Japan is a country hit by many natural disasters such as eruptions, tsunamis, earthquakes, and typhoons.
In FY2013, 351 evacuation advisories were issued to 2.5 million people nationwide, and evacuation instructions were 108 times and reached 750,000 people.
The authority to issue such evacuation information (evacuation advisory, evacuation instruction) is owned by 1470 municipalities nationwide, not by the prefectural governor.
There are many evacuation information transmission means (infrastructure), including disaster prevention administrative radio, community FM, and emergency bulletin e-mails. It is a situation that cannot be said.
Moreover, it is desirable to provide the necessary information by specifying the urgent information in a particularly necessary area even in the same municipality.
Furthermore, not only emergency information but also means for providing meaningful information to people, such as regional information and tourism information, is of great significance.

[Display example of distribution operation screen]
FIG. 8 is a diagram illustrating an example of a distribution operation screen for performing a distribution request operation from a local government or the like.
The mail delivery registration screen 110 shown in FIG. 8 (provided, for example, in the form of a Web page as described above) includes a delivery area selection field 111 and a delivery content selection field 112.
In the distribution area selection field 111, for example, a district belonging to a municipality and a region belonging to the district are displayed together with check boxes.
This display is also performed by the setting / registration screen display processing unit 56 based on the registered contents of the local government-specific section database 64.
A person in charge of the local government or the like who performs the distribution request operation uses a mouse or the like to check and select a check box of a district and a region where mail is to be distributed.
Checking “A district” will select all “A region”, “B region”, and “C region”, but check each “region” more detailedly. You can also choose. The same applies to other districts.
The delivery content selection column 112 is a column for calling the management number of the template of the mail text registered in the mail template groups 62 and 63 in advance.
The delivery content selection field 112 is, for example, a drop-down list. When the user performs a drop-down operation, the setting / registration screen display processing unit 56 displays the text of the mail template registered in the mail template groups 62 and 63. Call and display.
By registering a template in the information distribution apparatus 10 in advance, it is possible to request information distribution promptly without having to consider the text on the spot even in an emergency.
Note that the transmission method of the distribution contents is not limited to only transmitting the selected mail template as it is.
For example, the text of the selected mail template may be copied to a mail creation screen (not shown), for example, and may be sent after being appropriately edited and modified.
For example, the name of a flooding river can be rewritten.
When sending mails in a plurality of languages, it is desirable to be able to edit mail templates in each language in parallel.
Further, a free entry field may be provided on the mail delivery operation screen 110 so that the text can be freely described by calling the mail template.
When the person in charge of the mail distribution operation selects (clicks) the send button on the mail distribution operation screen 110 with a mouse or the like, the selection contents and input contents on the mail distribution operation screen 110 are set via the setting / registration screen processing unit 56. Passed to the mail generation processing unit 53 and the destination determination processing unit 54, mail generation and destination determination processing are performed.
In this embodiment, it is assumed that an information distribution request is made at this point.

Steps S7 to S11 below show processing when the information distribution apparatus 10 actually performs information distribution after the initial registration.
When an actual disaster or the like occurs and information distribution is performed by a short message or e-mail, first, in step S7, an ID / password is transmitted from the distribution requesting device 20 to the information distribution device 10 by the operation of the local government staff. To do.
In step S8, the information distribution apparatus 10 authenticates the transmitted ID / password.
When the login process is completed after successful authentication, an information distribution request operation is performed from the distribution request apparatus 20 to the information distribution apparatus 10 by an operation of a local government person in step S9.
This is an operation using the mail delivery operation screen 110 provided by the setting / registration screen display processing unit 56 shown in FIG. 6, and is an operation for designating delivery contents and a delivery area.
When a distribution request is made, the information distribution apparatus 10 performs mail distribution processing (described later) in step S10, and information is transmitted to a specific user terminal 30 by e-mail or SMS in step S11.
FIG. 10 is a flowchart for explaining information distribution processing by the information distribution apparatus of this embodiment.
