PURPOSE:To reduce quantity of an air supply ventilating duct in a central control room by providing an air supply opening in a first empty room for forming a decorative ceiling and an upper floor, and setting a ventilating opening in a second empty room for forming a free access floor and a lower floor. CONSTITUTION:An air supply opening 20 at which an air quantity mechanism is provided at the part arranged in a ceiling chamber 12 on an air supply duct 8 is set. Air exhausted from the air supply opening 20 is dispersed in the chamber 12 and a heat insulator is executed on an upper floor 21 and the like in order that the temperature of the dispersed air is prevented from being increased by outside heat. The air dispersed in the chamber 12 is blown in a living space 10 by the minute pressure difference produced between the living space 10 and the chamber 12 from many blowout holes 13 provided in a ceiling 11. The air whose temperature is increased by heat load in the living space 10 is exhausted in a lower floor 16 between a floor 15 and a ceiling 23 of the lower floor from the opening arranged at the free access floor 15, drawn through a ventilating opening 24 in a ventilating duct 9 arranged in a chamber 16 and returned to an air conditioner 2.
