紧急呼叫处理方法、 相关装置以及系统 本申请要求于 2011 年 03 月 03 日提交中国专利局、 申请号为 201110051347. 5、 发明名称为 "紧急呼叫处理方法、 相关装置以及系统" 的中国专利申请的优先权, 其全部内容通过引用结合在本申请中。 技术领域 本发明涉及移动通信领域, 尤其涉及一种紧急呼叫处理方法、 相关装 置以及系统。 背景技术 在灾害发生的现场中, 受灾者或救援者常常需要拨打求助电话 (如: 120或 122), 而诸如 120或 122这种紧急呼叫电话一般是在固网中实现, 但受灾现场常常无法使用固网终端拨打紧急呼叫中心的座席终端, 受灾者 或救援者需要通过移动终端拨打求助电话。
在现有技术中, 像全球移动通信系统(GSM, Global System for Mobi le Communications ) 这种网络与固网的互通, 所需要的网元设备众多, 架构 复杂, 不容易实现。 现有移动终端与紧急呼叫中心的座席终端进行通话所 需要的基本网元设备为: 基站、 基站控制器、 移动交换中心、 固话网络以 及座席终端, 组成架构如图 1所示。
为了提高救援效率, 可能需要在灾害发生的当地建立紧急呼叫中心, 直接获取当地的紧急呼叫并对该紧急呼叫进行处理; 而如果以上述现有的 标准网络架构搭建紧急呼叫中心, 则会因为涉及的网元设备繁多而难以实 现。 发明内容 本发明的多个方面提供了一种紧急呼叫处理方法、 相关装置以及系统, 用于在灾害现场搭建简化的紧急呼叫中心, 以便于提高灾害救援效率。
本发明的一方面提供的紧急呼叫处理方法, 包括: 紧急呼叫处理终端 通过基站接收用户终端发送的紧急呼叫请求; 紧急呼叫处理终端在本地存 储的紧急移动终端组中查找通话状态为空闲的移动终端; 紧急呼叫处理终 端将所述紧急呼叫请求通过基站转接到所述移动终端中, 使得所述用户终 端与所述移动终端建立通话连接。
本发明的另一方面提供的紧急呼叫处理装置, 包括: 接收单元, 用于 通过基站接收用户终端发送的紧急呼叫请求; 查找单元, 用于在本地存储 的紧急移动终端组中查找通话状态为空闲的移动终端; 转接单元, 用于将 所述紧急呼叫请求通过基站转接到所述移动终端中, 使得所述用户终端与 所述移动终端建立通话连接。
本发明的另一方面提供的紧急呼叫处理系统, 包括: 紧急呼叫处理终 端, 所述紧急呼叫处理终端通过一基站与移动终端通信; 其中, 所述紧急 呼叫处理终端, 用于通过基站接收用户终端发送的紧急呼叫请求; 在本地 存储的紧急移动终端组中查找通话状态为空闲的移动终端; 将所述紧急呼 叫请求通过基站转接到所述移动终端中, 使得所述用户终端与所述移动终 端建立通话连接; 所述基站, 用于将所述用户终端发送的紧急呼叫请求转 接到所述紧急呼叫处理终端, 且将所述紧急呼叫请求转接到所述紧急呼叫 处理终端指定的移动终端, 使得所述用户终端与所述移动终端建立通话连 接; 所述移动终端, 用于与所述用户终端建立通话连接。
从以上技术方案可以看出, 上述技术方案中, 搭建的紧急呼叫中心的 架构仅需要基站、 紧急呼叫处理终端以及移动终端就可以完成; 在用户终 端发送紧急呼叫请求时, 紧急呼叫处理终端通过基站接收该紧急呼叫请求, 查找通话状态为空闲的移动终端, 并将该紧急呼叫请求通过 BTS转接到空 闲的移动终端中, 完成通话的建立。 上述技术方案不仅架构简单, 容易实 现, 而且所搭建的接听终端为移动终端, 方便救援队伍及时、 迅速地对求 助请求作出反应, 提高了灾害救援效率。 附图说明 图 1是现有技术中紧急呼叫架构的逻辑结构示意图;

图 6是本发明实施例中紧急呼叫处理终端的逻辑结构示意图; 图 7是本发明实施例中紧急呼叫处理系统的逻辑结构示意图。 具体实施方式 本发明实施例提供了一种紧急呼叫处理方法、 相关装置以及系统, 用 于在灾害现场搭建简化的紧急呼叫中心, 以便于提高灾害救援效率。
