As the lever is operated, the lug 26, operating in the slot 27 of the knife blade 28, moves the knife blade upwardly, and as the strip is disposed between the knife blades 28 and 29, the said strip will be severed from the roll when the knife blades co-aet. Now, in order to secure a clean cut and to re-arrange the feeding of the strip into the machine, as the lever 24 is movedas'mentioned, the carriage 31 is operated to move horizontally rearward on the guides 30 by the pin 39 of the lever 24, operating in the slot 40 of the bar 36. As the carriage is thus moved, the gripping bar 32 grips the .paper and pulls the same taut and stiff, thus exposing. a clean, smooth and unruilied surface for the knife blades 28 and 29. Now it will be noticed thanJ after the moistened strip has been severed from the roll, the end of the roll will be disposed intermediate the knife bladesA and the gripping bar, and, as will be readily understood, the feeding operation of the end of the roll toward the rollers 16 is broken or inoperative, as the said end of t-he roll is in no manner in operative engage ment with the rollers. As theilever moves back to its normal position, thus carrying the -carriage with it, as has been mentioned, the pawl 41 engages the ratchet wheel 42, and as the lower part of the lever is moving toward the ratchet when the pawl engages the ratchet, it turns the same, thus also turning the shaft on which the lower roller is secured. As the roller turns, the end passbetweenrthe rollers, the crank handle is again turned to moisten the strip unreeled from `the roll and the cutting operation, heretofore explained, is again resorted to when the strip has been moistened to the desired length. l
By using the adjust-able reel described, various sized rolls can be mounted on the same reel, as the Width of the reel can be easily varied at any time. e In setting forth the construction and opmy improved cutting means I have illustrated a machine embodying moistening rollers and have described these moistening rollers in connection with the cutting devices, it being apparent, however, thatthe cutting device may be used by itself and apart from any moistening rollers, such use being comprehended by the spirit of the invention.
Having thus described my invention, I claim as new and desire to secure by Letters Patent:
1. A device of the class described, comprising a frame, an operating lever movably carried thereby, a cutting blade movably carried by the frame, means on the lever adapted to engage the blade in order to lnovegit, a carriage movably carried on the frame and provided with a spring-controlled bar adapted to engage an end portion of a supply of paper,.together with means carried by the carriage and adapted for engagement withthe said lever whereby movement of the lever will move the carriage.
2. A device of the class described, com-y prising a frame, a lever movably carried thereby, a spring-controlled cutting blade carried by the frame, means on the lever adapted for engagement with -the blade in order to move it, a carriage slidably supported on the frame and provided with a spring-controlled gripping bar, a projecting finger on .the lever, and means carried by thel supporting means of the carria e and adapted to engage the said finger, w ereby movement of the lever moves the carriage.
3. A device of the class described, comprising a frame, an operating lever movably carried by the frame, a finger projectingv from thev lever, a cutting blade carried by the frame, another blade movably supported adjacent thereto, means on the lever adapted of the roll is again made to i to engage the movable blade to actiiate it,v
a carriage having a spring-controlled gripping bar thereon slidably carried by. the t' 'ame, together with means in engagement with the carriagel and adapted for engagement by the said linger, whereby movement ot' the lever will move the carriage.

A device of the class described, comprising a traine, an operating lever carried thereby, a cutting,` blade movabl)7 carried by the lrame, means on the lever adapted to engage the blade, whereby movement of the lever moves the blade, a carriage having a y gripping bar thereon slidably supported on the rame, membersl pivotally carried on the trame and in engagement with the carriage, together with means on the lever adapted to engage the said pivotally carried members, whereby the carriage may be moved.

A device ot the class described, comprising a frame, a blade carried thereby, a movable blade adjacent the tirst blade and adapted to cooperate therewith, a carriage slidably supported on the frame, a gripping bar on the carriage, movable members carried by the frame and in engagement with the carriage'together with alei er also carried by the. f aine and havingl means thereon adapted to engage the said movable blade. and other means adapted to engage the movable membersl engaging the arriage. whereby movement of the lever moves' the said bladx and alsofllie carriage.

A device of the class described, comprising a frame, rolls on the frame, a carriage having a spring-controlled grippin bar thereon, co-acting knife blades carried by the frame'and located between the said rolls and the said carriage, a lever carried by the frame, means on the lever adapted to engage one of the said blades in order to actuate it, a finger on the leve-r, movable means engaging the frame and the carriage and adapted to be engaged by the said finger whereby the carriage is moved, a ratchet arranged to turn with one of the said rolls, a pawl engaging the ratchet, a bar engaging the pawl, and means carried on the frame and engaging the said bar adapted to be actuated by the lever, whereby movement of the lever in one direction will turn the said rolls. v
