Description

警报消息处理方法、装置、MME、CBC及基站 技术领域
本发明涉及通信领域,具体而言,涉及一种警报消息处理方法、装置、MME、CBC及基站。
背景技术
公共警报系统(Public Warning System,简称为PWS)是一种对灾难和其他紧急情况进行警报的系统。在遭遇例如地震、海啸、飓风和野外火灾等灾难时,PWS可以及时和准确地向用户发布警报消息使得用户能够采取合适的行动以保护他们自己及家人不受重伤或死亡,或避免遭受重大的财产损失。第三代合作伙伴计划(3rd Generation Partnership Project,简称为3GPP)中定义的PWS可以应用在不同的通讯系统中,例如:全球移动通讯系统(Global System of Mobile communication,简称为GSM)、通用移动通信系统(Universal Mobile Telecommunication System,简称为UMTS)和长期演进(Long Term Evolution,简称为LTE)。PWS包括地震海啸警报系统(Earthquake and Tsunami Warning System,简称为ETWS)、商业移动警报系统(Commercial Mobile Alert System,简称为CMAS)、以及紧急通知系统(Emergency Alert System,简称为EAS)。
在LTE的演进的移动通讯系统陆地无线接入网络(Evolved Universal Mobile Telecommunications System Terrestrial Radio Access Network,简称为E-UTRAN)中,PWS的基本网络架构如图1所示(图1是相关技术的E-UTRAN中PWS的网络架构示意图)。在该网络架构中,小区广播实体(Cell Broadcast Entity,简称为CBE)不属于3GPP定义的通讯网络范畴,主要是负责对小区广播业务(Cell Broadcast Service,简称为CBS)消息进行格式化;小区广播中心(Cell Broadcast Center,简称为CBC)是核心网的一部分,CBC负责CBS消息的管理,包括:序列号的分配,修改或者删除演进型基站(Evolved NodeB,简称为eNB)的CBS消息,决定CBS消息被广播的小区,决定CBS消息开始被广播的时间,决定CBS消息停止被广播的时间,决定CBS消息被广播的周期等。除了一般的功能外,移动管理实体(Mobility Management Entity,简称为MME)还负责:解释从CBC来的命令,存储从CBC来的消息,成功执行完从CBC接收到的命令后提供CBC确认,当从CBC接收的命令不被理解或者未被执行时上报CBC失败,路由警报消息到指示的跟踪区域(Tracking Area,简称为TA)中合适的eNB。eNB主要负责将从MME处接收的警报消息广播给驻留在自己所属相关区域中的用户设备(User Equipment,简称为UE)。CBC可以与多个MME相连,也 可以与多个CBE相连。CBC通过SBc接口连接到MME。MME通过S1-MME接口连接到eNB。eNB通过Uu口连接到UE。CBE和CBC之间的接口是没有被包括在3GPP标准范畴的。
在实际组网中,网络共享的起源是欧洲巨额牌照费用导致资金紧张,运营商为了缓解压力推出的一种解决方案。它使得运营商们在合作建设通信网络的同时又能对各自部分灵活管理。从而大大缩短网络建设周期,并且大幅度降低总运营成本(TCO)。同时,网络共享可以促进资源优化配置,避免重复建设,实现资产保值增值。网络共享正成为网络建设中非常重要的问题。网络共享有多种实现方法,其中包括接入网共享,指多个运营商在共享区域拥有一个无线接入网络,核心网和业务网各自独立。共享接入网的多个核心网运营商拥有各自独立的移动网标识和运营商标识。在告警系统下也可以考虑CBC的共享,指多个运营商在区域共享同一个CBC。
若多个运营商共享,那么在警报消息下发和停止的时候,图2是相关技术中E-UTRAN中警报消息的下发流程图,图3是相关技术中E-UTRAN警报消息的停止流程图,如图2和图3所示。在相关技术中CBC标识出需要发送警报消息到哪些MME;CBC发送写-替换警报请求(Write-Replace Warning Request)消息给MME,该消息包括了广播的警报消息和传输属性(包括消息标识(Message identifier),序列号(Serial Number),跟踪区域标识列表(Tracking Area ID list,仅仅在MME处使用,MME使用它来选择给哪些eNB转发Write-Replace Warning Request消息),警报区域(Warning Area,是一个小区标识列表或跟踪区域标识列表或一个或多个的紧急区域标识),MME来启动警报消息下发给eNB,eNB使用Warning Area信息来决定警报消息要被广播的小区;eNB返回分布警报消息响应(Distribute Warning Message Response)消息给MME。警报消息的取消流程类似,CBC标识出需要发送停止警报消息到哪些MME;CBC发送停止写-替代警报请求(Stop Write-Replace Warning Request)消息给MME,其中,该消息包括:Message identifier,Serial Number,Tracking Area ID list,以及Warning Area。MME发送Kill Request消息到eNB;MME使用Track Area ID list来决定正在广播警报消息的eNB。eNB停止在Warning Area ID标识的区域中被Message Identifier和Serial Number标识的正在广播的警报消息;eNB返回取消响应(Kill Response)消息给MME。然而,在相关技术中并没有考虑网络共享场景,在警报消息信令中无法识别警报区域适用的PLMN范围。
