 각각의 필요한 절차들을 수행할 수 있는 총체적인 상품 안전성에 대한 시험/인증 및 관리 시스템 및 방법과, 하나의 사업자가 복합적인 상품을 취급하더라도 하나의 시스템에서 관리 가능한 시스템 및 방법을 제공할 수 있다.

상품등록모듈(210)은 상품정보, 상품목록정보, 시험/안전성등급, 시험 및 인증정보를 등록받는다. 즉, 국내 제조품인지 일반수입품인지, 병행수입품인지 등과 같은 상품 정보를 파악하여 상품 데이터베이스(240)에 등록한다. 서류등록모듈(220)은 자체 검사 증빙 서류나 제품시험/인증에 필요한 서류, 제조증빙, 수입증빙 등 관련 서류를 등록한다. 선행시험검색모듈(230)은 선행시험 상품인지를 검색한다. 그리고 증빙자료를 첨부하게 하여 상품 안전성 인증에 필요한 각종 상품데이터를 상품 데이터베이스(240)에 등록한다.
상품 안전성 인증 신청부(300)는 상품 등록부(200)로 등록된 상품의 상품 안전성 인증을 신청한다. 상품 안전성 인증 신청부(300)는 사업자가 제조, 수입, 수출, 판매, 서비스하는 상품의 안정성 등급, 안정성 관련 정보 데이터베이스를 통하여 안전성 인증을 신청한다.
상품 안전성 인증 신청부(300)는 상품 데이터베이스(240)에 저장된 상품 정보에 기반하여 상품 목록을 조회하는 상품목록조회모듈(310), 조회된 상품목록상태(신청가능, 심사대기, 보류, 취소요청)에 따라 처리 데이터를 수신 서비스 신청할 수 있고, 안전성 시험/인증서비스를 선택받는 시험/인증 서비스 신청모듈(320)를 포함한다. 서비스유형에는 자체시험검사를 통해 안정성을 보증하는 내부서비스 또는 외부 기관·협단체 등에서 실시하는 다양한 제품시험/인증 외부서비스 유형이 포함되며 한정되지 않는다. 이러한 서비스유형은 시험인증서비스등록모듈(760)을 통해 다양한 서비스형태로 관리되고, 설정된 서비스유형별 디지털인증(보증)서가 발급된다.
내부 또는 외부에서 등록한 서비스를 선택하는 시험/인증 서비스 신청모듈(320)을 통해 서비스를 선택신청하고 서비스 비용에 따라 결제하는 결제모듈(340)를 포함할 수 있다.
선택된 서비스에 대해서 서비스 이용자와 제공자를 이어주는 챗봇메신저모듈(330)이 포함될 수 있다. 챗봇메신저모듈(330)은 챗봇과 상담기능을 가지는 메신저가 복합된 형태로 구현 이용될 수 있으며 텍스트, 문서, 이미지, 음성 등을 주고받을 수 있고, 서비스 소개, 결제정보, 심사/승인, 보류, 취소 등의 다양한 메시지와 기능을 수행, 모든 과정을 기록 챗봇메신저데이터베이스(350)저장된다. 이러한 기능만 한정되지 않는다.
또한, 사업자가 자체적으로 시험/심사하여 승인된 상품 데이터를 입력 등록하여 상품 안전성 인증 등급에 따른 라벨을 출력할 수 있는 퀵발급모듈을 더 포함할 수 있다. 한편, 표시라벨 출력 전에 비용을 결제하는 대신에 출력개수 만큼 사용량 충전 결제방식을 선택하여 결제 단계없이 바로 출력할 수 있는 사용량충전 모듈을 더 포함할 수도 있다. 이러한 결제 방식은 한정되지 않는다.
상품 안전성 인증 승인부(400)는 상품 안전성 인증 신청부에서 안전성 인증이 신청된 상품 정보에 따라 검증 판정되면 상품에 대한 안전성을 인증하여 데이터베이스에 등록한다. 상품 안전성 인증 신청부(300)에서 신청된 상품의 정보에 따라 데이타가 검증 판정되며 안전상품 데이터가 구축된다.
접수상품조회모듈(410)은 웹페이지를 통해 신청 유형에 따라 상품에 대한 안전성 심사 접수를 입력받는다.
내부검증/승인모듈(420)은 내부 자체 시험/심사에 따라 심사를 접수하여 상품목록조회, 상품 상세정보 확인 데이터 검증, 승인 및 보류, 취소 처리하고 챗봇메신저모듈에 메시지 전달을 수행한다.