请参阅图 2, 本发明实施例中紧急呼叫处理方法的一个实施例。
201、 接收紧急呼叫请求。
紧急呼叫处理终端通过基站 (BTS, Base Transceiver Station ) 接收 用户终端发送的紧急呼叫请求。
紧急呼叫处理终端可以设置若干个号码为紧急呼叫号码, 当用户终端 拨打这些紧急呼叫号码时, 紧急呼叫处理终端就会进行相应的紧急呼叫处 理 (如后续歩骤所述)。
同时, 紧急呼叫处理终端也可以使用 GSM 中规定了一些紧急呼叫电话 ( Emergency Cal l ) , 这种呼叫的信令和普通呼叫的信令不同, 在这种紧急 呼叫请求中会携带有紧急呼叫标识, 当用户拨打这种携带有紧急呼叫标识 的号码时, 紧急呼叫处理终端也会进行相应的紧急呼叫处理。
202、 查找通话状态为空闲的移动终端。
紧急呼叫处理终端在本地存储的紧急移动终端组中查找通话状态为空 闲的移动终端。
在本发明的紧急呼叫处理终端中, 可以对救灾工作组使用的若干个移 动终端进行管理。 紧急呼叫处理终端中存储了若干个移动终端的国际移动 用户识别码 ( IMSI , International Mobi le Subscriber Identity) , 建立 了一个紧急移动终端组, 这些移动终端分别由各个负责救灾的救灾工作组 携带。 紧急呼叫处理终端将紧急移动终端组中的每个号码都关联到相应的 紧急呼叫号码上。
可选的, 紧急呼叫处理终端也可以为每一种救灾工作组建立一个紧急 移动终端组, 将该紧急移动终端组中的全部号码都关联到相应的紧急呼叫 号码上, 如: 医疗救灾工作组的移动终端的号码全部关联到 120上, 交通 救灾工作组的移动终端的号码全部关联到 122上。
紧急呼叫处理终端还可以记录紧急移动终端组中各个移动终端的通话 状态, 并通过标识空闲和繁忙两种通话状态加以区分, 在转接紧急呼叫请 求时在通话状态为空闲的移动终端中随机进行查找转接。
可选的, 查找通话状态为空闲的移动终端时, 可以分别对各个空闲的 移动终端以及该用户终端进行定位 (如: 使用全球定位系统进行定位), 然 后对比该用户终端与各个空闲移动终端的距离, 查找出距离用户终端最近 的移动终端。
203、 转接紧急呼叫请求。
紧急呼叫处理终端将该紧急呼叫请求通过 BTS转接到通话状态为空闲 移动终端中, 建立通话连接。
当通过 202查找到通话状态为空闲移动终端时, 紧急呼叫处理终端通 过 BTS将该紧急呼叫请求转接到紧急呼叫处理终端指定的移动终端中, 使 得该用户终端与该指定的移动终端建立通话连接。
在查找的过程中, 若紧急移动终端组中所有的移动终端都处于繁忙的 通话状态, 则该紧急呼叫请求可以一直处于等待的状态, 等待空闲的移动 终端, 也可以进行其它的操作, 具体在后续的实施例中进行说明。
本发明的实施例适用于各种移动通信系统, 如: GSM 系统、 码分多址
(CDMA, Code Division Multiple Access)系统,以及宽带码分多址(WCDMA, Wideband Code Division Multiple Access ) 系统等。 具体在何禾中通信系 统中搭建本发明的紧急呼叫中心, 可根据本发明实施例中提到的移动终端 所使用的网络而定, 此处不作限定。
本发明搭建的紧急呼叫中心的架构仅需要基站、 紧急呼叫处理终端以 及移动终端就可以完成; 在用户终端发送紧急呼叫请求时, 紧急呼叫处理 终端通过基站接收该紧急呼叫请求, 查找通话状态为空闲的移动终端, 并 将该紧急呼叫请求通过 BTS转接到空闲的移动终端中, 完成通话的建立。 本发明的方案不仅架构简单, 容易实现, 而且所搭建的接听终端为移动终 端, 方便救援队伍及时、 迅速地对求助请求作出反应, 提高了灾害救援效 率。
