To all whom it may concern:

Belt known that I, FRANKLIN'E. BEATTY, a citizen of the United States, residing in the city and county of Philadelphia, State with an elastic connection on its underside,

and the top of the bar being provided with a cutting blade and guard, which latter are removably secured to said bar, so that said 1 blade is readily accessible or detachable for the purposes 0f replacement, sharpening and the like.

It further consists of other novelfeatures of construction and advantage all as will be hereinafter fully set forth. I

For the purpose of. 'llustrating my inven tion I have shown in the accompanying drawings several forms thereof which are at present preferred by me, since the same have been found in'practice to give satisfactory and reliable results, although it is to be understood that the various instrumentalities of which my invention consists can be variously arranged and organized and that my invention is not limited to the precise arrangement and organization of the instrumentalities as herein shown and described.

I preferably make the blade 10 and the frame or guard member 8 as a unit, and the left hand of the blade and the wires 9 are posltioned in a recess 16 under the lip 17, while the right hand end. of the blade and said frame 8 are secured within the side walls 18 and the terminal wall 19 by the screw or similar fasteningdevice 20.

-By this construction upon the removal of the screw 20, theblade 1a is readily accessible for sl'iarpening, replacement or other repairs.

In use the device seen in Figures 1 to 3 is slipped upon the wrist, hand or fingers of the user and is moved against the twine to be out, so that the severlng thereof is effected at the point 15. The elastic 6 causes the device to firmly engage the wrist, hand or fingers of the user, as is evident.

In the construction seen in Figures 4t and 5 the elastic band construction 6 and its mode of attachment is substantially the same as already described, but the construction of the curved bar is slightly different from that seen in Figures 1 to 3. In Figure 1 the curved bar is indicated at 21 and the blade 22 tests directly thereupon, its left hand ,end 23, being hel d'in position by the clip 24, which is held in place by the screw 25. Thetop of the blade is held in the slot 26 i of the bent plate 27, whose left hand end has the downturned terminal 28, which overlaps the upturned terminal 29 ofthe bar the wall 33 and the parts being held in as senibled position by the screw 3'4", ,whose lower end is threaded into the plate 38, by which means the end 39 of the elastic band 6 is secured in position. To the upper left hand portion of the bar 32 is secured the strip 40 which has the slot 41 at its right hand end which receives the end of the blade 42, which is secured in position by the transverse screw 43. In this construction the blade and the guard are readily removable on removing the screws 43 and 37, while in the construction seen in Figure l, the blade is readily accessible on removing the screws 25 and 31.

It will be seen that in all the embodiments of my invention, the blade is readily removable, and its upper edge as well as its joint, is guarded and protected at all times, so that only the cutting edge 1-1 is exposed as is evident. The guard member in all the embodiments of my invention straddle the upper cutting edge of the blade and has its terminal above the exposed edge of the blade projected upwardly. The guards seen in Figures 1, 2, 3 and 6 are preferably formed of wire, while the guard seen in Figure 4- is preferably formed of a piece of slotted sheet metal.

My novel device is applicable not only for cutting twine and other thread but also for v ripping seams, slicing fabrics into rags, and

for other analogous uses.

The purpose of the spring guard 12 is so that when a piece of rope is presented to the cutting portion 1d, the said part 12 will yield sufficiently to permit rope being introduced to said cutting portion and at the same time provide suflicient pressure upon the rope to hold it taut against the cutting portion.

Having thus described my invention what I claim as new and useful and desire to secure by Letters Patent, is

1. In a rope cutter, an elongated, curved upper bar, an elastic band having its ends detaeiiably connected to the ends of said bar, a cutting blade positioned upon the top of said bar and extended throughout the major portion of its extent, a guard to receive the pointed end of said blade and an upper guard for the upper edge of said blade and having its terminal above the exposed edge of said blade deflected away therefrom.

2. In a rope cutter, an elongated, curved upper bar, an outer hook on one end thereof, a band having one end connected to said hook, and its opposite end connected to the opposite end of said bar, a cutting blade positioned on the top of said bar and extended throughout the major portion of its extent, and a guard member detachably mounted on said frame and having its end above the exposed edge of said blade upwardly deflected.

8. In a rope cutter, an elongated, curved upper bar, having one side extended downwardly well below the opposite end thereof, an outer hook upon said curved end, an elastic band having one end connected to said hook and the other end to the opposite end or said bar, a cutting blade positioned on the top of I said bar, extended throughout the major portion of its extent, a guard member for upper edge of said blade, and having its terminal above the exposed edge of said blade projected upwardly and means upon said extended bar portion to receive the opposite end of the guard and the pointed end of the blade.
