Abstract

PURPOSE:To contrive to improve the transmission efficiency as a whole by providing a threshold value and increasing the block till an error with an original picture is larger than the threshold value so as to apply movement compensation. CONSTITUTION:In applying movement compensation as to picture information, the moving compensation is applied to a small block of a required size being the result of splitting a picture pattern including picture information into plural numbers and a predicted error obtained from the result is compared with a prescribed threshold value TH. When the predicted error is larger than the threshold value, blocks are combined to form a larger block and the movement compensation is applied to the formed block. Then the processing is repeated till the predicted error is larger than the threshold value TH to increase the block size, and when the predicted error is larger than the threshold value TH, the processing is finished at the block size in this case. Thus, the moving compensation is applied by using a large block size for a flat part of the picture and with a small block size to a part with rapid change in the picture.
