DEVICE FOR HOLDING STREAIVIERS.

Be it known that I, Arum O. JOSLYN, a citizen of the United States of America, and resident of ()rleans, in the county of Orleans and State of Vermont, have invented certain new and useful Improvements in Devices for Holding Streamers, of which the following is a specification.
This invention relates to means for holding a streamer on a flag, banner or the like, the said invention being designed as an or namental addition to such flag or banner and possesses the further utility as a support or holder for the streamer which may contain advertising legends or other matter.
An object of this invention is to provide novel means for securing a streamer-holding member to a flag or banner and it is the purpose of the inventor to have the streamer holding device simulate an eagle as the representations of eagles are commonly used on flag staffs, flag poles and the like.
A further object of this invention is to provide novel means for removably securing the streamer to the said. holder and to that end novel means are provided for utilizing the element representing the bill of the bird as a clamping device to which the streamer is connected, the said clamping device being perfectly held in place by means of a screw or other retaining member.
WVith the foregoing and other objects in view, the invention consists in the details of construction and in the arrangement and combination of parts to be hereinafter more fully set forth and claimed.
In describing the invention in detail, reference will be had to the accompanying drawings forming part of this specification, wherein like characters denote corresponding parts in the several views, and in which- Figure 1 illustrates a. view in elevation of a fragment of a flag pole with a flag applied thereto and the invention illustrated as secured to the flag; Fig. 2 illustrates a view in elevation of the streamer holding device; Fig. 3 illustrates a View in elevation of a plate for clamping the banner or flag; Fig. 4: illustrates a view in elevation of a fragment of the holder shown in Fig. 2 viewed from the front; and Fig. 5 illustrates a detailed sectional view of a fragment of the streamer clamping device.

7 a rope for holding the flag in place and 8 a flag or banner, which elements may be of any appropriate construction and the latter of which may be the flag of the United States or other nation, State or country.
The streamer holding device comprises a plate 9, the general contour of which is that of an eagle, the said. plate being adapted to overlie or press against a portion of the side of the banner or flag with a portion thereof preferably projecting above said flag or banner to simulate a bird, the head of which projects above the upper edge of the flag or banner. A second plate 10 of the general configuration of a portion of the plate 9 is adapted to coact with that portion of the plate 9 which is in engagement with the flag or banner and the said plate 10 is applied to the side of the flag or banner opposite that engaged by the plate 9, the said plates 9 and 10 being secured together by fastenings 11, such as rivets or the like extending through the coinciding apertures 12 and 13 in the plates 9 and 10 respectively, so that the streamer retaining device is attached to the flag or banner in a manner to support the streamer above the flag or banner when the same is held extended or is waved by the action of the air, or to allow the said streamer to hang vertically or approximately vertically when the flag is not in motion or sufficiently disturbed by atmospheric conditions to wave it.
The portion 14 of the plate 9 which represents the head of a bird has a lug or projecting portion 15 simulating the lower portion of the bill of the bird and this element 15 is integral with the plate 9 and is furthermore provided with a recess 16 forming a seat for a bar 17 to which the streamer 18 is attached. The upper portion 19 of the bill is connected to the plate 9 by a hinge 20, and said. upper portion 19 has a threaded recess 21 to receive a screw 22 which screw is likewise threaded through an aperture 23 in the lower portion 15 of the bill. Thus, it will be observed that the portions of the bill form a clamp which is effective in retaining the bar 17 in place and said bar may be applied or removed, due to the fact that the screw is utilized for retaining the parts in assembled relation.

I claim In a device for holding streamers on flags, banners and the like, a plate, a second plate between which and the first plate the flag or banner is clamped, fastening devices for holding the plates in assembled relation, a lug integral with the first mentioned plate and forming a clamping member, said lug having a recess therein, a cooperating clamping member, means for hinging the last mentioned member to the plate, means for holding the upper and lower portions of 15 AHIRA O.
