用户设备 (user equipment , UE ) 通过家庭无线接入点, 使用许可的频 谱 (如通用移动接入系统陆地无线接入网 ( Universal Mobi le Telecommunications System Terrestrial Radio Access Network, UTRN)、 演进的通用移动接入系统陆地无线接入网 ( Universal Mobi le Telecommunications System Terrestrial Radio Access Network, E_UTRAN)、 码分多址接入 (Code Divi sion Multiple Access, CDMA ) , 微波存取全球互 通接入 (Worldwide Interoperabi l ity for Microwave Access, Wimax)、 无 线局域网 (Wireless Local Area Network, WLAN) , 高速分组数据 (High Rate Packet Data, HRPD) 等无线接入网络使用的频谱), 通过通用的 IP接入网络 (如数字用户 (Digital Subscriber Line, DSL )、 电缆宽带 (Cable Broadband) ) 连接到运营商的移动网络。
为限制用户设备接入特定的家庭无线接入点或者特定的无线接入点, 封 闭的用户组 (Closed Subscriber Group, CSG) 机制被引入。 CSG标识一些用 户设备或者用户, 这些用户设备允许接入运营商的一个或者几个小区, 但是 这些小区对其它的用户设备是限制接入的。 一个 CSG 区域 (CSG area) 包含 一个小区或者几个小区, 这些小区被限定只允许一组用户接入。 一个 CSG 区 域以 CSG ID来标识。 用户设备中存有准入 CSG列表 (Allowed CSG List ), 也可称之为 CSG白名单 (CSG White List ), 准入 CSG列表包含一个或者几个 CSG ID (也称之为 CSG ID列表), 用户设备只允许在 Allowed CSG List中的 CSG ID对应的 CSG小区接入, 其它的 CSG小区将不被允许接入。
一个家庭无线接入点、 一个 CSG区域或者具有 CSG功能的无线接入点其 使用的资源是有限的, 当请求接入的用户设备所要求的资源不能满足时, 如 何处理现有机制也还没有解决。 发明内容
本发明实施例提供了一种控制用户设备删除的方法,当接入网元或者 CSG 区域中的资源不足时, 包括: 获取所述接入网元或者 CSG 区域中的用户设备 的优先级信息; 如果存在已经接入的用户设备的优先级低于请求接入或者请 求业务建立的用户设备的优先级; 删除所述低优先级的用户设备。
本发明实施例提供了一种控制用户设备接入的方法、 系统和装置, 当请 求接入的用户设备所要求的资源不能满足时, 接入设备确定所述请求接入的 用户设备的优先级高于已经接入的用户设备时, 允许请求接入的用户设备接 入并删除已经接入的优先级较低的用户设备。
本发明实施例提供了一种控制用户设备接入的方法, 当资源不能满足请 求接入的用户设备的需求时, 包括:
接入设备确定所述请求接入的用户设备的优先级高于已经接入的用户设 备的优先级;

本发明实施例又提供了一种系统, 包括:
家庭接入管理服务器、 归属用户服务器或者运营商的后台系统, 用于将 控制网元中的用户设备的优先级发送给接入设备;
接入设备, 用于当资源不能满足请求接入的用户设备的需求时, 确定所 述请求接入的用户设备的优先级高于所述已经接入的用户设备的优先级; 允 许所述请求接入的用户设备接入; 删除已经接入的用户设备, 所述已经接入 的用户设备的优先级低于所述请求接入的用户设备的优先级。
本发明实施例还提供了一种装置, 包括:
比较单元, 用于当资源不能满足请求接入的用户设备的需求时, 确定所 述请求接入的用户设备的优先级与已经接入的用户设备的优先级的关系; 接入单元, 用于当请求接入的用户设备的优先级高于已经接入的用户设 备的优先级时, 允许所述请求接入的用户设备接入;

应用本发明实施例所提供的方法, 当控制网元中的资源不能满足请求接 入的用户设备的需求时, 接入设备确定所述请求接入的用户设备的优先级高 于已经接入的用户设备时, 删除已经接入的优先级较低的用户设备。 低优先 级的设备的资源删除后, 这样就能够保证高优先级用户的接入或者业务的建 立, 提高用户的体验。 附图说明

本发明实施例提供一种控制用户设备删除的方法, 如图 la所示, 当接入 网元或者 CSG区域中的资源不足时, 包括:

