Specification of Letters Patent.

Application filed February 13, 1904. Renewed September 16, 1905. Serial No. 278,782.
To (r77 7071,0777, if; Ill/(by concern;
Be it known that I, EDWARD L. CLARK, a citizen of the United States, residing at Pitcairn, in the county of Allegheny and State of Pennsylvania, have invented a new and useful Improvement in Devices for Measuring Cloth, of which improvement the following is a specification.
This invention relates to an improved device for measuring and cutting cloth for use in dry-goods stores; and it consists in the certain details of construction and combination of parts, as will be fully described hereinafter.
In the accompanying drawings, Figure l is a plan view of my device, the same being constructed and arranged in accordance with my invention. Fig. 2 is a front elevation of the same. Fig. 3 is an enlarged end elevation of the shears and their connected parts. Fig. 4 is a sectional front elevation of the same, the said section taken on the line X X.
' To construct a device for measuring and shearing cloth in accordance with my invention, I provide a metal strip 1 one yard in length, having at one end a vertical extension 2 and at the other a vertically and rearwardly extending portion 3, which may either be attached to or formed integral with said strip 1. This strip 1 is marked with half, quarter, and eighth yards, as will be seen by reference to Fig. 1 of the drawings, and is attached to the table or counter by means of woodscrews 4:. Connected by means of a short bolt 6 to the portion 3 isa shear-blade 5, formed with a hollow boss 8, in which is arranged a spiral spring 9, the one end of which is attached to the portion 3 and the other to the said shear-blade. Connected at the rear of the shear-blade 5 is a link 10, the other end of which being attached to a lever 12 by means of rivets 11. This lever is bent upward at its forward end and with a rearward bend to form a handle 13, the same being flattened or broadened, as shown in the drawings. A stop 14 is arranged on the portion 3 tolimit the upward movement of the shear-blade 5 and lever 12.
In operation the cloth from the web is measured on the scale and at the proper point inserted between the shears and the handle 13 pressed down, which will shear the said cloth, and by releasing the pressure on the handle 13 the action of the spring will cause the shear-blade to resume its former position. The cloth is again entered in the shears and held with the left hand and at each motion of the handle moved rearward, thus rapidly severing the piece from the web.
Various slight modifications and changes may be made in the details of construction without departing from the spirit of the same. Therefore I do not wish to confine myself to the details shown and describec.
Having thus described my invention, what I claim, and desire to secure by Letters Patent, is-
A device of the type set forth comprising an elongated strip of metal, a vertically and rearwardly extending portion formed at one end thereof, a shear-blade pivoted thereto, a link pivoted to the rear end of said blade, a lever pivoted to the lower end of said link, and having its forward end bent upwardly and formed with a rearwardly-projecting flattened handle, and a spring for holding and returning said shear-blade to its normal position.
In testimony whereof I have hereunto signed my name in the presence of two subscribing witnesses.
EDWARD L. CLARK. In presence of'- JAMEs Gr. HnRRoN, FRED. 0. Hana.
