- the DCI is used to indicate information such as a time-frequency resource of a PDSCH carrying a random access response, an MCS corresponding to a PDSCH, and the like.
- the DCI may be identified by a random access-radio network temporary identifier (RA-RNTI), which is a cyclic redundancy check (CRC) of the DCI with the RA-RNTI. ) Perform scrambling.
- RA-RNTI random access-radio network temporary identifier
- CRC cyclic redundancy check
- the DCI can be carried by a physical downlink control channel (PDCCH). If the terminal device correctly descrambles the DCI using the RA-RNTI, it may be determined that the DCI is for a random access response. If the network device does not detect the preamble, the network device does not respond.
- the network device decodes the control information and the user data, and parses according to the successfully decoded control information, and parses the connection identifier and the authentication identifier. Further, the network device recovers the context information related to the access layer associated with the RRC connection associated with the connection identifier according to the connection identifier obtained by the decoding.
- the context information includes parameters of a bearer associated with the RRC connection and parameters for calculating an authentication identifier (eg, MAC-I) of the terminal device.
- the network device authenticates the user identity, that is, according to the obtained authentication identifier, and matches the authentication identifier calculated according to the parameter used for calculating the authentication identifier included in the context information, and if yes, performs subsequent processes; otherwise, The user data is considered invalid and the user data is discarded.
- the network device needs to indicate the state transition or operation of the terminal device according to the detection result of the preamble, the decoding and parsing result of the control information and the user data, and the current network state. Therefore, in this embodiment,
- the random access response has at least two message formats, each of which corresponds to a state transition and/or operation.
- each message format includes one or more fields, and according to the content of the field, the terminal device can perform a corresponding state transition and/or operation.

- the terminal device After receiving the field, the terminal device adjusts/updates the transmission timing of the uplink signal according to the value in the field to complete the uplink synchronization.

- Temporary C-RNTI This identifier is an identifier temporarily assigned during the random access procedure.
- the Temporary C-RNTI is used for receiving and transmitting Msg3 and Msg4 in the random access process of the terminal device and the network device.
- BI Backoff indication: After the terminal device receives the identifier, if the random access fails, the terminal will first retreat for a period of time, and then initiate the next random access. The time of the backoff is randomly selected within a certain range. The maximum value of this range is indicated by BI or determined according to BI.

- the various field information and optional downlink user data in the above message format may be transmitted as the same transport block (TB).
- the field information may be transmitted as the control information of the layer 2, for example, a media access control control element (MAC CE) or a MAC subheader, or may be transmitted as the layer 3 control information.

Specifically, in the time window specified by the downlink control information of the network device, the terminal device monitors the downlink physical control channel by using the corresponding RA-RNTI. If the DCI identified by the RA-RNTI is received, the terminal device decodes the random access response at the time-frequency location indicated by the DCI, that is, receives the random access response, and then continues the subsequent process.

- the terminal device may determine a state transition and/or operation to be performed corresponding to the message format according to the message format of the random access response, and perform state transition and/or operation corresponding to the message format. For example, for the six message formats of the above example, the terminal devices respectively perform the following state transitions and/or operations:

- the terminal device resends the random access request to the network device according to the random access response of the sixth message format, and the random access response corresponding to the sixth message format fails to be sent.
- the terminal device can switch to the connected state; or remain in the inactive state, but can continue to send the user data; or remain in the inactive state, or restart The random access request is initiated.
- the processing time of the subsequent process is performed in advance, which shortens the duration of the entire random access process and data transmission.
- the processing after the terminal device receives the random access response of the various formats further includes:
- the terminal device determines whether the received connection identifier matches the connection identifier in the random access request sent by the terminal device; if it matches, the terminal device determines that the message is sent to itself, otherwise discards the message;

- the terminal device determines whether the received connection identifier matches the connection identifier in the random access request sent by the terminal device; if it matches, the terminal device determines that the message is sent to itself, otherwise discards the message;
- the terminal device adjusts the transmission timing of the uplink signal according to the TA, and completes the uplink synchronization.
- the terminal device determines whether the received connection identifier matches the connection identifier in the random access request sent by the terminal device; if it matches, the terminal device determines that the message is sent to itself, otherwise discards the message.
- the terminal device determines whether the received connection identifier matches the connection identifier in the random access request sent by the terminal device; if it matches, the terminal device determines that the message is sent to itself, otherwise discards the message;
- the terminal device remains in an inactive state or transitions to an idle state according to an indication of the RRC Reject field