In step S101, the CPU 11 (mail generation processing unit 53) determines whether or not an information distribution request from the information distribution apparatus 10 has been made (via the setting / registration screen display processing unit 56).
If not performed (No in step S101), the CPU 11 (mail generation processing unit 53) ends the current mail delivery process.
If it is determined that there is a distribution request (Yes in step S101), the CPU 11 (mail generation processing unit 53) determines the content of the distribution request in step S102.
That is, the contents such as which local government requests, which distribution area, and the management number of distribution contents (template) are determined.
For example, the distribution request is from K village in Yamanashi Prefecture, and is a request for A area C region. Suppose that the text of is specified.
In step S103, the CPU 11 (mail generation processing unit 53) extracts those corresponding to the requested management number from the mail template DBs 62 and 63 for each self-government (all languages).
Mail template Therefore, the mail generation processing unit 53 reads the first mail template from the mail template group shown in FIG.
Next, in step S104, the CPU 11 generates mail text data in each language included in the mail template and stores it in the RAM 12.
As shown in FIG. Is “K village. The river XX is underwater at [hours]. Please evacuate to [evacuation area] if you are [district, region]”.
[Hours and minutes] is the time when the information distribution request is received from the distribution requesting device 20. For example, assume that there is a request at 12:34.
XX river is flooding as of 12:34. People around C district , A region are instructed to evacuate to BBB elementary school.」
[Area, Area] includes the A area and C area included in the distribution request. If the entire area A is designated, an email is created for all areas (A area, B area, C area).
With respect to [evacuation place], information is extracted with reference to the evacuation place database shown in FIG. For example, the A and C areas are BBB elementary schools.
As a result of the above processing, the e-mail text was completed: "K village. The river XX is inundated at 12:34. If you are in area A or C, please evacuate to BBB Elementary School."
If a mail template is not specified in the information distribution request and there is a freely entered text, the mail generation processing unit 53 sets it as the mail text.
Even when the mail template is edited, the mail generation processing unit 53 is based on the area information in which [hour / minute], [district / region], and [evacuation place] are specified in addition to the edited content. And replace it to create an email body.
As mentioned above, non-Japanese email templates are also available, such as “This is K village office. XX river is flooding as of 12:34. People around C district, A region are instructed to evacuate to BBB elementary school. An email text in English such as "" is generated at the same time.
FIG. 11 is a diagram showing an example of the generated short message, where (a) shows a message in Japanese and (b) shows a message in English.
Since only the text can be used for the short message (SMS), as shown in FIG. 11, only the mail text generated above is displayed.
However, since it is possible to add a URL link to the short message, a link to a site indicating a map site of the refuge may be displayed.
Moreover, it is good also as a format which writes both Japanese and English in one mail.
Further, as described above, it is also possible to select a plurality of desired languages and to write the contents in the desired languages.
FIG. 12 is a diagram showing an example of the generated MMS (E-mail), where (a) shows a message in Japanese and (b) shows a message in English.
In E-mail (MMS), an image can be displayed inline or a URL link or the like can be added in addition to text.
As shown in FIG. 11, a map of the BBB elementary school, which is an evacuation site, is displayed in the mail in addition to the instruction contents by text.
Moreover, it is good also as a format which writes both Japanese and English in one mail.
Further, as described above, it is also possible to select a plurality of desired languages and to write the contents in the desired languages.
Returning to the flowchart of FIG. 10, the CPU 11 (destination determination processing unit 54) extracts the user corresponding to the requested transmission area from the user database 61 and expands it in the RAM 12 in step S <b> 105.
In the distribution request, if the region is specified, it is extracted in units of region, but if only the region is specified, it is extracted in units of region, and if the region is not specified, it is extracted from all the regions. To do.
Next, in step S106, the CPU 11 (destination determination processing unit 54) substitutes the number of users extracted in step S105 for the variable a1 set in the RAM 12, and in step S107, the variable a2 set in the RAM 12 Is initialized (1 is substituted).
In step S108, the CPU 11 (destination determination processing unit 54) checks whether the current date and time (when a distribution request is made from the distribution requesting device 10) is included in the stay period of the a2nd user.
