상기 이동대(20) 상에 설치되고, 상기 한쌍의 지그(10a,10b) 사이에 고정되는 단열파이프(5)의 내외측방향으로 상호 이동가능하게 양측에 설치되며, 하부 레일(35)에 연결되어 실린더(36)의 작동에 의해 레일(35)을 따라 이동되게 설치되고, 하부 기어(34)에 연결되어 핸들(33)의 작동에 의해 기어(34)를 따라 이동되게 설치되는 한쌍의 작동대(30)와;
상기 한쌍의 작동대(30)에 상호 마주하는 방향으로 이동되게 각각 수평 설치되며, 모터(41)에 의해 축회전되는 커팅날(40)로 구성되어,