本发明实施例所提供的方法,当接入网元或者 CSG区域中的资源不足时, 如果接入设备确定请求接入的用户设备的优先级高于已经接入的用户设备, 删除已经接入的优先级较低的用户设备, 为请求接入或者请求业务的用户设 备空出资源, 这样就能够保证高优先级用户的接入或者业务的建立, 提高用 户的体验。
本发明实施例涉及到家庭接入系统, 如图 lb所示, 家庭无线接入点通过 通用 IP接入网络 104将用户设备 100连接到运营商的移动网络, 其中家庭无 线接入点包括: 运行在 UTRAN频谱下的家庭无线接入点 101 (HNB) ; 运行在 E-UTRAN频谱下的家庭无线接入点 102 (HeNB); 运行在 non 3GPP网络频谱下 的家庭无线接入点 103 (Home-non 3GPP WAP) 等。 家庭无线接入点的网关网 元, 执行家庭无线接入点的管理和接入控制、 汇集家庭无线接入点, 路由和 转发家庭无线接入点和移动网络中的网元之间的信令功能。 各家庭接入点分 别通过各自的网关(运行在 UTRAN频谱下的家庭无线接入点网关 105; 运行在 E-UTRAN频谱下的家庭无线接入点网关 106; 运行在 non 3GPP网络频谱下的 家庭无线接入点网关 107 ) 与家庭接入管理服务器 108 ( Home Management Server, 匪 S )相连接。 移动性管理实体 1010 (Mobi l ity Management Entity, 匪 E)负责 E-UTRAN网络中的控制面移动性管理,包括上下文和移动状态管理, 分配用户临时身份标识等。服务通用分组无线业务支持节点 109( Serving GPRS Supporting Node, SGSN) , 用于实现 GPRS/UMTS 网络中路由转发、 移动性管 理、 会话管理以及用户信息存储功能。 非 3GPP网关实体 1011 (non-3GPP GW) 实现 non-3GPP 网络中的移动性管理、 会话管理等功能 (对于 WLAN 网络, non-3GPP GW为演进分组数据网关 (Evolved Packet Data Gateway, EPDG); 对于 Wimax网络, non-3GPP GW为接入业务网络网关(Access Service Network Gateway, ASN GW) ;对于 CDMA网络, non_3GPP GW为接入网关(Access Gateway, AGW); 对于 HRPD网络, non-3GPP GW为高速分组数据服务网关(HRPD Serving Gateway, HSGW) )。 归属用户服务器 1012 (Home Subscriber Server,HSS ) 用于存储用户签约信息。 认证、 授权与计费服务器 1013 (Authentication, Authorization and Accounting Server, AAA Server ) 用于对用户设备执行 接入认证、 授权和计费功能。 家庭接入管理服务器 108 (Home Management Server, 匪 S ), 负责家庭无线接入点的管理功能。 家庭接入管理服务器可以 是一个独立的网元, 也可以集成到归属用户服务器等中。 家庭接入管理服务 器也可以直接和家庭无线接入点相连, 本架构不作限制。
参照附图 2a, 本发明实施例提供了一种控制用户设备接入的方法, 当资 源不能满足请求接入的用户设备的需求时, 包括:
210、接入设备确定所述请求接入的用户设备的优先级高于已经接入的用 户设备的优先级;

其中, 所述删除所述已经接入的用户设备可以包括:
接入设备分离所述已经接入的用户设备;
接入设备发起切换或者重定位流程, 或者接入设备触发切换或者重定位 流程, 将所述已经接入的用户设备切换到允许接入的小区;
接入设备通知所述已经接入的用户设备发起位置更新流程, 将所述用户 设备迁移到允许接入的小区。
接入设备在本发明中可以是接入网元、 接入网关、 或者移动性管理网元 或 non-3GPP GW, 控制网元可以是接入网元或 CSG区域下的接入网元。
本发明实施例所提供的方法, 当请求接入的用户设备所要求的资源不能 满足时, 如果接入设备确定请求接入的用户设备的优先级高于已经接入的用 户设备, 则允许请求接入的用户设备接入, 并删除已经接入的优先级较低的 用户设备, 增加了用户体验。
在本发明实施例中, 所述资源可以是控制网元中允许接入的用户设备数, 也可以是控制网元所能提供的最大带宽等等, 下面结合具体实施例作详细的 描述。 参见附图 2b, 本发明实施例提供了一种控制用户设备接入的方法, 包括:
201. 已经接入控制网元中的用户设备数与请求接入的用户设备数之和 超过允许接入的用户设备数, 且区分用户设备优先级时, 接入设备确定控制 网元中已经接入的用户设备的优先级与请求接入的用户设备的优先级之间的

接入设备发起切换或者重定位流程, 或者接入设备触发切换或者重定位 流程, 将一个已经接入的用户设备切换到允许接入的小区;
接入设备通知一个已经接入的用户设备发起位置更新流程, 将所述用户 设备迁移到允许接入的小区。
接入设备在本发明中可以是接入网元、 接入网关、 或者移动性管理网元 或 non-3GPP GW, 控制网元可以是接入网元或 CSG区域。
需要说明的是, 在本发明实施例中控制网元中的资源是控制网元中允许 接入的用户设备数, 接入网元可以为家庭无线接入点 (如 HNB或者 HeNB或者 Home non-3GPP WAP)或者为具有 CSG功能的无线接入点(如 NodeB或者 eNodeB 或者 non-3GPP P) ; 接入网关可以为家庭无线接入点网关, 如 HNB GW、 HeNB GW或者 Home non-3GPP WAP GW; 移动性管理网元可以为 MME或者 SGSN。
接入设备获得控制网元中准入的用户设备数以及用户设备的优先级, 包 括:
家庭接入管理服务器、 归属用户服务器或者运营商的后台系统将控制网 元中准入的用户设备数以及用户设备的优先级发送给接入网元、 接入网关或 移动性管理网元或 non-3GPP GW; 或者
家庭接入管理服务器、 归属用户服务器或者运营商的后台系统将控制网 元中准入的用户设备数以及用户设备的优先级发送给接入网元或接入网关, 接入网元或接入网关将该准入的用户设备数和用户设备的优先级发送给移动 性管理网元或 non-3GPP GW。
其中运营商的后台系统为运营商的运营支撑系统 (Operation Support System , 0SS )或者电信业务运营支撑系统 (Business and Operation Support System , BOSS ) 或者操作维护中心 (Operation and Maintenance Center, OMC) 等, 主要是运营商进行操作维护、 配置管理等功能的运营支撑系统, 其 一般通过操作维护接口和接入网元、 接入网关或移动性管理网元或 non-3GPP GW相连, 对接入网元、 接入网关或移动性管理网元或 non-3GPP GW进行配置 管理、 操作维护等。
本发明中, 当已经接入控制网元中的用户设备数与请求接入的用户设备 数之和超过允许接入的用户设备数, 且用户设备区分优先级时, 允许请求接 入的用户设备接入就必须删除一个已经接入的优先级较低的用户设备, 或者 将该用户设备切换或迁移到允许接入的小区, 既能实现差异化的服务, 又增 加了用户体验, 同时在一些场景下也不中断从控制网元中删除的用户设备正 在使用的业务。 参见附图 3, 当接入设备是接入网元时, 本发明实施例提供了一种控制用 户设备接入的方法, 接入网元允许请求接入的用户设备接入, 将一个已经接 入的优先级较低的用户设备分离出去, 包括:

用户设备发送接入请求消息到接入网元;
需要说明的是, 在本步骤中, 用户设备是请求接入到接入网元, 用户设 备接入到接入网元还包括所述用户设备切换到所述接入网元的场景, 这种场 景下接入网元接收到移动性管理网元或者 non-3GPP GW发送的切换请求消息 后, 转到步骤 303进行处理; 后面所有实施例均做类似的处理。
303. 当控制网元中已经接入的用户设备数加上请求接入的用户设备数 超过允许接入的用户设备数, 且用户设备不区分优先级时, 拒绝请求接入的 用户设备接入
接入网元判断控制网元中已经接入的用户设备数与请求接入的用户设备 数之和是否超过允许接入的用户设备数, 如果还没有超过, 则接入网元允许 用户设备接入; 如果超过, 则接入网元拒绝用户设备的接入, 同时返回拒绝 接入消息到用户设备, 消息中可以携带有指示信息指示用户设备接入拒绝是 由于用户设备接入数超过准入的用户设备数导致的, 所述用户设备的接入数 即接入控制网元的用户设备数与请求接入的用户设备数之和, 如消息中携带 Cause 原因值 "Access number exceed CSG Al lowed Access Number "指示 UE用户数接入受限。 根据这个指示信息, 用户设备可启动一个定时器, 在这 个定时器规定的时间内, 用户设备将不再选择这个接入网元或者这个 CSG 区 域来接入。 用户设备收到这个消息后选择一个允许接入的小区来接入, 如其 它允许接入的 CSG小区, 即用户的 Al lowed CSG l ist中除当前接入的 CSG ID 以外的其它 CSG ID所对应的小区, 或者非 CSG小区, 如宏 macro小区等, 用 户设备无需将当前的 CSG ID从自己的准入 CSG列表中删除;
需要说明的是, 超过定时器规定的时间, 用户设备可以再选择这个接入 网元或者这个 CSG区域来接入。
其中, 拒绝接入消息中携带的指示信息也可以指示用户设备, 所述拒绝 接入是由于控制网元中的资源不足导致的, 如消息中携带 Cause 原因值为 "Resources insufficient ", 后面所有实施例均做类似的处理。
需要说明的是, 本步骤中描述的允许接入的用户设备数即控制网元中允 许接入的用户设备数。 304. 当用户设备区分优先级, 且存在已经接入的用户设备的优先级低于 请求接入的用户设备的优先级时, 接入网元发送释放请求消息给移动性管理 网元或者 non-3GPP GW。
如果控制网元中准入的用户设备区分用户优先级, 则要判断控制网元中 已经接入的用户设备是否有优先级低于请求接入的用户设备, 如客人的优先 级低于朋友, 朋友的优先级低于成员; 如果没有, 则拒绝请求接入的用户设 备接入; 如果有, 接入网元则允许请求接入的用户设备接入, 同时接入网元 在其所接入的用户设备中分离一个低优先级的用户设备。 接入网元发送一个 释放请求消息到移动性管理网元或者 non-3GPP网关, 消息中携带指示信息指 示移动性管理网元或者 non-3GPP网关这个释放请求是由于用户设备接入数超 过准入的用户设备数导致的, 如消息中携带 Cause原因值为 "Access number exceed CSG Al lowed Access Number "指示用户设备接入数受限。对于 E-UTRAN 网络, 释放请求消息为用户设备上下文释放请求 (UE Context Release Request ) 消息; 对于 GERAN/UTRAN网络, 释放请求消息为 lu释放请求 (lu Release Request ) 消息; 对于 non_3GPP 网络, 释放请求消息为资源释放请 求 (Resource Release Request ) 消息。 对于 E-UTRAN 网络, 移动性管理网 元为 MME; 对于 GERAN/UTRAN网络, 移动性管理网元为 SGSN; 对于 WLAN网络, non-3GPP GW为 EPDG; 对于 Wimax网络, non_3GPP GW为 ASN GW; 对于 CDMA 网络, non-3GPP GW为 AGW; 对于 HRPD网络, non_3GPP GW为 HSGW;
需要说明的是释放请求消息中携带的指示信息也可以指示移动性管理网 元或者 non-3GPP网关这个释放请求是由于控制网元中的资源不足导致的, 如 消息中携带 Cause原因值为 "Resources insufficient 'Ό 后面所有实施例的 处理同样。
同时, 接入设备可以先将控制网元中已经接入的用户设备进行排序, 将 优先级最低的用户设备与请求接入的用户设备进行比较, 如果请求接入的用 户设备的优先级高于已经接入的优先级最低的用户设备, 则允许请求接入的 用户设备接入, 并删除已经接入的优先级最低的用户设备, 否则不允许请求 接入的用户设备接入。
如果请求接入的用户设备不止一个时, 控制网元中已经接入的用户设备 数等于允许接入的用户设备数时, 将第一个请求接入的用户设备与已经接入 的用户设备进行比较, 如果第一个请求接入的用户设备的优先级高于一个已 经接入的用户设备, 则允许第一个请求接入的用户设备接入, 删除优先级较 低的用户设备; 然后比较第二个请求接入的用户设备, 依此类推……
如果请求接入的用户设备不止一个, 控制网元中还能继续接入用户设备, 如: 请求接入的用户设备是 4个, 控制网元中还能接入 2个, 则先任意接入 2 个请求接入的用户设备, 然后比较剩余的 2个用户设备与控制网元中已经接 入的用户设备的优先级的关系, 后面所有实施例也作类似的处理。
需要说明的是: 本专利中不限定允许请求接入的用户设备接入和接入网 元在其所接入的用户设备中分离低优先级的用户设备的先后处理顺序。 如, 接入网元可以先允许请求接入的用户设备接入, 后再在其所接入的用户设备 中分离低优先级的用户设备; 或者, 接入网元可以先在其所接入的用户设备 中分离低优先级的用户设备, 后再允许请求接入的用户设备接入; 或者, 接 入网元可以先在其所接入的用户设备中分离低优先级的用户设备, 拒绝请求 接入的用户设备接入, 在低优先级的用户设备分离后再收到用户设备请求接 入时允许请求的用户设备接入。
305. 移动性管理网元或者 non-3GPP GW发送分离请求(Detach Request ) 到用户设备
移动性管理网元或者 non-3GPP GW收到上述释放请求消息后, 分离用户 设备, 具体过程为: 发送分离请求到优先权较低的用户设备, 消息中可以携 带指示信息指示用户设备分离请求是由于用户设备接入数超过准入的用户设 备数导致的,如消息中携带 Cause 原因值为 " Access number exceed CSG Al lowed Access Number "指示用户设备接入数受限。 根据这个指示信息, 用 户设备可以选择启动一个定时器, 在这个定时器的时间内, 用户设备将不再 选择这个接入网元或者这个 CSG区域来接入, 用户设备无需将当前的 CSG ID 从自己的准入 CSG列表中删除;
需要说明的是分离请求消息中携带的指示信息也可以指示用户设备分离 请求是由于控制网元中资源不足导致的, 如消息中携带 Cause 原因值为 "Resources insufficient ", 被删除的用户设备收到所述指示信息后, 启动 一个定时器, 在所述定时器规定的时间内可以不再选择这个接入网元或者这 个 CSG区域来接入, 超过定时器规定的时间, 则该被删除的用户设备可以再 选择这个接入网元或者这个 CSG 区域来接入, 后面所有实施例也作类似的处 理。