외부검증/승인모듈(430) 단체 및 기관심사와 같은 외부 심사에 따라 안전성 인증 심사를 접수하여 상품목록조회, 상품 상세정보 확인 데이터 검증, 승인 및 보류 처리하고 챗봇 메신저 모듈에 메시지 전달을 수행한다.
안전상품 데이터베이스(440)에는 상품 안전성 인증 신청부(300)에서 신청된 상품의 정보에 따라 데이터가 검증 판정된 안전상품 데이터가 저장된다.
일 실시예에 있어서 안전상품 데이터베이스(440)는 제품시험 성적서, 안전인증, 정품인증관련 서류등을 저장할 수 있다.
상품 안전성 인증 관리부(500)는 상품 안전성 인증 승인부(400)를 통하여 구축된 안전상품 데이터베이스(440)로부터 안전상품이 조회되고 인증서/보증서를 발급 출력할 수 있다.
상품 안전성 인증 관리부(500)의 안전상품조회모듈(510)은 상품 안전성 인증 승인부(400)를 통해 안전상품 데이터베이스(440)에 구축된 안정성 인증 상품을 조회한다.
시장감시모듈(520)은 안전상품으로 등록된 상품들에 대해 판매중지, 리콜, 상품폐기와 같은 상품 상태를 관리한다. 특히 개별 상품에 대한 판매중지, 리콜, 상품폐기 상품 상태를 관리할 수 있다. 또한 상품 안전성 인증 관리부(500)는 디지털 인증/보증서를 가리키는 표시라벨을 디지털 QR코드와 함께 발급 출력할 수 있는 라벨출력모듈(530)을 포함한다.
라벨출력모듈(530)은 인증마크, 안전인증/확인신고 번호, 안전기준 표시사항(제품명, 모델명, 제조업자명/수입업자명, 제조/수입일자) 등의 표시의무사항과 병행수입품일 경우에는 병행수입이라는 표시도 함께 표시될 수 있는 출력기능을 갖는다. 이러한 레벨은 라벨디자인모듈(740)에서 설정된 다양한 형태의 표시 레이블을 제공한다.
상품 안전성 인증 민원부(600)는 상품 안전성 인증 후 판매된 제품을 구입한 수요자들의 민원 접수 현황에 대한 전반적인 처리과정을 관리한다. 상품 안전성 인증 민원부(600)에서 제공하는 기능은 앱 사용자, 사업자, 기관, 관리자가 이용가능하다.
상품 안전성 인증 민원부(600)는 사용자 앱을 통해 수신되는 민원관련 데이터, 위해상품신고 및 각종민원정보에 대한 접수 현황을 목록형태로 제공할수있는 민원접수현황모듈(610), 접수되는 민원 접수현황에 대응되게 푸시메시지를 사업자나 기관, 관리자에게 전송하는 민원처리모듈(620), 접수된 민원 처리에 대해 민원 접수한 앱 사용자에게 민원 정보 접수상황 및 답신 데이터를 전송하는 1:1 민원처리모듈(630), 접수되고, 처리된 민원 데이터를 저장하는 민원 데이터베이스(640)를 포함한다.
상품 안전성 인증 설정부(700)는 상기 상품 안전성 이력 관리 시스템에 필요한 각종 설정을 관리하고, 상기 상품 안전성 인증 설정부(700)에서 각종코드설정, 시험인증서비스 설정, 디지털 인증/보증서 설정, 출력되는 라벨을 설정하여 데이터를 구축한다.

이때 출력되는 표시사항은, 각종 인증/보증마크와 인증코드, 표시사항 등이며, 안전인증, 안전확인, 공급자 적합성 확인의 경우에는 안전인증마크(KC)와 안전인증/확인신고 번호, 안전기준에 따른 의무표시사항(제품명, 모델명, 제조업자명/수입업자명, 제조/수입일자)등이 등급별 마크와 의무표시 사항이 출력되고, 안전기준준수대상생활용품 등급은 안전기준표시사항(제품명, 모델명, 제조업자명/수입업자명, 제조/수입일자) 등 표시의무사항이 출력된다. 상품을 검증(시험)/인증 한 고유한 디지털 QR코드가 함께 표시될 수 있고, 병행수입품일 경우에는 병행수입품이라는 표시도 함께 표시될 수 있다.
도 2는 본 발명의 일 실시예에 따른 라벨디자인모듈(740)에서의 라벨 디자인과 설정 과정을 설명하기 위한 예시도이다.
일 실시예에 있어서 라벨디자인모듈(740)은 다양한 정보들이 라벨 디자인 툴에 입력되면, 라벨 디자인 툴에서 SVG기반의 그래픽 편집을 거쳐 결과물로 EPS(Encapsulated Postscript) 또는 PDF(Portable Document Format) 파일 즉 라벨 이미지를 출력한다.
