家庭基站网关 (HNB GW)、 家庭演进基站网关 (HeNB GW)和家庭非 3GPP无线接入点网 关(Home non-3GPP WAP GW)分别为通过通用的 IP接入网络, 与 HNB、 HeNB和 Home non_3GPP WAP相连的家庭无线接入点的网关网元。 家庭无线接入点的网关网元具备, 执行家庭无线接入点的管理, 汇集家庭无线接入 点, 路由和转发家庭无线接入点和移动网络中的网元之间的信令数据等功能。 其中,移动网络中的网元包括: E-UTRAN中的移动性管理实体(Mobility Management Entity, MME)、 GPRS/UMTS中的服务 GPRS支持节点(Serving GPRS Supporting Node, SGSN) 和 non-3GPP网络中包括多种实现实体的非 3GPP网关(non-3GPP GW, 也可称之为移动接入 网关, Mobile Access Gateway, MAG),例如, WLAN中的演进分组数据网关(Evolved Packet Data Gateway, EPDG)、 Wimax中的接入业务网络网关(Access Service Network Gateway, ASN GW)、 CDMA中的接入网关(Access Gateway, AGW)及 HRPD中的高速分组数据服务网关 (HRPD Serving Gateway, HSGW)等。 归属签约用户服务器 (Home Subscriber Server, HSS)用于存储 UE的签约信息。 认 证、 授权与计费月艮务器 (Authentication Authorization and Accounting Server, AAA Server)用于对 UE执行接入认证、 授权和计费功能。 家庭接入管理服务器 (Home Management Server, HMS), 负责用户的 CSG管理等功能。 HMS可以是一个独立的网元, 也可以集成到 HSS等网元中。 HMS也可以和家庭接入点的网 关相连, 也可以直接和家庭无线接入点相连, 并不做严格的限制。 图 3示例性地给出 HMS 和家庭接入点的网关相连的情况。 并且, 上述只描述了家庭接入系统架构中的一种, 例如, 在另一种家庭接入系统架 构中家庭接入点可以和移动网络中的网元直接相连。
本发明实施例中描述的核心管理网元可以为 SGSN、 MME或者 non-3GPP GW。 源接入网元可通过至少如下方式中的一种获得 UE的 Allowed CSG List信息:
( 1 ) UE接入到核心管理网元时, 核心管理网元将 UE的 Allowed CSG List信息通知 给源接入网元。 如在接入的流程中, 对于 E-UTRAN网络, MME通过 Initial Context Setup
Request (初始上下文设置请求)消息将 UE的 Allowed CSG List信息通知给源接入网元; 对于 UTRAN网络, SGSN通过 Information Transfer Indication (信息传输指示)消息将 UE 的 Allowed CSG List信息通知给源接入网元。 注: 源接入网元获取 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的 Allowed CSG List信息, 核心管理网元则不会将 UE的 Allowed CSG List通知给源接入网元, 则源 接入网元不能获取到 UE的 Allowed CSG List信息。
( 2) UE的 Allowed CSG List信息配置在 HMS或者运营商的后台系统, 如运营商的 运营支撑系统(0SS, Operation Support System)或者业务运营支撑系统(BOSS, Business and Operation Support System)中, 由 HMS或者运营商的后台系统发给接入 网元。 例如, 接入网元上电开工后, 接入网元发送注册请求(Register Request)消息到 HMS或者运营商的后台系统, HMS或者运营商的后台系统在注册响应(Register Response) 消息中将 UE的 Allowed CSG List信息发给接入网元。 注: 源接入网元获取 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的 Allowed
CSG List信息, HMS或者运营商的后台系统不会将 UE的 Allowed CSG List通知给源接入 网元, 则源接入网元不能获取到 UE的 Allowed CSG List信息。 源接入网元可通过至少如下方式中的一种获取目标区域的接入模式和目标区域的 CSG ID信息: ( 1 ) UE在测量报告中上报目标区域的接入模式和目标区域的 CSG ID信息给源接入 网元。
( 2) 源接入网元中配置目标区域与接入模式和 CSG ID的对应关系表, 源接入网元 根据这个对应关系表获得目标区域的接入模式和目标区域的 CSG ID信息。
( 3) 源接入网元中配置 Cell ID (小区标识)与接入模式和 CSG ID的对应关系表。 UE在测量报告中上报 Cell信息,源接入网元根据这个 Cell信息获得目标区域的接入模式 和目标区域的 CSG ID信息。
(4) HMS或者运营商的后台系统, 例如, 运营商的运营支撑系统(0SS, Operation Support System)或者业务运营支撑系统 (BOSS, Business and Operation Support System)中配置目标区域与接入模式和 CSG ID的对应关系表, 源接入网元到 HMS或者运营 商的后台系统查询目标区域的接入模式和目标区域的 CSG ID。 例如, 接入网元发送注册 请求(Register Request)消息到 HMS或者运营商的后台系统, HMS或者运营商的后台系统 在注册响应 (Register Response)消息中将目标区域的接入模式和目标区域的 CSG ID信 息发给接入网元。 步骤 202: 源接入网元决策是否接入切换。 源接入网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Allowed CSG
List信息后, 可根据目标区域的接入模式和 /或目标区域的 CSG ID是否在 UE的 Allowed CSG List中来决策是否切换到目标区域。源接入网元判断是否发起切换可以有如下方式: 源接入网元先判断目标区域的接入模式, 具体判断步骤如下: ( 1 ) 如果目标区域的接入模式为 Hybrid Access Mode, 则源接入网元不管目标区 域的 CSG ID是否在 UE的 Allowed CSG List中, 源接入网元选择这个目标区域来发起切换 流程; 可选的, 源接入网元还可以进一步判断目标区域的 CSG ID是否在 UE的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用户在目标区域为 non-CSG用户, 以便后续将用户是否是 CSG用户的信息传递给目标接入网元; 或者
( 2) 如果目标区域的接入模式为 Closed Access Mode, 则源接入网元需要再判断 目标区域的 CSG ID是否在 UE的 Allowed CSG List中。 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, 则源接入网元选择这个目标区域来发起切换流程; 如果不在, 则 源接入网元不能选择这个目标区域来发起切换流程。 另一种方式为: 源接入网元先判断目标区域的 CSG ID是否在 UE的 Allowed CSG List 中, 具体判断步骤如下:
( 1 ) 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, UE在目标区域为 CSG用 户, 则源接入网元选择这个目标区域来发起切换流程;
( 2) 如果目标区域的 CSG ID不在 UE的 Allowed CSG List中, 即用户在目标区域为 non-CSG用户, 则源接入网元再判断目标区域的接入模式为何种接入模式。 如果目标区 域的接入模式为 Hybrid Access Mode, 则源接入网元选择这个目标区域来发起切换流程; 如果目标区域的接入模式为 Closed Access Mode, 则源接入网元不能选择这个目标区域 来发起切换流程。
注: 如果源接入网元获取目标区域的接入模式和目标区域的 CSG ID, 没有获取到 UE 的 Allowed CSG List, 如用户设备没有签约的 Allowed CSG List信息, 可根据目标区域 的接入模式来决策是否切换到目标区域。 源接入网元判断是否发起切换可以有如下方 式: 源接入网元先判断目标区域的接入模式, 具体判断步骤如下:
( 1 ) 如果目标区域的接入模式为 Hybrid Access Mode, 则源接入网元选择这个目 标区域来发起切换流程; 可选的, 由于没有获取到 UE的 Allowed CSG List, 源接入网元 还可以进一步判断该用户在目标区域为 non-CSG用户, 以便后续将用户是 non-CSG用户的 信息传递给目标接入网元; 或者 ( 2 ) 如果目标区域的接入模式为 Closed Access Mode, 则源接入网元不能选择这 个目标区域来发起切换流程。 另一种方式为: 源接入网元先获知没有获取到 UE的 Al lowed CSG List, 即用户在目 标区域为 non-CSG用户, 则源接入网元再判断目标区域的接入模式为何种接入模式。 如 果目标区域的接入模式为 Hybrid Access Mode, 则源接入网元选择这个目标区域来发起 切换流程; 如果目标区域的接入模式为 Closed Access Mode, 则源接入网元不能选择这 个目标区域来发起切换流程。 步骤 203: 源接入网元决策要发起切换流程后, 发送切换请求 (Handover Request) 消息到目标接入网元。 进一步的, 消息中还可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目 标接入网元可以对 CSG用户进行与非 CSG用户不同的特殊的处理,例如差异化的 QoS控制: 可以让 CSG用户比非 CSG用户优先享用网络资源。该信息的表现形式可以包括如下至少一 种:
( 1 ) 可以携带一个是否为 CSG用户的指示信息, 如当判断出用户为 CSG用户, 则携 带一个 "CSG member indication"指示该用户为 CSG用户; 当判断出用户为 non-CSG用 户,则不携带该指示信息表示该用户为 non-CSG用户。或者当判断出用户为 non-CSG用户, 则携带一个 "non-CSG member indication"指示该用户为 non-CSG用户; 当判断出用户 为 CSG用户, 则不携带该指示信息表示该用户为 CSG用户。 或者
( 2 ) 可以设置一个 type类型值指示是否为 CSG用户, 如当判断出用户为 CSG用户, 设置一个 "CSG member type "类型值为 "YES" , 指示该用户为 CSG用户; 当判断出用 户为 non-CSG用户,则设置一个" CSG member type "类型值为" N0",指示该用户为 non-CSG 用户。 步骤 204: 目标接入网元回切换请求确认(Handover Request Ack)消息到源接入网 元。 消息中可以携带目标区域的接入模式和目标区域的 CSG ID信息。 步骤 205: 源接入网元发送切换命令(Handover Command)消息到 UE通知 UE切换到目 此步骤中, 可选的, 对于步骤 203中通知目标接入网元用户是否为 CSG用户的方式也 可以在 205, 206步骤中由以下方式实现: UE可以判断目标区域的 CSG ID是否在 UE的 Al lowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用户 在目标区域为 non-CSG用户。 UE获取目标区域的接入模式和 CSG ID信息可以有如下至少 一种方式:
( 1 ) 源接入网元可以在切换命令 (Handover Command)消息中携带目标区域的接入 模式和 CSG ID信息; 或者
