The heated water is sent with a pump 10 to a heater core 8 to heat air from a fan 9 and to send the heated air to a room. Here, the pulse signal is sent only when the combustion device 4 is operated normally from the combustion controller 1 to the system controller 2. If abnormality occurs in the device, a pulse other than the pulse signal, either of the binary signals for example, at a fixed level is produced and the device is automatically brought to a stop mode. The safety of the device is secured in this way.