즉, 라벨 디자인 툴은 저 해상도 프린터를 지원하기 위해 해상도 조정 후 레스터 이미지(Rester Image)로 변환 캡슐화된 EPS 또는 PDF를 생성하거나, 바로 text 및 레스터이미지를 출력할 수 있다.
라벨 디자인 툴은 단독으로도 사용될 수 있고, 상품 정보와 연동된 라벨도 발급할 수도 있다. 일 실시예에 따른 라벨 디자인 툴을 이용하여 초보자도 쉽게 하이퀄리티 라벨의 생성/발급 가능하다. 또한 라벨 디자인 툴에서 생성된 라벨 이미지는 라벨 디자인 툴을 통해 타인에게 전달하거나 공유하는 기능을 제공할 수도 있다.
일 실시예에 있어서, 라벨 디자인　툴은 상품 등록부(200)에서 규제품목만 선택하면 자동으로 표시라벨과 매칭되는 사용자 인터페이스를 제공한다. 또한 상품 안전성 인증 관리부(500)의 라벨출력모듈(530)에서의 라벨 출력과정을 제어할 수 있다.
라벨 디자인　툴은 다양한 형태의 라벨 폼을 만들수 있으며, 그 폼에 들어가는 라벨을 디자인하는 데에 용이한 다양한 툴을 제공하는 것이다. 라벨 디자인 툴을 통해 라벨 폼을 디자인함으로써 시중에 나와 있는 다양한 형태의 라벨을 그대로 사용할 수 있도록 지원할 수도 있다.
일 실시예에 있어서 라벨 디자인 툴은 템플릿 데이터베이스 및 상품 데이터베이스(240)에 저장된 기초데이터에 기반하여 용지 레이아웃 설정, 생성/편집 기능 선택, 라벨 선택, 인쇄 설정, 라벨 배경 설정, 숏코드 연동 기능, 취급주의사항 정보, 취급표시 정보, 센서 포함 정보, 로고 정보, 아이콘 정보, 각종 인증/보증마크와 인증코드, 표시사항, 안전인증, 안전확인, 공급자 적합성 확인의 경우에는 안전인증마크(KC)와 안전인증/확인신고 번호, 안전기준에 따른 의무표시사항(제품명, 모델명, 제조업자명/수입업자명, 제조/수입일자)등이 등급별 마크와 의무표시 사항이 출력되고, 안전기준준수대상생활용품 등급은 안전기준표시사항(제품명, 모델명, 제조업자명/수입업자명, 제조/수입일자) 등 표시의무사항 중 적어도 하나에 대한 정보가 표시되도록 할 수 있다. 즉 라벨 디자인 툴은 라벨 제작에 필요한 다양한 정보들을 설정하고 확인하는데에 용이하게 사용자 인터페이스를 제공한다.
라벨 디자인 모듈(740)은 라벨 디자인 툴에 의해 라벨을 다양한 크기와 모양으로 제작가능하다. 특히 사용자가 라벨 디자인 편집 기능을 다양하고 쉽게 활용할 수 있도록 한다. 생성된 라벨은 설정데이터베이스(780)에 저장된다.
일 실시예에 있어서 라벨 디자인 툴은 라벨 제작이 필요한 정보로 라벨 용지 타입과 레이아웃 템플릿을 선택할 수 있는 사용자 인터페이스를 제공한다.
또한 일 실시예에 있어서 설정데이터베이스(780)는 A4, A3, 롤타입, 비규격 사이즈가 모두 지원 가능하도록 용지 정보를 저장하고, 동일 사이즈 용지에 대해 다양한 레이아웃 디자인을 저장할수 있다. 이때 카테고리는 품목별 카테고리, 유형별 카테고리를 지원할 수 있고 용지 레이아웃 디자인에 따른 카테고리별 디자인 지원도 가능하다. 디자인라벨 저장 시 설정된 품목정보는 상품정보 등록 시 수신된 규제품목 정보와 연동되어 디자인라벨 표시 정보에 설정된 값으로 표시되며, 연동 없이 일반 스티커나 브로셔 형태로도 표시될 수도 있다.
일 실시예에 있어서 라벨 디자인 툴은 용지 타입에 따른 레이아웃을 선택받고, 품목별 카테고리를 설정받고, 선택 품목의 라벨 디자인을 실행할 수 있다. 라벨 디자인 설정카테고리는 대/중/소 분류도 가능하며 품목에만 한정하지 않는다.
본 발명의 일 실시에에 따른 상품 안전성 이력 관리 시스템은 사업자/기관의 단말(20)과 연동된다. 또한, 상품 안전성 이력 관리 시스템은 앱사용자 단말(30)과 연동될 수 있다.