- the process of transmitting msg1 to msg4 between the terminal device and the network device in the prior art may be referred to as a 4-step random access procedure (4-step RA procedure), and in the terminal device and the network device.
- the process of transmitting the random access request and the random access response in the present application may be referred to as a 2-step RA procedure.
- a random access request carries only a preamble, and a 4-step RA procedure is required to complete the random access, and a random access parameter for establishing an RRC connection is obtained.
- the random access request in the present application carries the preamble, the control information, and the user data, where the control information includes the connection identifier and the authentication identifier, and the establishment of the signaling bearer can be completed according to the connection identifier and the authentication identifier, thereby ensuring the terminal device and the network side.
- the terminal device in the inactive state ensures the implementation of the data communication between the terminal device and the network side by including the connection identifier and the authentication identifier in the random access request. - the data communication initiated by the terminal device in the inactive state is An invalid data communication, that is, data communication between the terminal device and the network device fails.
- FIG. 5 is a schematic diagram of an interaction process of another communication method according to an embodiment of the present disclosure, where the method may include the following steps:
- the terminal device acquires a transmission parameter and a random access parameter.
- the terminal device sends a random access request to the network device.
- the network device receives the random access request sent by the terminal device, and determines a message format of the random access response.
- the network device sends a random access response to the terminal device.
- the terminal device receives a random access response sent by the network device, and determines a message format of the random access response.
- the terminal device performs state transition and/or operation corresponding to a message format of the random access response.
- the network device may further configure, for the terminal device in the inactive state, parameters for performing a random access procedure (2-step RA Procedure and/or 4-step RA Procedure), for example, configuring the terminal device for sending / Receive the parameters of msg1 ⁇ msg4, specifically, the transmission parameters for transmitting control information and user data need to be pre-configured, and the random access parameters may need to be pre-configured.
- a random access procedure (2-step RA Procedure and/or 4-step RA Procedure
- the transmission parameter includes at least one of the following parameters: a time-frequency resource for transmitting control information and user data, a modulation and coding mode parameter, an encryption parameter, a cyclic prefix length, and a reference signal parameter;
- the random access parameter includes the following parameters: At least one of the following: a generation parameter of a random access preamble sequence and a corresponding time-frequency resource, a random access response receiving window parameter, a beam correlation parameter, a division manner of a random access preamble sequence subset, and a backoff parameter.
- the reference signal parameter may be a demodulation reference signal (DMRS) parameter or a terminal specific reference signal (UE specific RS) parameter.
- DMRS demodulation reference signal
- UE specific RS terminal specific reference signal
- the terminal device transmits/receives msg1 to msg4.
- the parameters that need to be pre-configured include but are not limited to:
- the random access procedure can be divided into a 2-Step RA Procedure and a 4-Step RA Procedure, which can configure the generation parameters (or sequences of the preamble sequence for the 2-Step RA Procedure and the 4-Step RA Procedure). ) and the time-frequency resources occupied.
- the time-frequency resources occupied by the preamble herein can be divided into time-frequency resources occupied by the preamble of the 2-Step RA Procedure and time-frequency resources occupied by the preamble of the 4-Step RA Procedure.
- the time-frequency resources occupied by the preamble of the 2-Step RA Procedure may or may not be shared with the time-frequency resources occupied by the preamble of the 4-Step RA Procedure. It includes the following three configuration methods:
- Mode 1 Sharing time-frequency resources, distinguishing preamble sequences of two RA Procedure types.
- the network device determines, according to the preamble sequence, which type of RA procedure the terminal device initiates.
- Mode 2 The shared time-frequency resource does not distinguish between the preamble sequences of the two RA Procedure types.
- the same preamble sequence set is configured for the 2-Step RA Procedure and the 4-Step RA Procedure, and the network device determines whether the terminal device initiates a 2-Step RA Procedure according to whether the user data can be decoded later.
- Mode 3 Do not share time-frequency resources.
- the time-frequency resource occupied by the preamble of the 2-Step RA Procedure is different from the time-frequency resource occupied by the preamble of the 4-Step RA Procedure, and the network device can determine the terminal device to initiate according to the location of the time-frequency resource where the preamble is located. What type of RA Procedure is it. In this manner, the 2-Step RA Procedure and the 4-Step RA Procedure can use the same set of preamble sequences, and different sets of preamble sequences can be employed.
- the preamble of the 2-Step RA Procedure is not interfered by the preamble of the 4-Step RA Procedure, and the preamble of the 4-Step RA Procedure is not interfered by the preamble of the 2-Step RA Procedure, so the connection can be improved. Into the reliability, the accuracy of channel estimation using preamble can also be improved.
- the network device parses the currently received random access request according to the type of the random access procedure identified in the foregoing manner. For example, when the type of the random access procedure identified is 2-Step RA Procedure, the random access request is parsed according to the format shown in Table 1, and then the subsequent process in the 2-Step RA Procedure is performed; when the identified random When the type of the access procedure is 4-Step RA Procedure, the current random access request is parsed according to the format of msg1 in the prior art, and then the subsequent process in the 4-Step RA procedure is executed.
