PURPOSE:To reduce the thickness of an oxide film on a cold-rolled steel strip and to maintain a surface condition excellent in phosphating property by using an aqueous solution of water-soluble metallic compound in primary cooling and also using an aqueous solution containing alpha-amino acid in secondary cooling. CONSTITUTION:A cold-rolled steel strip is subjected to continuous cooling consisting of primary cooling or overageing treatment and secondary cooling. At this time, an aqueous solution containing water-soluble metallic compound or this metallic compound and alpha-amino acid is used as primary cooling water, and an aqueous solution containing alpha-amino acid is used as secondary cooling water. By the above procedure, the inhibition and removal of oxide film attendant upon steam spray cooling, etc., at the time of secondary cooling are effectively carried out. As a result, the surface cleanliness of the cold-rolled steel strip can be improved and effective prior treatment to phosphating can be effectively carried out.