306. 用户设备回分离接受 (Detach Accept ) 消息给移动性管理网元或 者 3GPP GW
优先级较低的用户设备回分离接受信息到移动性管理网元或者 non-3GPP GW, 该用户设备可以选择非 CSG小区或者其它允许接入的 CSG小区来接入。
307. 接入网元释放资源
移动性管理网元或者 non-3GPP GW通知接入网元释放资源。 对于 E-UTRAN 网络, MME发送用户设备上下文释放命令 (UE Context Release Command) 消息到接入网元;对于 GERAN/UTRAN网络, SGSN发送 Iu释放命令(Iu Release Command) 消息到接入网元; 对于 non_3GPP网络, non_3GPP GW发送资源释 放命令 (Resource Release Command ) 消息到接入网元。 接入网元释放资源 后,回释放完成(Release Complete )消息到移动性管理网元或者 non_3GPP GW 本发明实施例中, 接入网元在分离优先级较低的用户设备时, 发送释放 请求消息给移动性管理网元或者 non-3GPP GW;移动性管理网元或者 non_3GPP GW发送分离请求到用户设备; 用户设备回分离接受消息给移动性管理网元或 者 non-3GPP GW; 移动性管理网元或者 non_3GPP GW通知接入网元释放资源, 完成对优先级较低的用户设备的分离, 同时允许优先级较高的用户设备的接 入。 从而实现差异化的服务处理, 增加用户的体验。
需要说明的是, 在本发明实施例中, 接入网元也可以作为控制网元, 或 者 CSG区域作为控制网元; 接入网关是可选网元, 如果存在接入网关, 则接 入网元通过接入网关与其它网元进行交互, 如果没有接入网关, 则接入网元 直接与其它网元进行交互。
在本发明各实施例中, 所述 CSG区域作为控制网元是指逻辑上的功能实 体, 当一个接入网元管理一个 CSG区域时, 该接入网元作为 CSG区域作为控 制网元, 如果多个接入网元共同管理一个 CSG 区域时, 多个接入网元共同作 为 CSG区域作为控制网元, 当一个接入网元管理多个 CSG区域时, 那个该接 入网元中管理某一个 CSG区域的功能部分可以作为 CSG区域作为控制网元。
可选地, 在步骤 304中, 接入网元也可以发送释放请求 Release Request 消息到已经接入的优先级较低的用户设备而不是发送释放请求消息到移动性 管理网元或者 non-3GPP GW, 消息中携带指示信息指示这个释放请求是由于用 户设备接入数超过准入的用户设备数导致的, 或者是由于控制网元中资源不 足导致的,如消息中携带 Cause原因值为" Access number exceed CSG Al lowed Access Number "指示用户设备接入数受限或者 Cause 原因值为 "Resources Insufficient "指示控制网元中资源不足。 则后续步骤为:
步骤 305 中, 已经接入的优先级较低的用户设备收到释放请求消息后发 送分离请求 Detach Request消息到移动性管理网元或者 non_3GPP GW。
步骤 306中, 移动性管理网元或者 non-3GPP GW向已经接入的优先级较 低的用户设备回复分离接受 Detach Accept消息。
可选地, 所述已经接入的优先级较低的用户设备可以选择启动一个定时 器, 在这个定时器规定的时间内, 所述已经接入的优先级较低的用户设备将 不再选择这个接入网元或者这个 CSG区域来接入, 所述已经接入的优先级较 低的用户设备无需将当前的 CSG ID从自己的准入 CSG列表中删除; 所述已经 接入的优先级较低的用户设备可以选择其他允许接入的小区 (如 non-CSG小 区(如 macro (宏)小区)或者其它允许接入的 CSG小区(即 Al lowed CSG Li st 中除当前使用的 CSG ID外的其它 CSG ID相应的 CSG小区)) 来接入。 所述已 经接入的优先级较低的用户设备发起附着 (Attach ) 流程, 通过选择的小区 注册到运营商的移动网络。
步骤 307中, 接入网元释放资源。
本发明实施例所提供的方法也能应用到其它的资源不足时的处理, 如接 入网元收到一个用户设备的业务建立请求(如,对于 E-UTRAN网络来说, HeNB 从 MME中收到 Bearer Setup Request (承载建立请求) 消息请求建立一个承 载; 对于 GERAN/UTRAN网络, HNB从 SGSN中收到 RAB Assignment Request (无 线接入承载分配请求) 消息请求建立一个承载) 时, 接入网元确定接入网元 或者 CSG 区域内的资源不能满足请求接入的用户设备的业务需要 (如接入网 元的可用带宽不能满足请求建立的承载需要的带宽) 时, 接入网元判断接入 网元或者 CSG区域内中已经接入的用户设备是否有优先级低于请求业务建立 的用户设备, 如控制网元的成员列表内的客人的优先级低于控制网元的成员 列表内的朋友、 控制网元的成员列表内的朋友的优先级低于控制网元的成员 列表内的成员 (控制网元的成员列表内的用户设备的优先级的获取参见前面 的描述), 或者非控制网元用户 (gp, 不在控制网元的成员列表内的用户, 如 不在 CSG 的成员列表内的用户) 优先级低于控制网元用户 (这时, 控制网元 的成员列表内的用户设备可能没有优先级, 则家庭接入管理服务器、 归属用 户服务器或者运营商的后台系统只需将控制网元的成员列表信息发给接入网 元) 等; 如果没有, 则拒绝请求建立的业务; 如果有, 接入网元则允许请求 建立的业务建立, 同时接入网元在接入网元或者或者 CSG 区域内所接入的用 户设备中分离低优先级的用户设备 (分离的用户设备可能不只一个, 如请求 接入的用户设备的业务建立请求要求 3M带宽, 接入网元可用的带宽只有 1M, 每个 non-CSG用户设备使用的带宽也只有 1M, 这个时候接入网元就需要分离 两个 non-CSG用户设备, 后面所有实施例也作类似的处理), 分离低优先级的 用户设备的具体过程参照本发明实施例的描述。
需要说明的是: 本专利中不限定接入网元允许请求建立的业务建立和接 入网元在接入网元或者 CSG 区域内所接入的用户设备中分离低优先级的用户 设备的先后处理顺序。 如, 接入网元可以先允许请求建立的业务建立, 后再 在接入网元或者 CSG 区域内所接入的用户设备中分离低优先级的用户设备; 或者, 接入网元可以先在接入网元或者 CSG区域内所接入的用户设备中分离 低优先级的用户设备, 后再允许请求建立的业务建立; 或者, 接入网元可以 先在接入网元或者 CSG区域内所接入的用户设备中分离低优先级的用户设备, 拒绝请求建立的业务建立, 在低优先级的用户设备分离后再收到用户设备的 业务建立请求时允许建立。
参见附图 4, 接入设备为接入网元时, 本发明实施例提供了一种控制用户 设备接入的方法, 接入网元允许请求接入的用户设备接入的同时, 发起切换 或者重定位流程, 将已经接入的优先级较低的用户设备切换到其它小区, 具 体包括:

