【課題】配管内における走行駆動力が非常に大きい「配管内作業装置および方法」を提供する。 【解決手段】配管の内壁にその自由端部分が接触する環状の圧力境界シールを備え;圧力境界シールは、配管の内部の空間を、圧力境界シールを境界として、空間Aと空間Bの二つの空間に分割しており;空間Aの圧力境界シールに近接した一方の端部は、ホースを介して吸引ポンプに連通されており;且つ、空間Aの圧力境界シールに近接した一方の端部は、空間Aの内部の負の圧力を調整する真空破壊弁機構を介しても空間Bに連通されており;空間Aの圧力境界シールから離れた他方の端部は閉止されており;空間Bには、ホースが配置されている。
