Цель достигается тем, что над фюзеляжем в носовой и хвостовой частях продольно размещены две пустотелые надстройки обтекаемой формы, в которых с обеих сторон поворотно встроены роторные редукторы циклоидных движителей, создающих каждый (автономно друг от друга) изменяемые по величине подъемную и тянущую силы, а крылья выполнены складывающимися и для посадки на воду снабжены двумя боковыми поворотно выдвигаемыми поплавками.