因此,在相关技术中,存在警报消息信令中无法识别警报区域使用的PLMN范围,即在网络共享环境下,无法区别PLMN进行警报的问题。
发明内容
本发明提供了一种警报消息处理方法、装置、MME、CBC及基站,以至少解决相关技术中在网络共享环境下,无法区别PLMN进行警报的问题。
根据本发明的一个方面,提供了一种警报消息处理方法,包括:向基站下发用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;接收到所述基站发送的第一响应消息,其中,所述第一响应消息中携带所述警报消息下发对应的PLMN信息。
优选地,在向所述基站下发用于请求广播所述警报消息的所述请求消息之后,还包括:向所述基站发送用于请求停止广播所述警报消息的第二请求消息;接收到所述基站发送的第二响应消息,其中,所述第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
优选地,在向所述基站下发用于请求广播所述警报消息的所述第一请求消息之前,还包括以下至少之一:通过SBc接口从所述小区广播中心CBC获取所述警报区域范围所包括的所述PLMN信息;通过本地所存储的小区广播中心CBC配置信息获取所述警报区域范围所包括的所述PLMN信息。
优选地,所述PLMN信息包括以下至少之一:PLMN列表;PLMN列表与以下至少之一的结合:小区标识列表、跟踪区域标识列表、紧急区域标识列表、使用PLMN范围进行广播的指示信息。
根据本发明的另一方面,提供了一种警报消息处理方法,包括:向移动管理实体MME下发用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;接收到所述MME发送的确认消息,其中,所述确认消息中携带有以下至少之一:所述警报消息下发对应的PLMN信息、所述MME无法识别的PLMN信息、所述MME无法发送到对应的PLMN信息。
根据本发明的还一方面,提供了一种警报消息处理方法,包括:接收到移动管理实体MME下发的用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;向所述MME发送第一响应消息,其中,所述第一响应消息中携带所述警报消息下发对应的PLMN信息。
优选地,在接收到所述MME下发的用于请求广播所述警报消息的所述第一请求消息之后,还包括:接收到所述MME发送的用于请求停止广播所述警报消息的第二 请求消息;向所述MME发送第二响应消息,其中,所述第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
根据本发明的还一方面,提供了一种警报消息处理装置,包括:第一发送模块,用于向基站下发用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;第一接收模块,设置为接收到所述基站发送的第一响应消息,其中,所述第一响应消息中携带所述警报消息下发对应的PLMN信息。
优选地,该装置还包括:第二发送模块,设置为向所述基站发送用于请求停止广播所述警报消息的第二请求消息;第二接收模块,设置为接收到所述基站发送的第二响应消息,其中,所述第二响应消息中携带有已停止警报消息广播对应的PLMN信息。

步骤S402,向基站下发用于请求广播警报消息的第一请求消息,其中,该第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息,需要说明的是,该PLMN信息可以采用多种形式,例如,可以包括以下至少之一:PLMN列表;PLMN列表与以下至少之一的结合:小区标识列表、跟踪区域标识列表、紧急区域标识列表、使用PLMN范围进行广播的指示信息;
步骤S404,接收到基站发送的第一响应消息,其中,第一响应消息中携带警报消息下发对应的PLMN信息。
通过上述步骤,对于移动管理实体MME来说,通过在警报区域范围携带PLMN信息,使得MME能够更为有效地获取警报消息的下发范围,不仅解决了相关技术中在网络共享环境下,无法区别PLMN进行警报的问题,进而达到了在网络共享环境下,能够依据PLMN处理警报消息,较好地完善了警报系统的效果。
对应地,在正常在向基站下发用于请求广播警报消息的请求消息之后,还执行停止相关警报消息下发的流程,例如,可以采用以下处理:向基站发送用于请求停止广播警报消息的第二请求消息;接收到基站发送的第二响应消息,其中,第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
