COMBINED PAPER HOLDER AND CUTTER.
Application filed January 25, 1916.
To all whom it may concern Be it known that I, TnoMAs C. OMARA, a citizen of the United States, residing at Mount Vernon, in the county of Rockcastlc, State of Kentucky, have invented certain new and useful Improvements in Combined Paper Holders and Cutters; and I do hereby declare the following to be a full, clear, and exact description of the invention, such as will enable others skilled in the art to which it appertains to make and use the same.
This invention relates to a combined paper holder and cutter and is particularly designed for use with rolls of paper.
An object of the invention resides in the provision of a device of the character specified which will support a roll of paper and which will, upon one manual actuation, cut the paper, prevent its slipping while being cut and feed the paper for the next cutting operation.
A further object of the invention resides in the provision of means for gripping the paper when it is being out, which means is actuated by the cutting knife.
A still further object of the invention resides in the provision of a brake mechanism to retard the movement of the roll of paper.
With these and other objects in view such as will appear as my description rogresses, my invention comprises the combination and arrangement of parts as set forth in and falling within the scope of the appended claims.

which are joined together at their upper ends by a bar 5, the standards being braced at their lower ends by a suitable brace member 6. The standards at are provided with bearing pockets? which are open at their upper ends. A roll 8 is mounted between the standards 4 and this roll is provided with a trunnion 9 on one end thereof which fits into one of the bearing pockets and a squared trunnion 10 on the other end thereof, on which trunnion 10 a ratchet wheel 11 s mounted. the hub 12 of this wheel 11 being mounted in the pocket in the other standard. It will thus be seen that the roll will be free to rotate. Mounted on the forward ends of the braces 2 are standards 13 v the screws 17 and operating the screws 20,
the blade may be pushed forwardly in which position it may be clamped upon the tightening of the screws 17 The blade 16 is of such length and is so positioned that the paper from the roll 8 may be fed directly thereover. The standard 13 is provided with an outwardly projecting ear 21 to which a knife 22 is pivoted. This knife extends parallel with the blade 16 and the edge thereof is adapted to contact with the edge ofthe blade so that the paper fed through the blade will be cut. The end of this knife 22 extends through a slot 23 in the standard 1 1 and its movement is limited by the slot, a resilient pad 24E is mounted on the standard 14 directly in the. path of movement of the knife 22 so that its downward movement will be gradually arrested. The free end of the knife 22 is pushed upwardly normally by a leaf spring 25, one end of which is located in a bracket 26 011 the standard 13. The spring is passed about the pivot of the knife 22 and bears against a lug 27 on the knife 22. Extending downwardly from the free end of the knife 22 is a flexible operating member 27 which passes through a hole in the board 1 around a pulley 28 which is mounted upon one of the braces 3 and is attached to a rod 29, the rod being slidably mounted in eye's which are, too, mounted on the brace 3. This rod 29 may be attached to a suitable operating pedal which is not shown but may be located at any convenient point. Thus it will be seen that when the knife 22 is drawn downwardly the paper from the roll will be cut because of the contacting of the edges of the blade 16 and knife 22 and when the pressure is released from the Operating pedal the spring 25 will move the free end of the knife upwardly inpositionfor a subsequent operation.
r In order that the paperfrom the roll may 7 be held during the cutting operation, I have provided a gripping bar 31 which extends longitudinally of the blade 16 and is provided with a socket 32 midway between its ends. On the ends of-this bar 31 ears 33 are formed which ears rest upon vertically disposed coiled springs' 34, which springs and ears are located in chambers 35 in blocks 36, the blocks being detachably secured to the standards 13 and 14, and the block adjacent the standard .14 having a dove-tailed tongue thereon which engages with a similarly shaped slot in the standard. This latter block extends through an opening in the standard '14. The springs 34 maintain the bar 31 normally in spaced relation to the blade 16 so that the paper will be free to slide between the bar and the blade. The knife 22 is, however, provided with an inwardly extending arm 38 which has a vertically extending hole therethrough in which a pin 39 is slidably mounted, the pin being normally projected downwardly by aspring 40 and being so located that when the free end of the knife is moved downwardly it will engage in the socket 32 and will consequently move the bar 31 tightly .into engagement with the .paper and bind the same upon the blade 16.