( 2 ) 通过小区广播的方式可以获取目标区域的接入模式和 CSG ID信息。 注: 可选的, 如果 UE没有签约的 Al lowed CSG List信息, 则 UE可以判断该用户在目 标区域为 non-CSG用户。 步骤 206: UE切换到目标区域, 发送切换证实 (Handover Confirm)消息到目标接入 网元。 进一步的, 消息中还可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目 标接入网元可以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 207: 目标接入网元发送路径切换请求 (Path Switch Request)消息到核心管理 网元。 如果存在接入网关, 则这个消息通过目标接入网关发给核心管理网元。 步骤 208: 核心管理网元回路径切换请求确认(Path Switch Request Ack)消息到目 标接入网元。 如果存在接入网关, 则这个消息通过目标接入网关发给目标接入网元。 步骤 209: 目标接入网元发送释放资源(Release Resource)消息到源接入网元。 至此,由源接入网元决策是否发起切换、并使用户设备切换到目标区域的过程结束。 方式二: 本发明实施例二方式二是基于 S1接口的切换, 源接入网元和目标接入网元 之间不可以传递消息, 需要通过核心管理网元来传递消息, 其示意流程图如图 4所示, 具体包括如下步骤: 步骤 401 : 源接入网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Al lowed CSG List信息。 源接入网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Allowed CSG List信息的过程与本发明实施例二方式一中步骤 201相似, 不再赘述。 注: 源接入网元获取 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的 Allowed CSG List信息, 则源接入网元不能获取到 UE的 Allowed CSG List信息。 步骤 402: 源接入网元切换决策。 源接入网元切换决策过程与本发明实施例二方式一中步骤 202相似, 不再赘述。 注: 如果源接入网元获取目标区域的接入模式和目标区域的 CSG ID, 没有获取到 UE 的 Allowed CSG List, 如用户设备没有签约的 Allowed CSG List信息, 源接入网元切换 决策过程和判断 UE是否为 CSG用户与本发明实施例二方式一中步骤 202相似, 不再赘述。 步骤 403: 源接入网元决策要发起切换流程后, 发送切换要求 (Handover Required) 消息到源核心管理网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息。 该信息的表现形式参见本 发明实施例二方式一步骤 203的描述。 步骤 404: 源核心管理网元发送前转重定位请求(Forward Relocation Request)消 息到目标核心管理网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息。 步骤 405: 目标核心管理网元发送切换请求 (Handover Request)消息到目标接入网 元。 消息中携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 目标接入网元可以为家庭无线接入点(HNB, HeNB, Home non_3GPP WAP)或者为具有 CSG功能的无线接入点。 步骤 406: 目标接入网元回切换请求确认(Handover Request Ack)消息到目标核心 管理网元。
消息中可以携带目标区域的接入模式和 CSG ID信息。 如果存在接入网关, 则目标接入网元通过目标接入网关和目标核心管理网元之间进 行交互。 步骤 407: 目标核心管理网元回前转重定位响应(Forward Relocation Response)消 息到源核心管理网元。 消息中可以携带目标区域的接入模式和 CSG ID信息。 步骤 408: 源核心管理网元发送切换命令 (Handover Command)消息到源接入网元。 消息中可以携带目标区域的接入模式和 CSG ID信息。 步骤 409: 源接入网元发送 Handover Command消息到 UE通知 UE切换到目标区域。 可选的,对于步骤 405中通知目标接入网元用户是否为 CSG用户的方式也可以在 409、 410步骤中由以下方式实现: UE可以判断目标区域的 CSG ID是否在 UE的 Allowed CSG List 中,如果在,则该用户在目标区域为 CSG用户;如果不在,则该用户在目标区域为 non-CSG 用户。 UE获取目标区域的接入模式和 CSG ID信息的方式可参见本发明实施例二方式一步 骤 205的描述。 注: 可选的, 如果 UE没有签约的 Allowed CSG List信息, 则 UE可以判断该用户在目 标区域为 non-CSG用户。 步骤 410: UE切换到目标区域, 发送切换证实 (Handover Confirm)消息到目标接入 网元。 进一步的, 消息中还可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目 标接入网元可以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 411 :目标接入网元发送切换通知(Handover Notify)消息到目标核心管理网元, 通知目标核心管理网元 UE已切换到目标区域。 步骤 412: 源核心管理网元与源接入网元交互, 释放 UE上下文。 本发明实施例二中, 源接入网元根据目标区域的接入模式和 /或目标区域的 CSG ID 是否在 UE的 Allowed CSG List中来决策是否切换到目标区域, 保证了 UE能够切换到允许 接入的目标区域, 尤其当目标区域的接入模式为 Hybrid Access Mode时, 即使目标区域 的 CSG ID不在 UE的 Allowed CSG List中, 也可以保证 UE切换到目标区域, 从而保证了 UE 的业务连续性, 增强了用户体验。 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 当判断出用户在目标区 域是否为 CSG用户, 将该信息传给目标接入网元, 目标接入网元可以根据用户是否为 CSG 用户进行差异化的 QoS控制, 比如对 CSG用户, 需要采用差异化的 QoS控制, 即优先让 CSG 用户享用网络资源, 可进一步增强用户体验。 注: 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 即使没有获取到 UE 的 Allowed CSG List, 如 UE没有签约的 Allowed CSG List信息, 仍然可以保证 UE切换到 目标区域, 从而保证了 UE的业务连续性, 增强了用户体验。 本发明实施例三的切换控制方法中, 是由核心管理网元实现切换时的切换控制。 本 发明实施例三是基于 X2接口的切换, 源接入网元和目标接入网元之间可以传递消息, 核 心管理网元没有发生改变, 即源核心管理网元和目标核心管理网元是同一个核心管理网 元, 其示意流程图如图 5所示, 具体包括如下步骤: 步骤 501 : 源接入网元发送切换请求(Handover Request)消息到目标接入网元。 目标接入网元可以为家庭无线接入点(如 HNB, HeNB, 或者 Home non_3GPP WAP), 具 有 CSG功能的无线接入点(如 NodeB, eNodeB, 或者 non_3GPP WAP), 家庭基站网关(HNB GW),家庭演进基站网关(HeNB GW)或者为家庭非 3GPP无线接入点网关(Home non_3GPP WAP GW)等。 步骤 502: 目标接入网元回切换请求确认(Handover Request Ack)消息到源接入网 元。 可选的, 目标接入网元可以携带目标区域的接入模式和 CSG ID信息。 步骤 503: 源接入网元发送切换命令(Handover Command)消息到 UE, 通知 UE切换到 目标区域。 可选的, UE可以判断目标区域的 CSG ID是否在 UE的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用户在目标区域为 non-CSG用户。 UE获 取目标区域的接入模式和 CSG ID信息的方式可参见本发明实施例二方式一步骤 205的描 述。 注: 可选的, 如果 UE没有签约的 Allowed CSG List信息, 则 UE可以判断该用户在目 标区域为 non-CSG用户。 步骤 504: UE切换到目标区域, 发送切换证实(Handover Confirm)消息到目标接入 网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可 以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 505: 目标接入网元发送路径切换请求 (Path Switch Request)消息到核心管理 网元。 目标接入网元可以在这个消息中携带目标区域的接入模式和目标区域的 CSG ID信 息。 步骤 506: 核心管理网元获取目标区域的接入模式和目标区域的 CSG ID信息、 以及 UE的 Al lowed CSG List信息。 核心管理网元可以通过至少如下方式中的一种获取目标区域的接入模式和目标区 域的 CSG ID信息:
( 1 ) 目标接入网元在路径切换请求 (Path Switch Request)消息中携带目标区域 的接入模式和目标区域的 CSG ID信息。
( 2 ) 核心管理网元中配置目标区域与接入模式和 CSG ID的对应关系表, 核心管理 网元根据这个对应关系表获得目标区域的接入模式和目标区域的 CSG ID信息。 ( 3 ) 核心管理网元中配置 Cel l (小区)与接入模式和 CSG ID的对应关系表。 目标接 入网元在 Path Switch Request消息中携带 Cel l信息, 核心管理网元根据这个 Cel l信息 获得目标区域的接入模式和目标区域的 CSG ID信息。
( 4) HMS或者运营商的后台系统, 例如: 运营商的运营支撑系统(0SS, Operation Support System)或者业务运营支撑系统 (BOSS, Business and Operation Support System)中配置目标区域与接入模式和 CSG ID的对应关系表, 核心管理网元到 HMS或者运 营商的后台系统查询目标区域的接入模式和目标区域的 CSG ID。
UE在注册到核心管理网元时核心管理网元可以从 HSS中获得 UE的 Al lowed CSG List 信息。 如核心管理网元发送 Update Location (位置更新)消息到 HSS, HSS回 Update Location Ack (位置更新确认)消息到核心管理网元, HSS在这个消息中携带 UE的 Al lowed CSG Li st信息。 注:核心管理网元获取 UE的 Al lowed CSG List为可选。如果 UE没有签约的 Al lowed CSG List信息, 则核心管理网元从 HSS获取的 UE的签约信息中没有 UE的允许 CSG列表, 即核心 管理网元不能获取到 UE的 Al lowed CSG List信息。 如果存在接入网关, 则这个消息通过目标接入网关发给核心管理网元。 步骤 507: 核心管理网元决策是否接入切换。 核心管理网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Allowed CSG List信息后, 可根据目标区域的接入模式和 /或目标区域的 CSG ID是否在 UE的 Allowed CSG List中来决策是否切换到目标区域。 核心管理网元判断是否发起切换可以有如下方 式: 核心管理网元先判断目标区域的接入模式, 具体判断步骤如下:
( 1 ) 如果目标区域的接入模式为 Hybrid Access Mode, 则核心管理网元不管目标 区域的 CSG ID是否在 UE的 Allowed CSG List中, 核心管理网元选择这个目标区域来发起 切换流程, 执行后续步骤 508b; 可选的, 核心管理网元判断目标区域的 CSG ID是否在 UE 的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用 户在目标区域为 non-CSG用户,进一步以便后续将用户是否是 CSG用户的信息传递给目标 接入网元。 或者
( 2) 如果目标区域的接入模式为 Closed Access Mode, 则核心管理网元需要判断 目标区域的 CSG ID是否在 UE的 Allowed CSG List中。 如果目标区域的 CSG ID在 UE的