在查找移动终端的过程中, 若紧急移动终端组中所有的移动终端都处 于繁忙的通话状态, 本发明实施例也给出了相应的处理方案, 请参阅图 3, 本发明实施例中紧急呼叫处理方法的一个实施例。
301、 接收紧急呼叫请求。
紧急呼叫处理终端通过基站(BTS)接收用户终端发送的紧急呼叫请求。 紧急呼叫处理终端可以设置若干个号码为紧急呼叫号码, 当用户终端 拨打这些紧急呼叫号码时, 紧急呼叫处理终端就会进行相应的紧急呼叫处 理 (如后续歩骤所述)。

302、 判断是否存在空闲的移动终端。
紧急呼叫处理终端判断本地存储的紧急移动终端组中是否存在通话状 态为空闲的移动终端, 若存在, 则触发 303 ; 若不存在, 则触发 304。
303、 转接紧急呼叫请求到移动终端。
当本地存储的紧急移动终端组中存在通话状态为空闲的移动终端时, 紧急呼叫处理终端从该通话状态为空闲的移动终端中指定其中一个移动终 端, 通过 BTS将该紧急呼叫请求转接到紧急呼叫处理终端指定的移动终端 中, 使得该用户终端与该指定的移动终端建立通话连接。
304、 判断用户终端是否具有短消息接收功能。
紧急呼叫处理终端判断用户终端是否具有短消息接收功能 (如: 判断 该用户终端是固话终端还是移动终端), 若有, 则触发 305 ; 若没有, 则触 发 306。
305、 向用户终端发送短消息。
紧急呼叫处理终端向该用户终端发送短消息, 通知该用户终端紧急呼 叫处理终端繁忙。
本发明的紧急呼叫处理终端预设了自动回复短消息的功能, 当紧急移 动终端组中所有的移动终端都处于繁忙的通话状态时, 紧急呼叫处理终端 向该用户终端回复短消息, 短消息的内容为提示内容, 可以用于提示当前 繁忙和 /或后续的操作流程。
306、 转接紧急呼叫请求到语音服务终端。
紧急呼叫处理终端将该紧急呼叫请求转接到紧急呼叫处理终端的语音 服务终端中, 建立通话连接, 通过该语音服务终端通知该用户终端紧急呼 叫处理终端繁忙。
本发明的紧急呼叫处理终端包括有语音服务终端, 该语音服务终端可 以为自动语音服务终端, 或人工语音服务终端。 当该紧急呼叫请求转接到 紧急呼叫处理终端的语音服务终端时, 若为自动语音服务终端, 则向用户 回复提示内容; 若为人工语音服务终端, 则由紧急呼叫中心的工作人员为 用户提供服务。
可选的, 在本发明实施例中, 可以不通过 304 的判断, 直接将该紧急 呼叫请求转接到紧急呼叫处理终端的语音服务终端中。
本发明实施例的紧急呼叫处理终端还提供各种记录信息的功能, 请参 阅图 4, 本发明实施例中紧急呼叫处理方法的一个实施例包括:
401、 接收紧急呼叫请求。
紧急呼叫处理终端通过基站(BTS )接收用户终端发送的紧急呼叫请求。 紧急呼叫处理终端可以设置若干个号码为紧急呼叫号码, 当用户终端 拨打这些紧急呼叫号码时, 紧急呼叫处理终端就会进行相应的紧急呼叫处 理 (如后续歩骤所述)。

402、 判断是否存在空闲的移动终端。
判断本地存储的紧急移动终端组中是否存在通话状态为空闲的移动终 端, 若存在, 则触发 403 ; 若不存在, 则触发 405。
403、 转接紧急呼叫请求到移动终端。
当本地存储的紧急移动终端组中存在通话状态为空闲的移动终端时, 紧急呼叫处理终端从该通话状态为空闲的移动终端中指定其中一个移动终 端, 通过 BTS将该紧急呼叫请求转接到紧急呼叫处理终端指定的移动终端 中, 使得该用户终端与该指定的移动终端建立通话连接。
404、 切换移动终端的通话状态。 在紧急呼叫处理终端将该紧急呼叫请求通过 BTS转接到该指定的移动 终端中, 用户终端与该指定的移动终端建立通话连接之后, 将本地存储的 该指定移动终端的通话状态切换为繁忙, 并触发 408。