如果控制网元中准入的用户设备区分用户优先级, 则要判断控制网元中 已经接入的用户设备是否有优先级低于请求接入的用户设备, 如果没有, 则 接入网元拒绝请求接入的用户设备接入; 如果有, 接入网元则允许请求接入 的用户设备接入, 同时接入网元选择允许接入的小区, 即非 CSG小区或者其 他允许接入的 CSG小区, 将这个小区作为目标小区, 并且接入网元发起切换 (Handover或者 Handoff ) 或者重定位 (Relocation) 程序, 将接入网元中 的一个低优先级的用户设备切换到目标小区, 接入网元发送切换要求 (Handover Required ) 消息到移动性管理网元或者 non_3GPP GW。
需要说明的是: 本专利中不限定允许请求接入的用户设备接入和接入网 元将接入网元中的低优先级的用户设备切换到目标小区的先后处理顺序。 如, 接入网元可以先允许请求接入的用户设备接入, 后再将接入网元中的低优先 级的用户设备切换到目标小区; 或者, 接入网元可以先将接入网元中的低优 先级的用户设备切换到目标小区, 后再允许请求接入的用户设备接入; 或者, 接入网元可以先将接入网元中的低优先级的用户设备切换到目标小区, 拒绝 请求接入的用户设备接入, 在低优先级的用户设备切换到目标小区后再收到 用户设备请求接入时允许请求的用户设备接入。
405. 移动性管理网元或者 non-3GPP GW回切换命令或者切换拒绝到接入 网元
移动性管理网元或者 non-3GPP GW 回切换命令 (Handover Command ) 或 者切换拒绝 (Handover Reject ) 消息到接入网元, 切换拒绝消息表示接入网 元发起的切换流程失败, 用户设备不能切换到目标小区。
406. 接入网元发送切换命令给用户设备
如果接入网元收到切换命令消息, 则接入网元发送切换命令消息到用户 设备, 命令用户设备切换到目标小区。 切换命令消息中可以携带指示信息指 示用户设备切换是由于用户设备接入数超过准入的用户设备数导致的, 如消 息中携带 Cause原因值 "Access number exceed CSG Al lowed Access Number " 指示 UE用户数接入受限。根据这个指示信息,用户设备可以启动一个定时器, 在这个定时器的时间内, 用户设备将不再选择这个接入网元或者这个 CSG 区 域来接入, 用户设备无需将当前的 CSG ID从自己的准入 CSG列表中删除。 需要说明的是切换命令消息中携带的指示信息也可以指示用户设备切换 是由于控制网元中资源不足导致的,如消息中携带 Cause原因值为" Resources insufficient ", 后面的所有实施例均做类似处理。
407. 用户设备切换到目标小区
用户设备接到接入网元的切换命令后, 执行切换到目标小区的流程, 切 换到目标小区;
408. 如果步骤 404中接入网元不能选择一个允许接入的小区作为目标小 区发起切换流程, 或者步骤 405 中接入网元收到切换拒绝的消息, 则接入网 元发起释放流程, 执行分离用户设备的程序, 将优先级较低的用户设备分离, 具体参照步骤 304至步骤 307。
本发明实施例中, 接入网元将优先级较低的用户设备切换到允许接入的 小区时, 接入网元发送切换要求给移动性管理网元或者 non-3GPP GW; 移动性 管理网元或者 non-3GPP GW回切换命令或者切换拒绝到接入网元; 接入网元 发送切换命令给用户设备; 用户设备切换到目标小区, 同时也允许优先级较 高的用户设备接入, 既实现了差异化的服务处理, 又不中断优先级较低的用 户设备正在使用的业务, 增加用户的体验。
需要说明的是, 在本发明实施例中, 接入网元也可以作为控制网元, 或 者 CSG区域作为控制网元; 接入网关是可选网元, 如果存在接入网关, 则接 入网元通过接入网关与其它网元进行交互, 如果没有接入网关, 则接入网元 直接与其它网元进行交互。
本发明实施例所提供的方法也能应用到其它的资源不足时的处理, 如接 入网元收到一个用户设备的业务建立请求时,接入网元确定接入网元或者 CSG 区域内的资源不能满足请求的业务需要时, 接入网元判断接入网元或者 CSG 区域中已经接入的用户设备是否有优先级低于请求业务建立的用户设备; 如 果没有, 则拒绝请求建立的业务; 如果有, 接入网元则允许请求建立的业务 建立, 同时接入网元发起切换 (Handover 或者 Handof f ) 或者重定位 (Relocation) 程序, 将接入网元或者 CSG区域中的低优先级的用户设备切 换到一个允许接入的小区, 切换或者重定位的处理参照本发明实施例。
需要说明的是: 本专利中不限定接入网元允许请求建立的业务建立和接 入网元将接入网元中的低优先级的用户设备切换到目标小区的先后处理顺 序。 如, 接入网元可以先允许请求建立的业务建立, 后再将接入网元中的低 优先级的用户设备切换到目标小区; 或者, 接入网元可以先将接入网元中的 低优先级的用户设备切换到目标小区, 后再允许请求建立的业务建立; 或者, 接入网元可以先将接入网元中的低优先级的用户设备切换到目标小区, 拒绝 请求建立的业务建立, 在低优先级的用户设备切换到目标小区后再收到用户 设备的业务建立请求时允许建立。
参照附图 5, 接入设备为接入网元时, 本发明实施例提供了一种控制用户 接入数的方法, 接入网元在允许请求接入的用户设备接入时, 通知一个已经 接入的优先级较低的用户设备发起位置更新流程, 将该优先级较低的用户设 备迁移到允许接入的小区, 具体包括:

如果控制网元中准入的用户设备区分用户优先级, 则要判断控制网元中 的用户设备是否有优先级低于请求接入的用户设备的优先级, 如果没有, 则 拒绝请求接入的用户设备接入; 如果有, 则接入网元允许请求的用户设备接 入, 同时接入网元通知一个低优先级的用户设备触发位置更新程序, 将这个 低优先级的用户设备迁移到一个允许接入的小区, 即目标小区, 如非 CSG小 区或者其它允许接入的 CSG小区。 对于 3GPP网络, 如 E-UTRAN/GERAN/UTRAN 网络, 接入网元发送 RRC连接释放请求 (RRC Connection Release Request ) 消息到用户设备;对于 non-3GPP 网络,接入网元发送资源释放请求(Resource Release Request ) 消息到用户设备。 释放请求新息中携带指示信息指示用户 设备接入数超过准入的用户设备数需发起位置更新, 如携带 Cause 原因值为 "Access number exceed CSG Al lowed Access Number LU Required,,。 低优 先级的用户设备收到这个指示信息后选择一个允许接入的小区, 然后发起位 置更新流程。 根据这个指示信息, 用户设备可以启动一个定时器, 在这个定 时器的时间内, 用户设备将不再选择这个接入网元或者该 CSG 区域来接入。 用户设备无需将当前的 CSG ID地址从自己的准入 CSG列表中删除;
需要说明的是释放请求中携带的指示信息也可以指示用户设备资源不足 需发起位置更新, 如携带 Cause 原因值为 " Resources insufficient LU Required "o 后面所有实施例的处理同样。
接入网元通知一个低优先级的用户设备发起位置更新程序, 将这个低优 先级的用户设备迁移到其他允许接入的小区也可以如下处理: 接入网元发送 释放请求消息到移动性管理网元或者 non-3GPP网关, 释放请求新息中携带指 示信息, 指示所述位置更新是由于用户设备接入数超过准入的用户设备数, 或者指示是由于控制网元中的资源不足引起的。 移动性管理网元或者 non-3GPP 网关通知所述低优先级的用户设备发起位置更新流程, 将该低优先 级的用户设备迁移到其他允许接入的小区。对于 E-UTRAN网络,匪 E通过接入 网关发送用户设备上下文释放命令 (UE Context Release Command ) 消息到 接入网元; 对于 GERAN/UTRAN网络, SGSN通过接入网关发送 Iu释放命令(Iu Release Command) 消息到接入网元; 对于 non_3GPP网络, non_3GPP GW通 过接入网关发送资源释放命令 (Resource Release Command ) 消息到接入网 元, 所述释放命令消息中携带指示信息, 指示所述位置更新是由于用户设备 接入数超过准入的用户设备数, 或者指示所述位置更新是由于控制网元中的 资源不足引起的。 接入网元发送释放请求消息到该优先级较低的用户设备。
需要说明的是: 本专利中不限定允许请求接入的用户设备接入和接入网 元通知低优先级的用户设备发起位置更新流程的先后处理顺序。 如, 接入网 元可以先允许请求接入的用户设备接入, 后再通知低优先级的用户设备发起 位置更新流程; 或者, 接入网元可以先通知低优先级的用户设备发起位置更 新流程, 后再允许请求接入的用户设备接入; 或者, 接入网元可以先通知低 优先级的用户设备发起位置更新流程, 拒绝请求接入的用户设备接入, 在低 优先级的用户设备移动到目标小区后再收到用户设备请求接入时允许请求的 用户设备接入。
505. 用户设备发送释放确认或者释放拒绝消息给接入网元
用户设备回释放确认 (Release Acknowledge ) 消息到接入网元。 如果用 户设备发现没有合适的小区来发起位置更新流程, 则用户设备可以回释放拒 绝 (Release Reject ) 消息到接入网元, 通知接入网元用户设备不能发起位 置更新流程;

