CONSTITUTION:On the surface of a base member 1 formed in a tape, a coverage layer 2 of pure copper is formed. As the material of the base member 1, a metal material of a good antiacid property such as Ni can be used. Then, an oxidization process is applied to form a copper oxide film 3 on the surface of the coverage layer 2. After that, a mixture material layer 4 of A element (a periodic table IIIa group metal) and B element (an alkaline earth metal) is formed on the surface. The mixture material layer 4 is formed by making a mixture powder of an yttrium oxide and a barium oxide, for example, mixed at a specific ratio into a sol in ethanol, and the base member 1 is passed in the sol continuously to attach the sol material to the copper oxide film 3.