405、 判断用户终端是否具有短消息接收功能。
紧急呼叫处理终端判断用户终端是否具有短消息接收功能 (如: 判断 该用户终端是固话终端还是移动终端), 若有, 则触发 406; 若没有, 则触 发 407。
406、 向用户终端发送短消息。
紧急呼叫处理终端向该用户终端发送短消息, 通知该用户终端紧急呼 叫处理终端繁忙。
本发明的紧急呼叫处理终端预设了自动回复短消息的功能, 当紧急移 动终端组中所有的移动终端都处于繁忙的通话状态时, 紧急呼叫处理终端 向该用户终端回复短消息, 短消息的内容为提示内容, 可以用于提示当前 繁忙和 /或后续的操作流程。
407、 转接紧急呼叫请求到语音服务终端。
紧急呼叫处理终端将该紧急呼叫请求转接到紧急呼叫处理终端的语音 服务终端中, 建立通话连接, 通过该语音服务终端通知该用户终端紧急呼 叫处理终端繁忙。
本发明的紧急呼叫处理终端包括有语音服务终端, 该语音服务终端可 以为自动语音服务终端, 或人工语音服务终端。 当该紧急呼叫请求转接到 紧急呼叫处理终端的语音服务终端时, 若为自动语音服务终端, 则向用户 回复提示内容; 若为人工语音服务终端, 则由紧急呼叫中心的工作人员为 用户提供服务。
408、 记录通话内容。
在用户终端与该指定的移动终端或该语音服务终端建立通话连接之 后, 紧急呼叫处理终端记录该用户终端的号码, 具体与哪一个移动终端建 立通话连接, 用户终端发送该紧急呼叫请求的时间以及本地对该紧急呼叫 请求的处理状态 (已成功接入了移动终端, 或接入了语言服务终端) 等; 紧急呼叫处理终端可以向操作人员提供图形用户界面(GUI , Graphical User Interface ) , 向操作人员直观的提供录入信息。
在用户终端与该指定的移动终端或该语音服务终端建立通话连接之 后, 紧急呼叫处理终端开启语言录制功能, 对通话过程进行录音, 该录音 可以向操作人员提供录音回放功能, 以便操作人员对救援行动进行监控; 同时, 若该用户终端转接的是自动语音服务终端, 则待操作人员空闲时可 马上对用户的录音信息进行处理, 通知救灾工作组展开救援行动。
为了便于理解, 下面以一具体应用场景对上述的实施例中的紧急呼叫 处理方法再进行描述, 请参考图 5。
501、 用户终端发送紧急呼叫请求。
用户终端拨打紧急呼叫号码, 向紧急呼叫处理终端发送紧急呼叫请求; 该紧急呼叫号码是由紧急呼叫处理终端设置的。
502、 基站向紧急呼叫处理终端转接紧急呼叫请求。
基站接收用户终端发送紧急呼叫请求信号, 并搜索基站附近的紧急呼 叫处理终端, 搜索成功后, 向该紧急呼叫处理终端转接该紧急呼叫请求。
503、 紧急呼叫处理终端识别紧急呼叫请求。
紧急呼叫处理终端接收用户终端发送的紧急呼叫请求。
紧急呼叫处理终端收到呼叫请求后, 首先判断该紧急呼叫请求中是否 携带有紧急呼叫标识, 或判断该呼叫请求是否为本地预设的紧急呼叫号码, 若携带有紧急呼叫标识或为本地预设的紧急呼叫号码, 则确定该呼叫请求 为紧急呼叫请求, 并对该呼叫请求进行相应的紧急呼叫处理。
504、 紧急呼叫处理终端查找空闲的移动终端。
紧急呼叫处理终端判断本地存储的紧急移动终端组中是否存在通话状 态为空闲的移动终端, 若存在, 则在该通话状态为空闲的移动终端中指定 其中一个移动终端 (可以通过定位的方法指定距离该用户终端最近的一个 移动终端), 并触发 505向该移动终端转接该紧急呼叫请求; 若不存在, 则 通知该用户终端紧急呼叫处理终端繁忙。

下面对用于执行上述紧急呼叫处理方法的本发明紧急呼叫处理终端的 实施例进行说明, 本发明实施例中的紧急呼叫处理终端具体可以为计算机 或数字信号处理设备, 其逻辑结构请参考图 6, 本发明实施例中的紧急呼叫 处理终端的一个实施例包括:接收单元 601,查找单元 602和转接单元 603。