602. 用户设备接入到接入网关
用户设备通过接入网元接入到接入网关, 用户设备发送接入请求消息到 接入网关;
需要说明的是, 在本步骤中, 用户设备通过接入网元接入到接入网关, 用户设备接入到接入网关还包括这个用户设备切换到这个接入网关的场景, 这种场景下接入网关接收到移动性管理网元或者 non-3GPP GW发送的切换请 求消息后, 执行步骤 603, 后面的实施例做类似处理。

604. 当用户设备区分优先级, 且存在已经接入的用户设备的优先级低于 请求接入的用户设备的优先级时, 接入网关发送释放请求消息到移动性管理 网元或者 non-3GPP GW

为了实现对接入到控制网元中的用户设备接入数的监控, 移动性管理网 元或者 non-3GPP GW需要获得接入的接入网元的标识或者接入网元的 CSG ID 信息, 接入网元可以在建立 (Setup) 流程中将接入网元的标识或者接入网元 的 CSG ID信息发送给移动性管理网元或者 non-3GPP GW, 或者接入网元或者 接入网关在发送非接入层 (Non-Access Stratum, NAS) 消息到移动性管理网 元或者 non-3GPP GW时, 发送用户设备接入的接入网元标识或者 CSG标识, 即接入网元或者接入网关在初始用户设备消息 (Initial UE Message ) 中携 带接入网元的标识或者 CSG标识。
904. 当用户设备区分优先级, 且存在已经接入的用户设备的优先级低于 请求接入的用户设备的优先级时, 移动性管理网元或者 non-3GPP GW发送分 离请求消息给用户设备

