CONSTITUTION:Carbon paint is laminated on the inner surface of a metal case. The material having conductive carbon black is used as the main component of a polarization electrode and polytetrafluoroethylene is mixed therein, this polarization electrode is separated by non-woven fabric type polypropylene, an electrolyte of organic solution consisting of LiClO4 and propylene carbonate PC is impregnated, this element is housed in a case consisting of metal such as aluminum, stainless steel, nickel and the like, on the internal surface of which carbon paste is coated, and the case is airtightly closed. There are recesses and projections on the surface of the carbon paste on the inner surface of the metal case, and as the carbon paste and the conductive carbon black have affinity with each other, the contact resistance of the metal case and the polyrization electrode is reduced, and reduction both in equivalent series resistance(ESR) and the rate of change can be achieved.