If it is determined that it is included (Yes in step S108), the CPU 11 (destination determination processing unit 54) determines in step S109 whether or not the user has registered a mail address.
As described above, in the registered user database, the user registers a telephone number or a mail address as a contact address.
The destination determination processing unit 54 determines that it is a mail address when the registered address includes “@”, and determines that it is a telephone number when it is only a number.
If it is determined that the e-mail address is registered (Yes in step S109), the CPU 11 (destination determination processing unit 54) stores the user as an e-mail transmission destination in step S110, and moves the process to step S113. .
If it is determined in step S109 that no e-mail address is registered (No in step S109), it is determined in step S111 whether the user has registered a telephone number.
When it is determined that the telephone number is registered (Yes in step S111), the CPU 11 (destination determination processing unit 54) stores the user as a short mail transmission destination in step S112, and moves the process to step S113. .
If no telephone number is registered (No in step S111), the CPU 11 (destination determination processing unit 54) moves the process to step S115 to exclude the user from the transmission destination.
If it is determined in step S108 that the current date and time are not included in the stay period (No in step S108), the CPU 11 (destination determination processing unit 54) moves the process to step S115 and excludes the user from the transmission destination. To do.
After step S112 or step S115, in step S113, the CPU 11 (destination determination processing unit 54) determines whether a1 = a2, that is, whether all users corresponding to the distribution area are set as transmission destinations. It is determined whether or not the above determination has been made.
If yes (Yes in step S113), the CPU 11 (mail transmission processing unit 55) transmits an email including the text data generated in step S104 to the contacts stored in step S110 and step S112 in step S116. To end the current mail delivery process.
If not done yet (No in step S113), the CPU 11 (destination determination processing unit 54) increments the variable a2 (substitutes a2 + 1), and returns to the process of step S108.
FIG. 13 to FIG. 15 are diagrams specifically showing an aspect of information distribution by the information distribution apparatus of this embodiment, and are registered as residence or stay in K village, Yamanashi, in the registered user database 61 of FIG. The user is displayed in a district or region in a fictitious map.
The information distribution apparatus of the present embodiment will be described in detail using FIGS. 13 to 15 and the registered user database of FIG.
(Example 1) When there is a request from the local government of K village in Yamanashi to distribute information to registered users in “A district” In this case, as shown in FIG. , (1) A area, (2) B area, (3) E-mail is sent to the telephone number or e-mail address of ID number 500, 501, 502, 503, 04, 505, 506, 507 The
Even in the same K village, no mail is transmitted to the users of ID numbers 508, 509, 510, and 511 whose residence is registered in “B district” and “C district”.
Since this request is for “A district”, the user of ID number 1000 in which “stay” is registered in “(3) C region” of “A district” and “( 2) A user having an ID number 1001 in which “stay” in “B area” is registered may be a transmission target.
In this case, whether or not the two users are to be transmitted is determined by whether or not the mail delivery date and time (delivery request timing) corresponds to the stay date and time.
That is, when the distribution date is, for example, March 15, 2015, the user with ID number 1000 is in “C area” of “A district” from March 14 to March 20, 2015. It becomes transmission object.
If the distribution date is, for example, March 21, the user with ID number 1000 is not a target for mail transmission.
In the case of March 15, 2015, the user with ID number 1001 is not eligible for email delivery because his stay in the A district is March 16 to March 23.
If the delivery date is March 22, the user with ID number 1001 is the target of mail transmission.
The user with ID number 1001 is scheduled to leave the A area and the B area on March 23, and then stay in the B area from May 31 to June 5, during which the information specifying the B area If delivery is done, you will receive an email.
(Example 2) When there is a request from the local government of K village in Yamanashi Prefecture to distribute information to registered users who reside in “C area” of “A area” In this case, as shown in FIG. The mail is transmitted to the users of ID numbers 500, 501, 502, 503, and 504 whose residence is registered in “(3) C area”.
Even if they live in the same K village, no mail is transmitted to the users of ID numbers 505, 506, and 507 whose residence is registered in “(2) B area”.
