なる作動態様が得られるように上記第1の制動手
段および第2の制動手段を制御せしめる第1の作
動制御手段、上記機関の回転数を検出する回転数
検出手段の出力に応じて作動し、同回転数が設定
値を下まわると上記第2の制動手段を非作動とな
す第2の作動手段を備えたことを特徴とする内燃