사용자앱은 앱사용자 단말(30)에서 QR코드, RFID, NFC, NANO센서, BIO센서, 바코드 등 적어도 하나 이상 함께 출력된 센서 정보를 센싱, 본 발명의 일 실시예에 따른 QR코드 센싱 후 QR코드가 가리키는 서버의 상품 및 인증서 내용을 표시하는 QR 또는 바코드 스캔/정보표시(상세, 기타)모듈(3010), 인증/보증서의 소유자로 등록할 수 있는 소유자 등록모듈(3020), 앱 사용자 단말에서 인증/보증서를 관리하고 확인할 수 있는 보관함 관리모듈(3030), 위해 상품의 신고기능을 제공하는 위해상품신고모듈(3040), 개별적으로 앱 사용자가 자신이 이용한 서비스 이력에 대한 관리가 가능한 마이페이지/CS 모듈(3050)을 포함한다.
이때, 불법적인 취득이나 사용을 막을 수 있도록 디지털 인증/보증서를 가리키는 표시라벨을 소유자마다 고유의 디지털 QR코드로 발급한다.
즉 일시의 예에 있어서 한번 소유자(발행된 1개의 QR만 소유자로 등록)로 등록된 QR은 다른사람이 등록할 수 없도록 되어, 불법적인 취득이나 사용을 막을 수 있다.
또한, 앱 사용자 단말은 QR코드 값은 서버에서 운영자에 의해 갱신될 수 있으며 디지털 QR 코드값이 서버 운영자에 의해 갱신되면, 기존 QR값은 폐기(사용불가)된다. 새로 갱신된 QR만이 해당상품의 디지털 인증서를 가리키게 된다. 이러한 조치기능들로 인해 QR이 인쇈된 라벨 미 회수, 회손, 복제, 불법사용 등의 문제를 방지/해결할 수 있다.
추가적인 양상에 따라 상품 안전성 인증 신청부(300)는 사업자가 자체적으로 시험/심사하여 승인된 상품 데이터를 입력 등록하여 상품 안전성 인증 등급에 따른 라벨을 출력할 수 있는 퀵발급모듈, 출력 전 결제단계 대신 사전에 출력개수만큼 사용량충전 결제방식을 선택하고 결제 단계 없이 바로 출력할 수 있는 사용량충전 모듈을 더 포함할 수도 있다.
도 3은 본 발명의 일 실시예에 따른 상품 안전성 이력관리방법의 흐름도이다.
본 발명의 일 실시예에 따른 상품 안전성 이력 관리 시스템에 의한 상품 안전성 이력관리방법은 (a) 웹페이지 정보 중 개인정보 와 사업자회원유형(사업자, 기관/협.단체,판정사 등)정보를 이용하여 회원가입 데이터를 입력하고 본인확인 및 사업자인증, 멤버초대, 권한설정, 회원정보수정하는 회원 가입 관리 단계, (b)목록정보(제조/수입/병행수입/서비스 등 상품유형, 목록명, 제조/수입자명 또는 그약호, 제조로트/수입필증번호, 제조/수입신고날짜, 증빙서류) 와 상품정보 (모델명,브랜드,시즌정보,상품명,표시레이블과 연동되는 규제품목선택, 태그, 인증/확인번호, 수입/매입처 등 거래처정보, 소재/성분, 원산지/제조국명, 색상, 사이즈, 제조/수입원가, 판매가, 바코드, 이미지, 추가상세설명) 데이터 수인 상품 안전성 정보를 등록하는 단계, (c) 등록된 상품을 조회하고 보증 형태를 선택하며 출력라벨을 선택하고 상품 인증 신청에 따른 비용을 결제하여 상품 안전성 인증/보증을 신청, 챗봇메신저를 이용한 상담 또는 시비스시작메시지 전송(푸시)하는 단계, (d) 상기 신청된 상품을 조회하여 내부 또는 외부의 검증/승인 결과에 따라 안전상품을 승인하고 고유한 인증코드, 디지털 인증/보증서, 디지털QR코드, BAR코드 등 생성, 상품 안전성 데이터를 구축하고 챗봇메신저모듈에 결과메시지를 전송(푸시)하는 단계, (e) 상기 승인된 안전상품이 조회되고 그 결과값에 따라 안전 상품 인증/보증서를 가리키는 표시라벨이 QR코드와 함께 출력되는 단계를 포함한다.