其中,在向基站下发用于请求广播警报消息的第一请求消息之前,还可以通过以下方式至少之一来获取到该PLMN信息,例如,可以通过SBc接口从小区广播中心CBC获取警报区域范围所包括的PLMN信息;也可以通过本地所存储的小区广播中心CBC配置信息获取警报区域范围所包括的PLMN信息。
在本实施例中,还提供了一种警报消息处理方法,图5是根据本发明实施例的警报消息处理方法二的流程图,如图5所示,该流程包括如下步骤:
步骤S502,向移动管理实体MME下发用于请求广播警报消息的第一请求消息,其中,第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;
步骤S504,接收到MME发送的确认消息,其中,确认消息中携带有以下至少之一:警报消息下发对应的PLMN信息、MME无法识别的PLMN信息、MME无法发送到对应的PLMN信息。

优选地,在接收到MME下发的用于请求广播警报消息的第一请求消息之后,对应地也可以进行停止广播警报消息的处理,例如,可以采用以下方式来实现:接收到MME发送的用于请求停止广播警报消息的第二请求消息;向MME发送第二响应消息,其中,第二响应消息中携带有已停止警报消息广播对应的PLMN信息。

第二发送模块82,连接至上述第一发送模块72设置为向基站发送用于请求停止广播警报消息的第二请求消息;第二接收模块84,连接至上述第二发送模块82,设置为接收到基站发送的第二响应消息,其中,第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
图9是根据本发明实施例的警报消息处理装置一的优选结构框图二,如图3所示,该装置除包括图2所示的所有模块外,还包括以下至少之一:第一获取模块92、第二获取模块94,下面对该优选结构进行说明。
第一获取模块92,设置为通过SBc接口从小区广播中心CBC获取警报区域范围所包括的PLMN信息;第二获取模块94,设置为通过本地所存储的小区广播中心CBC配置信息获取警报区域范围所包括的PLMN信息。
图10是根据本发明实施例的移动管理实体MME的结构框图,如图10所示,该移动管理实体MME100包括上述任一项的警报消息处理装置一102。
图11是根据本发明实施例的警报消息处理装置二的结构框图,如图11所示,该装置包括第三发送模块112和第三接收模块114,下面对该装置进行说明。
第三发送模块112,设置为向移动管理实体MME下发用于请求广播警报消息的第一请求消息,其中,第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;第三接收模块114,设置为接收到MME发送的确认消息,其中,确认消息中携带有以下至少之一:警报消息下发对应的PLMN信息、MME无法识别的PLMN信息、MME无法发送到的对应的PLMN信息。
图12是根据本发明实施例的小区广播中心CBC的结构框图,如图12所示,该CBC120包括上述的警报消息处理装置二122。
图13是根据本发明实施例的警报消息处理装置三的结构框图,如图13所示,该装置包括:第四接收模块132和第四发送模块134,下面对该装置进行说明。
第四接收模块132,设置为接收到移动管理实体MME下发的用于请求广播警报消息的第一请求消息,其中,第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;第四发送模块134,连接至上述第四接收模块132,设置为向MME发送第一响应消息,其中,第一响应消息中携带警报消息下发对应的PLMN信息。
图14是根据本发明实施例的警报消息处理装置三的优选结构框图,如图14所示,该装置除包括图13所示的所有模块外,还包括第五接收模块142和第五发送模块144,下面对该优选结构进行说明。
第五接收模块142,连接至上述第四接收模块132,设置为接收到MME发送的用于请求停止广播警报消息的第二请求消息;第五发送模块144,连接至上述第五接收模块142,设置为向MME发送第二响应消息,其中,第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
图15是根据本发明实施例的基站的结构框图,如图15所示,该基站150包括上述任一项的警报消息处理装置三152。
针对相关技术中,在网络共享的时候,如何实现警报消息有效下发和停止的问题,更好地在灾难和紧急情况下充分实现警报系统。在本实施例中,对警报消息警报区域范围进行如下方式的管理:下面以当LTE/LTE-A系统在网络共享情况下为例进行说明。
警报区域范围需要包括适用的PLMN列表信息,可以是如下一种或多种结合表现形式:
1)小区标识列表;
2)跟踪区域标识列表;
3)紧急区域标识列表;
4)PLMN列表;
5)使用PLMN范围进行广播指示信息;
比如3)和4)可以结合使用,表示在PLMN列表范围下一个或多个紧急区域中进行警报消息处理。比如4)和5)结合使用,代表仅考虑在PLMN列表范围下进行警报消息处理。除5)外,1)、2)、3)、4)都可以单独使用,表示对应的警报消息警报区域范围。
下面针对警报消息报的下发与停止分别说明。
警报消息下发方法:
步骤1)MME发送Write-Replace Warning Request消息给基站请求下发警报消息广播。在该消息中可以包括警报消息属性,例如:标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息警报区域的Warning Area IE、和/或指示警报消息广播周期的Repetition Period IE、和/或指示消息被广播次数的Number of Broadcast Requested IE等。其中,警报区域信息可以进行如前方式的扩充。
步骤2)eNB发送WRITE-REPLACE WARNING RESPONSE响应消息给MME。该消息包括标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息成功完成下发的警报区域信息Broadcast Completed Area List IE。其中,警报消息成功完成下发的警报区域信息可选增加PLMN列表信息,表示已完成的警报消息下发的PLMN范围。
警报消息停止方法:
步骤1)MME发送KILL REQUEST消息给基站请求停止警报消息广播。在该消息中可以包括警报消息属性,例如:标识警报消息的Message Identifier IE和Serial Number IE、和/或指示停止警报消息警报区域的Warning Area IE、和/或指示是否停止该基站下所有警报消息的Kill-all Warning Messages Indicator指示等。其中,警报区域信息可以进行如前方式的扩充。
步骤2)eNB发送KILL RESPONSE响应消息给MME。该消息包括标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息取消的警报区域信息Broadcast Cancelled Area List IE。其中,警报消息取消的警报区域信息可选增加PLMN列表信息,表示已取消的警报消息下发的PLMN范围。
优选地,如果当前CBC属于多个运营商共享,那么MME在接收到该CBC下发的警报消息,需要明确该警报消息对应的警报区域下发范围,在网络共享场景下,MME可以通过SBc接口消息获取,或者通过本地所连接的CBC配置信息获取。
需要说明的是,在失败场景下的处理也需要考虑PLMN相关信息。上述方法可以通过S1接口实现。另外,上述警报消息警报区域范围管理方法也可以适用UTRAN系统等其它相似的网络系统。
基于以上警报消息警报区域范围的实现方式,并且在接口消息中增加警报消息警报区域范围对多运营商共享警报消息广播的考虑,使得MME和基站能够更为有效获取警报消息下发范围,为网络共享场景下警报系统实现提供更完整的解决方案。
该方法能实现网络共享场景下警报消息下发和停止的有效管理,使得核心网和基站能够根据警报消息警报区域范围,为网络共享场景下警报系统实现提供更完整的解决方案,增强警报消息下发和停止范围,提高网络共享资源利用率,提升网络性能,满足网络共享场景下报警系统实现。
下面结合本发明优选实施方式进行说明。
图16是根据本发明优选实施例一的警报消息下发流程图,如图16所示,该流程描述如下:
1)MME发送Write-Replace Warning Request消息给基站请求下发警报消息广播。在该消息中可以包括警报消息属性,例如:标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息警报区域的Warning Area IE、和/或指示警报消息广播周期的Repetition Period IE、和/或指示消息被广播次数的Number of Broadcast Requested IE等。其中,警报区域信息可以进行如前方式的扩充。
2)eNB发送WRITE-REPLACE WARNING RESPONSE响应消息给MME。该消息包括标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息成功完成下发的警报区域信息Broadcast Completed Area List IE。其中,警报消息成功 完成下发的警报区域信息可以增加PLMN列表信息,表示已完成的警报消息下发的PLMN范围。
其中,本优选实施例中的CBC和MME之间的交互流程主要包括:
(1)CBC发送写-替换警报请求(Write-Replace Warning Request)消息给MME,该消息可以是如图2所示的202。该消息除了包括广播的警报消息和传输属性(包括消息标识(Message identifier),序列号(Serial Number),跟踪区域标识列表(Tracking Area ID list,仅仅在MME处使用,MME使用它来选择给哪些eNB转发Write-Replace Warning Request消息),警报区域(Warning Area,是一个小区标识列表或跟踪区域标识列表或一个或多个的紧急区域标识)。其中,还可以包含允许警报消息广播的PLMN列表。
(2)MME发送写-替代警报确认(Write-Replace Warning Confirm)消息给CBC,该消息可以是如图2所示的203,来指示MME已经开始分配警报消息给eNB了;Write-Replace Warning Confirm消息可以包括Unknown Tracking Area List IE,其中,Unknown Tracking Area List IE标识不被MME知道的和Request不能发送到的Tracking Area。其中,可选包含未知PLMN列表信息,表示不被MME知道的和Request不能发送到的PLMN区域。
