A WATER TREATMENT METHOD AND A WATER TREATMENT SYSTEM THAT CAN REDUCE COD (CHEMICAL OXYGEN DEMAND) AT A HIGH REMOVAL RATE ARE PROVIDED. IN REDUCING COD (CHEMICAL OXYGEN DEMAND) BY ADDING A CHLORINE OXIDIZING AGENT TO TARGET TREATMENT WATER THAT CONTAINS ORGANIC MATTER, PASSING THE TARGET TREATMENT WATER THROUGH A MANGANESE FILTER MEDIUM, AND DECOMPOSING THE ORGANIC MATTER BY CATALYTIC OXIDATION, USED IS THE MANGANESE FILTER MEDIUM IN WHICH A CRYSTAL POWDER OF NATURAL MANGANESE DIOXIDE (MNO?) THAT INCLUDES ?-MNO? IS SUPPORTED WITH A BINDER ON A SURFACE OF A PARTICULATE CARRIER, WITHOUT PERFORMING SINTERING, CALCINING, OR A HEAT TREATMENT AT A TEMPERATURE AT WHICH THE ?-MNO? UNDERGOES CRYSTAL TRANSFORMATION.