Allowed CSG List中, 则核心管理网元选择这个目标区域来发起切换流程, 执行后续步 骤 508b; 如果不在, 则核心管理网元不能选择这个目标区域来发起切换流程, 执行后续 步骤 508a。 另一种方式为:核心管理网元先判断目标区域的 CSG ID是否在 UE的 Allowed CSG List 中, 具体判断步骤如下:
( 1 ) 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, UE在目标区域为 CSG用 户, 则核心管理网元选择这个目标区域来发起切换流程, 执行后续步骤 508b;
( 2) 如果目标区域的 CSG ID不在 UE的 Allowed CSG List中, 即用户在目标区域为 non-CSG用户, 则核心管理网元再判断目标区域的接入模式为何种接入模式。 如果目标 区域的接入模式为 Hybrid Access Mode, 则核心管理网元选择这个目标区域来发起切换 流程, 执行后续步骤 508b; 如果目标区域的接入模式为 Closed Access Mode, 则核心管 理网元不能选择这个目标区域来发起切换流程, 执行后续步骤 508a。 注: 如果核心管理网元获取目标区域的接入模式和目标区域的 CSG ID, 没有获取到 UE的 Allowed CSG List, 如用户设备没有签约的 Allowed CSG List信息, 核心管理网元 切换决策过程和判断 UE是否为 CSG用户与本发明实施例二方式一中步骤 202相似, 不再赘 述。 步骤 508a: 核心管理网元拒绝接入切换。 如果核心管理网元拒绝目标接入网元的路径切换请求 (Path Switch Request)消息, 则核心管理网元发送切换拒绝 (Handover Reject)消息到目标接入网元。 拒绝消息中可 以携带指示信息指示拒绝是由于 CSG接入受限导致的 (如消息中携带 Cause原因值为 "CSG Access Restricted" ), 或者消息中携带 UE的 Allowed CSG List信息, 这样后续源接入 网元不再选择这个目标区域来切换。 步骤 508b: 核心管理网元接受接入切换。 如果核心管理网元接受目标接入网元的路径切换请求 (Path Switch Request)消息, 则核心管理网元回路径切换请求确认(Path Switch Request Ack)消息到目标接入网元, 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 509: 目标接入网元发送释放资源(Release Resource)消息到源接入网元。 至此, 由核心管理网元决策是否发起切换、 并使用户设备切换到目标区域的过程结 束。 本发明实施例三中,核心管理网元根据目标区域的接入模式和 /或目标区域的 CSG ID 是否在 UE的 Allowed CSG List中来决策是否切换到目标区域, 保证了 UE能够切换到允许 接入的目标区域, 尤其当目标区域的接入模式为 Hybrid Access Mode时, 即使目标区域 的 CSG ID不在 UE的 Allowed CSG List中, 也可以保证 UE切换到目标区域, 从而保证了 UE 的业务连续性, 增强了用户体验。 可选的, 目标区域的接入模式和目标区域的 CSG ID可 以由目标接入网元提供, 可以减少通过源接入网元获取这些信息对现有技术的改动, 如 UE上报的测量报告携带这些信息, 同时这些信息由目标接入网元提供更加可信。 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 当判断出用户在目标区 域是否为 CSG用户, 将该信息传给目标接入网元, 目标接入网元可以根据用户是否为 CSG 用户进行差异化的 QoS控制, 比如对 CSG用户, 需要采用差异化的 QoS控制, 即优先让 CSG 用户享用网络资源, 可进一步增强用户体验。 注: 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 即使没有获取到 UE 的 Al lowed CSG List, 如 UE没有签约的 Al lowed CSG List信息, 仍然可以保证 UE切换到 目标区域, 从而保证了 UE的业务连续性, 增强了用户体验。 本发明实施例四的切换控制方法中, 是由源核心管理网元实现切换时的切换控制。 本发明实施例四是基于 S1接口的切换, 源接入网元和目标接入网元之间不可以传递消 息, 需要通过核心管理网元来传递消息, 核心管理网元发生了改变, 其示意流程图如图
6所示, 具体包括如下步骤: 步骤 601 : 源接入网元发送 Handover Required消息到源核心管理网元。 步骤 602: 源核心管理网元获取目标区域的接入模式和目标区域的 CSG ID信息、 以 及 UE的 Al lowed CSG List信息。 源核心管理网元可通过至少如下方式中的一种获取目标区域的接入模式和目标区 域的 CSG ID信息: ( 1 ) 源接入网元在 Handover Required消息中携带目标区域的接入模式和目标区 域的 CSG ID信息。
( 2 ) 源核心管理网元中配置目标区域与接入模式和 CSG ID的对应关系表, 源核心 管理网元根据这个对应关系表获得目标区域的接入模式和目标区域的 CSG ID信息。
( 3 ) 源核心管理网元中配置 Cel l (小区)与接入模式和 CSG ID的对应关系表。 源接 入网元在 Handover Required消息中携带 Cel l信息, 源核心管理网元根据这个 Cel l信息 获得目标区域的接入模式和目标区域的 CSG ID信息。
( 4) HMS或者运营商的后台系统, 例如运营商的运营支撑系统(0SS, Operation Support System)或者业务运营支撑系统 (BOSS, Business and Operation Support System)中配置目标区域与接入模式和 CSG ID的对应关系表, 源核心管理网元到 HMS或者 运营商的后台系统查询目标区域的接入模式和目标区域的 CSG ID。
UE在注册到源核心管理网元时源核心管理网元可以从 HSS中获得 UE的 Al lowed CSG List信息。如源核心管理网元发送 Update Location (位置更新)消息到 HSS, HSS回 Update Location Ack (位置更新确认)消息到源核心管理网元, HSS在这个消息中携带 UE的 Allowed CSG List信息。 注: 源核心管理网元获取 UE的 Allowed CSG List为可选。 如果 UE没有签约的 Allowed CSG List信息, 则源核心管理网元从 HSS获取的 UE的签约信息中没有 UE的允许 CSG列表, 即源核心管理网元不能获取到 UE的 Allowed CSG List信息。 步骤 603: 源核心管理网元决策是否接入切换。 源核心管理网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Allowed CSG List信息后, 可根据目标区域的接入模式和 /或目标区域的 CSG ID是否在 UE的 Allowed CSG List中来决策是否切换到目标区域。 源核心管理网元判断是否发起切换可 以有如下方式: 源核心管理网元先判断目标区域的接入模式, 具体判断步骤如下:
(1) 如果目标区域的接入模式为 Hybrid Access Mode, 则源核心管理网元不管目 标区域的 CSG ID是否在 UE的 Allowed CSG List中, 源核心管理网元选择这个目标区域来 发起切换流程, 执行后续步骤 604b; 可选的, 源核心管理网元判断目标区域的 CSG ID是 否在 UE的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用户在目标区域为 non-CSG用户,进一步以便后续将用户是否是 CSG用户的信息传递 给目标接入网元。 或者
(2) 如果目标区域的接入模式为 Closed Access Mode, 则源核心管理网元需要判 断目标区域的 CSG ID是否在 UE的 Allowed CSG List中。 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, 则源核心管理网元选择这个目标区域来发起切换流程, 执行后续 步骤 604b; 如果不在, 则源核心管理网元不能选择这个目标区域来发起切换流程, 执行 后续步骤 604a。 另一种方式为: 源核心管理网元先判断目标区域的 CSG ID是否在 UE的 Allowed CSG List中, 具体判断步骤如下: (1) 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, UE在目标区域为 CSG用 户, 则源核心管理网元选择这个目标区域来发起切换流程, 执行后续步骤 604b;
(2) 如果目标区域的 CSG ID不在 UE的 Allowed CSG List中, 即用户在目标区域为 non-CSG用户, 则源核心管理网元再判断目标区域的接入模式为何种接入模式。 如果目 标区域的接入模式为 Hybrid Access Mode, 则源核心管理网元选择这个目标区域来发起 切换流程, 执行后续步骤 604b; 如果目标区域的接入模式为 Closed Access Mode, 则源 核心管理网元不能选择这个目标区域来发起切换流程, 执行后续步骤 604a。 注: 如果源核心管理网元获取目标区域的接入模式和目标区域的 CSG ID, 没有获取 到 UE的 Al lowed CSG List, 如用户设备没有签约的 Al lowed CSG List信息, 源核心管理 网元切换决策过程和判断 UE是否为 CSG用户与本发明实施例二方式一中步骤 202相似, 不 再赘述。 步骤 604a: 源核心管理网元拒绝接入切换。 如果源核心管理网元拒绝源接入网元的 Handover Required消息, 则源核心管理网 元发送 Handover Re ject (切换拒绝)消息到源接入网元。 拒绝消息中可以携带指示信息 指示拒绝是由于 CSG接入受限导致的(如消息中携带 Cause原因值为 "CSG Access Restricted" ), 或者消息中携带 UE的 Al lowed CSG List信息, 这样后续源接入网元不 再选择这个目标区域来切换。 步骤 604b: 源核心管理网元接受接入切换。 如果源核心管理网元接受源接入网元的 Handover Required消息, 则源核心管理网 元回前转重定位请求(Forward Relocation Request)消息到目标核心管理网元。 消息中 可以携带用户在目标区域是否为 CSG用户的信息。 步骤 605: 目标核心管理网元发送切换请求 (Handover Request)消息到目标接入网 元, 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可 以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 目标接入网元可以为家庭无线接入点(如 HNB, HeNB, 或者 Home non_3GPP WAP)或者 为具有 CSG功能的无线接入点(如 NodeB, eNodeB, 或者 non_3GPP WAP)。 步骤 606: 目标接入网元回切换请求确认(Handover Request Ack)消息到目标核心 管理网元。 消息中可以携带目标区域的接入模式和 CSG ID信息。 如果存在接入网关, 则目标接入网元通过目标接入网关和目标核心管理网元之间进 行交互。 步骤 607: 目标核心管理网元回前转重定位响应(Forward Relocation Response)消 息到源核心管理网元。 本步骤的一种可选方案为: 如果目标区域的接入模式和目标区域的 CSG ID信息不是源接入网元在步骤 601中的 消息传给源核心管理网元的, 则步骤 607中前转重定位响应消息中可以携带目标区域的 接入模式和 CSG ID信息, 则源核心管理网元决策是否接入切换在本步骤处理, 即源核心 管理网元收到目标核心管理网元发送的 Forward Relocation Response消息后进行切换 决策的判断处理。 源核心管理网元如果不选择这个目标区域来发起切换流程, 执行后续步骤 608a; 反 之, 如果源核心管理网元选择这个目标区域来发起切换流程, 则执行后续步骤 608b。 源核心管理网元获取目标区域的接入模式和目标区域的 CSG ID信息可以参见本实施 例步骤 602的描述, 另外也可以由目标核心管理网元发送的前转重定位响应消息中携带 目标区域的接入模式和目标区域的 CSG ID信息。 源核心管理网元进行切换决策和判断 UE是否为 CSG用户的具体处理参见本实施例步 骤 603的描述。 注: 如果源核心管理网元获取目标区域的接入模式和目标区域的 CSG ID, 没有获取 到 UE的 Al lowed CSG List, 如用户设备没有签约的 Al lowed CSG List信息, 源核心管理 网元切换决策过程和判断 UE是否为 CSG用户与本发明实施例二方式一中步骤 202相似, 不 再赘述。 步骤 608a: 源核心管理网元拒绝接入切换。 如果源核心管理网元指示切换拒绝, 则源核心管理网元发送切换拒绝 (Handover Reject)消息到源接入网元。 Handover Reject消息中可以携带指示信息指示拒绝是由于 CSG接入受限导致的(如消息中携带 Cause原因值为 "CSG Access Restricted" ), 或者 消息中携带 UE的 Al lowed CSG List信息, 这样后续源接入网元不再选择这个目标区域来 切换。 步骤 608b: 源核心管理网元接受接入切换。 如果源核心管理网元指示切换成功, 则源核心管理网元发送切换命令 (Handover Command)消息到源接入网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息。 可选的, 消息中可以携带 目标区域的接入模式和 CSG ID信息。 步骤 609: 如果源接入网元收到 Handover Command消息,则源接入网元发送 Handover Command消息到 UE, 通知 UE切换到目标区域。 可选的,对于步骤 605中通知目标接入网元用户是否为 CSG用户的方式也可以在 609、