그리고 본 발명의 추가적인 양상에 따르면, (f) 출력된 라벨이 부착된 상품이 판매된 후 수요자가 사용상 발생된 안전 문제를 민원으로 접수하고 접수된 민원이 처리되어 민원에 따른 데이터가 구축되는 단계 및 (g) 상품 안전성 인증 단계에 필요한 각종 설정을 관리하고, 출력라벨 등의 디자인 등을 설정하는 단계를 더 포함한다.
도 4 내지 10은 본 발명의 일 실시예에 따른 상품 안전성 이력 관리 시스템에 의한 상품 안전성 이력관리방법의 각 단계를 보다 상세히 도시한 흐름도이다.

(g-7) 웹 페이지 정보 중, 안전성 시험/인증서비스 등록, 카테고리설정, 서비스명, 디지털인증(보증)서 매칭, 이미지, 필요서류, 상세설명, 서비스가격, 옵션 등 서비스등록(예:도 14) 데이터 수신 저장하는 단계를 포함한다. 내부 또는 외부기관의 다양한 서비스상품(무료/유료)을 등록하고 관리한다.
이때 출력되는 표시사항은, 각종 인증마크와 인증코드, 표시사항 등이며, 안전인증, 안전확인, 공급자적합성 확인의 경우에는 안전인증마크(KC)와 안전인증/확인신고 번호, 안전기준에 따른 의무표시사항(제품명, 모델명, 제조업자명/수입업자명, 제조/수입일자)등이 등급별 마크와 의무표시 사항이 출력되고, 안전기준준수대상생활용품 등급은 안전기준표시사항(제품명, 모델명, 제조업자명/수입업자명, 제조/수입일자) 등 표시의무사항이 출력된다. 상품을 검증(검사)/인증 한 고유한 디지털 QR코드가 함께 표시될 수 있고, 병행수입일 경우에는 병행수입품이라는 표시도 함께 표시될 수 있다.
도11은 본 발명에 따른 상품 안전성 인증, 디지털 인증(보증)서 디자인 템플릿 예시도, 도12는 본 발명에 따른 상품 안정성 인증, 표시라벨 디자인 템플릿 예시도, 도13은 본 발명에 따른 상품 안정성 인증, 마케팅서비스라벨 디자인 템플릿 예시도이다.
도 11에서와 같이, 외부 기관에서의 안전 인증 심사 결과에 따른 결과를 포함하는 상품 안정성 인증 보증서 템플릿을 디자인할 수 있다. 즉, 안전 인증 심사/보증의 다양한 유형 각각에 대해서 보증서 템플릿을 디자인할 수 있다.
또한 도 12에서 알수 있듯이, 출력 표시라벨 형태를 선택할 수 있는 표시라벨 템플릿 디자인 화면을 제공할 수도 있다. 도 13에 도시된 바와 같이 상품 안전성 인증 서비스에 대한 회사명, 샵이름, 서비스 이름과 같은 정보들을 포함하는QR 코드를 생성할 수 있는 서비스 라벨 템플릿 디자인 화면을 제공할수 있다.
도 14는 시험/인증 서비스 등록 동작을 설명하기위한 예시도이다. 상품등록, 신청, 목록을 조회하여 서비스를 선택하면, 시험/인증서비스 신청모듈(320)로부터 안전성 시험/인증서비스를 선택받을 수 있다. 그리고, 선택된 안전성 시험/인증서비스에 대한 상세 정보를 제공해준다.
도 15는 시험/인증서비스 신청모듈에서의 동작을 설명하기 위한 예시도이다.
시험/인증서비스 신청모듈(320)은 안전성 시험/인증서비스를 선택받는다. 서비스유형에는 자체시험검사를 통해 안정성을 보증하는 내부서비스 또는 외부 기관·협단체 등에서 실시하는 다양한 제품시험/인증 외부서비스 유형이 포함되며 한정되지는 않는다.
도 16은 본 발명의 일실시예에 따른 상품 안전성 인증, 시험인증서비스 등록 예시도이다. 도시된 바와 같이 도 15에 도시된 시험/인증서비스 신청모듈(320)에서 선택받은 기관/협·단체에서 제공하는 서비스를 등록할 수 있다.
도 17은 디지털 인증서가 시험인증 서비스와 매칭되는 개념을 도시한 예시도이다. 도 17에서와 같이 시험/인증 서비스 등록 디지털 인증(보증)서의 템플릿 디자인을 설정할 수 있다.
도 18은 본 발명에 따른 상품 안전성 인증, 규제품목 디폴트라벨(레이블) 설정 예시도 이다. 일 실시예에 따른 규제품목디폴트 라벨설정모듈(770)은 상품등록시에 선택되는 규제품목 디폴트레이블을 설정할 수 있다.
