関を制動せしめる第２の制動手段、上記第１の制
動手段および第２の制動手段がともに作動状態と
なる作動態様が得られるように上記第１の制動手
段および第２の制動手段を制御せしめる第１の作
動制御手段、上記機関の回転数を検出する回転数
検出手段の出力に応じて作動し、同回転数が設定
値を下まわると上記第２の制動手段を非作動とな
す第２の作動手段を備えたことを特徴とする内燃