610步骤中由以下方式实现: UE可以判断目标区域的 CSG ID是否在 UE的 Al lowed CSG List 中,如果在,则该用户在目标区域为 CSG用户;如果不在,则该用户在目标区域为 non-CSG 用户。 UE获取目标区域的接入模式和 CSG ID信息的方式可参见本发明实施例二方式一步 骤 205的描述。 如果源接入网元收到 Handover Re ject消息且消息中携带指示信息指示切 换拒绝是由于 CSG接入受限导致的, 则源接入网元后续不再选择这个目标区域发起切换 流程。 注: 可选的, 如果 UE没有签约的 Al lowed CSG List信息, 则 UE可以判断该用户在目 标区域为 non-CSG用户。 步骤 610: UE切换到目标区域, 发送切换证实 (Handover Confirm)消息到目标接入 网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可 以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 611 :目标接入网元发送切换通知(Handover Notify)消息到目标核心管理网元, 通知目标核心管理网元 UE已切换到目标区域。 步骤 612: 源核心管理网元与源接入网元交互, 释放 UE上下文。 至此, 由源核心管理网元决策是否发起切换、 并使用户设备切换到目标区域的过程 结束。

Allowed CSG List信息, 则源核心管理网元从 HSS获取的 UE的签约信息中没有 UE的允许 CSG列表, 即源核心管理网元不能获取到 UE的 Allowed CSG List信息。 步骤 703: 目标核心管理网元获取目标区域的接入模式和目标区域的 CSG ID信息、 以及 UE的 Allowed CSG List信息。 目标核心管理网元可通过至少如下方式中的一种获得目标区域的接入模式和目标 区域的 CSG ID信息:
( 1 ) 源核心管理网元发送的 Forward Relocation Request消息中携带目标区域的 接入模式和目标区域的 CSG ID信息。 ( 2) 目标核心管理网元中配置目标区域与接入模式和 CSG ID的对应关系表。 目标 核心管理网元根据这个对应关系表获得目标区域的接入模式和目标区域的 CSG ID信息。
( 3) 目标核心管理网元中配置 Cell ID (小区标识)与接入模式和 CSG ID的对应关 系表。 目标接入网元在 Handover Request Ack消息中携带 Cell ID信息或者源核心管理 网元发送的 Forward Relocation Request消息中携带目标接入网元的 Cell ID信息, 目 标核心管理网元根据这个 Cell ID获得目标区域的接入模式和目标区域的 CSG ID信息。
(4) HMS或者运营商的后台系统, 例如: 运营商的运营支撑系统(0SS, Operation Support System)或者业务运营支撑系统 (BOSS, Business and Operation Support System)中配置目标区域与接入模式和 CSG ID的对应关系表, 目标核心管理网元到 HMS或 者运营商的后台系统查询目标区域的接入模式和目标区域的 CSG ID。 注: 目标核心管理网元获取 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的 Allowed CSG List信息, 源核心管理网元不能获取到 UE的 Allowed CSG List信息, 源核 心管理网元不能将 UE的 Allowed CSG List通知给目标核心管理网元, 则目标核心管理网 元获取不到 UE的 Allowed CSG List信息。 步骤 704: 目标核心管理网元决策是否接入切换。 目标核心管理网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Allowed CSG List信息后, 可根据目标区域的接入模式和 /或目标区域的 CSG ID是否在 UE的 Allowed CSG List中来决策是否切换到目标区域。 目标核心管理网元判断是否发起切换 和 UE是否为 CSG用户的具体处理参见本发明实施例四步骤 603的描述。 注: 如果目标核心管理网元获取目标区域的接入模式和目标区域的 CSG ID, 没有获 取到 UE的 Allowed CSG List, 如用户设备没有签约的 Allowed CSG List信息, 目标核心 管理网元切换决策过程和判断 UE是否为 CSG用户与本发明实施例二方式一中步骤 202相 似, 不再赘述。 步骤 705 : 目标核心管理网元接受接入切换。 如果目标核心管理网元接受源核心管理网元的前转重定位请求消息, 则目标核心管 理网元发送切换请求(Handover Request)消息到目标接入网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可 以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 目标接入网元可以为家庭无线接入点(如 HNB, HeNB, 或者 Home non_3GPP WAP), 具 有 CSG功能的无线接入点(如 NodeB, eNodeB, 或者 non_3GPP WAP), 家庭基站网关(HNB GW),家庭演进基站网关(HeNB GW)或者为家庭非 3GPP无线接入点网关(Home non_3GPP WAP GW)等。 步骤 706: 目标接入网元回切换请求确认(Handover Request Ack)消息到目标核心 管理网元。 目标接入网元可以在这个消息中携带目标区域的接入模式和 CSG ID信息。 如果存在接入网关, 则目标接入网元通过目标接入网关和目标核心管理网元之间进 行交互。
如果切换决策在步骤 704执行, 若目标核心管理网元拒绝 UE切换到目标区域, 则步 骤 705、 步骤 706不执行。 步骤 707: 如果目标区域的接入模式和目标区域的 CSG ID信息不是源核心管理网元 在步骤 702中的前转重定位请求消息传给目标核心管理网元的, 切换决策没有在 704步执 行, 则切换决策的判断处理也可以在步骤 706后处理。 即目标核心管理网元收到目标接 入网元发送的切换请求确认消息后进行切换决策的判断处理。 目标核心管理网元获取目标区域的接入模式和目标区域的 CSG ID信息可以参见本实 施例步骤 703的描述, 另外也可以由目标接入网元发送的切换请求确认消息中携带目标 区域的接入模式和目标区域的 CSG ID信息。 目标核心管理网元执行切换决策和判断 UE是否为 CSG用户的具体处理参见本实施例 步骤 704的描述。 注: 如果目标核心管理网元获取目标区域的接入模式和目标区域的 CSG ID, 没有获 取到 UE的 Allowed CSG List, 如用户设备没有签约的 Allowed CSG List的签约信息, 目 标核心管理网元切换决策过程和判断 UE是否为 CSG用户与本发明实施例二方式一中步骤 202相似, 不再赘述。 当目标核心管理网元执行切换决策处理后, 目标核心管理网元回前转重定位响应

Relocation Response消息到源核心管理网元, 后续执行步骤 709b。 消息中可以携带用 户在目标区域是否为 CSG用户的信息。 可选的, 消息中可以携带目标区域的接入模式和 CSG ID信息。 如果目标区域的接入模式为 Closed Access Mode且 CSG ID不在 UE的 Al lowed CSG List, 目标核心管理网元拒绝 UE的切换, 则回 Forward Relocation Response消息指示 源核心管理网元切换拒绝, 后续执行步骤 709a。 步骤 708: 如果切换决策在步骤 706之后由目标核心管理网元执行, 如果目标核心管 理网元拒绝 UE的切换, 则目标核心管理网元与目标接入网元交互, 释放资源。 这样可以 释放掉步骤 705和步骤 706在目标网络侧建立的网络资源, 减少网络资源的浪费。 如果存在接入网关, 则目标核心管理网元通过目标接入网关和目标接入网元之间进 行交互。 步骤 709a: 目标核心管理网元拒绝接入切换。 如果目标核心管理网元指示切换拒绝, 则源核心管理网元发送切换拒绝 (Handover Reject)消息到源接入网元。 Handover Reject消息中可以携带指示信息指示拒绝是由于 CSG接入受限导致的(如消息中携带 Cause原因值为 "CSG Access Restricted" ), 或者 消息中携带 UE的 Al lowed CSG List信息, 这样后续源接入网元不再选择这个目标区域来 切换。 步骤 709b: 目标核心管理网元接受接入切换。 如果目标核心管理网元指示切换成功, 则源核心管理网元发送切换命令 (Handover Command)消息到源接入网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息。 可选的, 消息中可以携带 目标区域的接入模式和 CSG ID信息。 步骤 710: 如果源接入网元收到 Handover Command消息,则源接入网元发送 Handover Command消息到 UE, 通知 UE切换到目标区域。 可选的, 对于步骤 705中通知目标接入网元用户是否为 CSG用户的方式也可以在 710 步骤中由以下方式实现: UE可以判断目标区域的 CSG ID是否在 UE的 Al lowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用户在目标区域为 non-CSG用 户。 UE获取目标区域的接入模式和 CSG ID信息参见本发明实施例二方式一步骤 205的描 述。 如果源接入网元收到 Handover Re ject消息且消息中携带指示信息指示切换拒绝是 由于 CSG接入受限导致的, 则源接入网元后续不再选择这个目标区域发起切换流程。 注: 可选的, 如果 UE没有签约的 Allowed CSG List信息, 则 UE可以判断该用户在目 标区域为 non-CSG用户。 步骤 711 : UE切换到目标区域, 发送切换证实 (Handover Confirm)消息到目标接入 网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可 以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 712:目标接入网元发送切换通知(Handover Notify)消息到目标核心管理网元, 通知目标核心管理网元 UE已切换到目标区域。 步骤 713: 源核心管理网元与源接入网元交互, 释放 UE上下文。 至此, 由目标核心管理网元决策是否发起切换、 并使用户设备切换到目标区域的过 程结束。 