fwhich hook operates upon the adjacent standard 4 and engages the teeth of the ratchet wheel 11. On the other end of the bell crank lever 41 an arm 44 is connected which. is guided by means of a. pin 45 extending through a slot46 therein. The up per end of this arm 44 extends at right angles to the body portion thereof and pro- .jects across the slot 23 so that when the knife 22 moves upwardly it will engage the arm and actuate the hook 42 through the bell crank lever 41 to advance the roll, which advance of the roll will cause the paper to be fed between the bar 31 and blade 16 to such position that it may be readily gripped between the fingers of the operator so that a suflicient amount may be conveniently with drawn from the roll. Upon the downward movement of the knife 22 the hook 42 is returned to its initial position, as isalso the arm 44, by a spring 46 which is secured to the hook 42 and to the adjacent standard 4 so that the hook will be in position for a subsequent operation and actuation of the roller. A brake, which includes a piece of resilient wire secured to the standards 13 and 14 and a roller 47 is provided, the roller being so disposed that it will bear against the paper roll and consequently retard its movement, and be pressed into engagement with the roll by the resilient wire on which it is mounted. It is to be observed in connection with this brake that it is so located that when the diameter of the paper roll is decreased, the tension 011 the roll 47 will be proportionately decreased.
It will thus be seen that when the operating pedal is depressed, the paper will be gripped upon the blade 16 by the bar 31 and the paper will be cut by the knife 22 and it will be further seen that upon the release of the pedal the hook which cooperates with the ratchet 11 will advance the roll of paper so that the end may be readily grasped by the operator.
While I have illustrated and described a particular embodiment of my invention, it has merely been for the sake of convenience and I do not wish to be limited to that particular embodiment as it is obvious that numerous changes may be made in the details of construction without departing from the spirit of the invention or exceeding the scope of the appended claims.
lVhat I claim is- 1. In a device of the class described, the combination with a paper roll, of a blade mounted parallel to the axis thereof, a pivoted knife attached to cooperate with said blade, manually operable means for moving the knife into an inoperative position, resilient means for moving it into an inoperative position and means actuated by the knife upon its movement to an inoperative position to advance the roller.
2. In a device of the class described, the combination with-a roll, of a blade mounted adjacent the same and adapted to receive paper from the roll, a pivoted knife adapted to cooperate with the blade to cut the paper, manually operable means for moving the knife to a cutting position, a gripping bar adapted to be moved into operative position by the knife upon the downward movement of the latter, and means actuated by the knife for advancing the roll.
3. In a device of the class described, the 139 combination with a pair of standards, of a roll mounted therebetween and adapted to contain paper, a pair of standards mounted in spaced relation to the first mentioned standards, a cutting blade extending between the last mentioned standards, a knlfe pivoted to one of the last mentioned standards, a gripping bar mounted in the last mentioned standards, means for holding the bar normally in spaced relation to the blade, and means upon the knife for moving the bar into gripping position with the blade upon the downward movement of the knife, the roll being mounted in such manner that the paper may be drawn above the cutting blade and beneath the gripping bar so that it may be operated on by the knife.
4. In a device of the class described, the combination With a pair of standards, of a roll mounted therebetween and adapted to contain a strip of paper, a pair of standards mounted in spaced relation to the first mentioned standards, a knife pivoted to one of the last mentioned standards and adapted to cooperate with the blade, means for moving the knife away from the blade, a ratchet wheel upon the roll, a bell crank lever mounted upon one of the last mentioned standards, a hook connected to the bell crank lever and engaging the teeth of the ratchet, an arm connected to the bell crank lever and extending in the path of movement of the knife so that upon the upward movement of the knife the roll will be rotated, and resilient means for returning the hook to its initial position.
5. In a device of the class described, the combination with a roll, of a pair of standards mounted in spaced relation thereto, a blade mounted 011 and extending between said standards, a gripping bar mounted about the blade and having ears on the ends thereof, blocks mounted adjacent the ends of the bar and having chambers into which said ears extend and are slidable, resilient means within the chambers for normally moving the bar away from the blade, and-a knife pivoted to one of the standards and adapted to, upon its downward movement, actuate the gripping bar and cooperate with the blade.
