SPECIFICATION forming part of Letters Patent No. 250,690,-da.ted December 13, 1881.

To all whom it may concern Be it known that I, WILLIAM F. TURNBULL, a citizen of the United States of America, residing at Hampton, in the county of Elizabeth City and State of Virginia, have invented certain new and useful Improvements in Bill- Files; and I do hereby declare the following to be a full, clear, and exact description ofthe invention, such as will enable others skilled in the art to which it appertains to make and use the same, reference being had to the accompanying drawing, and to letters or figures of reference marked thereon, which form a part of this specifica-tion.
This invention relates to certain improvements in bill-flies; anditconsists in the novel construction and combination of parts,as will be hereinafter more fully described and specitcally claimed.

The letter C indicates the frame, made of sheet metal or other suitable material, and is composed of the side standards, G C', cappiece C2, and the transverse bottom pieces or bars, U3. The upper portions of the standards C O are made hollow, and within them are inclosed spiral springs D, the upper ends of which are attached to the base portion of thc cap-piece C2, and the other ends to the upper portion of the sliding frame E. The sliding frame E is of a rectangular shape, and is constructed of sheet metal or of the same material as the frame O. The upper portion of this frame E is provided with a platform, B, suitably supported by the brace-rods a, connected to the upper cross-bars F of the sliding frame E.
The letter A represents an iron or steel wire rmly attached to the cap-piece C2, and having its lower end pointed and provided with the eye G, through which the thread or string for binding the bills or papers, &c., is passed.
To the lower end of the sliding frame E is pivoted a wire handle or bail, J, for drawing down the sliding frame,with its platform B, below the point of the needle A, so that the bills or other documents to be led can be readily placed upon the platform B, for the operation of the needle and the threading or binding of the same.
The letter H represents a catch, for holding down or locking theframe and its platform below the point of the needle while the bills or papers are placed upon or removed from the platform.
The upper end of the bill-file is provided with a loop, K, to hang or suspend the same.
From the foregoing description it will beobserved that the bills, letters, papers, or documents, of whatever nature, are placed upon the platl'orm B, when its slidingframe is held down in the withdrawn position by means of thelocking device H, and when a sufficient quantity or a desired number of the bills have been placed upon the platform in regular order the locking device is released and the needle,pre viously threaded,is thrust through the pile of bills by the upward movement of the springframe, after which the frame is again drawn downward andthe threaded bills removed fromv the platform B for tiling away.
It is obvious that rubber springs may bc substituted in lieu ofthe spiral springs.
What I claim as new, and desire to secure by Letters Patent, is-
l. In abill-lile, the combination ofa vertical frame having suspended from its upper' end centrally a fixed threading-needle, and a sliding frame with a perforated elevated platform, B, to receive the pile of bills or other articles and automatically feed them up to the needle, whereby the needle is thrust through the pile of bills forthethread connection, as described.
2. As an improved article of manufacture, the bill-tile consisting of the vertical frame c, with guideways c and suspended centrally-arranged threading-needle A, the sliding frame F, provided with the bail J,the perforated elevated platform B,and side coil-springs D, and the locking device H, all arranged vfor operating in the manner as described.