本发明实施例五中, 目标核心管理网元根据目标区域的接入模式和 /或目标区域的 CSG ID是否在 UE的 Allowed CSG List中来决策是否切换到目标区域, 保证了 UE能够切换 到允许接入的目标区域, 尤其当目标区域的接入模式为 Hybrid Access Mode时, 即使目 标区域的 CSG ID不在 UE的 Allowed CSG List中, 也可以保证 UE切换到目标区域, 从而保 证了 UE的业务连续性,增强了用户体验。可选的, 目标区域的接入模式和目标区域的 CSG ID可以由目标接入网元提供, 可以减少通过源接入网元获取这些信息对现有技术的改 动, 如 UE上报的测量报告携带这些信息, 同时这些信息由目标接入网元提供更加可信。 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 当判断出用户在目标区 域是否为 CSG用户, 将该信息传给目标接入网元, 目标接入网元可以根据用户是否为 CSG 用户进行差异化的 QoS控制, 比如对 CSG用户, 需要采用差异化的 QoS控制, 即优先让 CSG 用户享用网络资源, 可进一步增强用户体验。 注: 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 即使没有获取到 UE 的 Allowed CSG List, 如 UE没有签约的 Allowed CSG List信息, 仍然可以保证 UE切换到 目标区域, 从而保证了 UE的业务连续性, 增强了用户体验。 本发明实施例六的切换控制方法中, 是由目标接入网元实现切换时的切换控制。 根 据网络拓扑结构和切换流程的不同, 本发明实施例六又包括两种方式: 方式一: 本发明实施例六方式一是基于 X2接口的切换, 源接入网元和目标接入网元 之间可以传递消息, 核心管理网元没有发生改变, 即源核心管理网元和目标核心管理网 元是同一个核心管理网元, 其示意流程图如图 8所示, 具体包括如下步骤: 步骤 801 : 源接入网元发送切换请求(Handover Request)消息到目标接入网元。 源接入网元在切换请求消息中携带 UE的 Allowed CSG List, 源接入网元获取 UE的 Allowed CSG List信息的方式可参见本发明实施例一步骤 201的描述。 注: 源接入网元获取 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的 Allowed CSG List信息,参见实施例二步骤 201所述,源接入网元不能获取到 UE的 Allowed CSG List 信息。 可选的,源接入网元可以在切换请求消息中携带目标区域的接入模式和目标区域的 CSG ID信息。 步骤 802: 目标接入网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Allowed CSG List信息。 其中, 所述 UE的 Allowed CSG List信息由源接入网元通过 Handovr Request消息通 知给目标接入网元。 注: 目标接入网元获取 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的 Allowed CSG List信息, 源接入网元不能将 UE的 Allowed CSG List通知给目标接入网元, 则目标接入网元不能获取到 UE的 Allowed CSG List信息。 目标接入网元可通过至少如下方式中的一种获得目标区域的接入模式和目标区域 的 CSG ID:
( 1 ) 接收所述源接入网元发送的切换请求消息, 该切换请求消息携带所述目标区 域的接入模式和目标区域的 CSG ID; ( 2) 查询目标区域的标识与接入模式和 CSG ID的对应关系表, 根据所述目标区域 的标识获取所述目标区域的接入模式和 CSG ID, 其中, 目标接入网元中配置有所述目标 区域的标识与接入模式和 CSG ID的对应关系表。 (3) 根据所述目标区域的小区标识 Cell ID获取所述目标区域的接入模式和目标 区域的 CSG ID, 该 Cell ID中包含所述目标区域的接入模式和 CSG ID, 所述目标区域的 Cell ID由源接入网元通过切换请求消息通知给所述目标接入网元。
(4) HMS或者运营商的后台系统, 例如: 运营商的运营支撑系统(0SS, Operation Support System)或者业务运营支撑系统 (BOSS, Business and Operation Support
System)中配置目标区域与接入模式和 CSG ID的对应关系表, 目标接入网元到 HMS或者运 营商的后台系统查询目标区域的接入模式和目标区域的 CSG ID。 例如, 接入网元发送注册请求(Register Request)消息到 HMS或者运营商的后台系 统, HMS或者运营商的后台系统在注册响应 (Register Response)消息中将目标区域的接 入模式和目标区域的 CSG ID信息发给接入网元。 步骤 803: 目标接入网元决策是否接入切换。 目标接入网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Allowed CSG List信息后, 可根据目标区域的接入模式和 /或目标区域的 CSG ID是否在 UE的 Allowed CSG List中来决策是否切换到目标区域。 目标接入网元判断是否发起切换可以有如下方 式: 目标接入网元先判断目标区域的接入模式, 具体判断步骤如下:
(1) 如果目标区域的接入模式为 Hybrid Access Mode, 则目标接入网元不管目标 区域的 CSG ID是否在 UE的 Allowed CSG List中, 目标接入网元选择这个目标区域来发起 切换流程, 执行后续步骤 804b; 可选的, 目标接入网元判断目标区域的 CSG ID是否在 UE 的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用 户在目标区域为 non-CSG用户, 以便后续目标接入网元可以对 CSG用户进行一些特殊的处 理, 例如差异化的 QoS控制; 或者
(2) 如果目标区域的接入模式为 Closed Access Mode, 则目标接入网元需要再判 断目标区域的 CSG ID是否在 UE的 Allowed CSG List中。 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, 则目标接入网元选择这个目标区域来发起切换流程, 执行后续步 骤 804b; 如果不在, 则目标接入网元不能选择这个目标区域来发起切换流程, 执行后续 步骤 804a。 另一种方式为:目标接入网元先判断目标区域的 CSG ID是否在 UE的 Allowed CSG List 中, 具体判断步骤如下:
( 1 ) 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, UE在目标区域为 CSG用 户, 则目标接入网元选择这个目标区域来发起切换流程, 执行后续步骤 804b; ( 2) 如果目标区域的 CSG ID不在 UE的 Allowed CSG List中, 即用户在目标区域为 non-CSG用户, 则目标接入网元再判断目标区域的接入模式为何种接入模式。 如果目标 区域的接入模式为 Hybrid Access Mode, 则目标接入网元选择这个目标区域来发起切换 流程, 执行后续步骤 804b; 如果目标区域的接入模式为 Closed Access Mode, 则目标接 入网元不能选择这个目标区域来发起切换流程, 执行后续步骤 804a。 注: 如果目标接入网元获取目标区域的接入模式和目标区域的 CSG ID, 没有获取到
UE的 Allowed CSG List, 如用户设备没有签约的 Allowed CSG List信息, 目标接入网元 切换决策过程和判断 UE是否为 CSG用户与本发明实施例二方式一中步骤 202相似, 不再赘 述。 步骤 804a: 目标接入网元拒绝接入切换。 如果目标接入网元拒绝切换请求,则目标接入网元发送切换拒绝(Handover Reject) 消息到源接入网元。 Handover Reject消息中可以携带指示信息指示拒绝是由于 CSG接入 受限导致的(如消息中携带 Cause原因值为 "CSG Access Restricted" ), 或者消息中携 带 UE的 Allowed CSG List信息, 这样后续源接入网元不再选择这个目标区域来切换。 步骤 804b : 目标接入网元接受接入切换。 如果目标接入网元接受切换请求, 则目标接入网元回切换请求确认 (Handover
Request Ack)消息到源接入网元。 可选的, 消息中可以携带目标区域的接入模式和 CSG ID信息。 步骤 805: 源接入网元发送切换命令(Handover Command)消息到 UE, 通知 UE切换到 目标区域。 可选的, 对于步骤 803中目标接入网元判断用户是否为 CSG用户的方式也可以在 805 步骤中由以下方式实现: UE可以判断目标区域的 CSG ID是否在 UE的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用户在目标区域为 non-CSG用 户。 UE获取目标区域的接入模式和 CSG ID信息可参见本发明实施例二方式一步骤 205的 描述。
注: 可选的, 如果 UE没有签约的 Al lowed CSG List信息, 则 UE可以判断该用户在目 标区域为 non-CSG用户。 步骤 806: UE切换到目标区域, 并发送切换证实 (Handover Confirm)消息到目标接 入网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可 以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 807: 目标接入网元发送路径切换请求 (Path Switch Request)消息到核心管理 网元。 当网络中存在目标接入网关时, 则该切换请求消息通过目标接入网关发给核心管理 网元。
步骤 808: 核心管理网元回路径切换请求确认(Path Switch Request Ack)消息到目 标接入网元。
步骤 809: 目标接入网元发送释放资源(Release Resource)消息到源接入网元。 至此, 在 X2接口的网络架构中, 由目标接入网元决策是否发起切换、 并使用户设备 切换到目标区域的过程结束。 方式二: 本发明实施例六方式二是基于 S1接口的切换, 源接入网元和目标接入网元 之间不可以传递消息, 需要通过核心管理网元来传递消息, 其示意流程图如图 9所示, 具体包括如下步骤: 步骤 901 : 源接入网元发送切换要求 (Handover Required)消息到源核心管理网元。 可选的,源接入网元可以在切换请求消息中携带目标区域的接入模式和目标区域的 CSG ID信息。 步骤 902: 源核心管理网元发送前转重定位请求(Forward Relocation Request)消 息到目标核心管理网元。 可选的, 源核心管理网元在这个消息中携带目标区域的接入模式和目标区域的 CSG ID信息。 可选的, 源核心管理网元在这个消息中携带 UE的 Allowed CSG List信息。 注: 源核心管理网元携带 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的 Allowed CSG List信息, 源核心管理网元获取不到 UE的 Allowed CSG List信息, 则源核 心管理网元不能在该消息中携带 UE的 Allowed CSG List信息。 步骤 903: 目标核心管理网元发送切换请求 (Handover Request)消息到目标接入网 元。 可选的, 目标核心管理网元在切换请求消息中携带目标区域的接入模式和目标区域 的 CSG ID信息。 目标核心管理网元在切换请求消息中携带 UE的 Allowed CSG List信息。 注: 目标核心管理网元携带 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的