즉, 상품 안전성 인증, 규제 품목 디폴트라벨을 설정하는 것으로 인해 품목별 또는 대표 레이블 하나만 설정하면 복잡하고 다양한 규제에 따른 표기규정을 일일히 신경쓰지 않아도 되는 편리함을 제공할 수 있다. 또한 스마트 레이블 디자이너들이 제공하는 혁신적이며 고 퀄리티의 레이블 디자인을 선택하여 사용하는 것이 가능하다.
도 19는 본 발명의 일실시예에 따른 상품 안전성 인증, 챗봇메신저 예시도 이다. 사업자측과 기관측 간에 실시간 정보 공유가 가능하도록 챗봇 기능을 제공할 수 있다.
도 20은 본 발명의 일 실시예에 따른 상품 등록 화면과 챗봇기능 간에 연계동작을 도시한 예시도이다. 도 20에서와 같이 심사결과 보류/사유조회의 경우에 챗봇 메신저를 실행시켜 실시간으로 보류 이유나 사유를 확인하는 것이 가능하다.
다른 실시예에 있어서, 상품 안정성 이력관리 시스템을 이용한 상품 안정성 이력관리방법은 웹페이지 정보 중 사업자회원유형(사업자, 기관/협.단체,판정사 등)정보를 이용하여 회원가입 데이터를 입력하고 수정하는 회원 가입 관리 단계, 웹 페이지 정보 중 제조, 수입, 수출, 서비스 상품별 정보와 관련 서류를 첨부하고, 안전등급, 시험 및 인증정보수신, 외부기관 선행시험 상품을 검색하여 시험결과와 인증된 정보를 수신하여 상품 안정성 정보를 등록하는 상품 등록 관리 단계, 웹페이지 정보 중 상품 종류별 안정성 등급에 따라 안정성 표지 발급 신청 가능 목록을 조회하고, 안정성 등급에 따른 자체 심사 가능 물품인지 외부기관심사 물품인지에 대한 상품 시험/인증서비스를 선택하며, 안정성 등급별 표시 출력 라벨을 선택하고 출력에 따른 비용 결제승인을 신청하는 등록상품신청단계를 포함하고, 웹페이지 정보 중에는 업체별 또는 상품 목록별 접수 현황이 포함될 수 있다.
도 21은 본 발명의 일 실시예에 따른 사용자 앱의 구동화면의 예시도이다.
도 21에서 알수 있듯이, 앱사용자 단말에 설치되는 사용자앱을 구동시키고(a), QR코드 스캔 기능을 선택하여, 카메라를 이용하여 제품에 인쇄된 QR 코드를 스캔할 수 있다(b). 그러면, 사용자 앱은 스캔된 QR코드에기초하여 상품의 정보를 표시한다(c). 이때 상품의 업체명, 제조국이나 브랜드, 모델명, 제조일자, 안전인증 상품인지 여부와 인증 상품일 경우에 인증 번호를 함께 표시한다.
(c)와 같이 상품에 대해 소유자(소비자/구매자/판매자)가 등록된 상태이면, 소유자(소비자/구매자/판매자)정보가 함께 표시되고, 소유자가 등록되지 않은 상태에서는 소유자를 등록할 수 있는 소유자 등록 버튼을 활성화하여 표시할 수 있다(d).
즉 디지털 인증서를 소유하는 자는 상품을 구매하여 소유한 자를 통칭한다. 따라서 소비자, 구매자로 표현되는 것도 가능하다. 구체적으로 인증된 상품을 판매하기전(소비자가 소유하지 않았을때)에는 판매자 정보만 표시하고, 인증된 상품을 판매하고 소비자가 소유자 등록을 했을 경우 소유자(소비자=구매자)정보를 판매자 정보와 함께 표시한다.
소유자 등록 버튼을 클릭하여 등록할 경우에 상품의 닉네임을 입력하거나 약관에 동의하는 과정을 거쳐 상품에 대해 소비자 등록을 할 수 있다(e,f).
한편, 사용자앱은 등록상품 확인 기능을 더 제공한다. 소유자가 로그인하여 자신의 등록 상품 확인을 요청하면 보관함에 소유자가 등록한 상품 목록을 제공해줄 수 있다(g). 소유자는 자신 이름으로 등록된 상품 목록중 하나를 선택하여 상품 상세정보를 확인할 수 있다. 추가적으로 소유자 등록 해제 버튼을 활성화하여 표시할 수도 있다(h).
즉, 사용자앱을 이용하여 QR코드를 스캔하는 것만으로 상품에 대한 안전성, 인증정보를 간편하게 확인할 수 있다.
