SPECIFICATION forming part of Letters Patent No. 534,931, dated February 26, 1895.

To aZZ whom it may concern.-
Be it known that I, EDWIN WALKER, a citizen of the United States, residing at the city O of the frame.
of Erie, in the county of Erie and State of Pennsylvania, have invented certain new and useful Improvements in Advertising Devices; and I do hereby declare the following to be a full, clear, and exact description of the invention, such as will enable others skilled in the art to which it appertaius to make and use the same, reference being bad to the accompanying drawings, and to the letters of reference marked thereon, forming part of this specification.
My invention consists in the improvements in advertising devices, hereinafter set forth and explained and illustrated in the accompanying drawings, in which- Figure 1. shows a cigar-tip-cutter embodying my improved device, partially in elevation and partially in section. Fig.2. is a top or plan View of the advertising plate forming part of my improved device. Fig. 3. shows a section of a cigar-tip-cutter embodying a modified construction of the same. Fig. 4. shows a plan view of the under side of the advertising plate of the modified form of the device shown in Fig. 3.
In the construction of my improved advertising device, shown in the accompanying drawings, A is the base, to which is secured a hollow frame B, to the top of which is secured a semi-cylindrical section 0 having small openings 0 and c in the top thereof, to receive the tip of a cigar. At the axis of said semi-cylindrical section 0 is a bearing D, upon which is mounted a bell crank lever, having three arms E, E and E the arm E constituting the operating handle, and projecting outward through a slot 0 in the part The arm E of said lever is provided with a cutting blade 6 which is moved around inside of the circular top of the portion 0 of the frame by the operation of the handle E, so as to cut the tips of cigars inserted in the openings 0 or c, and the arm E of said lever projects downward into the portion B of the frame, as and for the purpose hereinafter set forth. To a pin cl in the arm E of said lever is secured a retracting spring (1' which operates on said lever to return it after the arm E has been depressed to its normal position, as illustrated in Fig. I.-
To the rear side of the part B of the frame is- -of the frame, just above the arm F, there is an open slotf, through which a rod I coupled to the end of the arm E of the bell-crank lever hereinbefore described, extends to and is coupled to a pin you the under side of the plate H; this pin g being at one side of the axis G of the plate H, as illustrated by the dotted lines in Fig. 2. A stud pin it is-also placed in the under side of the plate H, so as to contact with the red I, as illustrated in Figs. 1 and 2, and limit the motion of the plate H.
Upon the upper surface'of the plateH may be placed any device or phrase desired to be used for advertising purposes.
In operation, the operator depresses the arm E of the bell-crank-lever, which operates through the arm E thereof, and the rod I, to
rotate the plate G, say, half around, and when eration of cutting the tip of a cigar, "the plate I H is quickly rotated forward and back, and thereby attracts the attention of the operator thereto and to the advertisement thereon.
In Figs. 3 and 4:, I show a modified form of my device, in that in lieu of the arm F, I use an arm F in the outer end of which is mounted a transverse bearing G, passing through a downwardly projecting ear g, secured to the under surface of a plate H. In the ear g in front of the bearing G is a hole I in which the end of the rod I is coupled, so that the action of the bellcrank lever in this case operates to tip the plate H up to a vertical position, and show the under side thereof to the operator, so that in this case advertising devices can be used on both sides of the plate H. In all other respects this modified construction is the same as that hereinbefore described.
Having thus fully described my invention, so as to enable others skilled in the art to which it appertains to construct and operate the same, what I claim as new, and desire to secure by Letters Patent of the United States, 1s-
1. The combination in an advertising device, of a case having a semi-circular top, a lever operating within said case, a knife on one arm thereof adapted to travel under the semi-circular top of said case, and another arm thereon connecte d with a rod passing out through a slot-inon' 'side of said case and connecting with a plate mounted on an arm projecting from one side of said case, whereby the movement of said lever operates to oscillate said plate, substantially as set forth.
2. The combination in an advertising device, of a frame B, having a semi-circular top C, a bell crank lever E, E E mounted therein, a blade e on the arm E adapted to move within said semi-circular top, a retracting spring (1 operating on said lever, an arm proj ecting upwardly from one side of said frame, a plate pivoted in the end of said arm, and a rod I extending from the arm E of said lever out through a slot f in the frame B and connecting with said plate, substantially as and for the purpose set forth.