- the terminal device implicitly indicates the information by selecting the preamble sequence subset (for example, implicitly indicating whether to switch to the connected state by sequence selection), the division manner of the preamble sequence subset may also be configured. Specifically, the network device configures the preamble sequence resource of the RA procedure by broadcasting, for example, there are a total of 64 available preamble sequences p1 to p64 in the current cell. The 64 preamble sequences are divided into two subsets, subset 1 contains p1 to p32, and subset 2 contains p33 to p64.
- the network device determines the current network according to the load status of the current network. If the number of connected users of the current network is small, the terminal device is allowed to enter the connected state after the end of the current transmission, that is, the format 1 is fed back.
- the preamble sequence in the subset 2 is selected for transmission. After detecting that the current preamble sequence is the preamble sequence in the subset 2 and successfully decoding the current data, the network device feeds back a random access response with a format of Format 2 or a random access response with a format of Format3.
- the terminal device After the access device fails, the terminal device does not immediately re-initiate the RA procedure, but waits for a period of time, and the time is randomly selected in the 0 to backoff;
- MCS modulation and coding scheme
- K repetition number
- RAR Window Configure the random access response window (RAR Window) parameters. After the terminal device sends the random access request, the network device randomly accesses the response within a certain period of time. This time is called RA Response Window. Correspondingly, the terminal device will only monitor msg2 within the time window.
- the parameter content that needs to be pre-configured includes but is not limited to:
- CP extended cyclic prefix
- the time-frequency resource for transmitting user data to be adjacent to the time-frequency resource occupied by the preamble (so that the preamble can assist the channel estimation), or not adjacent (such configuration is flexible); when used for transmitting user data
- the time-frequency resource and the time-frequency resource occupied by the preamble are configured in the adjacent time-frequency resource location, and the preamble can be regarded as the DMRS, so that the terminal device can be configured to send the user data to the network device without sending the DMRS;
- the encryption parameter can be configured when the terminal device transitions from the connected state to the inactive state. This parameter is configured, for example, when the terminal device performs a tracking area update (TAU) or a RAN based area update. Specifically, the RRC connection suspend message or the RRC connection release message may be configured by using a RRC connection suspend message.
- the encryption parameter can be NCC (nextHopChainingCount);
- the generation parameters of the scrambling sequence of the user data portion may include the sequence number of the preamble.
- the network device performs parameter configuration on the terminal device through broadcast
- the terminal device After entering the inactive state, the terminal device needs to listen to a radio access network-based paging (RAN-initiated paging) message and a core-based paging (CN-based paging) message according to a preset period. Therefore, the terminal device can listen to the broadcast message of the network device.
- the network device carries the above pre-configured parameters in the broadcast message.
- the network device When the terminal device changes from the connected state to the inactive state, the network device performs parameter configuration through an RRC message, such as an RRC Connection Suspend or an RRC Release message;
- RRC message such as an RRC Connection Suspend or an RRC Release message
- Pre-configured parameters by the system may comply with the relevant standards or protocols.
- the parameters for generating the sequence of the preamble and the parameters of the occupied time-frequency resource may be configured by mode 1), and the transmission parameters and the random access parameters of the transmission control information and the user data may be adopted.
- Method 2) Configure When configuring transmission parameters and random access parameters, you can configure all the parameters listed above, or some of them.
- the terminal device acquires the transmission parameter and the terminal device acquires the random access parameter, which may be acquired at the same time, or may be separately acquired.
- the S502 specifically sends the control information and the user data in the random access request by using the transmission parameter, or the S502 is specifically the terminal.
- the device sends the random access request by using the transmission parameter and the random access parameter.
- the terminal device may send the random access request through one or more beams, and the content of the random access request sent by each beam may be the same. Different beams correspond to different time-frequency resources.
- the network device After receiving the random access request sent by the terminal device, the network device detects the preamble therein, and decodes and/or parses the control information and the user data. The network device needs to indicate the state transition or operation of the terminal device according to the detection result of the preamble, the decoding and parsing result of the control information and the user data, and one or more of the current network states. Therefore, the network device needs to be determined.
- the message format of the random access response Specifically, the network device determines a message format of the random access response according to at least one of the following factors: a detection result of the random access preamble; decoding and parsing the control information and the user data Result; and current network status. specifically:
- the network device If the network device successfully detects the preamble and successfully decodes and parses the control information and the user data, the network device according to the random access request includes information indicating that the connection state request is forwarded, and/or the current network state, and/or Or whether the network device has a downlink data transmission requirement for the terminal device, determining whether the terminal device is transferred to the connected state, and sending a random access response of the corresponding message format.
- the value indicates that the request is transferred to the connection state, or the control information is transferred to the connection state request field (if the "transfer connection state request field" is not included in the control information, the terminal is considered If the device does not request to enter the connected state, or the preamble sequence implicitly indicates that the request is transferred to the connected state, the terminal device is considered to be requested to go into the connected state; if the value of the incoming connection request field in the control information does not indicate the request is transferred In the connected state, and the preamble sequence does not indicate that the request is transferred to the connected state, the terminal device is considered not to be transferred to the connected state; if the random access request does not include the incoming connection state request field, and the preamble sequence does not indicate the request to enter In the connected state, it is also considered that the terminal device does not need to be transferred to the connected state.
- the terminal device when the terminal device requests to be transferred to the connected state, it may be considered that the terminal device may still have uplink user data to be sent; when the terminal device does not need to be transferred to the connected state, it may be considered that the terminal device does not need uplink data to be transmitted subsequently.
- the random access response of the first message format may be sent to allow the terminal device to transfer Connected states to complete subsequent data transfers.
- whether to send the random access response of the first message format needs to further refer to the current network state to determine whether to send a random access response of the first message format, for example, only when the state of the network is good. (For example, if there are few terminal devices currently accessing the network, or the current network load condition is low, or the available resources in the network are still abundant), the terminal device sends a random access response in the first message format.
- the network device can directly send the random access response of the first message format to the terminal device as long as the current network status is good.
- the random access response of the first message format may indicate that the user equipment in the random access request has been correctly received by the network device, except that the network device indicates (or allows) the terminal device to switch to the connected state.
- the network device If the network device successfully detects the preamble and successfully decodes and parses the control information and the user data, and the network device considers that the terminal device may still have uplink user data to be transmitted, but because the network resource is tight, the network device sends the second message format.
- the random access response indicates that the terminal device remains in an inactive state and adjusts the uplink timing.
- the random access response of the second message format may also indicate that the user data in the random access request has been correctly received by the network device.
- the network device If the network device successfully detects the preamble and successfully decodes and parses the control information and the user data, and the network device considers that the terminal device has no user data to be transmitted subsequently, the network device sends a random access response in the third message format to indicate the terminal device. Stay inactive.
- the random access response of the third message format may also indicate that the user data in the random access request has been correctly received by the network device.
- the network device If the network device successfully detects the preamble and successfully decodes and parses the control information, the network device considers the current network status (for example, the number of terminal devices, loads, or network resources currently accessed by the network), and prohibits the terminal device from accessing, Or the network device fails to obtain the context information of the terminal device according to the connection identifier, and the network device sends a random access response in the fourth message format, indicating that the terminal device remains in an inactive state or switches to an idle state. In the present application, the random access response of the fourth message format may also indicate that the user data transmission failed.
- the current network status for example, the number of terminal devices, loads, or network resources currently accessed by the network
- the network device fails to obtain the context information of the terminal device according to the connection identifier, and the network device sends a random access response in the fourth message format, indicating that the terminal device remains in an inactive state or switches to an idle state.
- the random access response of the fourth message format may also indicate that the user data transmission failed
- the network device If the network device successfully detects the preamble, but the decoding fails, the network device sends a random access response in the fifth message format, instructing the terminal device to send an RRC connection request to the network device.
- the random access response of the fifth message format may also indicate that the user data transmission failed.
- the network device If the network device successfully detects the preamble, but the decoding fails, the network device sends a random access response in the sixth message format, instructing the terminal device to resend the random access request to the network device.
- the random access response of the fifth message format may also indicate that the user data transmission failed.
- the network device sends a random access response to the terminal device in a determined message format, and the network device indicates the message format of the random access response in at least one of the following manners:

- the message format of the random access response shown in FIG. 6a in the random access response of each message format, includes a Format field indicating the message format of the random access response. In this way, the message format of the random access response can be explicitly indicated.
- an implementation manner is that the Format field is located in a first field of a random access response, and the first field is a first interpreted field in the random access response; In another implementation, the Format field is located at a predetermined location of the random access response.
- the network device further sends downlink control information DCI corresponding to the random access response, where the downlink control information includes a time-frequency resource and a modulation and coding mode corresponding to the random access response, and the time-frequency
- the resource and modulation coding mode is used to determine a transport block size (TBS) corresponding to the random access response, and each transport block size corresponds to a message format.
- TBS transport block size
- the terminal device acquires a transport block size corresponding to the random access response; the terminal device determines a message format of the random access response according to the transport block size, where each message format of the random access response corresponds to A transport block size, different message formats corresponding to different transport block sizes.
- FIG. 6b is a schematic diagram of a message format of another random access response. In FIG.
- all message formats do not include a Format field, but a random access response is indicated by a transport block size of a random access response.
- Message format Specifically, the CRC of the DCI corresponding to the random access response is scrambled by the RA-RNTI, and the RA-RNTI can be calculated by using the time-frequency resource occupied by the preamble of the msg1.
- the DCI includes time-frequency resource information used for transmitting a random access response, and a corresponding MCS.
- the terminal device can calculate the TBS corresponding to the random access response according to the time-frequency resource and the MCS. There is a one-to-one correspondence between TBS and various formats. Therefore, the Format of the random access response can be indicated by DCI. In this way, there is no need to change the DCI, and there is no need to increase the number of blind checks of the DCI.
- the DCI includes message format information of the random access response.
- the terminal device receives the DCI corresponding to the random access response, where the DCI carries message format information of the random access response; and the terminal device determines the random access response according to the DCI.
- Message format Another message format of the random access response as shown in FIG. 6c does not include the Format field in the field of the random access response, but includes the Format field in the DCI. In this way, the message format of the random access response can be explicitly indicated.
- downlink data may be included in the random access response.
- the terminal device determines, according to an RAR Response window in which the random access response is received, a message format of the random access response, where each message format of the random access response corresponds to one In the RAR Response window, different message formats correspond to different RAR Response windows.
- the network device sends a random access response in a different RAR Response window (or a time slot), and different RAR Response windows correspond to different message formats. In this way, the signaling overhead is small.
- the terminal device receives the random access response sent by the network device, and determines a message format of the random access response according to any of the foregoing manners.
- Each message format corresponds to a state transition and/or operation.
- FIG. 7a is a schematic diagram of an interaction process of a random access procedure of a specific example.
- the network device is preconfigured with transmission parameters and random access parameters.
- the terminal device is in an inactive state.
- the terminal device When the terminal device has data to send, the terminal device sends a random access request on one set of time-frequency resources.
- the random access request includes: a preamble, a connection identifier, an authentication identifier, and user data, and may also include a connection state request and a data transmission reason.
- One set of time-frequency resources refers to a time-frequency resource for transmitting a preamble, and a time-frequency resource for transmitting control information and user data.