Allowed CSG List信息, 源核心管理网元不能将 UE的 Allowed CSG List通知给目标核心 管理网元, 目标核心管理网元获取不到 UE的 Allowed CSG List信息, 则目标核心管理网 元不能在该消息中携带 UE的 Allowed CSG List信息。 步骤 904: 目标接入网元获取目标区域的接入模式、 目标区域的 CSG ID、 以及 UE的 Allowed CSG List信息。 其中, 所述 UE的 Allowed CSG List信息由目标核心管理网元通 过 Handover Request消息通知给目标接入网元。 注: 目标接入网元获取 UE的 Allowed CSG List信息为可选。 如果 UE没有签约的 Allowed CSG List信息, 目标核心管理网元不能将 UE的 Allowed CSG List通知给目标接 入网元, 则目标接入网元不能获取到 UE的 Allowed CSG List信息。 目标接入网元可通过至少如下方式中的一种获得目标区域的接入模式和目标区域 的 CSG ID:
( 1 ) 接收目标核心管理网元发送的切换请求消息, 该切换请求消息携带所述目标 区域的接入模式和目标区域的 CSG ID;
( 2) 查询目标区域的标识与接入模式和 CSG ID的对应关系表, 根据所述目标区域 的标识获取所述目标区域的接入模式和目标区域的 CSG ID, 其中, 目标接入网元中配置 有目标区域的标识与接入模式和 CSG ID的对应关系表。 ( 3 ) 根据所述目标区域的小区标识 Cel l ID获取所述目标区域的接入模式和 CSG ID, 该 Cel l ID中包含所述目标区域的接入模式和 CSG ID, 所述目标区域的 Cel l ID由目 标核心管理网元通过切换请求消息通知给所述目标接入网元。
( 4 ) HMS或者运营商的后台系统, 例如: 运营商的运营支撑系统(0SS, Operation Support System)或者业务运营支撑系统 (BOSS, Business and Operation Support

UE先判断目标区域的接入模式, 具体判断步骤如下: ( 1 ) 如果目标区域的接入模式为 Hybrid Access Mode,则 UE不管目标区域的 CSG ID 是否在 UE的 Allowed CSG List中, UE选择这个目标区域来发起切换流程, 执行后续步骤 1005a; 可选的, UE判断目标区域的 CSG ID是否在 UE的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用户在目标区域为 non-CSG用户, 进一 步以便后续将用户是否是 CSG用户的信息传递给目标接入网元; 或者
( 2) 如果目标区域的接入模式为 Closed Access Mode, 则 UE需要再判断目标区域 的 CSG ID是否在 UE的 Allowed CSG List中。 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, 则 UE选择这个目标区域来发起切换流程, 执行后续步骤 1005a; 如果不在, 则 UE不能选择这个目标区域来发起切换流程, 执行后续步骤 1005b。 另一种方式为: UE先判断目标区域的 CSG ID是否在 UE的 Allowed CSG List中, 具体 判断步骤如下:
( 1 ) 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, UE在目标区域为 CSG用 户, 则 UE选择这个目标区域来发起切换流程, 执行后续步骤 1005a;
( 2) 如果目标区域的 CSG ID不在 UE的 Allowed CSG List中, 即用户在目标区域为 non-CSG用户, 则 UE再判断目标区域的接入模式为何种接入模式。 如果目标区域的接入 模式为 Hybrid Access Mode, 则 UE选择这个目标区域来发起切换流程, 执行后续步骤 1005a; 如果目标区域的接入模式为 Closed Access Mode, 则 UE不能选择这个目标区域 来发起切换流程, 执行后续步骤 1005b。 注: 如果 UE获取目标区域的接入模式和目标区域的 CSG ID,没有获取到 UE的 Allowed CSG List, 如用户设备没有签约的 Allowed CSG List信息, UE切换决策过程和判断 UE是 否为 CSG用户与本发明实施例二方式一中步骤 202相似, 不再赘述。 步骤 1005a: UE接受接入切换。 如果 UE接受切换命令, 则 UE回切换证实(Handover Confirm)消息到目标接入网元。 可选的, 消息中可以携带目标区域的接入模式和 CSG ID信息。 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可 以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 1005b: UE拒绝接入切换。 如果 UE拒绝切换命令, 则 UE发送切换拒绝 (Handover Re ject)消息或者切换取消
(Handover Cancel)消息到源接入网元指示切换失败或者切换取消, UE不能切换到目标 区域。 切换拒绝或切换取消消息中可以携带指示信息指示拒绝或取消是由于 CSG接入受 限导致的(如消息中携带 Cause原因值为 "CSG Access Restricted" ), 或者消息中携带 UE的 Al lowed CSG List信息, 这样后续源接入网元不再选择这个目标区域来切换。 步骤 1006: 如果 UE接受切换命令, 目标接入网元收到 UE发送的切换证实 (Handover Confirm)消息, 则表示用户可以切换到所述目标区域, 执行如前面实施例所述的切换流 程。 步骤 1007: 如果 UE拒绝切换命令, 源接入网元收到 UE发送的切换拒绝 (Handover Reject)或切换取消(Handover Cancel)消息, 则表示用户不可以切换到所述目标区域, 源接入网元发送切换取消(Handover Cancel)消息到源核心管理网元。 如果源接入网元收到 Handover Re ject或 Handover Cancel消息, 且消息中携带指示 信息指示切换拒绝是由于 CSG接入受限导致的, 则源接入网元后续不再选择该目标区域 发起切换流程。
步骤 1008: 源核心管理网元发送切换取消请求(Handover Cancel Request)消息到 目标核心管理网元。 步骤 1009: 目标核心管理网元与目标接入网元交互, 释放资源。 如果存在接入网关, 则目标核心管理网元通过目标接入网关和目标接入网元之间进 行交互。
步骤 1010: 目标核心管理网元发送切换取消响应(Handover Cancel Response)消息 到源核心管理网元。
步骤 1011 : 源核心管理网元发送切换取消确认 (Handover Cancel Ack)消息到源接 入网元。 本发明实施例七中, UE根据目标区域的接入模式和 /或目标区域的 CSG ID是否在 UE 的 Al lowed CSG List中来决策是否切换到目标区域, 保证了 UE能够切换到允许接入的目 标区域, 尤其当目标区域的接入模式为 Hybrid Access Mode时, 即使目标区域的 CSG ID 不在 UE的 Al lowed CSG List中, 也可以保证 UE切换到目标区域, 从而保证了 UE的业务连 续性, 增强了用户体验。 可选的, 目标区域的接入模式和目标区域的 CSG ID可以由目标 接入网元提供, 可以减少通过源接入网元获取这些信息对现有技术的改动, 如 UE上报的 测量报告携带这些信息, 同时这些信息由目标接入网元提供更加可信。 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 当判断出用户在目标区 域是否为 CSG用户, 将该信息传给目标接入网元, 目标接入网元可以根据用户是否为 CSG 用户进行差异化的 QoS控制, 比如对 CSG用户, 需要采用差异化的 QoS控制, 即优先让 CSG 用户享用网络资源, 可进一步增强用户体验。 注: 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 即使没有获取到 UE 的 Allowed CSG List, 如 UE没有签约的 Allowed CSG List信息, 也可以保证 UE切换到目 标区域, 从而保证了 UE的业务连续性, 增强了用户体验。 本发明所述的切换控制方法, 在决策切换过程中, 并不限于上述的判断方式。 也可 以先获取目标区域的接入模式并进行判断, 如果目标区域的接入模式为 Hybrid Access Mode,则选择这个目标区域来发起切换流程;如果目标区域的接入模式为 Closed Access Mode, 则再获取目标区域的 CSG ID及 UE的 Allowed CSG List等信息, 并判断目标区域的 CSG ID是否在 UE的 Allowed CSG List中。 如果目标区域的 CSG ID在 UE的 Allowed CSG List 中, 则选择这个目标区域来发起切换流程。 另外, 也可以在判断结果为目标区域的 CSG ID不在 UE的 Allowed CSG List中时, 再 获取目标区域的接入模式, 并判断目标区域的接入模式为何种接入模式。 如果目标区域 的接入模式为 Hybrid Access Mode, 则选择这个目标区域发起切换流程; 如果目标区域 的接入模式为 Hybrid Access Mode; 则允许所述用户设备切换到所述目标区域。 本发明实施例八的切换控制方法,将目标区域的接入模式作为切换控制的一项考量 因素, 提供了一种在 CSG机制下根据目标区域的接入模式进行切换的处理机制, 保证用 户设备切换到允许接入的目标区域, 从而保证了用户设备的业务连续性, 增强了用户体 验。 其中可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 即使没有获取到 UE 的 Allowed CSG List, 如 UE没有签约的 Allowed CSG List信息, 仍然可以保证 UE切换到 目标区域, 从而保证了 UE的业务连续性, 增强了用户体验。 本发明实施例九的切换控制方法中, 是由核心管理网元实现切换时的切换控制。 本 发明实施例九是基于 X2接口的切换, 源接入网元和目标接入网元之间可以传递消息, 核 心管理网元没有发生改变, 即源核心管理网元和目标核心管理网元是同一个核心管理网 元, 其示意流程图如图 16所示, 具体包括如下步骤: 步骤 1601 : 源接入网元发送切换请求(Handover Request)消息到目标接入网元。 目标接入网元可以为家庭无线接入点(如 HNB, HeNB, 或者 Home non_3GPP WAP), 具 有 CSG功能的无线接入点(如 NodeB, eNodeB, 或者 non_3GPP WAP), 家庭基站网关(HNB GW),家庭演进基站网关(HeNB GW)或者为家庭非 3GPP无线接入点网关(Home non_3GPP WAP GW)等。 步骤 1602: 目标接入网元回切换请求确认(Handover Request Ack)消息到源接入网 元。 可选的, 目标接入网元可以携带目标区域的接入模式和 CSG ID信息。 步骤 1603: 源接入网元发送切换命令(Handover Command)消息到 UE, 通知 UE切换到 目标区域。
如果 UE有签约的 Allowed CSG List信息, 则 UE可以判断目标区域的 CSG ID是否在 UE 的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则该用 户在目标区域为 non-CSG用户。 UE获取目标区域的接入模式和 CSG ID信息的方式可参见 本发明实施例二方式一步骤 205的描述。 如果 UE没有签约的 Allowed CSG List信息, 则 UE可以判断出该用户在目标区域为 non-CSG用户。 步骤 1604: UE切换到目标区域, 发送切换证实(Handover Confirm)消息到目标接入 网元。 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可 以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 1605: 目标接入网元发送路径切换请求 (Path Switch Request)消息到核心管 理网元。 目标接入网元可以在这个消息中携带目标区域的接入模式和目标区域的 CSG ID信 息。 步骤 1606: 核心管理网元获取目标区域的接入模式和目标区域的 CSG ID信息。 核心管理网元可以通过至少如下方式中的一种获取目标区域的接入模式和目标区 域的 CSG ID信息:
( 1 ) 目标接入网元在路径切换请求 (Path Switch Request)消息中携带目标区域 的接入模式和目标区域的 CSG ID信息。