需要说明的是, 上述的装置和系统实施例, 也能应用到其它的资源不足 时的处理, 如接入设备收到用户设备的业务建立请求时, 接入设备确定所述 用户设备所接入的接入网元中的资源不能满足所述用户设备的业务需要时, 接入设备判断接入网元中已经接入的用户设备是否有优先级低于请求业务建 立的用户设备; 如果没有, 则拒绝请求建立的业务; 如果有, 接入设备则允 许请求建立的业务建立, 同时接入设备删除已经接入的优先级较低的用户设 备, 具体实现过程可以参照上述装置和系统实施例中的描述。 这种接入控制 下家庭接入管理服务器、 归属用户服务器或者运营商的后台系统则将控制网 元的成员列表内的用户设备优先级发送给接入设备或者只将控制网元的成员 列表信息发给接入设备。 本领域普通技术人员可以理解: 实现上述方法实施例的全部或部分步骤 可以通过程序指令相关的硬件来完成, 前述的程序可以存储于计算机可读取 存储介质中, 该程序在执行时, 执行包括上述方法实施例的步骤; 而前述的 存储介质包括: R0M、 RAM, 磁碟或者光盘等各种可以存储程序代码的介质。 显然, 本领域的技术人员可以对本发明进行各种改动和变型而不脱离本发明 的精神和范围。 这样, 倘若本发明的这些修改和变型属于本发明权利要求及 其等同技术的范围之内, 则本发明也意图包含这些改动和变型在内。

如果存在已经接入的用户设备的优先级低于请求接入或者请求业务建立 的用户设备的优先级;
删除所述低优先级的用户设备。
2、 如权利要求 1所述的一种控制用户设备删除的方法, 其特征在于, 所 述方法还包括: 确定资源不能满足请求接入的用户设备的需求。
3、 如权利要求 2所述的一种控制用户设备删除的方法, 其特征在于, 所 述方法还包括: 允许请求接入的用户设备接入或者为请求业务建立的用户设 备建立业务。

删除所述已经接入的用户设备, 所述已经接入的用户设备的优先级低于 所述请求接入的用户设备的优先级。
7. 如权利要求 6所述的一种控制用户设备接入的方法, 其特征在于, 当请求接入的用户设备数与已经接入控制网元的用户设备数之和超过允 许接入的用户设备数时, 确定资源不能满足请求接入的用户设备的需求。

所述接入设备分离所述已经接入的用户设备; 或

17. 一种系统, 其特征在于, 包括:
家庭接入管理服务器、 归属用户服务器或者运营商的后台系统, 用于将 控制网元中的用户设备的优先级发送给接入设备;
接入设备, 用于当资源不能满足请求接入的用户设备的需求时, 确定已 经接入的用户设备的优先级低于所述请求接入的用户设备的优先级; 删除已 经接入的用户设备。
18. 如权利要求 17所述的一种系统, 其特征在于,
所述接入设备还用于当请求接入的用户设备的优先级高于已经接入的用 户设备的优先级时, 允许所述请求接入的用户设备接入。
19. 如权利要求 17所述的一种系统,其特征在于,所述资源是允许接入 的用户设备数时, 家庭接入管理服务器、 归属用户服务器或者运营商的后台系统, 还用于 将控制网元允许接入的用户设备数及用户设备的优先级发送给接入设备; 接入设备, 还用于当请求接入的用户设备数与已经接入控制网元的用户 设备数之和超过允许接入的用户设备数时, 确定所述请求接入的用户设备的 优先级高于所述已经接入的用户设备的优先级; 允许所述请求接入的用户设 备接入; 删除已经接入的用户设备, 所述已经接入的用户设备的优先级低于 所述请求接入的用户设备的优先级。
20. 如权利要求 17或 18任一所述的一种系统, 其特征在于, 所述接入 设备是接入网元或接入网关时, 所述系统还包括:
移动性管理网元或 non-3GPP GW,用于接收所述接入设备发送的请求消息, 分离所述用户设备。
21. 一种装置, 其特征在于, 包括:
比较单元, 用于当资源不能满足请求接入的用户设备的需求时, 确定请 求接入的用户设备的优先级与已经接入的用户设备的优先级的关系;
删除单元, 用于当已经接入的用户设备的优先级低于所述请求接入的用 户设备的优先级时, 删除所述已经接入的用户设备, 所述已经接入的用户设 备的优先级低于所述请求接入的用户设备的优先级。
22. 如权利要求 21所述的一种装置, 其特征在于, 所述装置还包括接入 单元,
接入单元, 用于当请求接入的用户设备的优先级高于已经接入的用户设 备的优先级时, 允许所述请求接入的用户设备接入。
23. 如权利要求 21所述的一种装置, 其特征在于, 当所述资源是允许接 入的用户设备数时,
比较单元, 还用于当请求接入的用户设备数与已经接入控制网元的用户 设备数之和超过允许接入的用户设备数时, 比较所述请求接入的用户设备的 优先级与已经接入的用户设备的优先级的关系。
24. 如权利要求 21或者 22任一所述的一种装置, 其特征在于, 所述删 除单元包括:
分离单元, 用于分离所述已经接入的用户设备; 或者
切换或重定位单元, 用于发起切换或者重定位流程, 将所述已经接入的 用户设备切换到目标小区; 或者
位置更新单元, 用于通知已经接入的用户设备发起位置更新流程, 将所 述已经接入的用户设备迁移到目标小区。