전술한 방법은 애플리케이션으로 구현되거나 다양한 컴퓨터 구성요소를 통하여 수행될 수 있는 프로그램 명령어의 형태로 구현되어 컴퓨터 판독 가능한 기록 매체에 기록될 수 있다. 상기 컴퓨터 판독 가능한 기록 매체는 프로그램 명령어, 데이터 파일, 데이터 구조 등을 단독으로 또는 조합하여 포함할 수 있다.
상기 컴퓨터 판독 가능한 기록 매체에 기록되는 프로그램 명령어는 본 발명을 위하여 특별히 설계되고 구성된 것들이거니와 컴퓨터 소프트웨어 분야의 당업자에게 공지되어 사용 가능한 것일 수도 있다.
컴퓨터 판독 가능한 기록 매체의 예에는, 하드 디스크, 플로피 디스크 및 자기 테이프와 같은 자기 매체, CD-ROM, DVD 와 같은 광기록 매체, 플롭티컬 디스크(floptical disk)와 같은 자기-광 매체(magneto-optical media), 및 ROM, RAM, 플래시 메모리 등과 같은 프로그램 명령어를 저장하고 수행하도록 특별히 구성된 하드웨어 장치가 포함된다.
프로그램 명령어의 예에는, 컴파일러에 의해 만들어지는 것과 같은 기계어 코드뿐만 아니라 인터프리터 등을 사용해서 컴퓨터에 의해서 실행될 수 있는 고급 언어 코드도 포함된다. 상기 하드웨어 장치는 본 발명에 따른 처리를 수행하기 위해 하나 이상의 소프트웨어 모듈로서 작동하도록 구성될 수 있으며, 그 역도 마찬가지이다.

Claims (14)

  1. 업자/기관, 협회/단체 회원들의 정보를 등록하여 회원으로 가입처리하는 회원 가입부;
    상품 정보, 상품 데이터를 입력받아 데이터베이스에 등록하는 상품 등록부;
    상기 등록부로 등록된 상품의 상품 안전성 인증을 신청하는 상품 안전성 인증 신청부;
    상기 상품 안전성 인증 신청부에서 안전성 인증이 신청된 상품 정보에 따라 검증 판정되면 상품에 대한 안전성을 인증하여 데이터베이스에 등록하는 상품 안전성 인증 승인부; 및
    상기 상품 안전성 인증 승인부를 통해 데이터베이스에 구축된 안정성 인증 상품을 조회하고, 디지털 인증서 또는 보증서를 가리키는 표시라벨을 디지털 QR코드와 함께 발급 출력할 수 있는 상품 안전성 인증 관리부;를 포함하는 것을 특징으로하는 상품 안전성 이력 관리 시스템.
  2. 제 1 항에 있어서,
    상기 상품 안전성 이력 관리 시스템은 소비자 앱이 탑재되는 앱 사용자 단말과 연동되고,
    상기 앱 사용자 단말은 상기 소비자앱을 통해 상기 앱 사용자 단말에서 QR코드 스캔 후 QR코드가 가리키는 서버의 상품 및 인증서 내용을 표시하고, 인증서 또는 보증서의 소유자로 등록하며, 상기 인증서 또는 보증서를 관리 및 확인하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템.
  3. 제1항에 있어서, 상기 상품 등록부는,
    상품 코드, 브랜드, 품목, 모델명, 사진 등 상세데이터를 수신하여 저장하는 상품등록모듈, 인증형태 또는 안전등급별 시험 및 데이터 검증과 관련된 증빙서류, 수입품의 경우 수입신고필증, 인보이스, 등의 인증 관련 서류를 입력받아 등록하는 서류등록모듈 및 기관 등을 통해 선행 시험 데이터가 있는 경우에 선행 시험 데이터를 검색하여 형성된 상품 데이터베이스를 포함하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템.
  4. 제1항에 있어서, 상기 상품 안전성 인증 신청부는,
    상품 데이터베이스에 저장된 상품 정보에 기반하여 상품 목록을 조회하는 상품목록조회모듈, 조회된 상품목록상태에 따라 처리 데이터를 수신 서비스 신청할 수 있고, 상품의 안전성 인증을 위한 안전성 시험/인증서비스를 선택받는 시험/인증 서비스 신청모듈을 포함하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템.
  5. 제 4 항에 있어서, 상기 상품 안전성 인증 신청부는,
    챗봇과 상담기능을 가지는 메신저가 복합된 형태로 구현되며, 텍스트, 문서, 이미지, 음성중 적어도 하나를 주고받으며, 서비스 소개, 결제정보, 심사/승인, 보류, 취소에 관한 메시지 전송와 기능을 수행하는 챗봇 메신져 모듈을 더 포함하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템.