The mail is not transmitted to the users of ID numbers 510 and 511 whose residence is registered in “B district” and “C district”.
Since this request is for “C district” of “A district”, there is a possibility that a user with ID number 1000 registered for stay in “C district” of “A district” may also be subject to transmission. .
The user with ID number 1000 is registered as staying in “C area” of “A area” from March 14 to March 20, 2015, and the delivery date is, for example, March 18. In this case, the user with ID 1000 is also a transmission target.
Although the user of ID 1001 corresponds to the date, the “region” is different.
(Example 3) When there is a request from the local government of K village in Yamanashi Prefecture to distribute information to registered residents in “A area” of “C area”. In this case, as shown in FIG. The mail is transmitted to the user of ID number 510 whose residence is registered in “(7) A area” of “”.
Even within the same “C district”, no mail is transmitted to the user of ID number 511 whose residence is registered in “(8) B region”.
Of course, no mail is sent to “A district” and “B district”.
With the configuration described above, according to the information distribution apparatus and system of the present embodiment, necessary information can be accurately distributed to users who really need information.
Emergency early warning mail (emergency earthquake early warning, etc.) performed by a communication carrier that has been conventionally used is transmitted in units of base stations. Therefore, it cannot be denied that the information is distributed within a range different from that of the municipality.
On the other hand, in the information distribution apparatus and system of this embodiment, the local government can freely determine the distribution area allocation, and the message to be distributed can be flexibly changed on the local government side.
Furthermore, since the local government (distribution side) can flexibly select an area to distribute information, it can distribute only necessary information to the necessary area.
Also, especially for aging residents who are not accustomed to handling information equipment, which is increasing in rural areas, and foreign visitors to Japan who do not know the Japanese language, which is expected to increase in the future in preparation for the 2020 Tokyo Olympics. Important information can be distributed easily and conveniently in multiple languages.
In the server device of Patent Literature 1 described above, the emergency information is transmitted to all terminals existing in the distribution area specified by the emergency information. However, the information distribution device 10 according to the present embodiment includes a “distribution area” and a “contact address”. In addition to "", the "stay period" is registered in association with each other, so that mail can be distributed only to terminals that are assumed to be in the distribution area at the information distribution timing.
In Patent Document 2, e-mail addresses and area information of residents are registered for each divided area in a wide area, and e-mail can be sent only to the residents of the target “divided area”. Even if the person is not actually on the spot, he / she can receive e-mails if the addressed area is set as the address.
On the other hand, since the information distribution apparatus according to the present embodiment registers the “stay period” in addition to the “distribution area” and “contact address”, the terminal is assumed to exist in the distribution area at the information distribution timing. Mail can only be delivered to
The information distribution apparatus according to the present embodiment is configured so that the e-mail is not distributed when the stay period is specified in advance and the user is not in a specific district / region, so that the traveler is particularly troublesome without receiving unnecessary information. Can prevent you from feeling. However, in practice, an email may be transmitted regardless of the stay period.
The information distribution system of the present invention can be applied to the distribution of various information by changing the contents of the mail template.
In the above-described embodiment, an example of the distribution of disaster information has been shown, but it is possible to distribute, for example, sightseeing information and event information in a region with almost the same configuration.
FIG. 16 is a diagram showing an example of an e-mail describing tourism / event information distributed in the present embodiment.
Similar to the disaster information in FIG. 12, (a) is an e-mail in Japanese, (b) is an e-mail in English, and multilingual information distribution can be performed by preparing a multilingual mail template. I can do it.
The e-mail shown in FIG. 16 describes that a concert will be held on October 10th in the XX hall of the A district C area in K village.
FIG. 17 is a diagram illustrating an example of a mail template for distributing sightseeing event information.
For example, in the mail template 31, “K village. [Hour], [Detail] will be held at AAA shrine in A area A area.”, In the mail template 32, “K village. B area in A area B area. “Details will be held in the park”, and the mail template 33 states “It is K village. [Time], [Details] will be held in the XX hall of A district C area”.