( 2) 核心管理网元中配置目标区域与接入模式和 CSG ID的对应关系表, 核心管理 网元根据这个对应关系表获得目标区域的接入模式和目标区域的 CSG ID信息。
( 3) 核心管理网元中配置 Cell (小区)与接入模式和 CSG ID的对应关系表。 目标接 入网元在 Path Switch Request消息中携带 Cell信息, 核心管理网元根据这个 Cell信息 获得目标区域的接入模式和目标区域的 CSG ID信息。
(4) HMS或者运营商的后台系统, 例如: 运营商的运营支撑系统(0SS, Operation Support System)或者业务运营支撑系统 (BOSS, Business and Operation Support System)中配置目标区域与接入模式和 CSG ID的对应关系表, 核心管理网元到 HMS或者运 营商的后台系统查询目标区域的接入模式和目标区域的 CSG ID。 其中, 核心管理网元还可以获取 UE的 Allowed CSG List信息, 或者获知没有 UE的
Allowed CSG List信息。 例如核心管理网元进行获取 UE的 Allowed CSG List的方法: UE 注册到核心管理网元时,核心管理网元发送 Update Location (位置更新)消息到 HSS, HSS 回 Update Location Ack (位置更新确认)消息到核心管理网元, HSS在这个消息中携带 UE 的 Allowed CSG List信息, 则核心管理网元可以获得 UE的 Allowed CSG List信息。 如果 UE没有签约的 Allowed CSG List信息, HSS在 Update Location Ack消息中没有携带 UE的 Allowed CSG List信息, 则核心管理网元没有获取到 UE的允许 CSG列表, 即获知没有 UE 的 Allowed CSG List信息。 或者, HSS主动发送插入签约数据 ( Insert Subscriber Data) 消息到核心管理网元时, HSS存储的签约数据中没有 UE的 Allowed CSG List信息, 则通 知核心管理网元签约信息中没有 UE的允许 CSG列表, 核心管理网元获知没有 UE的 Allowed CSG List信息; 或者核心管理网元可以通过之前的对 UE处理业务处理中保留的数据中, 可以获知没有 UE的 Allowed CSG List信息等。 如果存在接入网关, 则这个消息通过目标接入网关发给核心管理网元。 步骤 1607: 核心管理网元决策是否接入切换。 核心管理网元获取目标区域的接入模式、 目标区域的 CSG ID信息后, 可根据目标区 域的接入模式和 /或目标区域的 CSG ID是否在 UE的 Allowed CSG List中来决策是否切换 到目标区域。 核心管理网元判断是否发起切换可以有如下方式: 核心管理网元先判断目标区域的接入模式, 具体判断步骤如下: ( 1 ) 如果目标区域的接入模式为 Hybrid Access Mode, 则核心管理网元不管是否 获取到 UE的 Allowed CSG List信息或者目标区域的 CSG ID是否在 UE的 Allowed CSG List 中, 则核心管理网元选择这个目标区域来发起切换流程, 执行后续步骤 1608b; 其中, 如果没有获取到 UE的 Allowed CSG List, 核心管理网元还可以进一步判断该用户在 目标区域为 non-CSG用户, 以便后续将用户是 non-CSG用户的信息传递给目标接入网元; 如果获取到 UE的 Allowed CSG List信息, 核心管理网元判断目标区域的 CSG ID是否 在 UE的 Allowed CSG List中, 如果在, 则该用户在目标区域为 CSG用户; 如果不在, 则 该用户在目标区域为 non-CSG用户,进一步以便后续将用户是否是 CSG用户的信息传递给 目标接入网元。 或者
( 2) 如果目标区域的接入模式为 Closed Access Mode, 则核心管理网元需要判断 目标区域的 CSG ID是否在 UE的 Allowed CSG List中。 其中, 如果 UE没有签约的 Allowed CSG List信息, 则核心管理网元获取不到 UE的 Allowed CSG List,则核心管理网元不能选择这个目标区域来发起切换流程,执行后续步骤 1608a; 如果 UE有签约的 Allowed CSG List信息, 核心管理网元获取到 UE的 Allowed CSG List, 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, 则核心管理网元选择这个目 标区域来发起切换流程, 执行后续步骤 1608b; 如果不在, 则核心管理网元不能选择这 个目标区域来发起切换流程, 执行后续步骤 1608a。 另一种方式为:核心管理网元先判断目标区域的 CSG ID是否在 UE的 Allowed CSG List 中, 具体判断步骤如下:
( 1 )如果 UE有签约的 Allowed CSG List信息,核心管理网元获取到 UE的 Allowed CSG List:
1 ) 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, UE在目标区域为 CSG用户, 则核心管理网元选择这个目标区域来发起切换流程, 执行后续步骤 1608b; 2 ) 如果目标区域的 CSG ID不在 UE的 Al lowed CSG List中, 即用户在目标区域为 non-CSG用户, 则核心管理网元再判断目标区域的接入模式为何种接入模式。 如果目标 区域的接入模式为 Hybrid Access Mode, 则核心管理网元选择这个目标区域来发起切换 流程, 执行后续步骤 1608b; 如果目标区域的接入模式为 Closed Access Mode, 则核心 管理网元不能选择这个目标区域来发起切换流程, 执行后续步骤 1608a。
( 2 ) 如果 UE没有签约的 Al lowed CSG List信息, 即核心管理网元获取不到 UE的 Al lowed CSG List, 该用户在目标区域为 non-CSG用户, 则核心管理网元再判断目标区 域的接入模式为何种接入模式。 如果目标区域的接入模式为 Hybrid Access Mode, 则核 心管理网元选择这个目标区域来发起切换流程, 执行后续步骤 1608b; 如果目标区域的 接入模式为 Closed Access Mode, 则核心管理网元不能选择这个目标区域来发起切换流 程, 执行后续步骤 1608a。 步骤 1608a: 核心管理网元拒绝接入切换。 如果核心管理网元拒绝目标接入网元的路径切换请求 (Path Switch Request)消息, 则核心管理网元发送切换拒绝 (Handover Reject)消息到目标接入网元。 拒绝消息中可 以携带指示信息指示拒绝是由于 CSG接入受限导致的 (如消息中携带 Cause原因值为 "CSG Access Restricted" ), 或者消息中携带 UE的 Al lowed CSG List信息, 这样后续源接入 网元不再选择这个目标区域来切换。 步骤 1608b: 核心管理网元接受接入切换。 如果核心管理网元接受目标接入网元的路径切换请求 (Path Switch Request)消息, 则核心管理网元回路径切换请求确认(Path Switch Request Ack)消息到目标接入网元, 消息中可以携带用户在目标区域是否为 CSG用户的信息, 以便后续目标接入网元可以对 CSG用户进行一些特殊的处理, 例如差异化的 QoS控制。 步骤 1609: 目标接入网元发送释放资源(Release Resource)消息到源接入网元。 至此, 由核心管理网元决策是否发起切换、 并使用户设备切换到目标区域的过程结 束。 本发明实施例九中,核心管理网元根据目标区域的接入模式和 /或目标区域的 CSG ID 是否在 UE的 Al lowed CSG List中来决策是否切换到目标区域, 保证了 UE能够切换到允许 接入的目标区域, 尤其当目标区域的接入模式为 Hybrid Access Mode时, 即使 UE没有签 约的 Allowed CSG List信息没有获取到 UE的 Allowed CSG List, 或者目标区域的 CSG ID 不在 UE的 Allowed CSG List中, 也可以保证 UE切换到目标区域, 从而保证了 UE的业务连 续性, 增强了用户体验。 可选的, 目标区域的接入模式和目标区域的 CSG ID可以由目标 接入网元提供, 可以减少通过源接入网元获取这些信息对现有技术的改动, 如 UE上报的 测量报告携带这些信息, 同时这些信息由目标接入网元提供更加可信。 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 当判断出用户在目标区 域是否为 CSG用户, 将该信息传给目标接入网元, 目标接入网元可以根据用户是否为 CSG 用户进行差异化的 QoS控制, 比如对 CSG用户, 需要采用差异化的 QoS控制, 即优先让 CSG 用户享用网络资源, 可进一步增强用户体验。 相应的, 本发明的实施例还有其他的切换控制方法, 可以是由源接入网元、 源核心 管理网元、 目标核心管理网元、 目标接入网元、 及 UE实现切换时的切换控制。 具体的信 令流程参见本发明实施例二、 四、 五、 六、 七的描述, 其中, 具体的获取和判断过程可 以参见本发明实施例九的描述, 不再赘述。 通过本发明的这些切换控制方法,根据目标区域的接入模式和 /或目标区域的 CSG ID 是否在 UE的 Allowed CSG List中来决策是否切换到目标区域, 保证了 UE能够切换到允许 接入的目标区域, 尤其当目标区域的接入模式为 Hybrid Access Mode时, 即使 UE没有签 约的 Allowed CSG List信息没有获取到 UE的 Allowed CSG List, 或者目标区域的 CSG ID 不在 UE的 Allowed CSG List中, 也可以保证 UE切换到目标区域, 从而保证了 UE的业务连 续性, 增强了用户体验。 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 当 判断出用户在目标区域是否为 CSG用户, 将该信息传给目标接入网元, 目标接入网元可 以根据用户是否为 CSG用户进行差异化的 QoS控制, 比如对 CSG用户, 需要采用差异化的 QoS控制, 即优先让 CSG用户享用网络资源, 可进一步增强用户体验。 基于上述切换控制方法, 本发明实施例进一步提供一种切换控制装置。 请参阅 图 17, 所述切换控制装置 1700包括: 获取单元 1701, 用于获取目标区域的接入模式、 目标区域的 CSG ID; 及 切换控制单元 1702。 所述切换控制单元 1702用于控制所述用户设备是否能切换到所述目标区域: 如果目标区域的接入模式为 Hybrid Access Mode; 或者 如果目标区域的接入模式为 Closed Access Mode, 则判断目标区域的 CSG ID是否在 用户设备的允许 CSG列表中; 如果目标区域的 CSG ID在用户设备的允许 CSG列表中; 或者 如果目标区域的 CSG ID不在用户设备的允许 CSG列表中, 则判断目标区域的接入模 式; 如果目标区域的接入模式为 Hybrid Access Mode; 或者 如果没有用户设备的允许 CSG列表, 则判断目标区域的接入模式; 如果目标区域的 接入模式为 Hybrid Access Mode; 则所述切换控制单元 1702允许所述用户设备切换到所述目标区域; 所述切换控制单元 1702进一步包括允许接入模块 1703和拒绝接入模块 1704。 如果目标区域的接入模式为 Hybrid Access Mode, 则允许接入模块 1703选择这个目 标区域来发起切换流程。 如果目标区域的接入模式为 Closed Access Mode, 切换控制单元 1702再判断目标区 域的 CSG ID是否在 UE的 Allowed CSG List中; 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, 则允许接入模块 1703选择这个目标区域来发起切换流程; 如果不在, 或者如果 没有用户设备的允许 CSG列表, 则拒绝接入模块 1704拒绝向这个目标区域发起切换流程。 另夕卜, 如果目标区域的 CSG ID在 UE的 Allowed CSG List中, UE在目标区域为 CSG用 户, 则允许接入模块 1703选择这个目标区域发起切换流程。 