图17是根据本发明优选实施例二的警报消息停止流程图,如图17所示,该流程描述如下:
1)MME发送KILL REQUEST消息给基站请求停止警报消息广播。在该消息中可以包括警报消息属性,例如:标识警报消息的Message Identifier IE和Serial Number IE、和/或指示停止警报消息警报区域的Warning Area IE、和/或指示是否停止该基站下所有警报消息的Kill-all Warning Messages Indicator指示等。其中,警报区域信息可以进行如前方式的扩充。
2)eNB发送KILL RESPONSE响应消息给MME。该消息包括标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息取消的警报区域信息Broadcast Cancelled Area List IE。其中,警报消息取消的警报区域信息可以增加PLMN列表信息,表示已取消的警报消息下发的PLMN范围。
其中,在本优选实施例中的CBC和MME之间的交互流程主要包括:
(1)CBC发送停止写-替代警报请求(Stop Write-Replace Warning Request)消息给MME,该消息可以是如图3所示的302。其中,该消息包括:Message identifier,Serial Number,Tracking Area ID list,以及Warning Area。其中,还可以包含允许警报消息广播的PLMN列表。
(2)MME发送停止警报确认(Stop Warning Confirm)消息,其中,该消息用来指示CBC,MME已经开始分配取消请求(Kill Request)消息给eNB了。
图18是根据本发明优选实施例三的警报消息下发流程图,如图18所示,该流程描述如下:
1)MME发送Write-Replace Warning Request消息给基站请求下发警报消息广播。在该消息中可以包括警报消息属性,例如:标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息警报区域的Warning Area IE、和/或指示警报消息广播周期的Repetition Period IE、和/或指示消息被广播次数的Number of Broadcast Requested IE等。其中,警报区域信息可以进行如前方式的扩充。
2)eNB发送WRITE-REPLACE WARNING RESPONSE响应消息给MME。该消息包括标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息成功完成下发的警报区域信息Broadcast Completed Area List IE。其中,警报消息成功完成下发的警报区域信息可以增加PLMN列表信息,表示已完成的警报消息下发的PLMN范围。
需要说明的是,在本优选实施例中的步骤1)之前,MME可以进行如下操作。
MME根据本地配置的所连接的CBC信息,比如CBC所归属的PLMN列表信息,来确定允许警报消息广播的PLMN列表。
图19是根据本发明优选实施例四的警报消息停止流程图,如图19所示,该流程描述如下:
1)MME发送KILL REQUEST消息给基站请求停止警报消息广播。在该消息中可以包括警报消息属性,例如:标识警报消息的Message Identifier IE和Serial NumberIE、和/或指示停止警报消息警报区域的Warning Area IE、和/或指示是否停止该基站下所有警报消息的Kill-all Warning Messages Indicator指示等。其中,警报区域信息可以进行如前方式的扩充。
2)eNB发送KILL RESPONSE响应消息给MME。该消息包括标识警报消息的Message Identifier IE和Serial Number IE、和/或指示警报消息取消的警报区域信息Broadcast Cancelled Area List IE。其中,警报消息取消的警报区域信息可以增加PLMN列表信息,表示已取消的警报消息下发的PLMN范围。
其中,在本优选实施例中的步骤1)之前,MME可以进行如下操作。
MME根据本地配置的所连接的CBC信息,比如CBC所归属的PLMN列表信息,来确定停止警报消息广播的PLMN列表。
显然,本领域的技术人员应该明白,上述的本发明的各模块或各步骤可以用通用的计算装置来实现,它们可以集中在单个的计算装置上,或者分布在多个计算装置所组成的网络上,可选地,它们可以用计算装置可执行的程序代码来实现,从而,可以将它们存储在存储装置中由计算装置来执行,并且在某些情况下,可以以不同于此处的顺序执行所示出或描述的步骤,或者将它们分别制作成各个集成电路模块,或者将它们中的多个模块或步骤制作成单个集成电路模块来实现。这样,本发明不限制于任何特定的硬件和软件结合。
以上所述仅为本发明的优选实施例而已,并不用于限制本发明,对于本领域的技术人员来说,本发明可以有各种更改和变化。凡在本发明的精神和原则之内,所作的任何修改、等同替换、改进等,均应包含在本发明的保护范围之内。
工业实用性
