However, in the past, in many cases, a general work boat was also used as an oil fence deployment vessel, and an oil fence storage area was installed on the rear deck of the work boat, and a working winch on the deck was used when deploying an oil fence. The oil booms are sequentially hoisted onto the deck from the storage area and thrown into the sea from the stern, and most of the operations are carried out manually. As a result, sending out and recovering the oil boom cannot be done quickly and the work is highly dangerous.

Furthermore, the ship's driver in the wheelhouse maneuvers the ship while monitoring the work situation, so if the worker is unfamiliar with the work, it will greatly affect the fence extension work and pose a major hindrance to preventing the spread of spilled oil in the initial stage.

Additionally, there have been some vessels dedicated to deploying oil fences, but their automation cannot be said to be sufficient.

For example, by installing a slide at the rear of the ship that can extend out to sea,
Some oil booms are stored in the hold at the rear of the ship's hull, and are placed on a slide and released into the sea as the ship moves forward, but most of them rely on human labor, and the automation of sending out and collecting oil booms is not sufficient. .

In order to pull out the oil fence 7 stored in the cargo hold 2 from the cargo hold and drop it on the sea, when the ship sails on its own and arrives at the scene, close the hatch cover 4 using an opening/closing device (not shown) as shown in Fig. 1. From this state, move to the stern storage area as shown in Figure 2, stack the upper and lower covers, and move the truck 11 back to the position shown by the dotted line in Figure 2. When lifting an oil fence onto a ship from the sea and storing it in a hold, the oil fence can be carried out in the reverse order to the above-mentioned operation for sending the oil fence out to sea.The oil fence, with one end lifted from the sea, is first placed on the rotating drum 8 at the stern end. When the oil boom is lifted onto the ship, the drum is being rotated in the opposite direction to the direction of the arrow.

As explained above, the present invention is applied to an oil fence deployment ship that is equipped with a hold for storing an oil fence that opens toward the stern toward the upper deck. A rotating drum has a member attached to the outer circumference of the hull that can be rotated forward and backward by remote control, a guide member extending from both port and starboard sides of the hold to the stern end and installed horizontally on the upper deck, and guided by the guide member. The oil fence is pulled up from the hold or sent into the hold. The oil fence is rotated forward and backward by remote control. The oil fence is hooked onto a dolly with a rotating drum installed on the outer periphery of the shell, and a drive means for moving the dolly back and forth by remote control. Compared to the conventional method, in which an oil boom unwinding winch was installed at the stern end of the ship and the loading and unloading into and out of the hold was carried out by hand, the present invention uses a bogie that runs above the hold. A rotating drum is installed to pull up or feed the oil boom into the vessel, making it possible to automate the loading and unloading of the oil fence from the ship's hold, saving labor and making it quick and safe.Furthermore, a rotating drum fixed at the stern end of the vessel allows for the oil fence to be sent out to sea. As a result, the oil booms sent from the front rotating drum can be received one after another and sent out to sea, making it possible to deploy to the sea more quickly than before and effectively preventing the spread of spilled oil.

In addition, lifting the oil fence from the sea can be done by remote control, which significantly reduces the number of people involved, making it quick and safe.

Furthermore, by automating the work, even ordinary workers can easily deploy and retrieve oil booms.
