A CONCAVE PORTION SUBSTITUTED FOR A VENTILATING HOLE (25) IS PROVIDED TO THE CENTER OF THE LOWER PART OF THE WIND SCREEN (10) AND A RECEIVING CONCAVE PORTION (36) FOR RECEIVING THE CONCAVE PORTION IS ALSO PROVIDED TO THE FLANGE (20). A PAWL (23) IS PROVIDED TO THE CENTER OF THE FLANGE (20) AND IS FITTED TO THE LOWER END OF THE WIND SCREEN (10). A PLATE (40) IS INTEGRATED WITH A PART (7A) OVER AN OPENING INSIDE AND RECEIVES THE UPSIDE OF A HEADLIGHT (8).
