た。併しながら近年道路事情の悪化、絶対的な土
地不足に加えて環境保全に関する地域住民の関心
の高まりなどにより、立坑用地の取得及び工事の
施工が極めて困難になつてきている。

ときに地下水等がトンネル3内に流入するのを防
止するようにしてある。
