 入力符号化データを復号して画像データを出力し、入力符号化データについての直交変換係数と、入力符号化データがフィールド構造符号化データ及びフレーム構造符号化データのうちのいずれであるかを示す元符号化モードとを符号化情報として生成する復号手段と、直交変換係数と元符号化モードとに応じてフィールド構造符号化及びフレーム構造符号化のいずれか1の符号化モードを選択する符号化モード選択手段と、符号化モード選択手段によって選択された符号化モードにて画像データを再符号化する符号化手段と、を備える。