The e-mail template for tourism and event information, for example, describes that some kind of event is held at a place (park, hall, etc.) within the district, but what time and what kind of event it is The mail is generated by replacing the [hours and minutes] and [details] parts indicating the.
In consideration of delivering mail in a foreign language, it is easier to prepare the language of each country if the template is made as much as possible. In this embodiment, these templates are registered in the mail template group of the information distribution apparatus 10 in the same manner as the disaster information mail template. Keep it.
FIG. 18 is a diagram showing an example of a mail delivery operation screen for delivering the sightseeing event information of FIG.
Selecting an area in which information is to be distributed in the distribution area selection column 111 and selecting a distribution content template in the distribution content selection column 112 are the same as in the case of FIG.
The difference from the mail delivery operation screen of FIG. 8 is that a date / time input field 113 in which information such as date and time (when an event is to be performed) related to sightseeing information and events can be entered, and details in which details of sightseeing information and event information can be selected. The selection column 114 is provided.
The date entered in the date / time input field 113 may be a period from October 10 to October 12.
The detail selection field 114 is, for example, a drop-down list generated based on a sightseeing / event information database registered in the information distribution apparatus 10 in advance.
As in the case of FIG. 8, the delivery content creation is not limited to just selecting an email template and sending it as it is, but copying the text of the selected email template to an email creation screen (not shown) and editing it appropriately. Transmission may be possible after modification. For example, the contents of the event can be rewritten.
When sending mail in each language, it is desirable to be able to edit mail templates in each language in parallel.
Further, a free entry field may be provided on the mail delivery operation screen 110 so that the text can be freely described by calling the mail template.
FIG. 19 is a diagram illustrating an example of a sightseeing event information database.
For example, item 1. In concert, item 2. 2. Bon dance, item 3. Register information such as lectures. Of course, the same contents are registered in association with each item number in languages other than Japanese.
If the event is held regularly many times, item 11. It is convenient to register in more detail with XX concerts.
The person in charge of the local government selects the template 33. In the date and time input field 113 and the item 11. As a result of the selection, an email as shown in FIG. 16 is generated.
The location information of the venue map may be stored together with the mail template of FIG. Of course, information that does not include map information may be transmitted as a short mail.
In the above example (disaster information distribution), the mail can be transmitted only to the user who has registered stay in the distribution area at the information distribution timing.
In this case (distribution of information such as tourism), it is also possible to do so, but since the target is tourism information and event information, emails will be distributed to users who are scheduled to stay in the area on those dates To do.
The basic processing method is the same as in the case of the above example (disaster information delivery), but the criterion for determining whether or not to send an email to a user staying in the delivery area is not the email delivery timing. It is different in that it is the period of the event.
That is, if the event holding period overlaps with the stay period of the user, the mail is transmitted, and if not, the mail is not transmitted.
Of course, unlike disaster information, it is information for advertising purposes, so it is possible to send e-mails to all registered users regardless of the stay period as well as the stay area. It is more effective to distribute mail to users who plan to stay in this area, and there is no troublesomeness for the user to receive unrelated mail.
FIG. 20 is a flowchart for explaining a second information distribution process by the information distribution apparatus of this embodiment.
The CPU 11 determines whether or not a distribution request has been made in step S201 (mail generation processing unit 53).
If it is not performed (No in step S201), the CPU 11 (mail generation processing unit 53) ends the current mail delivery process.
If it is determined that there is a distribution request (Yes in step S201), the CPU 11 (mail generation processing unit 53) determines the content of the distribution request in step S202.
That is, the contents such as the request by which local government, which distribution area, management number of distribution contents (template), event holding period, event contents, etc. are determined.
Next, the CPU 11 (mail generation processing unit 53) generates mail text data and stores it in the RAM 12 in step S204. The generated mail has the contents as shown in FIG.
Next, in step S205, the CPU 11 (destination determination processing unit 54) extracts the user corresponding to the requested transmission area from the user database 61 and expands it in the RAM 12.
