PURPOSE:To make it possible to detect easily fusing of each phase fuse at primary side of a potential transformer by comparing phases of two different line voltages respectively on secondary side of the potential transformer. CONSTITUTION:A fusing detector 7 is constituted of phase comparison detectors 81-83 compare phases of two different line voltages respectively on secondary side of potential transformer 2 to detect phase difference between them. The fusing decision devices 91-93 decide whether phase differences detected by the phase comparison detectors 81-83 are 0 deg., fusing detection signals are outputted respectively as if fuses 3 of S phase, T phase and R phase are fusing, provided that the phase difference is 0 deg..
