CONSTITUTION:A set diaphragm value signal 6 and a set second signal 24 are inputted in a set luminance arithmetic circuit 25 so as to output the set lowest proper exposure allowable luminance signal 27. When either a lens aperture driving signal 20 or a lens aperture output signal 28 is outputted in a state where a flash light emission signal 35 is outputted from a comparator 33 when the set luminance signal 27 is larger than an actual luminance signal 32, an OR circuit 36 generates an output and an AND circuit 38 energizes the flash light emission circuit 34 so as to emit flash lights during the flash light emission time when the circuit 34 is controlled by the light quantity integration circuit 44 which is controlled with a guide number and a film sensitivity. Thus, the proper exposure can be always obtained.