第一判断模块 6021, 用于判断本地存储的紧急移动终端组中是否存在 通话状态为空闲的移动终端, 若存在, 则触发转接单元; 若不存在, 则触 发第二判断模块。
第二判断模块 6022, 用于判断该用户终端是否具有短消息接收功能, 若有, 则触发短消息发送模块; 若没有, 则触发语音服务模块。
短消息发送模块 6023, 用于向该用户终端发送短消息, 通知该用户终 端紧急呼叫处理终端繁忙。
语音服务模块 6024, 用于将该紧急呼叫请求转接到紧急呼叫处理终端 的语音服务终端中, 建立通话连接, 通过该语音服务终端通知该用户终端 紧急呼叫处理终端繁忙。
本发明实施例中的紧急呼叫处理终端还可以进一歩包括: 通话状态切 换单元 604, 录音单元 605和信息记录单元 606。
通话状态切换单元 604,用于在转接单元将该紧急呼叫请求通过 BTS转 接到该移动终端之后, 将该移动终端的通话状态切换为繁忙。
录音单元 605, 用于在与用户终端建立通话连接之后, 对通话过程进行 录音。
信息记录单元 606, 用于在与用户终端建立通话连接之后, 记录该用户 终端的号码, 发送该紧急呼叫请求的时间, 以及对该紧急呼叫请求的处理 状态。
本发明实施例的紧急呼叫处理终端中各个单元具体的交互过程如下: 在用户终端发送紧急呼叫请求之后,紧急呼叫处理终端的接收单元 601 紧急呼叫处理终端通过 BTS接收用户终端发送的紧急呼叫请求。 紧急呼叫 处理终端可以设置若干个号码为紧急呼叫号码, 当用户终端拨打这些紧急 呼叫号码时, 紧急呼叫处理终端就会触发查找单元 602进行相应的紧急呼 叫处理。 同时, 紧急呼叫处理终端也可以使用 GSM 中规定了一些紧急呼叫 电话 (Emergency Call ) , 这种呼叫的信令和普通呼叫的信令不同, 在这种 紧急呼叫请求中会携带有紧急呼叫标识, 当用户拨打这种携带有紧急呼叫 标识的号码时, 紧急呼叫处理终端也会进行相应的紧急呼叫处理。 查找单元 602的第一判断模块 6021判断本地存储的紧急移动终端组中 是否存在通话状态为空闲的移动终端, 若存在, 则触发转接单元 603 ; 若不 存在,则触发第二判断模块 6021判断该用户终端是否具有短消息接收功能, 若有, 则触发短消息发送模块 6023向该用户终端发送短消息, 通知该用户 终端紧急呼叫处理终端繁忙; 短消息的内容可以为: "对不起, 当前的紧 急呼叫处理终端繁忙, 请稍候再拨, 或通过短消息回复您的姓名, 求助内 容以及求助地点。 "若没有, 则触发语音服务模块 6024将该紧急呼叫请求 转接到紧急呼叫处理终端的语音服务终端中, 建立通话连接, 通过该语音 服务终端通知该用户终端紧急呼叫处理终端繁忙; 该语音服务终端可以为 自动语音服务终端, 或人工语音服务终端。 当该紧急呼叫请求转接到紧急 呼叫处理终端的语音服务终端时, 若为自动语音服务终端, 则向用户回复 如: "对不起, 当前的紧急呼叫处理终端繁忙, 请稍候再拨, 或通过短消 息回复您的姓名, 求助内容以及求助地点。 "这样的内容; 若为人工语音 服务终端, 则由紧急呼叫中心的工作人员为用户提供服务。 在通话连接建 立之后, 触发录音单元 605以及信息记录单元 606。
可选的, 在本发明实施例中, 当本地存储的紧急移动终端组中不存在 通话状态为空闲的移动终端时, 可以不通过第二判断模块 6021的判断, 直 接触发语音服务模块 6024将该紧急呼叫请求转接到紧急呼叫处理终端的语 音服务终端中。
若本地存储的紧急移动终端组中存在通话状态为空闲的移动终端, 则 转接单元 603从该通话状态为空闲的移动终端中指定其中一个移动终端, 通过 BTS将该紧急呼叫请求转接到紧急呼叫处理终端指定的移动终端中, 使得该用户终端与该指定的移动终端建立通话连接。