如上所述,本发明实施例中提供了一种警报消息处理方法、装置、MME、CBC及基站。解决了相关技术中在网络共享环境下,无法区别PLMN进行警报的问题,进而达到了在网络共享环境下,能够依据PLMN处理警报消息,较好地完善了警报系统的效果。

Claims (16)

  1. 一种警报消息处理方法,包括:
    向基站下发用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;
    接收到所述基站发送的第一响应消息,其中,所述第一响应消息中携带所述警报消息下发对应的PLMN信息。
  2. 根据权利要求1所述的方法,其中,在向所述基站下发用于请求广播所述警报消息的所述请求消息之后,还包括:
    向所述基站发送用于请求停止广播所述警报消息的第二请求消息;
    接收到所述基站发送的第二响应消息,其中,所述第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
  3. 根据权利要求1或2所述的方法,其中,在向所述基站下发用于请求广播所述警报消息的所述第一请求消息之前,还包括以下至少之一:
    通过SBc接口从所述小区广播中心CBC获取所述警报区域范围所包括的所述PLMN信息;
    通过本地所存储的小区广播中心CBC配置信息获取所述警报区域范围所包括的所述PLMN信息。
  4. 根据权利要求1或2所述的方法,其中,所述PLMN信息包括以下至少之一:
    PLMN列表;
    PLMN列表与以下至少之一的结合:小区标识列表、跟踪区域标识列表、紧急区域标识列表、使用PLMN范围进行广播的指示信息。
  5. 一种警报消息处理方法,包括:
    向移动管理实体MME下发用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;
    接收到所述MME发送的确认消息,其中,所述确认消息中携带有以下至少之一:所述警报消息下发对应的PLMN信息、所述MME无法识别的PLMN信息、所述MME无法发送到的对应的PLMN信息。
  6. 一种警报消息处理方法,包括:
    接收到移动管理实体MME下发的用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;
    向所述MME发送第一响应消息,其中,所述第一响应消息中携带所述警报消息下发对应的PLMN信息。
  7. 根据权利要求6所述的方法,其中,在接收到所述MME下发的用于请求广播所述警报消息的所述第一请求消息之后,还包括:
    接收到所述MME发送的用于请求停止广播所述警报消息的第二请求消息;
    向所述MME发送第二响应消息,其中,所述第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
  8. 一种警报消息处理装置,包括:
    第一发送模块,设置为向基站下发用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;
    第一接收模块,设置为接收到所述基站发送的第一响应消息,其中,所述第一响应消息中携带所述警报消息下发对应的PLMN信息。
  9. 根据权利要求8所述的装置,其中,还包括:
    第二发送模块,设置为向所述基站发送用于请求停止广播所述警报消息的第二请求消息;
    第二接收模块,设置为接收到所述基站发送的第二响应消息,其中,所述第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
  10. 根据权利要求8所述的装置,其中,还包括以下至少之一:
    第一获取模块,设置为通过SBc接口从所述小区广播中心CBC获取所述警报区域范围所包括的所述PLMN信息;
    第二获取模块,设置为通过本地所存储的小区广播中心CBC配置信息获取所述警报区域范围所包括的所述PLMN信息。
  11. 一种移动管理实体MME,包括权利要求8至10中任一项所述的装置。
  12. 一种警报消息处理装置,包括:
    第三发送模块,设置为向移动管理实体MME下发用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;
    第三接收模块,设置为接收到所述MME发送的确认消息,其中,所述确认消息中携带有以下至少之一:所述警报消息下发对应的PLMN信息、所述MME无法识别的PLMN信息、所述MM无法发送到的对应的PLMN信息。
  13. 一种小区广播中心CBC,包括权利要求12所述的装置。
  14. 一种警报消息处理装置,包括:
    第四接收模块,设置为接收到移动管理实体MME下发的用于请求广播警报消息的第一请求消息,其中,所述第一请求消息中的警报区域范围包括公共陆地移动网络PLMN信息;
    第四发送模块,设置为向所述MME发送第一响应消息,其中,所述第一响应消息中携带所述警报消息下发对应的PLMN信息。
  15. 根据权利要求14所述的装置,其中,还包括:
    第五接收模块,设置为接收到所述MME发送的用于请求停止广播所述警报消息的第二请求消息;
    第五发送模块,设置为向所述MME发送第二响应消息,其中,所述第二响应消息中携带有已停止警报消息广播对应的PLMN信息。
  16. 一种基站,包括权利要求14至15中任一项所述的装置。