如果目标区域的 CSG ID不在 UE的 Allowed CSG List中, 或者如果没有用户设备的允 许 CSG列表, 即用户在目标区域为 non-CSG用户, 切换控制单元 1702再判断目标区域的接 入模式为何种接入模式; 如果目标区域的接入模式为 Hybrid Access Mode, 则允许接入 模块 1703选择这个目标区域发起切换流程; 如果目标区域的接入模式为 Closed Access Mode, 则拒绝接入模块 1704拒绝向这个目标区域来发起切换流程。 本发明实施例所述切换控制装置 1700可作为模块内置、 或外挂于网元实体之中, 所 述网元实体为源接入网元、 目标接入网元、 核心管理网元、 源核心管理网元、 目标核心 管理网元之一。 所述切换控制装置 1700的物理位置与结构可以有多种形式, 不作限定。 本发明实施例的切换控制装置,将目标区域的接入模式作为切换控制的一项考量因 素, 提供了一种在 CSG机制下根据目标区域的接入模式进行切换的处理机制, 保证用户 设备切换到允许接入的目标区域,从而保证了用户设备的业务连续性,增强了用户体验。 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 当判断出用户在目标区 域是否为 CSG用户, 将该信息传给目标接入网元, 目标接入网元可以根据用户是否为 CSG 用户进行差异化的 QoS控制, 比如对 CSG用户, 需要采用差异化的 QoS控制, 即优先让 CSG 用户享用网络资源, 可进一步增强用户体验。 基于上述切换控制方法, 本发明实施例进一步提供一种切换控制系统。 请参阅 图 18, 所述切换控制系统包括切换控制装置 1801和信息存储单元 1802。 所述信息存储单元 1802用于存储目标区域的接入模式、 目标区域的 CSG ID及 UE 的 Al lowed CSG List等信息或者生成所述信息的对应关系表, 如果用户没有 Al lowed CSG List的信息时, 则信息存储单元 1802中没有存储该 Al lowed CSG List的信息。 所述切换控制装置 1801包括: 获取单元 1803, 用于从所述 1802获取目标区域的接入模式、 目标区域的 CSG ID; 及 切换控制单元 1804。 如果目标区域的接入模式为 Hybrid Access Mode; 或者 如果目标区域的接入模式为 Closed Access Mode, 则判断目标区域的 CSG ID是否在 用户设备的允许 CSG列表中; 如果目标区域的 CSG ID在用户设备的允许 CSG列表中; 或者 如果目标区域的 CSG ID不在用户设备的允许 CSG列表中, 则判断目标区域的接入模 式; 如果目标区域的接入模式为 Hybrid Access Mode; 或者 如果没有用户设备的允许 CSG列表, 则判断目标区域的接入模式; 如果目标区域的 接入模式为 Hybrid Access Mode; 则所述切换控制单元 1804允许所述用户设备切换到所述目标区域。 请参阅图 13, 在 X2接口的网络架构中, 所述切换控制装置 1801可内置于源接入 网元、 目标接入网元、 核心管理网元等网元实体其中之一。 请参阅图 14, 在 S1接口的网络架构中, 所述切换控制装置 1801可内置于源接入 网元、 目标接入网元、 源核心管理网元、 目标核心管理网元等网元实体其中之一。 本发明实施例的切换控制系统,将目标区域的接入模式作为切换控制的一项考量因 素, 保证用户设备切换到允许接入的目标区域, 从而保证了用户设备的业务连续性, 增 强了用户体验。 可选的, 当目标区域的接入模式为 Hybrid Access Mode时, 当判断出用户在目标区 域是否为 CSG用户, 将该信息传给目标接入网元, 目标接入网元可以根据用户是否为 CSG 用户进行差异化的 QoS控制, 比如对 CSG用户, 需要采用差异化的 QoS控制, 即优先让 CSG 用户享用网络资源, 可进一步增强用户体验。 以上所述, 仅为本发明较佳的具体实施方式, 但本发明的保护范围并不局限于此, 任何熟悉本技术领域的技术人员在本发明揭露的技术范围内, 可轻易想到的变化或替 换, 都应涵盖在本发明的保护范围之内。 因此, 本发明的保护范围应该以权利要求的保 护范围为准。

Claims

权利要求
1、 一种切换控制方法, 其特征在于, 包括:
获取目标区域的接入模式、 目标区域的 CSG ID,
如果目标区域的接入模式为 Hybrid Access Mode; 或者
如果目标区域的接入模式为 Closed Access Mode, 则判断目标区域的 CSG ID是否在 用户设备的允许 CSG列表中; 如果目标区域的 CSG ID在用户设备的允许 CSG列表中; 或者 如果目标区域的 CSG ID不在用户设备的允许 CSG列表中时, 则判断目标区域的接入 模式; 如果目标区域的接入模式为 Hybrid Access Mode; 或者
如果没有用户设备的允许 CSG列表时, 则判断目标区域的接入模式; 如果目标区域 的接入模式为 Hybrid Access Mode;
则允许所述用户设备切换到所述目标区域。
2、 根据权利要求 1所述的方法, 其特征在于, 获取目标区域的接入模式、 目标区域 的 CSG ID的实体为源接入网元, 所述源接入网元获取目标区域的接入模式、 目标区域的 CSG ID的方法为:
所述源接入网元接收所述用户设备上报的测量报告,所述测量报告携带目标区域的 接入模式和目标区域的 CSG ID。
3、 根据权利要求 1所述的方法, 其特征在于, 获取目标区域的接入模式、 目标区域 的 CSG ID的实体为核心管理网元, 所述核心管理网元获取目标区域的接入模式、 目标区 域的 CSG ID的方法为:
所述核心管理网元接收目标接入网元发送的路径切换请求消息,所述路径切换请求 消息携带目标区域的接入模式和目标区域的 CSG ID。
4、 根据权利要求 1所述的方法, 其特征在于, 获取目标区域的接入模式、 目标区域 的 CSG ID的实体为源核心管理网元, 所述源核心管理网元获取目标区域的接入模式、 目 标区域的 CSG ID的方法为:
所述源核心管理网接收源接入网元发送的切换要求消息,所述切换要求消息携带目 标区域的接入模式和目标区域的 CSG ID。
5、 根据权利要求 1所述的方法, 其特征在于, 获取目标区域的接入模式、 目标区域 的 CSG ID的实体为目标核心管理网, 所述目标核心管理网元获取目标区域的接入模式、 目标区域的 CSG ID的方法为: 所述目标核心管理网元接收目标接入网元发送的切换请求确认消息,所述切换请求 确认消息携带目标区域的接入模式和目标区域的 CSG ID; 或者
所述目标核心管理网元接收源核心管理网元发送的前转重定位请求消息,所述前转 重定位请求消息携带目标区域的接入模式和目标区域的 CSG ID。
6、 根据权利要求 1所述的方法, 其特征在于, 获取目标区域的接入模式、 目标区域 的 CSG ID的实体为目标接入网元, 所述目标接入网元获取目标区域的接入模式、 目标区 域的 CSG ID的方法为:
所述目标接入网元接收源接入网元发送的切换请求消息,所述切换请求消息携带目 标区域的接入模式和目标区域的 CSG ID; 或者
所述目标接入网元接收目标核心管理网元发送的切换请求消息,所述切换请求消息 携带目标区域的接入模式和目标区域的 CSG ID。
7、 根据权利要求 1所述的方法, 其特征在于, 获取目标区域的接入模式、 目标区域 的 CSG ID的实体为用户设备,所述用户设备获取目标区域的接入模式、目标区域的 CSG ID 的方法为:
所述用户设备接收源接入网元发送的切换命令消息,所述切换命令消息携带目标区 域的接入模式和目标区域的 CSG ID。
8、根据权利要求 1所述的方法,其特征在于,所述如果目标区域的接入模式为 Hybrid Access Mode, 则允许所述用户设备切换到所述目标区域的步骤之后, 进一步获知所述 用户设备的用户在所述目标区域是否为 CSG用户。
9、 根据权利要求 1所述的方法, 其特征在于, 如果目标区域的 CSG ID在用户设备的 允许 CSG列表中, 则获知用户为 CSG用户; 或者
如果目标区域的 CSG ID不在用户设备的允许 CSG列表中, 或者如果没有用户设备的 允许 CSG列表, 则获知用户为非 CSG用户。
10、 根据权利要求 8或 9所述的方法, 其特征在于, 进一步包括将用户是否为 CSG用 户的信息传送给目标接入网元。
11、 根据权利要求 10所述的方法, 其特征在于, 所述允许所述用户设备切换到所述 目标区域的实体为源接入网元, 所述源接入网元将用户是否为 CSG用户的信息传送给目 标接入网元包括:
所述源接入网元发送切换请求消息给目标接入网元,所述切换请求消息携带用户是 否为 CSG用户的信息; 或者 所述源接入网元发送切换要求消息给源核心管理网元,所述源核心管理网元发送前 转重定位请求消息给目标核心管理网元,所述目标核心管理网元发送切换请求消息给目 标接入网元, 所述切换要求消息、 前转重定位请求消息、 切换请求消息均携带用户是否 为 CSG用户的信息。
12、 根据权利要求 10所述的方法, 其特征在于, 所述允许所述用户设备切换到所述 目标区域的实体为核心管理网元, 所述核心管理网元将用户是否为 CSG用户的信息传送 给目标接入网元包括:
所述核心管理网元发送路径切换请求确认消息给目标接入网元,所述路径切换请求 确认消息携带用户是否为 CSG用户的信息。
13、 根据权利要求 10所述的方法, 其特征在于, 所述允许所述用户设备切换到所述 目标区域的实体为源核心管理网元, 所述源核心管理网元将用户是否为 CSG用户的信息 传送给目标接入网元包括:
所述源核心管理网元发送前转重定位请求消息给目标核心管理网元,所述目标核心 管理网元发送切换请求消息给目标接入网元, 所述前转重定位请求消息、 切换请求消息 均携带用户是否为 CSG用户的信息。
14、 根据权利要求 10所述的方法, 其特征在于, 所述允许所述用户设备切换到所述 目标区域的实体为目标核心管理网元, 所述目标核心管理网元将用户是否为 CSG用户的 信息传送给目标接入网元包括:
所述目标核心管理网元发送切换请求消息给目标接入网元,所述切换请求消息携带 用户是否为 CSG用户的信息。
15、 根据权利要求 10所述的方法, 其特征在于, 所述允许所述用户设备切换到所述 目标区域的实体为用户设备, 所述用户设备将用户是否为 CSG用户的信息传送给目标接 入网元包括:
所述用户设备发送切换证实消息给目标接入网元,所述切换证实消息携带用户是否 为 CSG用户的信息。
16、 一种切换控制装置, 其特征在于, 包括:
获取单元, 用于获取目标区域的接入模式、 目标区域的 CSG ID; 及
切换控制单元;
如果目标区域的接入模式为 Hybrid Access Mode ; 或者 如果目标区域的接入模式为 Closed Access Mode, 则判断目标区域的 CSG ID是否在 用户设备的允许 CSG列表中; 如果目标区域的 CSG ID在用户设备的允许 CSG列表中; 或者 如果目标区域的 CSG ID不在用户设备的允许 CSG列表中, 则判断目标区域的接入模 式; 如果目标区域的接入模式为 Hybrid Access Mode; 或者
如果没有用户设备的允许 CSG列表, 则判断目标区域的接入模式; 如果目标区域的 接入模式为 Hybrid Access Mode;
则所述切换控制单元允许所述用户设备切换到所述目标区域。
17、 根据权利要求 16所述的装置, 其特征在于, 所述切换控制单元进一步包括允许 切换模块及拒绝切换模块。
18、 一种切换控制系统, 其特征在于, 包括:
信息存储单元; 及
切换控制装置; 所述切换控制装置包括获取单元, 用于从所述信息存储单元获取目 标区域的接入模式、 目标区域的 CSG ID; 及切换控制单元;
如果目标区域的接入模式为 Hybrid Access Mode; 或者
如果目标区域的接入模式为 Closed Access Mode, 则判断目标区域的 CSG ID是否在 用户设备的允许 CSG列表中; 如果目标区域的 CSG ID在用户设备的允许 CSG列表中; 或者 如果目标区域的 CSG ID不在用户设备的允许 CSG列表中, 则判断目标区域的接入模 式; 如果目标区域的接入模式为 Hybrid Access Mode; 或者
如果没有用户设备的允许 CSG列表, 则判断目标区域的接入模式; 如果目标区域的 接入模式为 Hybrid Access Mode;
则所述切换控制单元允许所述用户设备切换到所述目标区域。
19、 根据权利要求 18所述的系统, 其特征在于, 所述切换控制装置内置于源接入网 元、 目标接入网元、 核心管理网元、 源核心管理网元、 目标核心管理网元之一。
