As a polymer having this active hydroxyl radical, one kind of polymer of polyvinyl acetal and polyester polyol, or a mixture of optical more than two kinds are suitably used. As the catalyzer is combined therein in this way, insulation coating can be performed at high wire speed, further, the catalyzer has the boiling point under 250 deg.C so as not to remain in the film after coating and to have good thermal resistance.
