CONSTITUTION:An output voltage from a rectifier 2 is phase-controlled to supply its required amount to an inverter circuit 4. Pulses are outputted from the inverter circuit 4 to obtain an input voltage required for the lighting of the lamp. If a power supply voltage fluctuates to rise, then voltages applied across resistances r1 and r2 are made to rise, so that an operational amplifier 11's output voltage, which is compared with a referential voltage Vref, causes to rise. A comparator 12 functions to compare an output voltage of an amp 11 with a half-wave rectified voltage of a resistance r5.
