二重化通信局または非二重化通信局の内部に設け
られる二重化通信制御装置において、前記バス上
にあるトークンを傍受することにより適宜更新さ
れ前記バスに接続された前記各通信局の状態が設
定される通信局接続状態テーブルと、前記トーク
ンを受信した際に一方のバスを介して自己の局番
の次に大きいまたは小さい局番を有する通信局に
前記トークンを送出し次に前記トークンを受信し
た際に他方のバスについても自己の局番の次に大
きいまたは小さい局番を有する通信局に前記トー
クンを送出するアクセス制御部とを有することを
