PURPOSE: To safely operate the transistors of an inverter even if a large current is made to flow therein by connecting a low-voltage AC power supply to the input side or output side of a converter during an emergency stop operation test, and lowering the output voltage of a main circuit. CONSTITUTION: During an emergency stop operation test, contactor contacts 71 -73 are opened to stop the supply of electricity from a three-phase ac power supply 6, and a battery 14 is connected to the input side of a converter 8 to lower a DC voltage applied to an inverter 9. Since an elevator can be operated at low speed during the test, a low voltage alternating current of low frequency may be applied to an electric motor 10, but since torque greater than the normal one is needed, a primary current limiter circuit 55 and a torque limiter circuit 52 have their respective limiter values set to be greater than those under normal conditions. Thus, the transistors of the inverter can operate within a safe operating range even if a large current is made to flow therein, and the capacity of each transistor can be reduced.
