This light receiving means 3 imparts information whether a specified light emitting element is emitting light according to a predetermined order and time interval or whether the replacement of the light emitting element is needed because of the presence of an abnormal light emitting state. As a result, the reliable monitoring of the light emitting elements can be conducted with a simple construction, and economical and efficient light emitting elements are made available.