  6. 제1항에 있어서, 상기 상품 안전성 인증 승인부는,
    내부 자체 시험/심사에 따라 심사를 접수하여 상품목록조회, 상품 상세정보 확인 데이터 검증, 승인 및 보류, 취소 처리하는 내부검증/승인모듈과 단체 및 기관심사와 같은 외부 심사에 따라 안전성 인증 심사를 접수하여 상품목록조회, 상품 상세정보 확인 데이터 검증, 승인 및 보류 처리하는 외부검증/승인모듈을 포함하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템
  7. 제 1 항에 있어서, 상기 상품 안전성 인증 관리부는,
    인증마크, 안전인증/확인신고 번호, 제품명, 모델명, 제조업자명/수입업자명, 제조/수입일자 중 적어도 하나를 포함하는 안전기준 표시사항에 대한 표시의무사항, 병행수입품일 경우에는 병행수입이라는 표시도 함께 표시될 수 있고, 디지털 인증/보증서를 가리키는 디지털 QR코드, 바코드 등을 생성하여 출력하는 라벨출력모듈을 포함하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템.
  8. 제1항에 있어서, 상기 상품 안전성 이력 관리 시스템은,
    소비자들로부터 상품 안전성 문제를 신고받는 상품 안전성 인증 민원부;를 더 포함하는 상품 안전성 이력 관리 시스템.
  9. 제1항에 있어서, 상기 상품 안전성 이력 관리 시스템은,
    푸시/알림기능, 보증서 디자인 기능, 라벨 디자인 기능, 광고/홍보 기능 중 적어도 하나를 수행하는 상품 안전성 인증 설정부;를 더 포함하는 상품 안전성 이력 관리 시스템.
  10. 제 9 항에 있어서, 상기 상품 안전성 인증 설정부는,
    상기 상품 안전성 인증, 규제품목 디폴트레이블 설정을 위해 웹 페이지 정보 중 디자인된 라벨템플릿을 규제품목카테고리에 매칭하고 품목별 디폴트레이블을 설정 저장하는 규제품목 디폴트라벨 설정모듈을 더 포함하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템.
  11. 제 2 항에 있어서, 상기 앱 사용자 단말은,
    상기 인증서 또는 보증서의 소유자로 등록할 수 있는 소유자 등록모듈 및 소유자로 등록된 인증서 또는 보증서를 관리하고 확인할 수 있는 보관함 관리모듈을 포함하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템.
  12. 청구항 제1항의 상품 안전성 이력 관리 시스템을 이용한 인증방법에 있어서,
    (a) 제조자, 수입업자, 판매자, 기관 등 사업자 타입별 정보를 이용하여 회원가입 데이터를 입력하고 수정하는 회원 가입 관리 단계; (b) 웹페이지 정보 중 제조, 수입, 수출, 서비스 상품별 정보와 관련 서류를 첨부하고, 안전등급, 시험 및 인증정보등록, 외부기관 선행시험 상품을 검색하여 시험 결과와 인증된 정보를 수신하여 상품 안정성 정보를 등록하는 상품 등록 관리 단계; (c) 상기 등록된 상품을 조회하고 보증 형태를 선택하며 출력라벨을 선택하고 상품 인증 신청에 따른 비용을 결제하여 상품 안전성 인증/보증을 신청하는 단계; (d) 상기 신청된 상품을 조회하여 내부 또는 외부의 검증/승인 결과에 따라 안전상품을 승인하고 고유한 인증코드, 디지털보증서, 디지털QR코드, BAR코드 중 적어도 하나를 생성하여 안전성 데이터를 구축하는 단계; 및 (e) 상기 승인된 안전상품이 조회되고 그 결과값에 따라 안전 상품 인증/보증서를 가리키는 표시라벨이 QR코드, RFID, NFC, NANO센서, BIO센서, 바코드 등 적어도 하나 이상 함께 출력되는 단계;를 포함하는 것을 특징으로 하는 상품 안전성 이력 관리 시스템을 이용한 상품 안전성 이력관리방법.
  13. 제 2 항에 있어서, 상기 앱 사용자 단말은,
    불법적인 취득이나 사용을 막을 수 있도록 디지털 인증/보증서를 가리키는 표시라벨을 소유자마다 고유의 디지털 QR코드로 발급하는 것을 특징으로 하는 상품 안전성 이력관리 시스템을 이용한 상품안정성 이력관리 방법.
  14. 제 13 항에 있어서, 상기 앱 사용자 단말은,
    서버 운영자에 의해 상기 디지털 QR 코드값이 갱신되면, 기존의 QR 코드는 폐기시키는 것을 특징으로 하는 상품 안전성 이력관리 시스템을 이용한 상품안정성 이력관리 방법.
