PURPOSE:To correct easily a diagram and to improve the accuracy of the diagram by converting a topographical chart out of information to be processed by a computer into run length vector data and a route chart into vector data and storing these data in respective files. CONSTITUTION:The topographic chart of a town plan is read out an image reader 1A such as a facsimile device and inputted to an electronic computer 1B. The data are rapidly converted into run length data having the continuous length of a ''0''/''1'' data string and starting point position information by a processor 1G for binary pictures. A piping route out of distribution line equipment information is inputted to the computer 1B as digital data by a digitizer device 1F. Route chart vector data 1a and topographic chart run length vector data 1b which are to be processed by the computer are stored in a magnetic disc device 1C respectively. After information retrieval, the output of the route chart is displayed and printed out by synthesizing and editing two kinds of data.
