PURPOSE:To rapidly measure a concentration of a residual chlorine in a liquid to be measured by means of a simple work, by a method wherein a liquid to be measured, electrolyzed in a diaphragm tube, is partitioned, and the quantity of electricity is meansured by electrolyzing a I2 generated in the liquid to be measured. CONSTITUTION:With a piston 11 operated, a liquid 7 to be measured is sucked and induced into a diaphragm tube 13, and is kept in a static condition in the diaphragm tube 13. Meanwhile, a crystal of phthal acid calium and a crystal 32 of KI exists in an electrolytic cell 2, and thereby an electrolyte 23 is prepared into a KI saturated solution. Thereby, a wide difference in concentration in terms of the KI between the liquid to be measured in the diaphragm tube 13 and the electrolyte 23 in the electrolytic cell 2 is produced, the KI in the electrolyte 23 penetrates through a diaphragm for the movement to the liquid to be measured, and a residual chlorine, contained in the liquid to be measured, immediately reacts to the KI from the electrolyte 23 to separate out I2. The I2 is reduced to I<-> by a cathode 25 or a third electrode 26 without the application of a voltage to each electrode and with a switch 5 OFF, and the quantity of electricity, proportioning to the amount of the I2, is detected by an ammeter 4.