In the request, if the area is specified, the area is extracted. However, if only the area is specified, the area is extracted. If the area is not specified, the area is extracted.
Next, in step S206, the CPU 11 (destination determination processing unit 54) substitutes the number of users extracted in step S205 for the variable a1 set in the RAM 12, and in step S207, the variable set in the RAM 12. a2 is initialized (1 is substituted).
In step S208, the CPU 11 (destination determination processing unit 54) checks whether or not the event holding period overlaps with the stay period of the a2nd user.
If it is determined that they overlap (Yes in step S208), the CPU 11 (destination determination processing unit 54) determines in step S209 whether the user has registered a mail address.
As described above, in the registered user database, the user registers a telephone number or a mail address as a contact address.
The destination determination processing unit 54 determines that it is a mail address when the registered address includes “@”, and determines that it is a telephone number when it is only a number.
If it is determined that the e-mail address is registered (Yes in step S209), the CPU 11 (destination determination processing unit 54) stores the user as an e-mail transmission destination in step S210, and performs the process in step S213. Transfer.
If it is determined in step S209 that no e-mail address is registered (No in step S209), it is determined in step S211 whether the user has registered a telephone number.
When it is determined that the telephone number is registered (Yes in step S211), the CPU 11 (destination determination processing unit 54) stores the user as a short mail transmission destination in step S212, and moves the process to step S213. .
If no telephone number is registered (No in step S211), the CPU 11 (destination determination processing unit 54) moves the process to step S215 to exclude the user from the transmission destination.
If it is determined in step S208 that the event holding period does not overlap with the stay period (No in step S208), the CPU 11 (destination determination processing unit 54) moves the process to step S215 to exclude the user from the transmission destination. To do.
After step S212 or step S215, in step S213, CPU 11 (destination determination processing unit 54) determines whether a1 = a2, that is, whether or not all users corresponding to the distribution area are transmission destinations. It is determined whether or not the above determination has been made.
If so (Yes in step S213), the CPU 11 (mail transmission processing unit 55) transmits an email including the text data generated in step S204 to the contact stored in steps S210 and S212 in step S216. To end the current mail delivery process.
If not done yet (No in step S213), the CPU 11 (destination determination processing unit 54) increments the variable a2 (substitutes a2 + 1) and returns to the process of step S208.
Furthermore, on the mail delivery operation screen 110, the date and time when mail is actually delivered may be settable.

It is convenient to reserve or schedule information distribution in advance if there are circumstances such as wanting to finish it.
Reservation distribution is not suitable for disaster information distribution that requires urgency, but may be suitable for event information distribution.
FIG. 21 is a flowchart for explaining information distribution processing with distribution reservation by the information distribution apparatus of this embodiment. Since the processing is almost the same as in FIG. 20, only the portions different from FIG. 20 will be described.
If it is determined in step S213 that it is determined whether or not all users corresponding to the distribution area are transmission destinations (Yes in step S213), the CPU 11 (mail transmission processing unit 55) makes an information distribution request. Determine whether date and time are specified.
If the date and time have not been specified, the CPU 11 (mail transmission processing unit 55) performs a process of transmitting a mail in step S216 and ends the current mail delivery process.
If the date and time has been designated, the CPU 11 (mail transmission processing unit 55) does not send the mail, and saves the information such as the mail text and destination in the RAM or HDD in step S221 to make a distribution reservation. .
FIG. 22 is a flowchart for explaining a mail reservation delivery process by the information delivery apparatus of this embodiment. This is a process performed separately from the mail delivery process of FIG.
In step S231, the CPU 11 (mail transmission processing unit 55) determines whether or not the mail reserved for distribution is stored in the RAM or the HDD.
If the reservation mail has been saved (Yes in step S231), the CPU 11 determines in step S232 whether the current date is the reservation date.
If it is the reservation date and time (Yes in step S232), the CPU 11 transmits the mail reserved for distribution to the designated destination in step S233.
It may be possible to transmit information to all registrants like an e-mail magazine without setting a distribution area and date and time, such as regular distribution by reserved distribution.