紧急呼叫处理终端 701,用于通过基站 BTS接收用户终端发送的紧急呼 叫请求; 在本地存储的紧急移动终端组中查找通话状态为空闲的移动终端; 将该紧急呼叫请求通过 BTS转接到该移动终端中, 建立通话连接;
基站 702,用于将该用户终端发送的紧急呼叫请求转接到该紧急呼叫处 理终端, 且将该紧急呼叫请求转接到该紧急呼叫处理终端指定的移动终端, 使得该用户终端与该移动终端建立通话连接;
移动终端 703, 用于与该用户终端建立通话连接。
本发明实施例中的紧急呼叫处理系统应用与上述图 5所描述的实施例。 所属领域的技术人员可以清楚地了解到, 为描述的方便和简洁, 上述 描述的系统, 装置和单元的具体工作过程, 可以参考前述方法实施例中的 对应过程, 在此不再赘述。
在本申请所提供的几个实施例中, 应该理解到, 所揭露的系统, 装置 和方法, 可以通过其它的方式实现。 例如, 以上所描述的装置实施例仅仅 是示意性的, 例如, 所述单元的划分, 仅仅为一种逻辑功能划分, 实际实 现时可以有另外的划分方式, 例如多个单元或组件可以结合或者可以集成 到另一个系统, 或一些特征可以忽略, 或不执行。 另一点, 所显示或讨论 的相互之间的耦合或直接耦合或通信连接可以是通过一些接口, 装置或单 元的间接耦合或通信连接, 可以是电性, 机械或其它的形式。
所述作为分离部件说明的单元可以是或者也可以不是物理上分开的, 作为单元显示的部件可以是或者也可以不是物理单元, 即可以位于一个地 方, 或者也可以分布到多个网络单元上。 可以根据实际的需要选择其中的 部分或者全部单元来实现本实施例方案的目的。
另外, 在本发明各个实施例中的各功能单元可以集成在一个处理单元 中, 也可以是各个单元单独物理存在, 也可以两个或两个以上单元集成在 一个单元中。 上述集成的单元既可以采用硬件的形式实现, 也可以采用软 件功能单元的形式实现。
所述集成的单元如果以软件功能单元的形式实现并作为独立的产品销 售或使用时, 可以存储在一个计算机可读取存储介质中。 基于这样的理解, 本发明的技术方案本质上或者说对现有技术做出贡献的部分或者该技术方 案的全部或部分可以以软件产品的形式体现出来, 该计算机软件产品存储 在一个存储介质中, 包括若干指令用以使得一台计算机设备 (可以是个人 计算机, 服务器, 或者网络设备等) 执行本发明各个实施例所述方法的全 部或部分歩骤。而前述的存储介质包括: U盘、移动硬盘、只读存储器(ROM, Read-Only Memory), 随机存取存储器 ( RAM, Random Access Memory) , 磁 碟或者光盘等各种可以存储程序代码的介质。
以上所述, 仅为本发明的具体实施方式, 但本发明的保护范围并不局 限于此, 任何熟悉本技术领域的技术人员在本发明揭露的技术范围内, 可 轻易想到变化或替换, 都应涵盖在本发明的保护范围之内。 因此, 本发明 的保护范围应所述以权利要求的保护范围为准。

Claims

权利要求
1、 一种紧急呼叫处理方法, 其特征在于, 包括:
紧急呼叫处理终端通过基站接收用户终端发送的紧急呼叫请求; 紧急呼叫处理终端在本地存储的紧急移动终端组中查找通话状态为空 闲的移动终端;
紧急呼叫处理终端将所述紧急呼叫请求通过基站转接到所述移动终端 中, 使得所述用户终端与所述移动终端建立通话连接。
2、 根据权利要求 1所述的方法, 其特征在于, 所述在本地存储的紧急 移动终端组中查找通话状态为空闲的移动终端包括:
紧急呼叫处理终端判断本地存储的紧急移动终端组中是否存在通话状 态为空闲的移动终端, 若存在, 则触发将所述紧急呼叫请求转接到所述移 动终端中的歩骤; 若不存在, 则通知所述用户终端紧急呼叫处理终端繁忙。
3、 根据权利要求 2所述的方法, 其特征在于, 所述通知所述用户终端 紧急呼叫处理终端繁忙包括:
紧急呼叫处理终端将所述紧急呼叫请求转接到语音服务终端中, 使得 所述用户终端与所述语音服务终端建立通话连接, 通过所述语音服务终端 通知所述用户终端紧急呼叫处理终端繁忙。
4、 根据权利要求 2所述的方法, 其特征在于, 所述通知所述用户终端 紧急呼叫处理终端繁忙包括:
紧急呼叫处理终端判断所述用户终端是否具有短消息接收功能, 若有, 则向所述用户终端发送短消息, 通知所述用户终端紧急呼叫处理终端繁忙; 若没有, 则将所述紧急呼叫请求转接到语音服务终端中, 建立通话连 接, 通过所述语音服务终端通知所述用户终端紧急呼叫处理终端繁忙。
5、 根据权利要求 1所述的方法, 其特征在于, 所述将所述紧急呼叫请 求通过基站转接到所述移动终端中, 使得所述用户终端与所述移动终端建 立通话连接之后包括: 紧急呼叫处理终端将所述移动终端的通话状态切换为繁忙。
6、 根据权利要求 1至 5任意一项所述的方法, 其特征在于, 所述建立 通话连接之后包括:
紧急呼叫处理终端对通话过程进行录音。
7、 根据权利要求 1至 5任意一项所述的方法, 其特征在于, 所述建立 通话连接之后包括:
紧急呼叫处理终端记录所述用户终端的号码, 发送所述紧急呼叫请求 的时间, 以及对所述紧急呼叫请求的处理状态。
8、 一种紧急呼叫处理终端, 其特征在于, 包括:
接收单元, 用于通过基站接收用户终端发送的紧急呼叫请求; 查找单元, 用于在本地存储的紧急移动终端组中查找通话状态为空闲 的移动终端;
转接单元, 用于将所述紧急呼叫请求通过基站转接到所述移动终端中, 使得所述用户终端与所述移动终端建立通话连接。
9、 根据权利要求 8所述的终端, 其特征在于, 所述查找单元包括: 第一判断模块, 用于判断本地存储的紧急移动终端组中是否存在通话 状态为空闲的移动终端, 若存在, 则触发转接单元; 若不存在, 则触发第 二判断模块;
第二判断模块, 用于判断所述用户终端是否具有短消息接收功能, 若 有, 则触发短消息发送模块; 若没有, 则触发语音服务模块;
短消息发送模块, 用于向所述用户终端发送短消息, 通知所述用户终 端紧急呼叫处理终端繁忙;
语音服务模块, 用于将所述紧急呼叫请求转接到紧急呼叫处理终端的 语音服务终端中, 建立通话连接, 通过所述语音服务终端通知所述用户终 端紧急呼叫处理终端繁忙。
10、 根据权利要求 8所述的终端, 其特征在于, 所述终端还包括: 通话状态切换单元, 用于在转接单元将所述紧急呼叫请求通过基站转 接到所述移动终端之后, 将所述移动终端的通话状态切换为繁忙。
11、 根据权利要求 8所述的终端, 其特征在于, 所述终端还包括: 录音单元, 用于在与用户终端建立通话连接之后, 对通话过程进行录
12、 根据权利要求 8至 11任意一项所述的终端, 其特征在于, 所述终 端还包括:
信息记录单元, 用于在与用户终端建立通话连接之后, 记录所述用户 终端的号码, 发送所述紧急呼叫请求的时间, 以及对所述紧急呼叫请求的 处理状态。
13、 一种紧急呼叫处理系统, 其特征在于, 包括: 紧急呼叫处理终端, 所述紧急呼叫处理终端通过基站与移动终端通信; 其中,
所述紧急呼叫处理终端, 用于通过基站接收用户终端发送的紧急呼叫 请求; 在本地存储的紧急移动终端组中查找通话状态为空闲的移动终端; 将所述紧急呼叫请求通过基站转接到所述移动终端中, 使得所述用户终端 与所述移动终端建立通话连接;
所述基站, 用于将所述用户终端发送的紧急呼叫请求转接到所述紧急 呼叫处理终端, 且将所述紧急呼叫请求转接到所述紧急呼叫处理终端指定 的移动终端, 使得所述用户终端与所述移动终端建立通话连接;
所述移动终端, 用于与所述用户终端建立通话连接。
